    The National Commission on Terrorist Attacks Upon the United Statesrequests classified, informal briefings on the following topics during June23-27, 2003. The Commission will treat these briefings as "off therecord" and has no proforcncc regarding w ho givoc the briefings.Only alimited number of Commission staff will attend the briefings.1. The Directorate of Operations

    The Commission would like to receive an overview of HUMINTtradecraft. Please include an assessment of the particular HUMINTchallenges in the field presented by the terrorist threat. In addition, thebriefing should survey the DO's organization, leadership, policy andbudget processes, worldwide presence (stations and bases), trainingfacilities, and support networks from 1990 to the present.     CIA BRIEFING REQUEST No. 1The National Commission on Terrorist Attacks Upon the United Statesrequests a follow-up discussion as soon as possible, not later than June12, 2003, with a group of appropriate CIA experts on the developmentand evolution of al Qaeda as a terrorist entity. This would be "off therecord," attended by a limited number of Commission staff whosedominant focus is this issue. We would like to meet with members of theDCI Review Group and the Counterterrorism Center, together with an yother appropriate Agency experts as determined by the Agency. Weenvision an informal discussion rather than a formal briefing. It wouldbe directed at information obtained by the United States, not on themeans and methods by which it was obtained. We see no reason why anyinformation on U.S. covert actions need arise in this discussion.Among the issues we will discuss are:

    1) Current thinking on whether major terrorist attacks from the earlyand mid 1990s, including the first World Trade Center bombingand the aborted Bojinka plot, were al Qaeda operations. Forexample, was Ramzi Yousef an al Qaeda operative, and, if so,when did he become such?

    2) Al Qaeda's development and evolution, including various tieswith other foreign terrorist organizations worldwide. We areinterested in obtaining as comprehensive a picture as possible onthe extent and nature of these links, from al Qaeda's early daysthrough its development an d evolution while headquartered inSudan an d Afghanistan.

    3) State sponsorship of al Qaeda. In addition to the obviousexamples of Sudan an d Afghanistan during the periods that alQaeda was headquartered in those countries, there have beenallegations that foreign governments, in particular Iraq and/orIran, or elements of such governments, have supported al Qaedaor turned a blind eye to its operations. We are interested in anassessment of this issue.

    4) Al Qaeda and non-conventional weapons of mass destruction.We are interested in discussing the history and development of alQaeda's attempts to develop or obtain biological, chemical,radiological, an d nuclear weapons.

    The DCI Review G roup informed us at its May 20, 2003, off-the-record b riefing of Commission staffthat (1) the Commission would be provided access to a CIA-prepared chronology of events relating tothe evolution of al Qaeda; and (2) the DC I Review Group w ould prepare a selected bibliography ofclassified analytical assessments. W e intend to use these materials to focus the discussion that is thesubject of this request, and thus will need to receive them before the meeting.
