Purpose of EBSPurpose of EBSAn EBS is used to describe the currentenvironmental condition of the property withrespect to the presence of hazardous substancesand petroleum products for the followingpurposes:
§ To assess the progress of ongoingenvironmental restoration,
§ To identify areas where further responsemay be required, and
§ To facilitate reuse planning and propertytransfer efforts.
- BRAC Cleanup Plan Guidebook (1996)

Joint Use of DoD FacilityJoint Use of DoD Facility
n Facility is not scheduled for closure
n Facility is in reduced-operating status
n Under lease agreement(s), DoD will allow theCity to use portions of the property withoutinterfering with the DoD mission
n EBS evaluates environmental concerns andprovides a reference for development of leaserestrictions

Aerial Photograph Search & ReviewAerial Photograph Search & Review
n Identified and obtained available historicalphotos of the facility
n Reviewed and interpreted photos from 1939,1959, 1965, 1982, and 1994
n Identified areas of potential concern

Visual Site InspectionVisual Site Inspection
n Visual Site Inspection – evidence ofstorage, release/ potential to release, ordisposal of hazardous substances orpetroleum products
– Interior and exterior of buildings– Surrounding areas– Areas of potential concern
(identified from aerial photographs)

Area Types - DoD BRAC CleanupPlan Guidebook (1996)“Transferable” = Area Types 1 – 4
Area Types - DoD BRAC CleanupPlan Guidebook (1996)“Transferable” = Area Types 1 – 4
1 – Areas where no release or disposal of hazardous substances or
petroleum products has occurred
2 – Areas where only release or disposal of petroleum products has
occurred
3 – Areas where release of hazardous substances has occurred, but at
concentrations that do not require a removal or remedial action
4 – Areas where release, disposal and/or migration of hazardous
substances has occurred, and all remedial actions necessary to
protect human health and the environment have been taken
21
Area Types (continued)“Not Transferable” = Area Types 5 - 7Area Types (continued)“Not Transferable” = Area Types 5 - 7
5 – Areas where release, disposal, and/or migration of hazardous
substances has occurred, and removal or remedial actions are
underway, but all required remedial actions have not yet been
taken
6 – Areas where release, disposal, and/or migration of hazardous
substances has occurred, but required response actions have not
yet been implemented
7 – Areas that have not been evaluated or require additional
evaluation

Area Type DesignationArea Type Designation
Based on EBS findings, preliminary Area Typedesignations were made for:
– Buildings– Open areas– SWMU and IR sites– USTs and ASTs
Area Type designations are considered “preliminary”until NFA concurrence is received from regulatoryagencies

Environmental ConditionConsiderationsEnvironmental ConditionConsiderations
Parcels were designed to:
n Include properties of similar environmentalcondition
– “transferable” and “not transferable”property are in different parcels
n Include an estimated “buffer zone” toaccommodate potential contaminant migration
25
Joint Use Plan ConsiderationsJoint Use Plan Considerations
Parcels were designed to:
n Conform to Joint Use plans
n Restrictions and/or notifications necessary forreuse of each parcel will be designated in aFinding of Suitability to Lease (FOSL).
n Properties classified as “unsuitable fortransfer” (Area Types 5 through 7) may besuitable for limited reuse under a leaseagreement.

GIS Map in ArcViewGIS Map in ArcView
n Contains all information used to determineenvironmental condition
– Document review– Building inspections– SWMU/IR site conditions– ACM and LBP survey findings– UST and AST conditions
n Linked to Excel tables from EBS report

RecommendationsRecommendations
n Parcels designated “Unsuitable for Transfer”(Area Type 5 through 7) are recommended forfurther review and/or further action
n Specific recommendations provided in EBS

SummarySummary
n EBS is a reference document that presents the“baseline” environmental condition
n EBS facilitates reuse after transfer and/or jointuse under lease agreement
n EBS classifies environmental condition ofproperty considering cleanup and complianceprograms
n EBS presents data in various formats toaccommodate varying needs
