What a mess!
The National Skills Standards Council (NSSC), as a
successor of the National Quality Council (NQC), sets
the qualifications or competencies that must be held,
as a minimum, by trainers, persons delivering training
under supervision, and assessors in the VET sector.
(refer to AQTF Standard 1.4(a), and SNR for NVR RTOs 4.4(a) and SNR 15.4(a)).
Who sets the HR requirements?
The NSSC has endorsed a new Determination for
Training and Assessment competencies to be held by
Trainers and Assessors (Refer to Appendix A).
New Determination
NSSC Communiqué 3 – Dec 2011
The NSSC agreed to a transition period to 1 July
2013 to allow providers time to adopt a planned
approach to ensuring all trainers and assessors meet
the requirements of this Determination.
Transition period
The Determination endorsed (Appendix A) by the NSSC
at its meeting of 8 December 2011 replaces the NQC
Determination dated 17 June 2010, which was due
to take effect on 17 June 2012 (Appendix 2).
The NQC Determination of 18 December 2009 (Appendix
3) will continue to apply during the transition period (i.e.
to 1 July 2013).

VET trainers/assessors should currently be working
under Appendix 3 of the User’s Guide to the
AQTF/NQC Special Bulletin and then by 1 July 2013
move to Appendix A requirements as outlined by
the NSSC.

a) Have the necessary training and assessment
competencies as determined by the National Quality
Council or its successors; and
b) Have the relevant vocational competencies at least to the
level being delivered or assessed; and
c) Can demonstrate current industry skills directly relevant
to the training/assessment being undertaken; and
d) Continue to develop their Vocational Education and Training
(VET) knowledge and skills as well as their industry
currency and trainer/assessor competence

Trainers under supervision
The supervising trainer must have the Cert IV in TAE10
Trainer has the TAE10 Enterprise Trainer Skill Set or demonstrated equivalence

•BSBCMM401A – Make a presentation •TAEDEL301A – Provide work skill instruction
Within two years of commencing to deliver training while under supervision And
•Vocational competencies at least to the level being delivered and assessed •Maintain their industry currency
By 1 July 2013 Persons who are delivering training under the supervision of a person holding the TAE40110 Certificate IV in Training and Assessment, or a person who has demonstrated equivalent competencies at the date of this Determination (8 December 2011), must obtain the TAE10 Enterprise Trainer Skill Set or demonstrate equivalence of competencies on or before 1 July 2013.
Persons assessing under the supervision of an assessor
1. Must hold the TAE10 Assessor Skills Set
2. Demonstrate vocational competencies
3. Demonstrate
