Minister for Interior (Mr. Ahsan Iqbal): The following steps are beingtaken to control the shortage of water:—

(i) The defective tube Wells / installations are being repaired for smoothsupply of potable water to the residents of Capital City.

(ii) Leakages from main conduction lines as well as in distribution networkare being repaired as and when notices to control the wastage ofwater.

(iii) To meet present shortfall and future water requirement, a sustainableproject “Conduction of water from Indus River System forRawalpindi & Islamabad has been conceived”.

(a) whether three Water Motors were installed at Sangjani for supplyof water to Islamabad;

(b) Out of three Motors, two Motors are functional at present.

(c) The warranty period of said motors (installed during the year 1999)has already been expired and even they have out lived their useful life as well.

(d) The functional motors are supplying water to Islamabad, however, acase is under process for replacement of existing motors with new ones.

(b) The Bank has performed well over the past four years. Its total assetshave increased from Rs. 148,448 million in 2013 to Rs. 215,561 million in 2016.All officers working in the Head Office have contributed to this performance.Detailed performance of the Bank is at Annex-B.

Will the Minister for Interior be pleased to state the steps being takenby the Government to improve the performance of Police and otherlaw enforcement agencies and to make the Police Department publicfriendly?

Minister for Interior (Mr. Ahsan Iqbal):

Federal Government

ICT Police, working under the MOI is the Federal Government componentof law enforcement in the federal capital. In order to improve its performance andto make it more public friendly and service oriented the following measures havebeen adapted:

I. Steps to improve operational capacity/performance

Improving Police station infrastructure

improved public service through provision of one window service tocitizens by establishing modern reporting rooms staffed by speciallyselected and trained personnel in l4 police stations.

Reception officers and Human Rights officers have been appointedin police stations to ensure that professionalism is exhibited in handlingpublic issues.

A proposal for establishment of modern interrogation rooms is underconsideration.

Capacity Building

ICT Police regularly conducts courses and training for capacity buildingof its officers in Police Training School located at ICT Police lines.Islamabad. Courses run include:

Basic Recruit Training Course.

Refresher Courses, Modules and Practical Policing Courses are beingarranged by UNODC.

Establishment of Rapid Response Force (RRF):

370 personnel of the proposed 1000 strong RRF are in the finalstages of training and would ensure a more professional response totactical emergencies once deployed. Recruitment of the remainingcomponent is in the process.

Welfare

To help improve morale in the force welfare of personnel is beingparticularly being stressed. Welfare measures include:

Up gradation of police dispensary in the lines.

Provision of bachelor and family accommodation.

The package offered to police Shuhada of ICT police is being furtherenhanced.

Rewards

Cash rewards are awarded to efficient officers. A Program titled ‘Cop ofthe Month’ has been introduced as an encouragement to police personnelshowing extra ordinary performance during each month.

Accountability

Since establishment of the present government, under government policy,an effort is underway to erase corruption from top to bottom within thedepartment. Towards this an internal accountability system has beenestablished. A committee headed by a senior officer has been established

to initiate departmental proceedings against corrupt personnel within thedepartment.

Besides this an on-line complaint cell is already functional in the office ofInspector General of Police, Islamabad and SSP/Islamabad offices. Theseoffices are electronically connected. Citizens registering, complaints cansubmit their applications here and the same are being pursued andentertained accordingly. Enquiries are being held on such applications underrelevant provisions of law and delinquent officers are being dealt withdepartmentally as well as recommended for criminal proceedings to thecourts of law.

II. Steps to improve public service and attitude

Establishment of Model Police Stations

Four (04) Model Police Stations in city zone, 05 in saddar zone, 03in rural zone and 02 in industrial area zone have been establishedwith special reporting rooms, modern equipment i.e. computersconnected with internal working network of ICT Police, fax machines,photocopies, telephones, L.CDs, Air Conditioners, CCTV Cameras,fire extinguishers, comfortable and sufficient sitting space are availablefor public convenience.

Community Policing

In order to ensure positive police-public interaction ICT Police is focusingon community policing. Various committees with public representation have been

Central Citizen Committee Rescue-15 Committee (RC) Traffic Committee (TC) Citizen Police Coordination Committee at Police Stations (CPCC)

Aim of the above Committees are:

Oversee police-public relations. Monitor and report irregular and illegal activities in police stations. Suggest measures to improve police station culture. Probe non-cognizable cases and to resolve minor disputes of civil

nature.

Provincial Governments

Various provincial police forces have tendered the following steps takento improve performance and ensure public friendly service within their jurisdictions:

I. Steps to improve operational capacity/performance

Punjab

Improved Physical Infrastructure & Technology:

- Introduction of Reception Desk at Police Stations.- Welcoming environment.- Improved technological infrastructure.- Police Station Criminal Record Management System introduced

(POLCOM).- Police Complaint Management System (PCMS) developed in

collaboration with Punjab Information Technology Board(Punjab).

Establishment of Dolphin Force against street criminals in Lahore.

Establishing Police Complaints Centers:

Different initiatives like Madaris Geo-Tagging, Mosque Geo-Tagging,Worship Places of minorities Geo-Tagging, Geo Fencing/CDRAnalysis, Verification of Afghan Refugees and Biometric Verificationof Citizens have been taken.

IT based interventions in Police-Court working.

Lectures by Judges to Investigators on monthly basis.

Analysis of quality investigation at subdivision/district level bySP investigation in consultation with District Public Prosecutor andSenior judge.

Bi-annual report on the performance of prosecution on improvinginvestigation through their intervention.

Sindh

Ensuring greater female representation in police by increasingnumber of women’s police stations and enabling women policeofficers to register and investigate cases and improving their standardsof training.

Promoting specialization, particularly in the areas of Forensic Scienceand Cybercrime.

Formation and strengthening Counter Terrorism Wings of Police.

Re-build morale, reduce corruption and increase efficiency byremoving corrupt, in-efficient officers from police department.

Curriculum reform to modernize and improve training with anemphasis on community policing.

Khyber Pakhtunkhwa

Establishment of an SOS reporting system at educational and othersensitive establishments for quick and timely response by the Police.

There is no political interference in recruitment and affairs related tothe transfer postings. Recruitment process of constables is carriedout through National Testing Service. In this way educated andqualified candidates are being recruited.

Establishment of Police Assistance Lines in all districts HQ. forreporting cases of serious cases.

Establishment of 06 specialized training schools to build capacityand bring about a change in behavior. Establishment of Public SafetyCommissions.

The Government passed Police Act 2017 to ensure no interferencein police and to provide legal cover to various reforms and initiativesundertaken during last 04 years.

AJ& K

Establishing check posts at entry/exit points to check the movementof criminal elements.

Complaint boxes have been fixed in each police station for publiccomplaints.

Tourist Information centers have been established at entry pointsto facilitate tourists.

Gilgit-Baltistan

Creation of Counter Terrorism Departments and QuickResponse Forces for timely response and pro-actively confrontingterrorism and criminal elements.

Efforts to make police stations more professional.

Creation of specialized units in police departments like High AltitudeRescue Units in GB.

Creation of Special Protection Unit (SPU) for the safety of cargoand passengers on CPEC.

Creation of Women Police Stations (18 throughout Pakistan) toprovide police service to women exclusively by women officers-Has been done a long time back.

Conducting training and workshops in collaboration with thecommunity.

II. Steps to improve public service and attitude

Punjab

Redressal of Public complaints through IT based system.

Police buildings are being so designed to make them morewelcoming to visitors.

Formulation of Police Complaint Centre 8787 in Punjab. Herecomplaints are electronically registered and monitored with a reportfrom officer concerned within 24 hours. The complainant is providedfeedback on progress.

Sindh

Curriculum reforms initiated to help modernize police training withan emphasis on community policing techniques and procedures

Efforts are underway to make the police publically accountable,operationally neutral, functionally specialized, professionally efficientand responsive to the need of the community.

Khyber Pakhtunkhwa

Establishment of Dispute Resolution Councils (DRCs) in theprovince. The DRCs consists of retired police officers, retired Judgesretired professors etc. These councils help resolve civil disputes.

Establishment of Police Assistance Lines in every District HQoffering the following services:

a. Theft reportingb. Lost items reportingc. Extortion reportingd. Lost and found childrene. Tenant information Form and Rental Agreement reporting/

informationf. Police Security Clearance certificate etc.

Establishment of Police Access Service in the province to providetimely service to the general public through SMS, Telephone, onlinepost, email and Fax.

The Police launched public liaison Councils (PLCs) in the Provinceinvolving the community in maintaining law and order. Law and orderas well as functioning of the police force have significantly improveddue to these reforms.

AJ&K

Moreover, there is no ban imposed by the District Administration forselling of such type of toys in open market. However, on 08-09-2017 a requesthas been sent to District Administration for imposition of ban u/s 144 Cr.P.C. forselling of such type of toys in the open market. After issuance of notification,further action u/s 188 PPC is being initiated against the violators in accordancewith law. It is further added that keeping in view the sensitivity of the matter, theshop keepers have been verbally directed not to sell such items to the children assame can lead to any untoward incident.

(b) Pakistan is a developing country which needs to pursue high growthobjective to expand its capacity and maintain its competitiveness. Consequently,running a budget deficit becomes a necessity. The other option is to stifle growthby curtailing development expenditures that can in turn have socio economicimplications.

Domestic debt is primarily obtained for budgetary support that includesinfrastructure and development needs of the country as depicted by increase inactual PSDP spending at federal level and annual development plan at provinciallevel. Cumulatively the two plans grew from Rs.695 billion in 2012-13 to Rs.1,577billion in 2016-17. Domestic debt is perpetual in nature and is either refinanced orrepaid on maturity.

External borrowing is necessitated to retire debt, finance essential imports,build external buffers and shore up external reserves to maintain external accountsustainability in a global context. The main objective of the external borrowing isto supplement the domestic resources required to accelerate the pace of economicdevelopment and also make positive contribution towards developing the country’sinfrastructure base. The external borrowing is contracted predominantly onconcessional terms (low cost and longer tenor). Since the payment against externalborrowing is staggered over longer time horizon (25 years or more), the externaldebt servicing should not raise any concern for the government.

The improvement in debt carrying capacity of the government can begauged from the fact that total interest payment for the year 2016-17 stands at 27percent of revenue compared with 33 percent in 2012-13, indicating easing indebt service burden.

(c) Government already has separate agreements pertaining to theprincipal and interest payments with the lenders. Hence, there is no need to signany additional charter with stakeholders.

Minister for Finance, Revenue and Economic Affairs(Mr. Muhammad Ishaq Dar): (a) At the time of change of government, fiscaldeficit of 8.2% of GDP for 2012-13 was inherited. The government took variousmeasures to curtail the expenses and efforts were made to increase the revenue.These efforts bore fruits and the deficit was brought down to 5.8 % of GDP infinancial year 2016-17. For the year 2016-17 deficit at 5.8% would have furtherbeen less if following had not occurred:

i. Provincial surplus balances were less by 0.9% of GDP.

ii. Tax revenue collection less by 0.5% of GDP.

iii. Project aid for CPEC higher by 0.3% of GDP.

For the year 2017-18, fiscal deficit target has been budgeted at 4.1% ofGDP. Based on available fiscal data deficit for quarter 1 of current financial year isestimated at 0.9% of GDP as against 1.3% of GDP for the same period last year.

(b) The following efforts are being extended to reduce the fiscal deficit:

Revenue collection and expenditure are being monitored.

Revenue collection by FBR for Q1 of current financial year has showna significant growth of over 20%.

Total expenditure during Q1 of current financial year are also less by2% as compared to expenditure for the same period last year.

Efforts are being made to avoid un-budgeted expenditure

Expenditure are being made in the light of flow of revenue receiptsand other receipts through implementation of ways and meansprocedure.

Annex-I

5. The Commissioners.—(1) Subject to sub-section (2), theCommission shall consist of such number of Commissioners, including theChairman, appointed by the Federal Government as may be fixed by the FederalGovernment but such number shall not be less than five and more than seven. ACommissioner shall be a person who is known for his integrity, expertise, experienceand eminence in any relevant field, including the securities market, law, accountancy,economics, finance 2[, insurance] and industry.

(2) The majority of the Commissioners shall always be of private sectorpersons.

(3) Subject to the provisions of this Act, the Commission shall, in dischargeof its functions and exercise of its powers, conduct its proceedings inaccordance with the regulations made by the Commission.

(4) The Commissioners, including the Chairman, shall be paid suchremuneration and allowances as the Commission may, with Theapproval of the Board, determine.

(5) No act, proceeding or decision of the Commission shall be invalidby reason only of the existence of a vacancy in, or defect in theconstitution of the Commission.

6. The Chairman.—(1) The Federal Government shall appoint onefor the Commissioners to be the Chairman of the Commission, and noCommissioner shall be appointed Chairman for more than two consecutive terms.

(2) The Chairman shall be the chief executive officer of the Commissionand shall, together with the other Commissioners, be responsible forthe day to day administration of the affairs of the Commission andshall, subject to the regulations made by the Commission, be assistedby the other Commissioners in carrying out the functions of theCommission.

Minister for Finance, Revenue and Economic Affairs(Mr. Muhammad Ishaq Dar): (a) Current account deficit for the months ofJune, July, and August 2017 was $ 1.45 billion, $2.05 billion, and $0.55 billionrespectively. The increase in current account deficit is due to the fact that theeconomy is in expansionary phase and demand for capital goods and services ison the rise. However, exports, remittances and FDI have shown positive trendduring the months of July -August 2017 which has reduced the deficit in August ascompared to previous two months. Exports have increased by 17.8% and workers’remittances by 13.2% during July-August, 2017as against corresponding periodof last year. FDI during July-August 2017-18 stood at $458 million as comparedto $180 million in the corresponding period last year.

With these positive trends strengthening in coming months, the currentaccount deficit will substantially improve in FY18.

(b) The Government is cognizant of current account deficit and has takenthe following steps to contain it:

Export package of Rs 180 billion to boost exports.

Un-interrupted energy supplies to export sectors.

Imposition of regulatory duties on import of a large number ofnon­essential items and enforcement of 100 percent cash marginrequirement.

Strengthening Pakistan Remittance Initiative (PRI) throughimprovement in transaction efficiency and better incentives.

Minister for Narcotics Control (Lt. Gen (Retd) Salahuddin Tirmizi):(a) It was reported earlier also that there is an illegal sale of narcotics/ drugs in thearea of France Colony, Christian Colony and few others areas of Islamabad.Accordingly, ground check/ surveillance was carried out to verify the contents.During ground check, it revealed that majority of the population of these areas areChristians and sale/ purchase of liquor in these areas is common, which may ormay not be under license from government. However, no open selling of Heroin,Charas or Opium is observed.

(b) Informers have been planted in the area to apprehend the drugssellers red handed. Occasionally surveillance of the area is also under taken forthe same purpose through Police.
