STUDENT ACCIDENT INSURANCE

This is a reminder to parents/guardians with a child or children attending school

in the Northern Lebanon School District. Northern Lebanon School District does

not carry medical insurance on students. The district does provide parents with the

opportunity to select a primary excess group insurance plan for students.

Student accident insurance can help you eliminate the possibility of out-of-pocket

expenses, since many group insurance policies no longer pay full hospital and

medical expenses and may require a deductible or co-insurance. There are two

plans available for your consideration:

School Time Coverage Plan Costs $36 per student – This will cover injury

occurring during the hours and days when school is in session and while the

student is traveling to and from school, while attending school sponsored

activities and interscholastic sports.

24 Hour Coverage Plan Costs $125 per student – This will cover 24 Hours a day

while the student is in school or at home.

Please see the Brochure on the district website for a description of the plans and

the various coverage options. Please note that the plans should be considered in

conjunction with any other family medical insurance you may have. This

insurance can be purchased anytime during the 2019-2020 school year.

HALL PASSES A QR reader Application (app) is uploaded to each student’s Chromebook prior to the start of the school year. Students can also upload the application (app) to other electronic devices such as cell phones. This application (app) will serve as a digital hall pass to be used when students need to deviate from their regular schedule. Each student will complete the following procedures when leaving a classroom:

• Obtain permission from the teacher to leave the classroom

• Scan the QR code using an electronic device

• Complete the form that appears in the device

• Scan the QR form and select “return to class” upon return to the classroom

Students who wish to go to another teacher’s classroom need to receive prior approval through email to both destination and their regular schedule. The information that is collected in the digital hall pass will be available for the teacher and administration.

LAVATORIES Students must be considerate of others and keep lavatories clean. Lavatories in the locker rooms are for use only during a student’s gym class period. Students will use the nearest lavatory to the assigned area.

LEAVING THE BUILDING Upon arrival on school property, students may not leave without permission. This policy also applies to Career and Technology Center students who spend part of the day at Career and Technology Center and part of the day at Northern Lebanon High School. Failure to complete the day constitutes an offense, consistent with the levels of discipline.

STUDENT LUNCH POLICY Pursuant to the National School Policy Act and the Child Nutrition act of 1996, the Northern Lebanon School District operates a school meal program for all its students to engage in a computerized point of sale debit food system for the purchase of meals. The computerized point-of-sale debit system allows for the charging of meals. In the event that a student does not have cash to pay for his/her meal or insufficient funds in his/her account, the student will be permitted to charge a meal only (not A La Carte items). Students can not charge snacks, ice cream or any other A La Carte items if his/her account reflects and outstanding balance. (NLSD Policy #808.1). To check student accounts or to make convenient online payments, SchoolCafe is available on the Northern Lebanon School District Web Site, under food services. Lunch prices for the 2019-2020 school year are below: High School Breakfast $1.30 Lunch $2.50 If you have any questions, or need further assistance, please contact the Food Service Director at (717)865-2117 ext. 2541.

LOCKERS Students will be assigned a locker upon request. Students must use only their assigned locker and are required to keep it locked when not being accessed. Locks cannot be set to allow for easy open access. Physical education students are not assigned a permanent locker in the locker room. They are permitted to use any vacant locker during class time but must vacate that locker at the end of their class period. Students may purchase a combination lock that is to be used only during physical education class. According to Northern Lebanon District Policy, lockers are school property and students have no expectation of locker privacy. It is expected that lockers will be subjected to regular inspection by the administration. Lockers may be inspected with or without any suspicion of wrongdoing on the part of an individual student. Blanket or random locker searches, including canine “sniff searches,” may be conducted when the administration has any evidence of a problem which justifies such a search. Any illegal materials seized may be used as evidence against the student in disciplinary proceedings. The Northern Lebanon School District is not responsible for lost or stolen items.

RECORDING DEVICES USED ON SCHOOL PROPERTY The school district may place and use video cameras, or other recording devices, on school property and on school busses. The images or sounds recorded by the video camera or other recording devices may be used by the school authorities to determine whether conduct occurred which is contrary to the rules of the school district, to determine the extent of such conduct, and to determine the identity or identities of the student or students involved in such conduct.

SALES Students or school organizations are not permitted to sell anything without written permission from the Director of Athletics and Supplemental Activities. No edible items may be sold by students during school hours.

SCHOOL POLICE OFFICER

NLSD employs a School Police Officer (SPO). The School Police Officer has the same official powers and authority of arrest as a municipal or state police officer. This authority is recognized in all school buildings, at all school events, at school bus stops, and in school buses and vans. The primary responsibility of the SPO is the safety and well-being of all students, staff, and guests of the district.

SCHOOL VISITORS

During the school day all outside doors will remain locked. All visitors must enter the building via the Middle School entrance and immediately report to the main office to register. Visitors will state the purpose of their visit and secure a visitor’s pass before being granted building access. Upon leaving the school building, visitors must sign out of the main office and return their passes. Students may not invite friends to visit classes during the school day. Students who opened locked doors to allow access to the building have committed a level III offense and will be disciplined accordingly.

TELEPHONE Students are discouraged from using the telephone during the school day. Students who must make emergency phone calls during the day must request to use the telephone in the Counseling Office.

GRADING SYSTEM 90-100 - Superior Achievement - A 80-89 - Above Average - B 70-79 - Average - C 60-69 - Below Average - D Below 60 - Failure – F

ASSESSMENTS

An assessment will be utilized at the midpoint and end of all full year courses that count towards graduation credit requirements. The mid-term exam will count as no more than 10% in the second marking period for any given subject. The final exam will count as 20% of the final grade for all full year, core subjects. The last marking period may be subject to review by the administration, teacher and parents for students relying on the 40% bottom limit grade to pass the course without any effort. The minimum 40% grade may be lifted if all listed above agree the student is not putting effort forth in the course. Semester courses will assess students at the conclusion of the semester course.

KEYSTONE EXAMS Every student will take a Keystone Exam at the conclusion of Algebra 1, 10th grade English Literature and Biology courses. If a student does not score Proficient or Advanced on the assessment they can retake the exam during each of the available testing sessions until the conclusion of their junior year. Starting with the class of 2022 and beyond, those students must pass each of the exams to meet the graduation requirements. After two unsuccessful tries a student is eligible for the project-based assessment that will also meet the graduation requirement.

HONOR ROLL To be considered for honor roll status a student must be enrolled in a minimum of five classroom credits earned in at least four different courses except for students who attend Full Day CTC. Honor roll selections are based on class grades earned during each marking period. The honor roll criteria have been established as follows: Superior Honor Roll – achievement of a grade of 90 or higher in all courses and no grade less than S or P in a single marking period. Regular Honor Roll – achievement of a grade of 80 or higher in all courses and no grade less than S or P in a single marking period.

CLASS RANK Class rank shall be computed based upon a weighted grade point average, cumulative to include all graded subjects for which credit is awarded.

14

GRADUATION PROJECT SERVICE HOURS All students will be required to complete 20 hours of supervised career preparation or community service.

ATTENDANCE Regular daily attendance is an integral part of an effective educational environment. There is a positive correlation between regular attendance and success in both school and the world of work. State law requires that students be in attendance at school except for the following reasons:

• Personal illness • Death in the immediate family • Required court appearance • Religious holiday • Quarantine • Emergency as determined by the administration • Educational trip with prior approval by administration

Absence from school will be classified in one of two general categories:

1. Illness - Depending upon the circumstances, illness will be coded as excused or unexcused.

2. Elective absence: Examples include: vacations, hunting, fishing, Farm Show, Sportsmen’s Outdoor Show, etc. [All absences will go through the pre-approval process and possibly could be classified as unexcused or unlawful with no make-up privileges]. Since the pre-approval process requires several days to complete, students must speak to the administration well in advance of any anticipated absence. Students must pick up a form from the office to be signed by their teachers and approved by the administration prior to their absence. In all cases, prior unexcused absences, disciplinary history, and current academic standing will be considered before granting approval.

Procedures: When a student is absent, the automated system will call home to inform the parent of the absence. Upon returning to school after an absence, the student must bring an excuse note stating the date(s) of the absence(s) and the cause of the absence, including a parent or guardian signature. Three or more consecutive days absent require a physician's note for illness. The student should drop the notes in the mailbox outside the high school office before first period. All excuse notes must be turned in to the attendance secretary within three school days of the student’s return or the absence will be considered unexcused/unlawful on the fourth day of the student’s return to school. A maximum of ten days of cumulative lawful absences verified by parental notification may be permitted during a school year. All absences beyond ten cumulative days will require an excuse from a physician. If a student is placed on

Page 15: VIKINGS · 2019-08-22 · 1 Northern Lebanon High School VIKINGS GAME ON The purpose of this student handbook is to acquaint students and their families with the procedures, policies

15

“doctor’s note status” then any absences not verified by a doctor’s excuse will be unexcused or unlawful absences. In order to be acceptable, a doctor’s excuse must state that the student was under the doctor’s care and was unable to attend school on the date of the absence(s). The note must also clearly state when the student should return to school.

UNLAWFUL ABSENCES (16 years of age or younger) When a note is not returned to school within the three-day period, the absence will be recorded as unexcused or unlawful, and the student will be assigned an appropriate consequence. A student will have the opportunity to make up work he/she misses; credit may be denied for unlawful/unexcused absences at the administration’s discretion.

Procedures: After the first unlawful absence, a “First Unlawful Absence” letter will be sent to the parent or guardian indicating the date of the unlawful absence. For any absences thereafter that are unlawful, the parent or legal guardians may be assessed a fine issued by the school district and processed through the District Justice’s Office. After three unlawful absences, a “Third Unlawful Absence” letter will be sent to the parent or guardian indicating the days of unlawful absence. For any absences thereafter that are unlawful, the parent or legal guardians may be assessed a fine issued by the school district and processed through the District Justice’s Office.

UNEXCUSED ABSENCES (17 years of age and older) Students over the mandatory school attendance age of eighteen will receive assignments to detention, in-school suspension or Saturday school as a consequence of unexcused absences. A student has the opportunity to make up work s/he missed; however, credit may be denied for unexcused absences at the administration's discretion.

ACADEMIC REGULATIONS RELATED TO ATTENDANCE PA SCHOOL CODE Every parent/guardian of any child of compulsory school age is subject to penalties if compulsory school-age attendance requirements are not met. DISCIPLINE PROCEDURES

Introduction It is the responsibility of the total school community to create and maintain an atmosphere that is conducive to teaching, learning, and living. Everyone in the educational process has the right to expect that the environment will be safe, pleasant, and well-organized. The climate should produce security and consistency through established rules and guidelines. The emphasis should be placed on courtesy, cooperation, and fulfillment of necessary obligations at all times. An orderly school environment requires a code of discipline that clearly defines individual responsibilities, categorizes unacceptable behaviors, and provides for appropriate disciplinary options and responses. To be effective, such a code must:

• Be preventive in nature. • Promote self-discipline. • Concern itself with the welfare of the individual as well as that

of the school community as a whole. • Promote a close working relationship between the parents

and the staff. • Discriminate between minor and serious offenses as well as

between first time and repeated offenses. • Provide disciplinary responses that are appropriate for the

misbehavior. • Be administered in a way that is fair. • Comply with the provisions of federal, state and local law as

well as with the guidelines and directives of the Pennsylvania Department of Education.

STUDENT RESPONSIBILITIES Students share with the administration and faculty a responsibility to develop a climate within the school that is conducive to wholesome learning and living. Everyone in the educational process has the right to expect that the environment will be safe, pleasant, and well organized. The climate should produce security and consistency through compliance with established rules and guidelines.

conduct themselves in accordance with them. • Volunteer information and cooperate with school staff should

they have knowledge of importance in disciplinary cases. • Dress and groom themselves to meet fair standards of safety,

health and common decency, in a manner that will not cause disruption to the educational process. • Assist the school staff in operating a safe school for all of its

occupants. • Comply with Commonwealth and local laws. • Exercise proper care when using school facilities and equipment. • Complete all make-up work when absent from school. • Pursue and attempt to complete the course of study prescribed

by state and local school authorities. • Refrain from using inappropriate, disrespectful, indecent or

obscene gestures or language.

PARENT/GUARDIAN RESPONSIBILITIES Parents/Guardians are urged to: • Exemplify an enthusiastic and supportive attitude toward school

and education. • Build a good working relationship between themselves and school personnel. • Teach their child self-respect, respect for the law, and respect for

others as well as public and private property. • Insist on prompt and regular attendance. • Encourage their child to take pride in his/her appearance. • Insist that the child promptly bring home all communications

from school. • Cooperate with the school in jointly resolving any school related

problems. • Provide a place conducive for study and completion of homework assignments. Parents should be aware that they are responsible for any financial obligations incurred by their child in school, including lost books, damage to property, etc.

A violation of this policy constitutes a disciplinary offense. On February 3, 1997, the Pennsylvania state legislature enacted Act 145 making it illegal for students to use or possess tobacco products on school property.
