Mrs. Simran Kaur is actively taking coats, hats, gloves and other items to families in our community that are in need of warm clothing. Please take this as an opportunity to teach your children about the gift of giving. Instilling traits of kindness and compassion will last a life time. Lastly, this month we will be having our annual Winter Festival. It will be held the evening of December 11th starting at 5:30 in our school gym and cafeteria. Parents,

It is amazing how quickly this school year is passing by! Before a blink of an eye we will soon be approaching 2016! Before I highlight December’s activities, I would like to thank our teaching staff for a fabulous American Education Week. We had close to 500 parents visit our classrooms for this special occasion, and it was a perfect opportunity for our community to see their children in action! Also, our Watch D.O.G.S Dad’s program is in full swing. We had such an outpouring of requests that we needed to bring two dads on board every Friday morning. Our fathers have become an integral part of our school’s Friday sessions. Absentee Phone Line

If your child is absent for any reason, please make sure to call the Rosa Lee Carter Absentee Phone Line, (703) 957-4491. If possible, please call before 7:30 am. Also, please call the absentee number if your child will be tardy that day to prevent a phone call having to be made home. The ab-sentee phone line is available for your use 24 hours a day, everyday.

CogAT Testing Dear Parent/Guardian:

During the period from February 2nd through February 20th, second grade students in Loudoun County Public Schools will take the online Cognitive Abilities Test (CogAT), Form 7, Level 8. The CogAT measures general and specific cognitive skills that allow a student to learn new tasks or solve problems in the ab-sence of direct instruction. Students’ reasoning abilities are measured by three different batteries, or groups of test items: the Verbal Battery, the Quantitative Battery, and the Non-Verbal Battery. Each battery is comprised of three subtests. Students will complete all nine subtests, three per day, on three consecutive school days. The daily test administration period is untimed, however each day’s admin-istration period should not exceed 90 minutes.

Because students cannot prepare for the CogAT, they will have the opportunity to become familiar with test items through practice activities. Students will become familiar with the online testing environ-ment via practice questions administered before the first subtest.

Score reports will be sent home to parents/guardians no later than April 10th.

Welcome to the Art Room!December News

The first marking period is over, and we are already a month into the new one! The activities in the art room are going full steam ahead. Many classes are finishing their projects so they can get ready for the paper sculpture/3-D card unit. It’s always a favorite! All grades will be doing pop ups, making springs, and finding out how paper sculpture works. The older grades will be making slides and flips for their cards. Students will choose the theme of their card, with some choosing Eid, Diwali, Christmas or Hanukkah. Others choose to create a card to welcome a new baby, or just to let a friend know how much they are appreciated. It’s a tradition at RLC to do this lesson in December. So, look for your child’s card, going home this month!

This December, the PE program at Rosa Lee Carter Elementary School is going to emphasize on underhand and overhand striking with the use of their hands and arms. Students will incorporate these skills while playing 4-square or volleyball. We will continue to emphasize the importance of learning the five components of fitness along with the five intensity levels. We believe as a PE department that the process of participating regularly in a physically active lifestyle will lead to personal enjoyment, challenge, satisfaction, and a healthy mind and body. We will emphasize to our students to give their very best effort and show good sportsmanship in all they do in PE class.

Physical Education at RLC

First grade will be focusing on hearing two different sections in music and labeling them as A and B. Second grade will be doing a unit on the Nutcracker and listening to music from that work. Third grade will be learning their treble clef note names and how to sing partner songs. Fourth grade will be practicing their cross-over bordun and learning about instruments in the orchestra. Fifth grade will review treble clef note names and move on to bass clef note names. They will also have the opportunity to audition for All-County chorus, and we hope many of our fifth graders are interested!

Along the way, we have experienced the special challenges and opportunities of space travel. In this show, we discuss the force of gravity and use Newton’s third law of motion to launch a rocket. Once in space, we learn about freefall and microgravity. As we orbit, we explain how satellites help the spacecraft communicate with mission control. We will enlist a student to do some work in a simulated microgravity environment. We will discuss the many functions of the space suit.

Holiday Shop – The Holiday Shop will be open during school hours on December 15th and 16th. Teachers will communicate the actual day and time when their class will be visiting. We would truly like to thank all the parents, students, and staff that helped to make our recent Book Fair an overwhelming success. Because of your tremendous support and generosity, we will be able to purchase $5500 worth of books and several new computers for our library that will be available for all our students and staff to use! A special thank you goes out to our parents who volunteered their time during the Book Fair to help set up, pack up, and assist students with their previewing and shopping. Your help was greatly appreciated. We actually need parent volunteers all year round in our busy library. We circulate thousands of books a week (our students love to read!), so if anyone can spare an hour or two a week to help us with shelving books and other tasks, we would be so grateful.

The Loudoun County Public Schools Special Education Advisory Committee (SEAC) works with the school board, administrators, parents and teachers who are responsible for students receiving special education.Special Education Advisory Committee News

The November 4th SEAC Meeting – featured a presentation on Behavior Supports presented by Jamilah Anderson, Autism Specialist and Michelle Post, Secondary Behavior Specialist for Loudoun County Public Schools. The presentation provided an overview of Positive Behavior Intervention Supports (PBIS), the layering of Tier one, Tier Two and Tier Three supports, Functional Behavior Assessments (FBAs), data based decision making, Behavior Intervention Plans (BIPs) and tips for success. These tools and resources are available to LCPS administrators, teachers and staff to support all students attending Loudoun County Public Schools. American Education Week – The Loudoun Education Association and Loudoun County Public Schools will participate in an event on November 19th entitled “Educator for a Day”, Jodi Folta and Lisa Glasgow have been invited to represent the Special Education Advisory Committee.

40th Anniversary of The Individuals with Disabilities Education Act (IDEA) - In 1975, the passage of the Education for all Handicapped Children’s Act (Public Law 94-142) guaranteed access to a free appropriate public education (FAPE) in the least restrictive environment to each child in every state and locality across the country. Subsequent amendments, as currently reflected in the Individuals with Disabilities Education Act (IDEA), have led to an increased emphasis on access to the general education curriculum, the provision of services for young children birth to age five, transition planning and accountability for the achievement and performance of students with disabilities.

During the last 40 years, the Office of Special Education Programs (OSEP) has supported and overseen the development of a national infrastructure of supports that are making a difference for millions of children with disabilities as well as their non-disabled friends and classmates in schools across the country. Many of the educational approaches, techniques and practices employed by our nation’s best teachers are the direct result of investments in rigorous educational research, training and technical assistance. Today, due largely to the provision of IDEA-supported programs and services, over 6 million infants, toddlers, children and youth with disabilities are achieving at levels that would not have been imagined in previous decades. During this time, we have moved from access to the school house to inclusion, equity and opportunity for all children and youth.

On November 17th at 9:30am Kristin Kane, a Loudoun County resident and advocate for students with dyslexia, her son, Noah and Bill Gulgert, Assistant Principal, Stone Hill Middle School will be in attendance at the White House for a special ceremony to celebrate the 40th

anniversary of IDEA.

Transportation Update - At the November 4th, School Board Health, Safety and Transportation Committee meeting, clarification was provided regarding special education transportation and special permission. Transportation is not provided when a student voluntarily attends another school. Transportation is provided when a student’s IEP needs determine placement.

Parents are encouraged to reach out to the Parent Resource Center at www.lcps.org/prc to learn about upcoming programs and workshops of interest to the disability community and to seek information about LCPS special education programs and services. This is a wonderful parent resource and parents are urged to utilize the PRC.Upcoming Events: Inclusive Schools Week is December 7-11 Visit www.inclusiveschools.org for ideas on how to celebrate in your school community.

The Minority Student Achievement Advisory Committee (MSAAC) is dedicated to work in partnership with the Loudoun County Public Schools (LCPS), parents and community to further the academic, social and cultural development of every student and to ensure that the needs of all minority students are met. About MSAAC Meetings:MSAAC meetings are held monthly in the Loudoun County Administration Building. Meetings are open to the general public. Please come and join us!

Meeting Notes for Wednesday, November 18, 2015MSAAC held their monthly meeting on Wednesday, November 18th to discuss “How to Advocate for Your Gifted or High-Ability Learner.” Members, delegates, board members, teachers, and parents from each cluster were in attendance. After introductions and the welcome, the first order of business was to discuss new ways to sign up for MSAAC information. In addition, attendees were asked to consider becoming a delegate for their school. Also during the business discussion, Dr. Ryan Taylor presented a power point on “Sustaining and Building on the Excellence of LCPS”. During the course of this power point, Dr. Tyler showed the bench mark grades of LCPS over the past five years, and how the county planned to continue with improving our benchmark grades and keeping our students competitive against other schools that are state and nationwide. After the MSACC business discussion, we heard from Dr. George Wolfe, the Director of Loudoun Academy of Science. He spoke about the school, its admission process, and the school’s curriculum. Next we had Mrs. Wendy King, Dr. Evonne DeNome, and Dr. Ryan Tyler discuss the Gifted Education Program in Loudoun County and ways for us to close the gap of opportunity for minority students. The Nurse’s Nook

School-Sponsored After-School Activities and Sports

If your child has diabetes, an epinephrine auto-injector, an inhaler, or other emergency medication at school, please notify the teacher/sponsor that your child has the health concern. The clinic is closed after dismissal and the nurse is not in the building. Arrangements need to be made by parents to have medication available and to train staff.

REMINDERS & TIPS Handwashing: Learning to wash hands and cover coughs are very important to staying healthy and preventing the spread of germs. Chapped Lips: Although many parents prefer that their children use Chapstick for chapped lips, a small dab of Vaseline will also help keep dry lips from chapping. Hats and Gloves: Please remind your child to wear gloves and a hat or hood during cold weather. Remember to write your child's name on these clothing items.

As we head into the winter season, here are some reminders from LCPS about delayed openings and early dismissal due to inclem-

ent weather.

Two-Hour Delayed Opening – Schools and Administrative Offices will Open Two-Hours Late

All schools and administrative offices will operate on a two-hour delayed opening.

Early Closing

It may become necessary due to inclement weather or emergency to dismiss students prior to the scheduled time. Notification of the exact time of

closing will be provided to the schools, parents, media and other essential parties.

Lunch will be served in schools where it has been prepared and time for serving is available.

Extracurricular activities, interscholastic contests, team practices, and non-school activities requiring bus transportation will be canceled for

the rest of the day and evening.

Field trips will be canceled unless already departed. Recall efforts will be made by school principal or designee.

In-service programs and classes for teachers and adult education will be canceled.

All community use of facilities and grounds will be canceled.

Exceptions to any of the above not requiring bus transportation service will be at the discretion of the school principal or designee.

One-Hour Early Closing

All bus routes will operate as usual except for beginning one (1) hour earlier than the normal time.

Two-Hour Early Closing

All bus routes will operate two (2) hours earlier than the normal time with the following program adjustments/exceptions.
