July 26, 1990 was an incredibly important day in American historywhen President George H.W. Bush signed the Americans withDisabilities Act (ADA) into law. This civil rights legislation would notexist without the activism of people with disabilities and our country’slong history of debate over the rights of our citizens. The ADApromises people with disabilities equal opportunity, non-discrimination,and a “level playing field”.On July 14th, members of ARISE attended an Oswego CountyLegislature meeting and were presented with a proclamationrecognizing July 26th, 2016 as Americans with Disabilities AwarenessDay. It also recognizes ARISE and all that we do to ensure the rightsof community members with disabilities are being acknowledged andprotected.This law has changed lives and this country for the better. Thanks tothe ADA there are accessible voting machines for the blind, publictransportation providers now make accommodations by offering lifts,providing scrolling signs, and announcing stops. There are signlanguage interpreters at many events, including the New York StateFair. Employers are not allowed to inquire about disabilities whilehiring, and closed caption glasses are available at Regal Cinemasallowing movie goers with hearing impairments to enjoy watchingmovies in theaters.Access means that everyone can enter buildings to conduct business,shop, eat, and be active in the economy and the community. The ADAhelps ARISE achieve our mission: “To work with people of all abilitiesto create a fair and just community in which everyone can fullyparticipate.”By: Sabine Ingerson

ARISE will have a booth at the County Fairgrounds supporting the Literacy Coalition which isa great way for people to learn to successfully encourage children to read.

The ARISE Oswego office has a loan closet that assists individuals in need ofwheelchairs, walkers, shower chairs and commode chairs, adult diapers, and otherassorted items.
The items are all donated by the community and available atno cost to those in need. Please call to check availability.Currently we are in need of wheelchairs and would greatlyappreciate any donations to further assist the community. Thankyou so much for your generous donations.
Consumer-Directed Personal Assistance Program
Do you want more freedom in deciding who will be your personal assistant?There is an alternative to traditional models of home health care offered in
Oswego County called the Consumer-Directed Personal Assistance Program(CDPAP). Since early 1998, this service has provided the consumer with morecontrol over their personal care needs. The consumer, not an agency, recruits,interviews, hires, trains, supervises, and, if need be, dismisses the personalassistant they have chosen.
CDPAP is designed for individuals who need long-term care, but who aremedically stable. To be eligible an individual must live in Oswego County, expect toneed assistance for at least 180 days, be self-directing, or have another individualwilling to supervise the program for them. You must also be eligible for or currentlyreceiving Medicaid.
The individual’s Managed Care Company, or the Department of Social Service,and a registered nurse determine eligibility and the extent of services needed on anindividual basis.
Two quotes from individuals in the CDPAP program:
“The Consumer-Directed Personal Assistance Program makes it possible for meto be able to live on my own, otherwise I would not be able to”.
“Having a personal assistant improves my quality of life and I’m able to make thechoice of who to hire and when to schedule them to work myself”.

Hi there! Medicaid Service Coordinator Marjorie Yerdon here, from Pulaski. I can’tbelieve it is August already. The summer is flying by and that means lots of fresh andhealthy foods are available, close by, and offered at more affordable prices. Eatinghealthy doesn’t have to be expensive if you try to grow more food and shop atfarmer’s markets.
Remember SNAP benefit pays for Farmer’s Market produce as well as seeds to plant food-bearing plants for your family. Check your status as the eligibility requirements have been updatedas of July 2016. www.snap-step1.usda.govFor the month of August, think of how much money you spend on soda or bottled drinks and trymore water, fresh fruit, and vegetables for the month. See how much better you feel forback-to-school in September!With this beautiful weather, try to get out for a walk. Pick apples or berries with your family as afun outing. You can always mix berries with yogurt for a refreshing and healthy treat in the heat.Dried fruit is easy to carry and affordable. I love raisins and trail mix as a healthy snack that cango almost anywhere without spoiling in the heat.

Choosemyplate.gov has lots of helpful tips & tricks - like keeping fruits or veggies in a bowl oncounter so when you see it you’ll eat it. ACCES-VR (Adult Career andContinuing Education Services-VocationalRehabilitation) is an agency in the NewYork State Education Department that hashelped many individuals with disabilitiesfind and keep employment. You may knowthe agency from it’s previous acronym:VESID.
Over the past year, ACCES-VR hashelped over 900 people in Central NewYork (including 80 in Oswego County)succeed in careers ranging from customerservice to information technology. Servicesto help eligible individuals reach theiremployment goals may include but are notlimited to: job coaching, employmentcounseling, advocacy, and financialassistance with training, equipment, andwork uniforms.
