SANTA FE METROPOLITAN PLANNING ORGANIZATION (MPO) REQUEST FOR QUALIFICATIONS (RFQ) BIKEWAY FACILITIES AND NETWORK DESIGN STANDARDS AND BEST MANAGEMENT PRACTICES FOR INCLUSION IN THE SANTA FE METROPOLITAN BICYCLE MASTER PLAN '18/45/RFQ Qualification Proposals Due: Tuesday, June 1 5, 2018 by 5:00 p.m. (MST) I. BACKGROUND: The Santa Fe MPO is currently updating the 2012 Santa Fe Metropolitan Bicycle Master Plan (BMP). The Santa Fe MPO is transiting the document from its current format and platform to an on-line/web-based interactive GIS mapping tool and electronic platform. The scope of that project includes the following; Data Collection and Data Gap Analysis Interface and Graphic Design Database Development Participatory Mapping Web Site Interactive BMP Map Application Impact and Safety Analysis Terrain Analysis Corridor and Crossing Analysis Commuting and Socio-Economic Analysis When completed the new platform will enable Santa Fe MPO staff, member agency staff, stakeholders and the public access via a user friendly on-line tool all projects and program recommendations detailed in the plan. In addition the on-lien tool will allow planners and staff to analyze impacts to the bikeway network in a variety of different ways that will help to both implement the plan and derive costs and benefits to recommended or needed changes in the network. Santa Fe’s bikeway system is a combination of on-road facilities, including designated bike lanes, striped shoulders, and lanes shared with motor vehicle traffic; and off-road facilities, including pave multi-use trails and formal or informal soft-surface paths and bicycle parking facilities. II. PURPOSE The Santa Fe MPO is requesting professional qualification proposals for firms/organizations with the experience and professional resources and capacity to assist the MPO with the following: A. Development of user friendly bikeway design standards and best management practices that are visually and graphically dynamic, applicable to the local street network and general terrain of the Santa Fe Metropolitan Planning Area, have national recognition and are proven design applications for the safe travel of bicycles and other modes of transportation impacted. Design standards shall detail installation operations and include multiple options for member agencies to consider before selecting an improvement project. B. Evaluation of Metropolitan Bicycle Master Plan for the identification of proposed updates consistent with the Santa Fe MPO’s Metropolitan Transportation Plan (MTP) C.     The Santa Fe MPO will coordinate the development of an advisory committee, made up of stakeholders including members of the public, agency staff and other interested parties are an integral part of this update. It is anticipated that the selected firm will provide technical support for the committee.

    The Santa Fe MPO invites qualified consulting firms or individual consultants to assist with the above services needed. Please go to www.santafempo.org for access to all planning documents and elements about how the MPO operates.

    II. LEAD AGENCY

    The Santa Fe MPO will be the lead agency. The Santa Fe MPO is a federally designated Metropolitan Planning Organization and is hosted by the City of Santa Fe. All contractual elements of this RFQ and any subsequent awards to provide services will fall under the regulations required by the City of Santa Fe Procurement Division. Santa Fe MPO staff will provide project management services.

    III. REQUIREMENTS:

    A. ScopeThe Santa Fe MPO is accepting proposals from professionally qualified selected companies/firms to provide thefollowing scope of services. This project is expected to start in June of 2018 and be complete by September, 30TH of 2018. When developing the update the selected firm shall, at a minimum, review and utilize the existing 2012 Bicycle Master Plan, the MTP 2015-2040 (specifically performance measures around bicycle improvements), the Santa Fe MPO Public Participation Plan, the Santa Fe MPO Pedestrian and Public Transit Master Plans and other relevant policy documents as guiding resources for plan updates.

    B. Deliverables

    Detailed list of bikeway design standards and best management practices

    Updated final document that incorporates existing work and work proposed within the scope of thisRFQ.

    All proposals must contain the following information:

    Company profile and list of project team members (including sub-contractors) and CVs

    Identify previous project work experience that is relevant to this project. Highlight the key features andbenefits produced by the Consultant in that project. Identify which of the team members proposed for

  • this project also worked on the example project. Provide contact names, phone number and e-mail addresses for representative example projects

    How the team intends to address the project scope and deliverables

    Schedule of proposed work to be completed

    Cost estimate

    IV. DUE DATE/EVALUATION OF QUALIFICATIONS AND COMPANY/FIRM SELECTION

    Submittals will be reviewed by a team including members of the MPO staff and from member agencies.

    The Santa Fe MPO, being hosted by the City of Santa Fe follows the City’s procurement process for the development of contracts or Professional Services Agreements (PSAs). At a minimum the City will require certificates of insurance verifying comprehensive liability insurance with limits of coverage in the maximum amount which the City may be held liable under the New Mexico Tort Claims Act, Workers Compensation Insurance and professional liability insurance, City of Santa Fe Business License, and IRS-CRS #.

    The project request for qualifications shall be received no later than June 15, 2018 by 5:00 p.m. (MST) Maximum length of submittals is fifteen (15) pages (not including covers/dividers etc.) on 8.5”x11” paper and may be submitted electronically in a pdf format to [email protected] If the formatting is too large for e-mail communications, please contact Erick Aune to arrange a shared “DropBox” link for uploading or send a hard copy via post to the address provided below.

    With the total proposed cost estimate, please include gross receipts taxes to be paid by the contractor. Scoring/Evaluation of proposals includes:

    Prior experience conducting similar studies (30%);

    Proposed project schedule and timing (30%); and

    Innovative and imaginative approaches to the project (40%)
