1 Governance Items

1) LPC Self Evaluation – Attachment A (PDF version) The evidence and where members feel the LPC are working towards are documented on PharmOutcomes and a PDF copy of this will be added to the LPC website for contractors to review. PDF version of the self evaluation will be included in the April 2015 LPC documents for ratification before being published. Actions arising from the discussions were:

Action: Members need to do brief summary from meetings to capture points – bullet points on the agenda template.

Propose: look into why the PSNC recommend increasing the reserves to 6 months money and GH to look at this during the budget exercise, once clarified from the PSNC, then bring back to the LPC committee meeting. Agreed by members Action: GH to email Mike Dent, Mike King and Steve Lutener.

GH to forward the expense claim template and AE to print off hard copies to be signed at each LPC meeting for audit trail.

Action is for members to contact their allocated contactors before LPC meetings to see if anything they wish to be raised

2.2 Acceptance of the minutes from 19th February 2015 - Attachment B1 The minutes were agreed as an accurate record of the meeting on 19th February 2015 and also agreed that these can be published on the LPC website, by members present in February 2015. Proposed by LF and seconded by VP.

2.3 Action points from 19th February 2015 – Attachment B2 and B3 1 Self Assessment

Upskilling of members re audits, research and campaigns to be included on the strategy plan so ongoing. 2 LPC guide and contact cards

These still need to be completed – need members photographs taken – do this at the next meeting. AP and ZS to complete this and bring to the LPC for agreement before sending to print.

Action: AP and ZS to organise taking members photographs at the April LPC meeting – bring completed guide to the May LPC meeting for agreement before going to print.

3 CRI

NH reported the issues regarding communication to CRI and they should have been in contact with contractors.

4 Governance DF has been going through the governance documents but the sub-group have not met yet. DF also asked if the constitution had been sent to NHS England, AE confirmed that it had and had received a letter acknowledging recognition of the LPC.

Action: DF to organise a meeting for the governance committee members

5 Pharmacy Voice / MP visits

AE and NH are in progress of sending letters to the MP’s from members of the committee inviting to visit their pharmacies.

6 Training NH has spoken to ST regarding funding from LETB for training costs – they will not provide funding to cover

7 PLT NH has raised why pharmacy staff are not invited to PLTs – ST is going to encourage them to do this but does not have the authority to mandate it – need to raise with individual CCGs.

Action: JS to ask at Rushcliffe Medicines Management meeting if pharmacy could have a stand at their next PLT event to promote and discuss pharmacy services to other primary care staff.

8 Emergency Supply Scheme

AE has contacted ST but not had any information back – chase this up with ST.

Action: AE to contact Sam Travis and ask for breakdown of emergency supply claims – how many claiming on a monthly basis.

9 Treasurer / Governance

GH and DF have not gone through the treasurer expense claims yet and DF still needs to check a selection of the LPC outgoings as part of the governance check. RS has spoken to the finance department at Well / Co-op and they are now up to date with the invoices for AP.

Action: GH to send through expense claims for treasurer work to DF/NH for governance purposes.

Action: DF to go through statement of account and the accounts produced by treasurer and check a selection of outgoings as a governance check.

10 Dementia friendly Newark

AE has emailed all Newark pharmacies asking how many staff members are trained as Dementia Friends and if would attend the training for Newark – received some replies back. ML and AE spoke to Robert Jenrick MP re the LPC helping to organise some training for local retailers to make Newark a Dementia Friendly town – the first steering group meeting is on 10/04/15. AE and RS attending

Action: AE and RS attending the steering group meeting on 10/04/15 with Robert Jenrick re making Newark a Dementia Friendly town.

11 Strategy plan

This needs to be forwarded to April LPC meeting

Action: NH, GH, RS and SK – meet at the office in Ruddington on an evening to go through the strategy plan and ideas and then report back to the LPC committee.

12 Area Team update

AE has not received the contact details for DBS checks from ST – once received will send out to contractors reminding them that the Domiciliary MUR paperwork needs to be completed for accreditation. Newsletter article on contractors ensuring that weekend staff are aware of the emergency supply service as there have been reports of sending patients to Walk in Centres and A&E.

Action: ST to forward the contact details for DBS checks, AE to then send these details out to all contractors reminding them of the Domiciliary MUR paperwork that needs to be completed for accreditation.

Action: Newsletter article on contractors ensuring that weekend staff are aware of the emergency supply service as there have been reports of sending patients to Walk in Centres and A&E.

13 Accountable officer info

New information re Controlled drugs has been added to the LPC website.

14 IPF webinar Some members reported that the last webinar on NHS BSA and making sure claim for prescriptions correctly was very interesting and advised others to go onto the website and access the downlaod . AE to forward the link for the webinar presentation to members.

Action: IPF webinar on 26.02.15 – AE to forward the link for the webinar presentations to members.

15 Boxing day opening

This has been included on the LPC website with relevant documents for contractors to apply for reduction of supplementary hours.

2.4 Declarations of Interest for any item on the agenda

If any member has any personal or pecuniary interest whatsoever in any matter, they should declare it or not actively contribute to the discussion unless asked by the rest of the committee to provide factual information to aid their understanding. In either case they should not vote on the item

3.1 New contracts-Routine 3.1.1 Application for inclusion in the pharmaceutical list offering unforeseen benefits By: ePrescriptions Ltd At: Main Street, Farndon, Nottinghamshire, NG24 3SA Closing date 27th April 2015

Conflict of interest: ML, RS, (Well) GH (Lloyds) and SK (Boots) Not sure that Newark pharmacies have been notified by NHS England – LPC have sent through the application to inform them as advised by Steve Lutener. Application was originally sent in September and then this was recalled and put on hold while NHS England consulted on the rurality of Farndon

- A46 – no barrier as there is an underpass. - Mention that the PNA says there is no care home service being provided – there is no service

commissioned service. - Doesn’t identify the benefits to patients anywhere in the application - GP surgeries are in the town centre of Newark nothing in Farndon so no more convenient as they

need to access other services in the town. - PNA doesn’t state there is a need. - Already have choice in Newark pharmacies

Response: NH to put together a response from the above points and bring back to the April LPC meeting for discussion.

4 Treasurer’s report – GH 4.1 Finances February 2015 – Attachment C1 Busy month so more expenses than usual. Including

- LPC ball – still 4 people who need to pay. - Joint exec meeting with Derbyshire and also the exec team met last month - Treasurer annual honorarium

Members asked about the amounts for travel - have limits set for travel and accommodation expenses Sharing costs – car share if more than one member going to the same event and more efficient to drive and share rather than have rail costs etc. 4.2 Cashflow– Attachment C2 £3,700 underspend for this year 4.3 Draft Budget 2015/16 - LPC newsletter distribution – Area Team can no longer fund printing and distribution A contractor has offered to print the newsletter in colour but would not be able to distribute – the problem is not with printing as AE could print off in colour but the cost of postage if NHS England are unable to send it for us. Looking at whether can send the newsletter via PharmOutcomes in the future – all contractors use this for services. Everything else is being sent by email – including payment advice so feel should be sent electronically

Send to area managers for forwarding on for Boots rather than send to individual pharmacies.

Action: On the next newsletter state that it will be the last one that is printed and will be sent via email to save costs – ask contractors to contact AE if they wish to have a copy sent by post in the future.

Finance committee - meeting with DF, LK and LF to go through the budget for 2015 /16. Wait for answer regarding the amount of reserves that the LPC need to keep and then organise meeting to discuss the budget. NH raised that the budget could not be completed because of the PSNC levy invoice not arriving until later at the Regional PSNC meeting.

Action: GH to set up a meeting with DF, LK and LF to go through the LPC budget once he has received information back about the amount of reserves that the LPC should be keeping.

5 Chief Officer / Chair reports 5.1 Pilot Rheumatoid Arthritis campaign – Nottingham City CCG – Advertised on some bus shelters For information 5.2 Independent prescriber project – Attachment D1, D2, D3 and D4 Some feedback from medicines management teams – asking why they couldn’t be trained as IPs as part of the funding. ST explained that the funding was allocated for community pharmacy but they could contact LETB / Health Education England for funding for primary care pharmacists. LK will be involved in the project and become Independent Prescriber for N&S – will keep the committee updated.

6 Tenders and bids / Consultations / Service Opportunities 6.1 Smoking Cessation consultation – update JS attended Rushcliffe consultation meeting. 6.2 Nottinghamshire County and City Integrated Sexual Health Service consultation update -Attachment E1 and E2 Consulting on the proposed model and then will go out to formal tender. Pharmacy will be best placed as a sub-contractor for the amount of this service that is relevant to pharmacy. Members discussed the fee amounts and that they feel that sometimes pharmacy need to stand up and say that they are not providing the service unless fee is increased – need all contractors to do this as a profession and not have some contractors saying that they will do for that amount – needs to be a united decision. Feel that EHC will be a national service in the near future. 6.3 Alcohol tender for GPs in City GP’s only?? Asked members feedback – some have looked into this and don’t feel that pharmacy would wish to do this. Not enough value in this service for pharmacy to be involved and so felt that it was not needed to argue the case for pharmacy to do. 6.4 Flu service – national Will run on the same specification as the gp’s – will run alongside rather than pharmacy picking up the

opportunistic patients.

7 Standing items / Items for discussion 7.1 Training - Feedback from IPF webinar on 26.02.15 – did members register on own or groups? Already discussed earlier in the meeting - Feedback from Diabetes training sponsored by BD and MSD – 18.03.15 Very good session - need some more training around insulin 7.2 Dementia training - Newark (Dementia Friendly Town) working with Robert Jenrick MP – meeting on 10.04.15 For information - Nottinghamshire Contractors training evening - 16.04.15 after the LPC meeting. Run by Derbyshire Health United. Contracted by NHSE funded by Health Education England. Feel that the School of Pharmacy, University of Nottingham is the right venue – good IT, food is good and it’s convenient. Agreed it was ok to go ahead and organise this event for all contractors. KC will contact sponsors for the event.

Action: AE to organise the venue, catering and set up the Eventbrite booking page for the Dementia session and liaise with KC regarding sponsors for the event.

7.3 Pharmacy First SLA & Service Spec – Attachment F1, F2, F3 and F4 NHS England are commissioning this service. Because they have taken over the commissioning of the current service the fee stayed the same - either do at the present fee or don’t sign up. Will ask if this will be reviewed in the future. Some members feel that the fee needs increasing - PharmOutcomes takes longer to do initial consultation but then only need to do once – fee is too low for the time at £2.60. NH acknowledged that it was not ideal but being rolled on rather than a new service. Trimethoprim has been taken off the formulary.

Query – Pharmacy First spec refers to Nottm City and County – thought Rushcliffe were not included in this - AE to contact Sam Travis and ask about this.

8 Commissioners reports NHS England sub regional teams 8.1.1 Notts / Derbys AT a) New proposals to protect pharmacy professionals from prosecution

The Department of Health is consulting on pharmacy dispensing errors and premises standards proposals, until 14 May 2015.

d) Update on launch event of Obesity Prevention and Weight Management service

Putting some effort into the launch of this – Everyone Health (provider) led most of the session which was chaired by Joyce Bosnjak.

May be able to be involved more than signposting – but will not be a “large” service. Orlistat dispensing – have independent prescriber – only approximately 50 prescriptions a year

GPs feel CRI are under performing. Not receiving methadone prescriptions and being seen less often Lactulose – restricting use. Thick and Easy going to Nutrilis. Pregabalin – GP’s were getting annoyed that pharmacies sent them the info through – only doing what NHS England advised. Antimicrobial prescribing reducing by 10%.

- PharmOutcomes is a good tool for reporting and payments

Action: KC and LF to work on a business case for M&A CCG – Dr James Mills –– look at plan on a page for the CCG. PSNC have a database of services and templates. Work on this on the afternoon of the next LPC meeting (April)
