A Notice of Intent (NOI) must be filed with the State Water Resources Control Board, along with the appropriate fee, and the finalized SWPPP uploaded into SMARTS database located at: Once the SWPPP is verified to be complete, an approved site copy and engineer’s copy will be returned. Before any earth disturbing work is begun, all Best Management Practices (BMPs) must be properly installed and inspected by the City’s QSP James Mindoro, (805) 875-8244. Please allow for a minimum of two days notice when calling for an inspection.
