    NYC DOCUMENT REQUEST No. 1The National Commission on Terrorist Attacks Upon the United States (the"Commission") requests that the City of New York (NYC or the "respondent")provide the Commission with copies of the following documents no later than July25,2003 (the "production date"):A . New York City Police Department1. All records, plans or other documents setting forth or discussing New York City

    Police Department ("NYPD") standard operating procedures, duties, protocolsand policies in connection with response plans to catastrophes, disasters, terroristattacks of any nature and fires or other crises in skyscrapers which were in placeon September 10, 2001, including, but not limited to, patrol guides, disordercontrol guidelines, training manuals, citywide security assessment plans,emergency recall plans and guidelines, SOPs, and precinct disaster plans.

    2. The following documents, records or raw data pertaining to NYPD's response tothe terrorist attacks on the World Trade Center on September 11, 2001 (the "9/11Attacks"): (i ) radio communication tapes and transcripts fo r NYPDcommunications on September 11, 2001, (ii) operational logs for September 11,

    rough September 20 2001 (this ten day peTicS'is referred to as "9/11-9/20"), (mfsfspatch recordsjfor 9/11-9/20, (iv) internal andexternal videofootage of the N YFD"rsTesponse from 9/11-9/20 to the 9/11 Attacks, and (v)staffing and unit location charts fo r 9/11-9/20, including, but not limited to ,NYPD "SWAMP site maps."Records of all interviews conducted in connection with any report (including anyafter-action final report), study, evaluation, critique, summary or review of theNYPD's response from 9/11-9/20 t o the 9/11 Attacks, as follows: (i ) wheretranscripts of such interviews exist, please provide the transcripts; (ii) if notranscript exists, please provide any memoranda of interview, notes, or othermemorialization of the interviews; and (iii) if no transcripts or otherdocumentation exists, please provide the recordings of the interviews.

    4. A ll NYPD internal after-action reports, summaries, studies, evaluations, critiquesor reviews, including, but not limited to, McKinsey & Company's "ImprovingNYPD Emergency Preparedness and Response" Study, as well as all records andmater ials used to produce such internal af ter-ac t ion reports, summaries,eva lua t ions , critiques, or rev iews .

    Fire Department's and EMS' (together the "FDNY") Standard OperatingProcedures, duties, protocols an d policies in connection with response plans tocatastrophes, disasters, terrorist attacks of any nature an d fires or other crises inskyscrapers which were hi place on September 10,2001, including, but notlimited to , SOPs, training manuals, emergency recall plans an d guidance, andrelated materials.

    7. The following documents, records or raw data pertaining to FDNY's response tothe 9/11 Attacks: (i) radio communication tapes an d transcripts fo r FDNYcommunications on September 11,2001, (ii) operational logs for 9/11-9/20, (iii)dispatch records for 9/11-9/20, (iv) internal an d external video footage of theFDNY's response from 9/11-9/20 to the 9/11 Attacks, and (v) staffing and unitlocation charts for 9/11-9/20, including, but not limited to , FDNY Phoenix UnitGeographic Information Systems data.

    8. Records of all interviews conducted in connection with any report (including anyafter-action final report or "WTC Briefings"), study, evaluation, critique,sum m ary or review of the FDNY 's response from 9/11-9/20 to the 9/11 Attacks,as follows: (i) where transcripts of such interviews exist, please provide thetranscripts; (ii) if no transcript exists, please provide an y memoranda ofinterview, notes, or other memorialization of the interv iews; and (iii) if notranscripts or other docum entation exists, please provide the recordings of theinterviews.

    9. All FDNY internal after-action reports, summaries, studies, evaluations, critiquesor reviews, including but not limited to McKinsey & Company 's "IncreasingFD NY 's Preparedness" Stu dy, as well as all records and m aterials used toproduce such internal after-ac tion reports, suminaries J(^Yj^uations,j^riiiques, orreviews. This includes all records of th"EMS preserLtatio^ano^CD-l^iriadeavailable to McKinsey & Company for its Study on FDNY's response to the 9/11Attacks.

    Eme rgency Response ("OEM") standard operating procedures, duties, protocolsand policies in connection with response plans to catastrophes, disasters, terroristattacks of any nature and fires or other crises in skyscrapers whic h were in placeon September 10,2001.12. The following documents, records or raw data pertaining to OEM's response to

    the 9/11 Attacks: (i) radio communication tapes and transcripts for OEMcommunications on September 11, 2001, (ii) operational logs for 9/11-9/20, (iii)dispatch records fo r 9/11-9/20, (iv) internal and external video footage of theOEM's response from 9/11-9/20 to the 9/11 Attacks, and (v) staffing and unitlocation charts for 9/11-9/20.

    13 . The following docum ents, records or raw data pertaining to DoH's response toth e 9/11 Attacks: (i ) radio comm unicat ion tapes and transcripts for DoHcommunicat ions on September 11, 2001, (ii) operational logs fo r 9/11-9/20, (iii)dispatch records for 9/11-9/20, (iv) internal and external video footage of theDoH's response from 9/11-9/20 to the 9/11 A ttacks, and (v) staffing and uni tlocation charts for 9/11-9/20.17.     The Commission requests that the documents requested above be provided as soon as they are available,even though all requested documents may not be provided at the same time, through means of a "rolling"production.If any requested docum ents are withheld from production, even tem porarily, based on an alleged claim ofprivilege or for any other reason, the Commission requests that the respondent, as soon as possible and inno event later than the production date, identify and describe each such document or class of documents,as well as the alleged basis for not producing it, with sufficient specificity to allow a mean ingful challeng eto any such withholding.If the responden t does not have possession, custody or control of any requested documents but hasinformation abou t where such docume nts may be located, the Commission requests that therespondent provide such information as soon as possible and in no event later than the production date.If the respondent has any questions or concerns about the interpretation or scope of these documen trequests, the Com mission requests that any such questions or concerns be raised with the Com mission assoon as possible so that any suc h issues can be addressed and resolved prior to the production date.July 9, 2003 Daniel Ma rcusGeneral Counse l
