July 26, 1990 was an incredibly important day in American history when President George H.W. Bush signed the Americans with Disabilities Act (ADA) into law. This civil rights legislation would not exist without the activism of people with disabilities and our country’s long history of debate over the rights of our citizens. The ADA promises people with disabilities equal opportunity, non-discrimination, and a “level playing field”. On July 14th, members of ARISE attended an Oswego County Legislature meeting and were presented with a proclamation recognizing July 26th, 2016 as Americans with Disabilities Awareness Day. It also recognizes ARISE and all that we do to ensure the rights of community members with disabilities are being acknowledged and protected. This law has changed lives and this country for the better. Thanks to the ADA there are accessible voting machines for the blind, public transportation providers now make accommodations by offering lifts, providing scrolling signs, and announcing stops. There are sign language interpreters at many events, including the New York State Fair. Employers are not allowed to inquire about disabilities while hiring, and closed caption glasses are available at Regal Cinemas allowing movie goers with hearing impairments to enjoy watching movies in theaters. Access means that everyone can enter buildings to conduct business, shop, eat, and be active in the economy and the community. The ARISE Oswego office has a loan closet that assists individuals in need ofwheelchairs, walkers, shower chairs and commode chairs, adult diapers, and otherassorted items.

The items are all donated by the community and available atno cost to those in need. Please call to check availability.Currently we are in need of wheelchairs and would greatlyappreciate any donations to further assist the community. Thankyou so much for your generous donations.

Consumer-Directed Personal Assistance Program

Do you want more freedom in deciding who will be your personal assistant?There is an alternative to traditional models of home health care offered in

Oswego County called the Consumer-Directed Personal Assistance Program(CDPAP). Since early 1998, this service has provided the consumer with morecontrol over their personal care needs. The consumer, not an agency, recruits,interviews, hires, trains, supervises, and, if need be, dismisses the personalassistant they have chosen.

CDPAP is designed for individuals who need long-term care, but who aremedically stable. To be eligible an individual must live in Oswego County, expect toneed assistance for at least 180 days, be self-directing, or have another individualwilling to supervise the program for them. You must also be eligible for or currentlyreceiving Medicaid.

The individual’s Managed Care Company, or the Department of Social Service,and a registered nurse determine eligibility and the extent of services needed on anindividual basis.

Two quotes from individuals in the CDPAP program:

“The Consumer-Directed Personal Assistance Program makes it possible for meto be able to live on my own, otherwise I would not be able to”.

“Having a personal assistant improves my quality of life and I’m able to make thechoice of who to hire and when to schedule them to work myself”.
