Railway Company [CN] train was derailed in Montmagny,Quebec, resulting in a broken bridge. The interruption of railfrom east to west is significant money for CN,” saidLapointe. “The same day, they contacted Structal to plan theconstruction of a new permanent railway bridge. On theMonday following the derailment, Structal began to fabri-cate steel deck plate girders that were used in the construc-tion of five railway spans. The train was back on track afteronly three weeks. CN was very satisfied and thanks to thetrust relationship [now] well-established, the company pro-vided several railway bridge projects to Structal-Bridges.” • One of the major projects Structal has been involved in
was the replacement of 14 overpasses along Interstate 93 inMedford, Mass. “This presented an enormous challenge for the Structal-
Bridges team. This contract included the fabrication of steelcomponents as part of the I-93 Fast 14 Bridge ReplacementProject. From the signature of the contract to the delivery ofthe components, the project was executed within a tightdeadline of under six months. At its beginning in 1956,Structal only served eastern Canada. Since its acquisition byCanam Group in 1998, Structal serves all of Canada. Sincethen, Structal has added to its product line complementaryproducts such as structural bearings and expansion jointsfrom Goodco Z-Tech, as well as design and bridge installa-tion services when required. In addition, the Claremont, NewHampshire, and Point of Rocks, Maryland, plants provide apresence in the Northeastern United States.” Structal’s founding in 1956 was just the beginning. Over
the past half century, the company has grown, founded andacquired, merged and expanded. The Quebec City Structal-Bridges plant — which has a total surface area of 195,000sq. ft. (18,115 sq m) — is equipped with a lift capacity of 135tons (122 t) and has an annual production capacity of up to25,000 tons (22,679 t), one of the highest in Canada.

BURLINGTON, Vt. (AP) The cost of anew bridge linking Vermont and New Yorkover Lake Champlain is running 8 to 9 per-cent over budget. Public records from New York, Vermont
and federal agencies, which were requestedby the Burlington Free Press, show thatwhat started as a $69.6 million constructionbid has become $75 million and is likely toreach $76 million. The records show that much of the
added cost is due to speeding up work onthe bridge linking Addison, Vt., and CrownPoint, N.Y., when delays were encoun-tered. It also cited a report showing thatcost overruns on transportation projectsnationally aren’t unusual. The new bridge, which opened to traffic
on Nov. 7, carries about 3,000 cars a day. Itreplaces an 82-year-old bridge that wasclosed in October 2009 because it wasstructurally unsound. The records show New York state
approved 39 changes to the constructioncontract and the Federal HighwayAdministration approved all but two of the
24 changes it received. They also show thatoperation of the ferry that ran alongside thebridge site during construction cost $16million, about $3 million less than expect-ed. The two states, which own the bridge
jointly, were under pressure to replace theold bridge quickly, for the sake of the peo-ple who depend on it for their livelihoods,New York State Department ofTransportation spokeswoman Carol Breentold the newspaper. Motorists who had grown accustomed to
using the bridge for jobs, shopping andtrips to the doctor faced long and unpre-dictable detours by the project. Contractors encountered unforeseen
problems and sought to modify originalplans to make up for lost time. For exam-ple, New York officials agreed to pay con-tractor Flatiron Construction Corp. ofFirestone, Colo., more for additional con-struction frames, barges, cranes and crewtime so work could proceed on two pierssimultaneously, rather than consecutively.The switch cost $1.5 million.

In a recent ceremony at the state house, Gov. LePage andMaineDOT Commissioner David Bernhardt were presented withtwo checks from Chief Joseph Socobasin of the PassamaquoddyTribe of Indian Township, Maine, totaling $1,900,000 .Indian Township has been successful in accessing federal high-
way money through the Bureau of Indian Affairs IndianReservation Road Program. Pursuant to an executive order signedby LePage, MaineDOT has set up consultation meetings with thetribes intended to open lines of communication and promote trib-al-state cooperation.Indian Township has two projects it is participating in with
MaineDOT. One is a U.S. Route 1 bridge replacement, carrying3,400 vehicles a day, with a total cost of $3 million to be com-pleted next year. The other allows MaineDOT to complete amuch heavier and longer lasting treatment on 10-plus mi. of theGrand Lake Stream Road, a rural state highway that was other-wise not eligible for federal highway funding, with a total cost of$2.5 million that is to be finished this fall. “It is our goal to continue this important partnership to help
provide safe and effective transportation needs for the IndianTownship area,” said Bernhardt. In 2010, the Indian Township gave MaineDOT $950,000
toward the $1.7 million Milford Street Bridge Replacement thatwas completed in the fall.

Large Production Capacity In 2007, Canam Group
acquired Eastern Bridge,located in Claremont, N. H., acompany specializing in themanufacture of steel struc-tures for highway and railwaybridges. Structal-Bridgesassumed the management of thismanufacturing operation. Thisacquisition allowed the companyto increase its presence in the U.S.bridge market and take part in proj-ects that, because of Buy Americanlegislation, are only accessible to
producers with a manufacturingpresence in the United States. This past year brought larger
efficiency and productivity withrecent investments being made toexpand and modernize this NewEngland plant. The addition of
68,673 sq. ft. (6,379 sq m) — for atotal of 248,650 sq. ft. (23,100 sqm) — in order to increase annualproduction capacity from 12,500 to25,000 tons (11,339 to 22,679 t)was completed during the secondquarter of 2011.
With rail access, lifting equip-ment capable of handling 100-toncomponents, a new 40,000-sq.-ft.paint facility and more efficientand modern offices, the Claremontplant will now be equipped to takeon large-scale projects in the
United States. In 2007, the Canam Group
plant located in St. Gedeon,Quebec, began fabricatinggirders for Structal. A100,000-sq. ft. (9,290 sq m)section of the facility is nowreserved exclusively for thefabrication of bridge compo-nents, which allows for anannual production capacity of10,000 tons. In 2009, the Canam Group
plant located in Point ofRocks, Md., began fabricat-ing bridge girders. Structalcurrently occupies 96,000 sq.ft. (8,920 sq m) at this facility,which also features a 10,000-ton (9,071 t) annual produc-tion capacity. The business unit contin-
ues diversifying by investingin new products and new servicessuch as orthotropic steel deck anddesign, and developing new part-nerships to expand its businessopportunities.

MONTPELIER, Vt. (AP) Winter roadcrews in Vermont will be using more brineinstead of salt this year, new plows that canclear two lanes at the same time on inter-states, while also giving road crews morediscretion on how much salt and brine toapply, officials announced Dec. 23. Gov. Peter Shumlin devoted his weekly
news conference mostly to a discussion ofwinter road maintenance and a plea to thepublic to slow down in snowy or icy condi-tions, especially around snowplows. “We’re urging drivers to use extra caution
on icy roads, as we always do, because thatsaves lives,” Shumlin said. Transportation Secretary Brian Searles
said Vermont would continue its “safe-roads-at-safe-speeds” policy for winter roadmaintenance. “This means that during a storm we will
be out plowing, sanding, salting, to keep theroads open,” Searles said. “But driversshould expect during a storm to see snow onthe roads. So, we need drivers to be a partnerwith us, to adjust their driving to those con-ditions.” Snowfall in Vermont has been spotty at
best so far this winter, but the morning ofDec. 23 saw a fresh snowfall of up to 3.8 in.,according to the National Weather Service inBurlington. Shumlin and Searles were joined by front-
line plow drivers who shared harrowing sto-ries of encounters with aggressive and dis-tracted drivers. Jerold Kinney said he was on his first trip
plowing his route between the state garage inRandolph and Bethel on Interstate 89 when“I had an individual driving a four-wheel
drive pickup, texting with one hand — I’mpretty sure his coffee cup was in the other —driving with his knee, go by me at 50 milesan hour, maybe 60, on a snow-coveredroad.” “Two miles later I saw him backwards in
the ditch, still on the text messages. He saidhe was fine so off I went,” Kinney said. “Butit’s just a clear case of the distractions thatthe drivers have.” When they’re not busy watching out for
other drivers, plow operators like Kinney
will have more authority to judge road con-ditions and determine how much sand, saltor brine — a mix of salts and water — toapply to road surfaces, Shumlin said. In talking with workers, “There was some
feeling among the hard-working men andwomen who are keeping our roads safe thatfor budgetary reasons that they couldn’talways allocate what they felt was right asthe storm was being dealt with ... withoutfurther orders from higher up,” the governorsaid. Shumlin said the policy this winter will
give road crews the authority to use whatev-er they think is necessary to keep the roadsclear and safe. Brine will be favored over salt this winter
because brine adheres to road surfaces betterthan salt, is less damaging to the environ-ment and can be applied in advance of astorm to keep conditions from getting bad inthe first place. Special equipment is neededto make brine. It has been available in north-western Vermont and this year will be usedin the Rutland area for the first time. The state also will have two “tow plows”
in use. The plows have rear-mounted equip-ment that clears two lanes of interstate atonce, officials said.

Working in Connecticut Structal recently secured a contract worth
close to $27 million to fabricate the steelstructure that will replace and expand theMoses Wheeler Bridge, which crosses theHousatonic River in Milford, Conn. Thecontract awarded by the Walsh ConstructionCompany and PCL Civil Constructors jointventure mandates Structal-Bridges to supplysome 400 steel girders for the three bridgesthat are being built in the scope of this proj-ect. “Structal appreciates having the opportu-
nity to collaborate on a project involving ahistoric bridge,” said Lapointe. “The compa-ny is not afraid of challenges and can per-form complex mandates. It’s always greatpride in working on historical projects.”A short time ago, the business unit also
concluded an agreement with Aecon GroupInc. for the execution of a project worthmore than $9 million in Canada.
