Storm Water Pollution Prevention Plan (SWPPP) Do I need a Storm Water Pollution Prevention Plan (SWPPP) for my project? Is the site plus all disturbed area (including staging area) an acre in size or more? Yes – A SWPPP is required. A SWPPP must be prepared by a CA qualified SWPPP Developer (QSD) and overseen by a qualified SWPPP Practitioner (QSP). Reference and fill out the Construction SWPPP Checklist, identifying the page where each requirement is found in the SWPPP. The checklist can be found at: SWPPPs should be submitted to the Building Division with three copies, in three- ring binders, with tabs and the full size SWPPP site plan in a sleeve holder. A Notice of Intent (NOI) must be filed with the State Water Resources Control Board, along with the appropriate fee, and the finalized SWPPP uploaded into SMARTS database located at: Once the SWPPP is verified to be complete, an approved site copy and engineer’s copy will be returned. Before any earth disturbing work is begun, all Best Management Practices (BMPs) must be properly installed and inspected by the City’s QSP James Mindoro, (805) 875-8244. Please allow for a minimum of two days notice when calling for an inspection.
