The learners voiced their demands during a meeting held with various stakeholders including the local circuit office and the EFF at their school on Wednesday, 20 January. The learners were demanding, among other things, that the school should repair the roofs of classrooms that had been damaged by the wind in December. They also demanded that more educators be appointed, as the educator shortage affects and delays their progress, resulting in learners failing their subjects. The learners also said that the school’s principal, Charles Hames, promised them when the schools reopened that the educator shortage would be addressed. He apparently told the learners that the number of educators would be increased from 11 to 17 before the end of the week, but this deadline had already passed, learners said. The learners abandoned their classes and took to the streets in protest. They apparently resorted to violence in the process, and it is alleged that they vandalized school property. They barricaded roads with burning tires and then made their way to Makhutijisha High School where the protest continued. It is also said that they threw old desks and chairs from the second floor to express their anger. Meanwhile, the local EFF representative and Ward 2 Chairperson, Jimmy Kekana, requested that the circuit manager David Masemene intervene. He said that the shortage of staff is a serious concern which is affecting learners’ studies, and yet the principal has not taken any action. The EFF say that they are concerned about the school.

From what I saw, it was prettyclear that the group came with anintention to disrupt the meeting. They just started chaos soon as themeeting was about to start. It lookedlike a scene in a movie. They werecarrying pangas that looked likethey were recently bought. It lookslike they were fully prepared forwar, said the source. The Beat attempted to contact the

confirmed on Tuesday, 26 January, that things were continuing asthough the disruptions had neveroccurred. He also said that the matter is now

being handled at the national level, where both the associations met withtheir superior SANTAGO at theirhead offices in Pretoria. The meeting was intended to

Bela-Bela municipal employee LoloRamabusha made another shockingdiscovery while on duty, when he found twoprematurely born babies abandoned at thesewerage near the entrance to the townshipon Tuesday, 26 January. At around 08:00 in the morning he came

upon the first baby. When he removed it, hesaw the second baby floating beside it.Ramabusha phoned the local police to

alert them about the incident.People from nearby flocked to the scene

as soon as they saw the police vehiclesarriving. Many expressed their shock and

Premature twin babies foundabandoned at sewerage

Lizzy Bapela blamed the mother for doing such a crueland heartless thing. The bystanderswondered why the mother of the babies feltthat she needed to abandon them. The BEAT consulted medical

professionals, who estimated the babies ataround seven months, or 30 weeksgestation, and said that they were twins. At30 weeks, babies are not able to breathe oreat on their own, and require seriousmedical intervention to survive. Theycannot even regulate their own bodytemperature without outside help. If themother gave birth alone, she may be in needof medical attention herself. The police could not be reached to

    comment on the matter.

    ANC election process turns violent

The ANC Branch General Meetings in Ward2 and 7 of the Bela-Bela Sub-Regionsuffered disruptions on Sunday, 24 January, when candidates contesting the wardsleadership positions were supposed to beelected. Ward 7s Councillor, John Sesana, and Bonini Malete were not able to find outwho had won the elections as the processwas allegedly disrupted by members ofMaletes camp.It was alleged that Maletes supporters

provoked their counterparts, as well asinnocent bystanders. The process was then postponed for the

second time, and is now scheduled to takeplace on Sunday, 31 January.

Lizzy BapelaMeanwhile Ward 2s Spando Maluleka

and Joseph Makhubelas election processwas also disrupted yet again, andpostponed. It is alleged that there was somecollusion to prevent current incumbentMaluleka from losing the election.Maluleka is said to be unpopular in herward, and allegations of incompetence haveplagued the area.Wards 3 and 5 saw the voting process

proceed apace. Ward 3s councilor, LetatoMpete, won the election against challengerJan Ledwaba, while Henrietta Ledwaba ofWard 5 ran unopposed.Several alleged bouncers who were

arrested for disrupting the elections inWards 2 and 7, were released after payingadmission of guilt fines. They are believedto have been hired to disrupt the elections.

IEC Bela-Bela has reached 4440 people

With the local government electionsunderway this year, the IEC at Bela-Bela, inpartnership with the Community PolicingForum (CPF), COPFADA, Simunye SunriseHospice and other local stakeholders, conducted stakeholder events on 22 Januaryat the Bela-Bela Community Hall.

According to information received fromMafangambiti Netshivhambe, the ElectoralProgramme Coordinator, stakeholders wereeducated on electoral systems and theregistration process.

conducting voter education and registrationin our communities, she said. We startedin October 2015 and they have so farconducted 131 interventions, registered 409voters, and reached 441 people, she said.Due to the amalgamation of municipalitiesand the creation of new municipalities processes still not concluded the firstregistration weekend has been postponed to5 and 6 March 2016, the second registrationto 9 and 10 April, and elections will be heldbetween May and August 2016.

IEC Bela-Bela said in 2015 that the youthwas not registering in sufficient numbers forthe election, but the situation appears to beimproving, thanks in no small part to theefforts of the IEC.

Twin babies, believed to bepremature, werefound at thesewerage atBela-Bela.Photo:Lizzy Bapela

Management responded that they hadpromised to attend to the learners demands, and that they had called in the MEC forEducation, Ishmael Kgetjepe, to intervene.

Masemene told The BEAT that there are infact educators at the school, and said that hedoes not understand which educators thelearners are asking for. He said that they areconcerned about the fact that learners seemto expect everything to be done at once, andthat the parents seem to be supporting theirdecision to boycott classes.

The challenge we have now isaccommodation, and the learners refuse to

be combined with their neighbouring schoolso that lessons may proceed. We requestedmobile classes and assistance for mobileclasses from the Department, but that is aprocess which will take a long time tohappen, hence the suggestion of combiningschools, he said. The issue of boycottingclasses is becoming a serious concern now.The situation has turned violent andlearners and educators are now at risk, andschool is a place where they are expected tobe safe. They are destroying resources, andhow will lessons proceed without therelevant resources?

Its happened all over the world. Aneed arises, and some enterprising soularranges to fill it. In short order, he isthe only person providing that service, leaving him free to set his own pricesand decide how to serve the customerswho are, after all, without otheroptions. It happened to Eskom, who now find

after all, does not have load shedding. It happened to Telkom, who had a virtual

monopoly on the telecommunicationsindustry for years. Their level of servicedelivery gave them the popular nicknameHellkom. When cellphones burst uponthe scene, Telkom found themselvesfloundering, without the level of trust theyneeded to really make an impact on thescene. If most people could avoid dealingwith Telkom, even at slightly higher feesand even though they might still beindirectly depending on Telkom for theirservices, they leapt at the chance.

It will be interesting to see whether thesame thing happens on the transportationscene. Taxis were, for a long time, thecheapest option to get around in SouthAfrica. With no truly functional publictransportation system, taxi operators had avirtual monopoly and, since they got peoplewhere they were going, nobody reallycared.

The problem comes in when the taxioperators stop doing their jobs. Their jobs

involve getting people from Point A, toPoint B. School learners and employeeseverywhere depend on taxi operators to dotheir jobs. They depend on these people toget to school and work on time and whenthe taxi operators are late, or involved in astrike, or any of a million other things, thenthe learners and employees are the oneswho suffer. They are the ones who arereprimanded for being late becauseemployers and teachers get tired of hearingTaxi as an excuse for tardiness andabsenteeism.

The taxis fulfil a vital role in the fabric ofsociety. However, if they do not fulfil theirobligations get people where they aregoing on time then people will startlooking for alternatives.

If the general public ever realize that theyneed not be dependent on shiftless taxioperators, the taxi industry will collapse.

But perhaps, if taxi operators and theirsuperiors would stop worrying about pettyturf wars as though they were a crimesyndicate, that day may never come.

matron and the needle was removed. He believes that such negligence could cost a

life or that a serious disease could betransmitted via the injection needle.I was very upset when I was told that a

dangerous piece of equipment, which waslying around due to negligence was not anurses problem, he said.A child could have possibly gotten the needle

A school with nearly 150 learners has beenwithout water since November 2015. LaerskoolMelkrivier between Vaalwater and Makenspumps and electricity are out of order and theschool cannot afford to repair the damage.Monetary help from the government is thin on

the ground and we are always behind withpayments, one of the teachers said. The schoolonly has electricity in the office, which providespower to a computer and a copier. The amount of money which is paid to

schools from the Department, and which isintended to cover the schools running costs, hasbeen drastically lowered in the last few years.Melkrivier received only R40 000 in 2015. Thismoney is only enough for the school principalstransport to compulsory functions, paper, andink for the photocopier, and what is left overgoes to electricity, the teacher explained. An electrician was sent to the school to quote

    Home-schooling -the best option?

The first comprehensive study comparingonline home schooling with traditionalclassroom education recently published itsfindings.

Parents considering online education fortheir child need to take note of thesefindings.

The internet has changed our lives in somany ways how we communicate, howwe shop, even how we fall in love. It seemsobvious that it is going to impact how weeducate our children as well. In fact, acrossthe world an increasing number of parentshave been choosing online learning for theirchildren. But is online school actuallybetter than the traditional bricks and mortarmodel? asked Dr Phillip Calcott, Oxfordgraduate and well known specialist ineducating circles at Vaalwater.

As with many things in life one canguess or one can collect andscientifically analyse relevant data. We arefortunate that three of the worlds topeducational research institutions produced acomprehensive analyses comparing onlinehome schooling to traditional schooling,Calcott explained.

Stanford Universitys Centre for Researchon Educational Outcomes (CREDO), TheMathematical Policy Research Institute, andthe University of Washingtons Centre ofReinventing Public Education (CRPE),pooled resources to research this subject.

This extensive study involved theperformance of a group of more than 9million learners (including 163 000 onlinehome schoolers) over a period of five years.Great care was taken to match online usersto similar learners in the traditional schoolenvironment to maximize effectivecomparisons, said Calcott.

The study was funded by the WaltonFamily Foundation, a strong funder ofonline schools. If there was any funding

Marlene Vermaak bias one would expect it to be towardsonline education. The study involved comparing online

education with US state education. Theproblems facing the state sector in the USare well known, and maybe one shouldconsider these results to be a comparisonbetween online education and a ratherunderperforming form of traditionaleducation, Calcott said.

The results are actually staggering. In thekey areas of reading and mathematics, online learners massively underperformedin comparison to learners attendingtraditional schools. The performance gap inreading was equivalent to missing 72learning days a year. In mathematics thegap was equivalent to missing 180 learningdays per year. These are huge discrepanciesand indicate that, as structured at present, online education is dramatically failinglearners, an amazed Calcott interpretedthese results.

The National Alliance for Public CharterSchools, a major sponsor for onlineeducation in the US, concluded that it wasdisheartened at the large scaleunderperformance.

The authors of the study identified thedifficulty of keeping online learnersfocused on their work as the biggest factorcausing the problem. It seems that eventhough online learners had access to onlinetutors, it simply did not compensate for theloss of the good old-fashioned educatorstanding in front of the class. Parental inputseems unable to fill this gap, Calcott said.

Calcott concluded that educators clearlyare crucial to the learning process.Educators, take a bow, it seems you arenot going to be replaced by computers yet,Calcott said smiling. While it is wrong to say that onlineeducation should never be an option, itseems clear that in the crucial area ofacademic performance, online education isnot yet up to speed, Calcott concluded.
