Introduction
Government of India proclaimed a NationalPolicy on Children in August 1974 declaringchildren as, "supremely important asset". The
policy provided the required framework forassigning priority to different needs of the child.The program of the IntegratedChildDevelopment Services(ICDS) was
launched in 1975 seeking to provide anintegrated package of services in a convergentmanner for the holistic development of the
country.

India is the home to the largest childpopulation in the world. "The developmentof children is the first priority on the
countrys development agenda, not becausethey are the most vulnerable, but becausethey are our supreme assets and also the
future human resources of the country".

In these words, our Tenth Five Year Plan
(2002-07) underlines the fact that thefuture of India lies in the future of Indianchildren across income groups,
geographical locations, genderand communities. There have to bebalanced linkages between education,
health and nutrition for properdevelopment of a child.

Children are the first call on agenda ofhuman resource development not onlybecause young children are the mostvulnerable, but because the foundation forlife long learning and human development is
laid in these crucial early years. It is nowglobally acknowledged that investment inhuman resources development is a pre-requisite for economic development of anynation.

. Early childhood (the first six years)
constitutes the most crucial period in life,when the foundations are laid forcognitive, social, emotional,
physical/motor development andcumulative life long learning. Childsurvival, growth and development, has tobe looked at as a holistic approach, as
one cannot be achieved without theothers.
