Couple dead in suspectedmurder-suicide
A Bela-Bela man is believed to havemurdered his wife and then committedsuicide, leaving behind two suicide notesapologizing to their family and friends.The incident occurred in Extension 5during the afternoon of Thursday, 15October. Detectives’ CommanderLieutenant-Colonel Abel Phetla said thatthe police received a call from a womanwho said that her neighbours had been

His wife (39) wasfound lying beside him in a pool of blood.It appeared as though the woman had beenbeaten with a variety of implements beforeher death.The local Emergency Medical Servicescertified the couple dead when they arrivedat the scene.The police found notes at the scenepurporting to be from the man, containingapologies to the couple’s loved ones. One
of the notes appears to be an apology tothe deceased’s children, as well asinstructions for the care of the children. Theother note is alleged to be an apology tothe mother of the female victim as well asto the male victim’s colleagues.A family member who could not be namedsaid that she had spoken to the couple onMonday, 12 October, and had noticed thatthere appeared to be some tension betweenthem. She said that she has been worriedsince then, and commented that thecouple’s children will have to live withthese memories forever.
Another member of the family said thatwhile she could see that the couple washaving trouble, she had feared to intervene.“Anyone could see from a distance that theyhad problems, but it is hard to intervenewhen they do not share their problems, butkeep them bottled up instead.”The deceased couple lived in the home ofthe man’s late uncle, who was reportedlyinvolved in a murder-suicide with his wifeseveral years ago.Lieutenant-Colonel Phetla said that a case ofmurder had been opened, and that theinvestigation continued.

Residents of Bela-Bela’s Extension 1 werewoken up at around 07:00 in the morning ofMonday, 19 October, by the noise of asecurity vehicle crashing and overturning.
The vehicle, which belongs to SondelaNature Reserve, went off the road andtumbled into part of the storm waterdrainage system, leaving one of thepersonnel injured.

It appears as though the security personnelwere pursuing a suspect who allegedly stolecopper cable from the resort. They chased himfrom the resort until they ended up in the ditch.
Of the two people in the vehicle, only onewas injured in the smash.
Police Detective’s Commander Lieutenant-Colonel Abel Phetla said that a case ofnegligent driving was registered after theincident.
Sondela Nature Reserve did not respond torequests for comment.
Informal settlement without water formonths
While many areas of Bela-Bela experiencedseveral water shortages over the past weeks,residents of an informal settlement nearExtension 8 of the Bela-Bela Township saythat they have had no water supplied tothem for as long as four months.Josias Ramalekana and Simon Phaka are
among the residents who spoke to TheBEAT about the settlement’s currentconditions.“In July, water to the settlement was
unexpectedly cut off. Residents connectedhose pipes at a nearby dam situated on anabandoned farm, but the municipalitydisconnected it the same day,” saidRamalekana.Ramalekana said that municipal officials
assured residents that water would oncemore be supplied by this has not yethappened.He also said that the residents now collect
water from a farm near the settlement.
Justin Steyn “Every day after work, I go home and takea wheelbarrow to collect water from a farmwhich is situated about 500 meters from myhome. Luckily the farmers do not mind, butwe should be able to have water in oursettlement,” said Phaka.The men said that they are also concerned
with housing provision to the area.According to Phaka, RDP houses have
been built and assigned to registered peopleliving in the area but have found thatimmigrants and unregistered are oftenfound living in these houses.“The municipality built RDP houses for
people who have registered, but I havefound that people who are not the registeredoccupants are often the ones who occupythem,” he said.It has also been alleged that councillors
may have been bribed to allow theunregistered occupants to live in thesehouses.At the time of going to press the ward
councillor Freddy Hlungwane could not bereached for comment.

the murder, Desmain Clarke, a man whoreportedly lived at Spa Park, was taken tothe Bela-Bela Hospital where he wastreated for his wounds.Clarke made his first court appearance at
the Bela-Bela Magistrate’s Court onTuesday, 20 October, and was ordered toreappear on Tuesday, 27 October to applyfor bail.The arrest was affected with the help of
Bela-Bela Crime Support. The Bela-BelaCluster Commander Colonel Homannthanked Bela-Bela Crime Support for theirfast response and assistance in tracing thesuspect. He encouraged the community towork hand-in-hand with the police incombating crime.

Water to the town of Bela-Bela hasbeen restored after a series of cutoffs said to be the result of a faultypump at one of the reservoirs inRenaissance.“This pump only starts pumping to
the bigger reservoir once thereservoir it is pumping from is 90%full and switches on and offautomatically. This pump brokedown due to old age — it is said tobe older than 20 years,” said amunicipal representative.This pump was reportedly replaced
about a week ago which caused thebigger reservoir to become empty.“Certain areas have struggled with
insufficient water as theMunicipality is still struggling to fillthis bigger reservoir with water,” aprevious update from the Bela-Belamunicipality was quoted as saying.This was announced by the
municipality and relevantstakeholders during a meeting onMonday 12 October and that acontractor was assigned to repair thedamaged motor during the course ofthe week.In an update from the municipality
it was announced that a new pump atthe reservoir at Renaissance hasbeen installed but it is leaking at oneof its joints. The reservoir is said tobe mainly used for storage capacitybut also supplies water to the Bela-Bela hospital and the two reservoirssituated next to Renaissance.The most recent updates indicated
that the reservoirs levels arereturning to normal and that themunicipality is currently sourcingparts to fix the leak in the reservoir.The municipality has meanwhile
urged residents to use watersparingly and only when absolutelynecessary.
There are still no plans for the deactivatedparking meters in Chris Hani Road in Bela-Bela.
The meters were installed in October 2013and apparently cost R1 million to procure andinstall. At the time the municipal spokesperson,Matome Sebelebele, said that the parkingmeters had been installed to supply additionalrevenue to the municipality. He also said that

Bela Municipality’s Head of the Departmentfor Social Community Services, TJ Mothapo,admitted that the meters were no longerfunctional and that car guards are once againbecoming more numerous in the town’s CentralBusiness District (CBD).“The parking metres in the town’s CBD are
no longer operational,” Mothapo said. “Wehave also received many complaints about carguards, some of whom have even gone so faras to force motorists to pay them for lookingafter their vehicles.”Sebelebele recently said that the parking
meters had not been on the table of discussionbut is adamant that the municipality willreinstate the meters as well as add additionalmeters in the CBD.He admitted that the municipality has failed at
monitoring the meters stating that there wereinsufficient officers to supervise the meters.“We did not have enough traffic officials to
monitor these meters, but we as themunicipality will ensure that the meters areback online soon,” he said.

October. The man was found hanged fromthe roof of his home, and it is alleged thathe attempted to poison his 23-month oldchild.The man, who previously lived in Bela-
Bela’s Extension 5, had recently beenrenting at Extension 7, where he wasstaying with the child.The neighbours were alarmed by the
child’s cries and summoned emergencyservices.According to Lieutenant-Colonel Abel
Phetla, the child was rushed to the Bela-Bela Hospital, where he is receivingtreatment.The mother of the child is said to have
been staying in Extension 5, but could notbe reached for comment.

HDA developments backon track in Koppewaai

Long-awaited interimservices have recently goneunder construction inKoppewaai Bela-Bela.Residents of Extension 25
in Koppewaai have beenwaiting for more than a yearfor these facilities and otherestablishments to be set upin the area.Last year the Housing
Development Agency(HDA) partnered with theDepartment of CooperativeGovernance, HumanSettlements and TraditionalAffairs (CoGHSTA) and theBela-Bela municipality toseek ways to address issuesrelated to urgent housingneeded for the area.The project also aims to
implement new schools,crèches, a library and aclinic.At the time the area’s ward
councillor, Kobus van derMerwe, said that theseplanned developments maybe delayed or may nothappen at all.“A survey conducted last
year by CoGHSTA and theHDA found that an estimatedR72 million is needed tosupply the area with servicessuch as storm water drainageand sewage disposal. Thelocal municipality does nothave the money for theseservices,” he said.Despite financial backlogs,
Van der Merwe claimed thatfinances for interim servicessuch as water and toiletfacilities has been approvedby CoGHSTA since August2014, but nothing hassurfaced until recently.Van der Merwe recently
confirmed that the plannedtemporary interim servicesare currently beingconstructed and are beingfunded by CoGHSTA.He also confirmed that two
schools will be built in thearea.Van der Merwe added that
more permanent facilities areexpected to be supplied toKoppewaai but a tender isyet to be advertised. Theprojected development costsare said to cost R400 millionand will be funded byCoGHSTA.
DA Shadow Assistant Minister ofWater, Leon Basson, incooperation with the ShadowAssistant Minister of Education,Desireé van der Walt, will bemaking a visit to the Waterberg onMonday, 26 October.
The two Shadow AssistantMinisters will be visiting variousareas in Bela-Bela, Modimolle andVaalwater.
“The purpose of the visit was togather first-hand information onquestions relating to water, sewage,and other service-related issues,”said Van der Walt.

Mtirara, who is the host of the popularSunday radio show Chill Factor, was bornin South Africa but raised in Switzerland.Returning home, he was given anopportunity to work with a small radiostation in the Eastern Cape, Tru-FM, whichstarted him on this career.
Four years after joining Tru-FM, hemoved to Johannesburg for betteropportunities. Since joining Metro FM,Mtirara has become the popular host of theSunday show Chill Factor, from 12:00 to15:00. He also performs on the station from03:00 until 06:00.
Mtirara will be joined by a number oflocal DJs at the event, which will kick off atnoon on the 31st of October.
Businessmen collaborate onplanned skate park
The BEAT previously reported about ayoung businessman, Marnus Luüs of Bela-Bela, who plans to build a series ofrecreation facilities in the form ofskateboard parks in the town.Luüs said that such a facility would help
the town’s economic growth and reducecriminal activities among young peoplebecause “they will have a place they can goto, to relax without getting involved withdrugs or alcohol.”“I think that a facility like this will help
the youth and the town develop in apositive way,” he said.NJ van Heerden, another young
businessman, has recently jumped in on theproject and spoke about how matterscurrently stand.“My passion for this is aimed at young
people, who are suffering in our communityand especially in the township,” he said.

Van Heerden said he realized that a lot ofyoung people are bored and have lost theirdrive and ambition, which leads toalcoholism and drug abuse.“I have established an organization called
Change to remind people that things canchange, things can improve, especially withthe right support network. The slogan of theorganization is “A Community UpliftmentInitiative”.Van Heerden also said that an area for the
skate park has been identified and that theywill be asking for local churches andschools to help fund the project.He said that they would also like to get the
local municipality on board as a strategicpartner for the project.“Marnus and I are currently working on
designing the skate park so that we candetermine the costs and then Marnus willgo around seeking sponsorships. The idea isthat it should be similar to the one that wasbuilt in Venice Beach, Los Angeles.”Van Heerden said he has also come into
contact with the designers of that particularskate park and they have agreed to assistwith minimal costs as it is for a good cause.“The development of this type of park
won’t happen overnight, there is a lot ofplanning to be done. The community shouldnot think it will happen in a month or twobecause that is totally unrealistic,” he said.

“The purpose of our visit is to motivate theGrade 12 learners in our municipality to workhard during their final exam. We also handedout exam bags as well as stationary studentscan use during the examinations,” explainedModimolle Municipality media spokespersonPatrick Shika.
“This year there are 756 Grade 12 learners inour area who registered for the finalexamination of which Meetsetshehla has 106.We want these students to be dedicated andhope that our visit will encourage them to writethe exams and to do their best,” Shika said.
“We want to also encourage all Grade 12’s tocome and apply for bursaries. We have fundsavailable and can grant someone’s dream to goto a tertiary education institution. Learnersmust bring along their student numbers of theinstitutions they applied to as well as all theirpersonal details,” Shika said.
The group will visit all schools in theMunicipality’s area.
The Grade 12’s wrote their first ComputerApplication Technology paper on Monday, 19October.

Limpopo MEC for the Department ofAgriculture and Rural Development JoyMatshoge took a lead in commemoratingWorld Food Day in Bela-Bela on Friday, 16October. The event was held at MolotoSports Grounds as part of their FoodSecurity Month activities.Departmental spokesperson Sipho Dikgale
highlighted that October is celebrated asFood Security Month to intensify publicawareness on issues pertaining to foodsecurity in the country, and to strengthensolidarity in the struggle against hunger,malnutrition and poverty. He added thatWorld Food Day is celebrated annuallyaround the world on 16 October, in honourof the founding date of the Food andAgricultural Organization (FAO) of theUnited Nations.The main objective of World Food Day is
to create awareness on issues of global foodinsecurity. As one of the United Nations’specialist organs which was founded in1945, FAO declared the day 16 October, theWorld Food Day since 1981. This year’sevent was held under the theme; “SocialProtection and Agriculture: Breaking theCycle of Rural Poverty”.The event was held to highlight the plight
of more than 900 million undernourishedpeople, most of whom live in rural areasand rely on agriculture as their main sourceof income and survival.In her speech, MEC Matshoge said that

The MEC further indicated that Limpopohas dubbed the bread basket of the countryand the province prides itself in being amajor exporter of among others, tomatoes,mangoes, macadamia nuts, paw paws,litchis, oranges and other fruit andvegetables to other parts of the country. Sheadded that yet in backyard it appears thatthe dehumanising scourge of chronichunger is tenaciously gripping somecommunities and this cannot be allowed tocontinue unabated.
Meanwhile, the MEC cut the ribbonduring the commemoration and piles offood were taken to the local municipaloffices so that they can be donated to localcommunities later through existingstructures. Members of the communityshouted during this announcement that theywill be keeping an eye on the situationensure that this promise does take place asthey are afraid that some councillors orofficials might use the food for theirpersonal or political gain.

Total Surrender has announced that theywill be giving awaytheir entire line-up infavour of youngerplayers.The owner of the
team, JohnMthunzini, recentlyannounced that all former Total Surrenderplayers will be given clearance to play forother teams, while he starts over withplayers under 15.“This is a fresh start,” he said. “I am done
with older players who lack discipline anddedication.”Mthunzini said that he has no plans at
present to sell his team’s status, but is
TK Mashaba planning to change to a younger, hungrierteam.“We have been in the league for some time
now and we always start off well, but as theseason continues theplayers start to relaxand start to missgames, which is notacceptable,” he said.He also said that
the team is looking for a new coach whowill be more hands-on in the training of theteam this year.“We will be having trials soon and will
select the best players to take the teamforward,” he said.Surrender was almost unique in having
most of their logistics settled this season,but still failed to reach the top five in lastseason.

Belaveau’s Winners Park lived up to theirname on Sunday, 18 October, when theygave Terrors FC a 4-0 beating that the otherteam will not soon forget.
Not at all intimidated by Terrors’ homeground crowd, the Polokwane team playedwith skill and composure.
This was Terrors’ second loss since theleague opened. On Sunday, 11 October,they were defeated by Dolphins FC 2-0.
Winners Park scored two goals in eachhalf — they could have had five, if one hadnot been disallowed by the referee.
Terrors FC coach Nno “Thwax” Pholobasaid that his team was lacking in stability.
“We have good players and we believethat we ca do better if we put our minds tothe game. We need to focus on the gameand stop blaming each other.”
Terrors, which has just relocated to Bela-Bela, recently signed the much-travelledSam Modise, as well as Balko Mokhara,who was turned out of Total Surrenderwhen that team was recently reformed withonly younger players.
