Yet, amazingly, Barletta Companies — a renowned firm that has had a part in build- ing some of the most famous projects in and around Boston for decades —began with a single shovel. One Shovel, One Dream In 1914, before America had even thought about entering the first World War, Vincenzo Barletta, an Italian immigrant, built the foundation of his own American dream when he established the V. Barletta Company in Roslindale, Mass. “He started with a very basic piece of equipment — a shovel. His company built masonry walls and concrete sidewalks, installed small underground utilities — that type of work,” said his great-grandson, current President Vincent F. Barletta, the fourth generation of family ownership and management. “The office was in his home in Roslindale. Back then, there wasn’t nearly the volume of paperwork as there is in the business now, but what there was, he did right at the kitchen table. In fact, before we moved to the Canton office in 2004, that house was still part of our corporate headquarters.” Vincenzo’s new company grew slowly and despite finan- cial setbacks, the work began to pay off. Vincenzo became an outstanding builder, winning an award for the Fore River Bridge, the first of many that his firm would earn over the decades. WORCESTER, Mass. (AP) An investigation has foundthat nearly half of all road and bridge projects inMassachusetts are over budget and more than one-third arenot completed on time.

A study by the New England Center for InvestigativeReporting and reported Aug. 14 by the Telegram & Gazette,found that in the last four fiscal years, contractors had155,008 extra workdays added to their construction sched-ules and billed the state more than $352 million in cost over-runs on hundreds of road and bridge projects.

The New England Center for Investigative Reportingcited data from the Massachusetts Department ofTransportation.

MassDOT officials said changes to work orders, schedul-ing and sites and other issues likely contributed to increasedcosts and delays. An agency study said extra work orders anddesign changes or omissions cause 86 percent of internaldelays.

immensely to the war effort,completing projects for theWar Department, the Navyand the Army Corps ofEngineers. The company’smost impressive defenserelated achievement was theconstruction of the entireSouth Weymouth (Mass.)Naval Air Station in less than24 months. “Besides the dirigible

hanger, we also built theSouth Weymouth NavalBase’s runways, personnelbarracks, mess halls, recre-ation buildings, ammunition depot, gas andstorage facilities and the helium distribution,water and sewage systems,” added Barletta.“We constructed fuel storage facilities inCasco, Maine, and ammunition storagefacilities in Hingham, Massachusetts for theU.S. Navy. Sewer, gas and water lineInstallations at the Boston Harbor Defensesfor the U.S. War Department, and a one-milesubmarine water pipeline for the U.S. ArmyCorps of Engineers.”In the heady post-World War II boom,

Barletta’s growth mirrored that of thenation’s. Construction of infrastructure proj-ects for Eastern Massachusetts such as theFore River Bridge in Quincy, the MysticRiver (Tobin) Bridge, the East BostonExpressway and sections of the newNeponset Valley sewer system were com-pleted.Vincenzo passed away in 1958, leaving

management of the prospering firm to hisson, Frederick. In the 1950s and 1960s,Barletta continued to grow, and built seg-ments of Route 128 (Interstate 95) aroundBoston, worked on the Neponset RiverBridge in Quincy and completed the entiredowntown portion of the John F. FitzgeraldExpressway (the old Elevated CentralArtery) including the Dewey Square Tunnel.

Sudden ChangeWith the unexpected passing of Frederick

in 1968, his young son Vincent inherited, notonly the company, but also a group of trulydedicated employees who shared theirknowledge and expertise with their newpresident, ensuring the company would con-tinue to grow and prosper. “I think in any family-owned firm, transi-

tions like this are doubly hard. Not only haveyou lost the head of the company, you’velost a parent or grandparent. Foresight andplanning help overcome that,” said Barletta.

“For instance, Vincenzo’s two sons,Frederick and Nick, had been brought intothe company when they were still prettyyoung. After Vincenzo’s passing, theyworked together, and then Freddie’s threesons, Douglas, Frederick and Vincent, joinedthe firm full-time as they matured. “Vincent, my father, graduated from

Northeastern University with a degree incivil engineering and from Babson Collegewith a degree in business administrationbefore he started working here full-time.And again, my brothers and I were broughtinto the business when we were still young,working after school and summers,” he said.During the 1970s, the firm, which was

now known as The Barletta Company, com-pleted a number of contracts at Boston’sLogan International Airport, including thecreation of Bird Island Flats. “The Bird Island Flats project was a mas-

sive job for the time [early 1970s] and pro-vided the room for Boston’s Logan Airportto expand. The I-95 bridges were completedfrom 1972 to 1977, and provided a modernhighway system through easternMassachusetts,” said Barletta.“Each of our projects is important — and

for the same reason. The work that we doimproves people’s daily lives,” he added.“For instance, our construction of the CarrollWater Treatment Plant provides up to 405million gallons of safe drinking water toGreater Boston families and businessesevery day; the 25-acre public park we builtin East Boston allows residents and visitorsto take a break from their urban environ-ment, and our many transportation projectshelp make people’s commutes easier andfaster.”Other projects included the construction

of 13 bridges on Interstate 95, the recon-struction of the Interstate 495 and 290

From Horizontal to VerticalThrough the 1980s and 1990s, the

company moved almost exclusivelyinto the field of vertical construction. “You have to be able to adapt to

changing conditions and markets. Forquite a number of years, cities andtowns were investing in treatmentplants, schools and other public build-ings. We couldn’t just sit and wait forour traditional work to come back. Wehad to go where the market was,” saidBarletta. “At that time, we had some in-laws and non-family administratorshighly placed in the company andmany of them were well-versed in thebuilding trades.”Besides working on the

ing this time that the engineering divi-sion was added.

Sr., in 1998, his sons took over leader-ship roles in the firm. “Right from the start, we were deter-

mined to preserve the working atmos-phere of a small, privately-owned firmthat we’ve enjoyed since the companywas founded. It’s definitely a balancingact between being a family companyand running a business professionally,but we make it work,” stated Barletta. “On any given day, we have hun-

dreds of employees and pieces ofequipment working on dozens of jobsites. I often wonder what my great-grandfather would think if he could seewhat his little business has become.“It was tough in the beginning. It

definitely helped to have people aroundyou that you knew you could count on.Dad used to be able to micro-managethe company, but it’s grown way toomuch for that now,” said Barletta. Weknew we’d have to rely more on orga-nizational, business and managementtools and make major investments in

items of high-technology and net-worked computer systems.“There were personnel changes, and

along with the responsibilities wehanded our people, we gave themauthority to make decisions about therunning of their operations. Some ofour projects are huge. They’re runalmost like small separate companies,and although the site offices are linkedto headquarters by computer, the proj-ect staff needs the flexibility to be ableto handle the day-to-day decision-mak-ing. We set policy and provide themthe tools and support they need. Youhave to have trust in your people to dothat, and they have to know that you’llhave their backs,” he said.

Coming Full CircleBarletta’s heavy division was found-

ed that same year, returning the compa-ny to its roots in heavy and highwayconstruction. Working on the newCentral Artery/Tunnel (The Big Dig)project brought the Barletta name full-circle; re-building the infrastructure ofEastern Massachusetts that it had origi-nally built over half a century before.

PORTSMOUTH, N.H. (AP) One of the three bridges thatconnect Portsmouth, N.H, and Kittery, Maine, has abruptlyclosed. And there are no plans to reopen the span.

New Hampshire officials said an inspection revealednumerous structural problems with the Route 1 bridge thatappeared to be accelerating, so it was closed permanently onJuly 27. Transportation Department spokesman Bill Boyntonsaid Memorial Bridge has “too many problems in too manyplaces.”

New Hampshire and Maine are working together to builda new bridge but the replacement won’t be ready until June2014. Until then, motorists will use the Sarah Mildred LongBridge or the I-95 bridge.

The goal had been to keep Memorial Bridge in operationfor another year. Boyton said the early closure may help tospeed construction of the new bridge.

“I suppose, if you’re in the constructionindustry and your firm is in business longenough, you may very well end up ‘rebuild-ing’ your company’s own work,” smiledBarletta. “Still, it was quite an experience towatch structures that had been in place formy entire lifetime, that my family hadhelped to build, being demolished, even ifthey were being replaced by something bet-ter.”Barletta sees the changes in and around

Boston and its prominent city-suburbs as,“Opportunity. If your business isbuilding infrastructure, there’s noth-ing better than regional growth forproviding new work. And, obviouslyin older cities, there’s always workreplacing, rehabilitating and repair-ing. It can give you a rewarding feel-ing to add your own work to the tap-estry of a city with so much history.One of our recent projects was locat-ed in the shadow of the 18th centuryOld State House, just steps from theBoston Massacre site.”Barletta said he is “extremely for-

tunate” to have a core of dedicatedlong-time employees who are, “Top-notch professionals, from the engi-neers and superintendents to theadministrators and foreman. They are defi-nitely the biggest factor in our continuinggrowth and success.”The longest-standing employee of the

company is Harry Cornick, who was hiredby founder Vincenzo in 1956.“In the summers, he used to pick up my

brothers and me and take us, along with hisson, to work on the job sites raking wood-chips and things like that,” said Barletta. “Heworked his way up to superintendent, andfinally retired in 1995. After five years, hecame back to work for us, claiming he wasbored with retirement.”Fifty-five years after he was first hired,

you can still find Cornick at Barletta, work-ing in the estimating department, five days aweek.

Hundreds on the JobNearly a century later, the one-shovel

company has diversified into general con-struction specializing in heavy and highway,bridges, tunnels, airports, rail transit projectsand marine construction, as well as treatmentplants, pump stations, green roofs, powerplants and utilities, design-build, and equip-ment rental. Barletta Companies are currently working

on two design-build projects — the replace-

ment of a historic swing span bridge over theMerrimack River, and the construction of aparkway and related facilities on the site ofthe former South Weymouth Naval AirStation (which it originally built duringWorld War II).“We’re rehabilitating the 70-year-old

Hultman Aqueduct, which until recently wasthe only water line supplying drinking waterto the greater Boston area,” said Barletta.“We’re also building another signaturebridge for the City of Boston; the sinusoidalpedestrian bridge spanning Millers River

and the Duck Boat ramp, which will connectthe North Point Park in East Cambridge tothe Paul Revere Park in Charlestown.“We have half-a-dozen rail facility proj-

ects in progress, and also under way isArmenian Heritage Park, which is beingconstructed in the Rose Fitzgerald KennedyGreenway, between Faneuil HallMarketplace and Christopher ColumbusPark.”They also are building plans for the com-

pany’s 100th anniversary, set for 2014.“We’ll be starting our planning in the next

six months or so. The majority of firms neverreach the Centennial anniversary mark, sowe’ll definitely be celebrating,” saidBarletta. “Certainly, we’ll be soliciting inputfrom our employees. Since they helped buildthe company, we want to include theirthoughts on how to commemorate this mile-stone.
