Swinderby Parish Council. Monday 5 th December, 2016 at 7.30pm. Minutes The Chairman welcomed everyone to the meeting. Public Forum – where any parishioners are welcome to speak on any parish matters of concern. After this, any parishioners are welcome to stay for the rest of the meeting, but may only speak with the permission of the Chairman. There were 6 members of the public present. A member of the public informed Councillors of a planning application about to go in for a building to go into an existing property’s land on Green Lane, Swinderby. A member of the public made a complaint about the clippings that are being left after the grass cutting has taken place. A discussion took place and the member of the public preferred to cut this grass himself and agreed with the PC that he would do so in future. To receive any declarations of interest, in accordance with the Localism Act 2011 and consider any requests for dispensation, in relation to Disclosable Pecuniary Interests or any other interests, as outlined in the Council’s Code of Conduct”. None. Minutes of the last meeting Agreed without alteration, proposed by Cllr Clarke and seconded by Cllr Crozier. Signed as a true record by Cllr Ketteringham. Apologies None. Matters from previous meetings Council received progress reports on: 1. The words for the Village History Plaque have now been finalised, but the photos have not, as yet. The prices are £765.00 for A2 size, plus artwork at £650 and etchings at £690.00, making a total of £2105.00 + VAT. Cllr Carter will approach the Lincolnshire Co-op, regarding any funding that may be available. Cllr Ketteringham and the RFO will work together on a cash forecast, which will be brought to the next meeting. A final decision for the plaque will be made at the January meeting. 2. Arrangements for the transfer of banking to Unity.co.uk are ongoing. Cllr Ketteringham and the RFO will have this finalised for the next meeting. 3. Several quotes for repairs in the play area have been received, which range from £1,135 to £2,700. Councillors looked at the quotes and planned to meet at the play area on Sunday 11 th December and make a decision on this. This will be ratified at the next meeting. 4. Councillor Ketteringham has been in touch with Kisimul Development and has written a small agenda, to discuss with the CEO, Margaret Hill when she returns from her holiday. There will be an update on this at the next meeting.

Swinderby Parish Council. Monday 5th December, 2016 at 7.30pm.

Minutes The Chairman welcomed everyone to the meeting.

5. The Clerk will place a reminder to plan for the tree survey review into the next precept.

6. A Councillor had a phone calll from a parishioner, regarding a number of ferral cats on Station

Road, which look under nourished. A Councillor went to look at the site concerned, but couldn’t see any evidence of any cats present.

The parishioner has been advised to contact the Cats Protection League and an article will go into the Link Up magazine to discourage residents from feeding the cats.

7. A post has now been erected to hold the new dog litter bin, which will be attached to it by Friday.

The Clerk will ring NKDC to arrange for this to be emptied.

8. Councillors agreed to purchase another dog litter bin for £103.83. This was proposed by Cllr Lloyd and seconded by Cllr Carter. The Clerk will place an order for this.

9. The update on the war memorial will be forwarded on to the next agenda, as this is still ongoing.

10. Councillors agreed to meet for Christmas drinks at the Plough Pub on 20th January at 7.30pm.

Police/criminal activity in the Swinderby area 11. Report on crime/activity with the area during the last month – No reports.

There were no crimes reported. Financial Matters

12. Cheques and s/o to be signed at this meeting.

A cheque was signed for £214.33 for the Clerk’s pay in October. A cheque was signed for £10.80 to Cllr Ketteringham to reimburse payment to Newark Timber Supplies. A cheque was signed for £35.00, renting of the Village Hall for October and November. A cheque was signed for £220.00 for the Link Up Magazine. A cheque was signed for £568.54 to C S Wright for grass cutting and fuel in October and November. Planning applications/decisions There were no objections on planning applications.

13. Matters that Councillors wish to be brought to the next or subsequent meetings None.

There being no other business, the meeting closed at 9.05pm. The next three meetings will be held on Mondays 9th January, 2017, 6th February, 2017 and 6th March, 2017 all at 7.30pm.
