I am privileged to be your mayor for the nextyear. Although I was born and raised in Bolton,I have actually now spent far more years herein sunny St. Anne’s, working all of my career atnearby BAE Systems at Warton. I find working on your Town Council very rewarding,being able to improve both the look and feel ofour town and in putting on events for us all toenjoy, such as the carnival and the kite festival.This year, we also have the week-long Musicand Arts Festival. We cannot forget of coursein wintertime we have our Christmas lights,which we were able to extend last Christmasand hope to extend even further.

MESSAGE FROM THE MAYOR

We also have our new flag flying in the square asa mark of our pride in St. Annes and we are continually promoting it as part of the St. Annes“brand” to both welcome visitors and help toshow our unique seaside identity. To protect ourheritage, and outline how we would like ourtown to develop in the next 10 years, the keytask for your council this year is the St. AnnesNeighbourhood Plan. We will be going out topublic consultation on it about the time thisnewsletter arrives on your doorstep, so please getinvolved in this consultation to shape your townfor the future!My charity for the year is Sign Hi Say Hi! is is asmall charity set up by a group of parents and grand-parents in Lytham St. Annes to give support to deafchildren, and due to demand for their help it nowcovers all of the Fylde, Blackpool & Wyre. ey organise social events, BSL workshops andclasses for families, children & young people, broth-ers and sisters. Needless to say, funds are scarce, soevery penny helps!

St Anne’s on the Sea In Bloom (SAIB) ismade up of a group of like-minded individuals whose aim is to make ‘St Anne’son the Sea a better place to be’.We have been working hard to increase theplanting within our town, providing displaysthroughout the year and also work with othergroups within the local community to helpboth improve the aesthetics of St Anne’s andincrease involvement from individuals who livehere.

The volunteer work is entirely self-pacing withthe aim of not just completing the horticulturaltasks of planting and tending the displays, but

St Anne’s Carnival Weekend

Not long to go before this fantastic weekendwhich all the town and visitors can enjoy. etheme this year is ‘e Seaside’ and we have a wonderful place to celebrate.

e Carnival starts with the parade on Saturdaymorning commencing at 10.30 am followed bythe crowing of the new Carnival Queen in the afternoon at 1 pm and the presentation of moneyto charity by the outgoing Queen, Charlotte, inAshton Gardens. You will also find lots of stallsto peruse and spend your money along with entertainment for you to enjoy.

On Sunday, activities start at 11.30 on the familyfun day with games, entertainment and the drawing of the grand raffle at approximately 4.30pm. We have some wonderful prizes thanks to the generosity of local businesses. A full list willbe available in the gardens on the weekend.Programmes for the event will be on sale at theJune and July Farmers’ Markets and during theweek before the Carnival. ey do go like hotcakes so buy one quick, only £1 with lots of information inside including the route of the parade, entertainment and competitions to takepart in.

TREASURE HUNT

Easter ReportOn a chilly foggy Easter Monday morning, the officers at theTown Council were busy setting up for the Easter Treasure Hunt!e cold and rather odd weather didn’t deter families, as numerous amounts of children and their parents flocked into thegardens to take part in the treasure hunt!

Over 70 children (and families) rushed around Ashton Gardensin search of clues to lead them to their prize. ere were moreclues than last year and they were spread further around the parkwhich meant there was more to discover – as well as an easy wayto wear the little ones out!

We were also joined by the talents of Kate from Funky Monkeywho rattled through the queue of children all eager to have theirface painted as Easter bunnies, fairies and even dinosaurs!

anks must also go to the Aldi store in St Anne’s for donatingsuch a variety of chocolate as prizes for the children. Each com-pleted clue sheet meant that each child would get a certificate anda hand full of Easter chocolate novelties with the winners eachgetting an egg or a chocolate Easter bunny.

Overall it was a massively successful day with our very own

e town’s two award-winning allotment sites atBlundell Road and Shepherd Road continue tothrive and every one of the plots has been letwhich means the waiting list has reduced significantly. e list now stands at 9 so if you areinterested in growing your own fruit and vegetables in the future now is a good time to getyour name down for a plot for either later thisyear or next year.

Shepherd Road allotment site will be unlockingthe gates on Saturday 8th August for its AnnualOpen Day. Visitors are invited to tour the allotments, ‘buy’ surplus produce, learn abouthow the allotments operate and what the plotholders grow, find out about our bees, buy secondhall tools and enjoy some refreshments. Plotholders and committee members will be on handto answer questions and offer advice. For somelight-hearted fun, scarecrows will be located onvarious plots around the site. Blundell Road toowith its smaller and more easily managed plots iscoming to the fore and has recently offered

GROWING FOR GOLD AT SHEPHERD ROAD AND BLUNDELL ROADa plot to theFylde and Wyre Incredible Edibles Project.ey are an NHS supported organisation thatprovide horticul-tural therapy forpatients recovering from illness. e Blundell Roadsite already boasts a number of plots that are managed by community organisations and we welcome this addition to our number. Both the town’s allotment sites which securedNorth West In Bloom Awards will be entering thecompetition again this year as the town aims foranother Gold standard in 2015.

NEIGHBOURHOOD PLAN FOR ST. ANNE ’S ON THE SEA

OUR PLAN FOR ST. ANNE’S – THE GARDEN TOWN BY THE SEA

What is a Neighbourhood plan?It means that the Neighbourhood Plan willallow our community to influence any futuredevelopment planned for St. Anne’s. The Plancan and will be used to:

Develop a shared vision for our neighbourhood;

Allocate land for different uses. These include housing, shops, employment and community uses;

Identify and protect important local green spaces; and

Influence what new buildings should look like.

A Neighbourhood Plan cannot be used to stopdevelopment; however it will allow our localcommunity to decide where we want new development to take place and what those newdevelopments should look like.

Consultation on the Draft (Pre Submission) St Anne’s Neighbourhood PlanWe have already undertaken a consultation withresidents on the issues and the draft objectivesof the plan. We have collected evidence andconsidered the scope of the Plan.

We have now produced a draft Plan or a fullerconsultation with the community, land ownersand other interested groups and organisations.The Plan sets out policies that will (if approvedby Referendum following an Independent Examination) help shape the future of St.Anne’s over the fifteen year period 2015 to2030.

St Anne’s on the Sea Town Council is preparing a Neighbourhood DevelopmentPlan (Neighbourhood Plan) for our town. This is an exciting opportunity forthe whole community to help shape the future of our town and realise our vision for a ‘Garden Town by the sea’.

St. Anne’s Design GuideThe Plan is accompanied by a Design Guidethat is intended to help improve the quality ofdevelopment and our streetscapes, and to rein-force St. Anne’s distinctive character as a “Gar-den Town by the Sea”.

Sustainability StatementA Sustainability Statement as also been prepared which considers the potential impactsof the draft policies.

Your help is essential to ensure that we get theright plan for our town.

It is your opportunity to have a say in thefuture of your town.

We need your views and opinions and willbe holding consultation events over thenext few weeks to meet and talk with you.

Without your support and involvement wecannot ensure that a sustainable legacy isdeveloped for our town.

publicise the Plan on their web site and elsewhere, and

Independent ExaminationAn independent examiner will be appointed byFylde Borough Council. They will consider thesubmitted documents and any comments madeduring the consultation period on the submit-ted plan proposal. The independent examinerwill examine whether the plan meets the ‘BasicConditions’ other relevant legal requirements(e.g. consultation).

The independent examiner may recommendthat the plan proceed to the referendum stage(i.e. it meets all the legal requirements) or maysuggest that modifications are needed to theplan before it can proceed to the referendum.Or they may recommend that it does not pro-ceed to the referendum, if it does not meet therelevant legal requirements. In addition, theymay recommend that the referendum area in-clude individuals beyond the boundary of theneighbourhood area.

ModificationsIf required by the Inspectors Report, FyldeBorough Council must make modifications tothe plan if, with those modifications, the plancould comply with the Basic Conditions. TheTown Council could withdraw the plan if it considers that the modifications being made arenot in accordance with the aims of the plan orthe views of the local community.

ReferendumIf the plan is found to be satisfactory (i.e. com-plies with the key legal requirements), withmodifications if necessary, then Fylde BoroughCouncil must arrange for the referendum to takeplace. If more than 50% of those voting in thereferendum vote ‘yes’, then the plan will becomea legal entity.

What is our timetable to produce theNeighbourhood Plan?We have an ambitious aim to seek to adopt theNeighbourhood Plan by late 2015. Before thatthere will need to be a local referendum, whereyou will have an opportunity to say YES or NOto the plan going ahead.

What have we done so far?The town has been designated as a Neighbour-hood Area. The area covers the whole of thetown, including the Blackpool Airport site. Aplan showing the Neighbourhood Plan Bound-ary can be downloaded here.

Consultation on Issues, Aims and ObjectivesWe undertook a 6 week public consultation between 14th April - 28th May 2014 and considered all the comments we received and setour responses in a Report on Consultation.

Neighbourhood ProfileWe have prepared a Neighbourhood Plan Profiledocument which includes:

School Photography CompetitionWe held a highly successful photography com-petition with students from Lytham St Anne’sHigh School, titled ‘Hidden Spaces’. The winning photographs will be included in thefinal plan.

Issues and Option ReportThe Town Council considered an Issues andOptions Report, based on the outcomes fromthe first consultation and the findings of theNeighbourhood Profile which set out optionswhich the Neighbourhood Plan could seek toaddress. The Town Council decided to proceedwith a “NDP Lite” option after balancingtimescale and complexity whilst still meeting theDraft Objectives

Planning Aid WorkshopsIn September 2014 Planning Aid worked withthe Town Council Steering Group to agree thedraft aims and objectives of the Plan and to further refine the policy areas which the Neighbourhood Plan should address. Fromthese workshops the following draft policythemes were identified for the Plan:

a comprehensive review of the various policydocuments already published which may influence our Plan.

a picture of St. Anne’s today

We’re going for GOLD! Can your garden help us achieve that?

GOING FOR GOLD

After our success last year we are determined to do well. Whilst we areconcentrating our efforts on makingthe town centre look as good as itcan, what happens elsewhere in thetown is important so please tell usabout your front gardens.

We want YOU to enter your gardenin our FRONT GARDEN COMPETITION. Last year we hada record number of entries and thisyear we are hoping for even more.You can nominate your own gardenof if you see a garden that you findattractive, eye-catching or interestingthen please nominate it by getting intouch. The garden has to be in St Anne's and visible from the publichighway. The information we needabout the garden is the exact locationand name of the gardener/owner (ifknown).

The front garden competition will bejudged between 22nd June and 28thJune so all entries must be receivedby Friday 12th June. In the past wehave involved previous winners inthe judging process and we proposeto do the same again for 2015. Lastyear saw more entries than ever andIn Bloom members are hopeful of asimilar level of involvement this year. Chairman Ian Roberts said “We hadan impressive level of entries lastyear, so much so that we offeredprizes for both large and small gardens. COMMUNITY RA IL PARTNERSHIP

South Fylde LineCllr. Tony Ford represents the Town Council onthe South Fylde Line Management Committee.He is currently Chairman of the group. Duringthe last few months he has represented theCommunity Rail Partnership at meetings withthe three franchise bidders and with the consultants undertaking a study into options forimprovements to the South Fylde Line.

The three bidders for the Northern Franchisehave been eager to meet with Lancashire’sCommunity Rail Partnership representativesand have been impressed with proposals for future investment and support for stations, facilities, improved timetables and more importantly more modern rolling stock.

Consultants are finalising their report to presenta range of options for the Fylde line, one ofwhich is likely to identify the potential fortrams taking over part of the route. One pressure group is promoting Trams to Lythamand this could well provide the opportunity fora half-hourly train service to Preston. However taking a tram from St Anne’s to Lytham would

take longer, as trams are slower than trains, andthen waiting for a connection would lead to little improvement in journey times overall.Many passengers also dislike have to changefrom one form of transport to another so thismay not be a popular option.

However a tram system linking the Fylde coasttowns has merit and would provide a sustainableoption for local residents and visitors who wishto make the most of what our resorts have tooffer. Connecting Fleetwood with Lytham andSt Anne’s would also give greater flexibility ofmovement and assist in economic regeneration across Wyre, Blackpool and theFylde.

A further option is the use of a tram trainwhich as its title suggests creates additional solutions but it is an untested concept as thepresent time.

The consultant’s report, financed by LancashireCounty Council is due to be published very shortly.It will make interesting reading.

The town’s Youth Council continues itsmonthly cycle of meetings though attendancefluctuates because so many of our young people are involved in community activities,hobbies and have such varied interests that itis getting harder to get them all together at thesame time. Several of our youth councillors supported theLifeboat’s Leg It for the Lifeboat event, eithertaking part in the ‘run’ or manning stalls at theLifeboat House. This is on top of funds theyraised for the Lifeboats during the ChristmasLights Switch On. Members will also be helping out at the Lifeboat Open Day on 19thJuly.

Each month our youth councillors have collected and donated food in support of Fylde’sFood Bank. They will also be involved in St. Anne’s Carnival, taking part in the paradeand manning a stall to promote their activitiesand to raise money through their popular Roll-a-Penny boards and their Skittle Game!

In October five youth councillors will be off toWerne in Germany to meet up with their counterparts as part of a Twinning trip. Theywill be joining members of the

Lytham St Anne’s Twining Association and aparty of Clog Dancers who will be visitingWerne for their annual Sim-Ju festival.

During the next few months existing membersof the Youth council will be promoting their activities as the time has come for some members to step down and newer recruits taketheir places. The Town Council will be contacting schools, youth clubs and uniformedorganisations in search of new members andpostcards are to be distributed at events to encourage more young people to seek nominations for the Youth Councils.

Two newly-elected councillor Beccy Bridgwaterand Richard Bennett will be playing a greaterrole in the town’s youth council as stalwartsCarol Lanyon and Tony Ford, who set up thisyoung people’s forum initially hand over afterfour years’ worth of involvement and contribution.

Other confirmed events are:Wednesday 22 July – poetry andmusic at the Pavilion, Ashton Gardens – 2.00to 4.30 pm. Outdoors if fine and indoors ifwet. This is a FREE event.

Thursday 23 July to Sunday 26 July – an exhi-bition about St Anne’s from its early days tothe present – St Anne’s Then and Now – 11am to 4 pm at The Palace, Garden Street. Thisis a free event.

Sunday 26 July an afternoon of music and po-etry celebrating Lancashire and the seasidefrom 2 to 4 pm at the St Anne’s Then andNow exhibition. This is a FREE event.

Artisan Market on the Promenade 25 and 26July from 10.30 am to 4.30 pm. Still a fewplaces left. Stands are £20 per day and youcan take one or both days. Contact BarbaraMackenzie whose details are below for an ap-plication form.

Kite Festival 25 and 26 July on the beach nearthe Pier along with music on stage from 11am onwards on both days.

Various venues in the town will host exhibi-tions of art work by local artists: the Palace,Garden Street, Mooch 1, Garden Street,Silantro, Wood Street, and others.

On Friday 1st May the St Anne's On TheSea Town Mayor Ed Nash, was invited tothe new"Waters Edge" Gastro Pub and thenew homes built by Morris Homes on Heyhouses Lane.Former Mayor Cllr Vivienne Willder organised the event with fellow Ward Cllrs-- Mayor Elect Vince Settle andCouncillor Barbara Nash, wife of Cllr EdNash.After a tour of some of the beautiful homes,Mr Mark Menzies (since voted in as FyldeMP for a second term) cut the ceremonialribbon and thanked everyone who had beeninvolved with what was a derelict site andnow a beautiful place for the many newfamilies, residents and visitors to enjoy this"new village" in St Anne's On The Sea.

This year’s Kite Festival, being held over the weekend of the 25thand 26th of July, promises to be our biggest yet. The new locationis on the South side of the beach so as to be nearer the hotels andother facilities. There will be all the usual massive kites anddemonstrations, with music on all weekend and arts and craft stallsalong the promenade. A Samba band with dancers will also enter-tain us on Sunday. For children, a marquee will hold a kite makingworkshop to make them all budding kiters! The action starts at11am each day.

One of our new councillors could be considered as being a cutabove the rest now that we have discovered his passion for fencing.Richard, who gained a seat on the town council in May, representsCentral Ward and is the youngest representative that the TownCouncil have ever had. At just 19 he is fascinated by politics and currently studying it to degreelevel at Lancaster University.

He is an accomplished swordsman and regularly takes part in competitions and tournaments. It will be interesting to see him in action at the sharp end of debates and in decision-making.“I was surprised to win the seat at the first time of asking but am looking forward to playing an activerole in the life and work of the town council. I would like to see more provision for young people in thetown and am looking forward to working with the town’s Youth Council.”
