Minutes of the Governing Board Budget Hearing and Special Session Held May 12, 2015 In the Daniel Fontes Governing Board Room I. Call to Order/Pledge of Allegiance/Roll Call A budget hearing and special session of the Santa Crnz Valley Unified School District No. 35 Governing Board was called to order at 5:00 p.m. Superintendent Verdugo led the Pledge of Allegiance. Present at the meeting were the following members of the Governing Board: Mr. John Hays, Mr. Brian F. Vandervoet, Mrs. Susan faubion-Clerk, Mrs. Maria Neuman-President. Mrs. Rosie Simpson was absent. Verdugo. II. Adoption of Agenda: A motion was made by Mrs. Faubion to adopt the agenda as presented. The motion was seconded by Mr. Hays. Motion carried unanimously. Mrs. Isela Brown, Business Manager presented Revision I of the 2014-2015 Budget. The reasons for the budget revision were to adjust the average daily membership and student growth for the Maintenance and Operations budget. For the first time after six years of continuous decline in enrollment, the District experienced growth in student population. The overall ADM increased by 41.637. The District also captured a growth of 38.125 in the area of Special Services. In January the State sent the final reduction amount of $953,524 for the District Additional Assistance fund. This is $39,018 more than what was estimated in July 2014. This capital fund was also revised to capture the final carry over amount of $161,987.00 from the previous fiscal year. For the first time, a one-time transfer from capital to M&O was made to absorb the cost of the personnel audit. The total amount of the transfer is $60,000.00. Finally, the federal and state grants were adjusted to reflect the latest approved amendment amounts. The public was invited to ask questions. There were no questions. III. Mrs. Isela Brown, Business Manager presented Revision I of the 2014-2015 Budget. The reasonsfor the budget revision were to adjust the average daily membership and student growth for theMaintenance and Operations budget. Call to Order: Mrs. Neuman called the regular meeting of the Governing Board to orderat 5:13 p.m.

II. Adoption of the Agenda: A motion was made by Mrs. Faubion to adopt the agenda aspresented. The motion was seconded by Mr. Hays. Motion carried 4 to 0.

III. Call to the Public: No one addressed the Board.

IV. Presentations

1. Ms. Catherine Parker, Math Instructional Specialist, coordinated the Third Annual 24Challenge® Math Tournament held prior to the board meeting at Mountain ViewElementary School Library. The semi-finalists were fourth graders Derek Montijofrom Peña Blanca, and Sofia Renteria from San Cayetano. The fifth grade semi-finalists were Peyton Lunderville from Mountain View, Daniel Astrain from PeñaBlanca and Omar Rodriguez from San Cayetano. The Calabasas Middle School semi-finalists were Sebastian Gutierrez — sixth grade, Noe Nuñez — seventh grade, andJeannette Chavez — eihth grade. Juliana Espinosa — 6th Taylor Lunderville — 7th andEmmanuel Nuflez — $ represented Coatimundi Middle School. Derek Montijo, OmarRodriguez, Noe Nuñez, and Emmanuel Nuñez advanced to the championship round.Noe Nuñez was the winner. Congratulations to Noe. Calabasas Middle School haswon every tournament.

2. Dagoberto Lopez and Guadalupe Delgado are teacher/sponsors of the Rio Rico HighSchool International Club. During the March spring break they accompanied studentson the trip to Spain and Italy. The purpose of the trip was to enrich the learning in theclassroom by experiencing firsthand the history and culture of other countries andtheir people and to develop a wider and inclusive view of our world. The trip wasopen to all Rio Rico High School students in good academic and disciplinarystanding. Students engaged in fundraisers and the money was divided according tostudent participation. The students’ families covered the remaining balance. Theyvisited Madrid, Barcelona, and Rome. Hope Noriega and Diana Bartosh shared whatthey enjoyed about the trip.

3. Superintendent’s Report — The 600 pod at Rio Rico High School is now being rebuiltafter the mold was remediated due to flooding. He thanked Ms. Vroegh, principal forrelocating the students during this repair. Superintendent congratulated the athleticteams for their great season. The softball team made the state playoffs for the secondconsecutive year. The baseball team made the state playoff as well and made it to thesecond round. Allie Schadler of the track team placed fourth in the state and was thetalk of the meet. Her time was a tenth of a second off the state record and the secondfastest time in the history of Arizona. The boys track team was state runner-up andCarlos Villarreal set the state record in the 1600 meter run. Maricruz Espinosa wasvoted to be the 2015-2016 Arizona Health Occupation Students of America Region 4Vice President. There are over 8,600 members and Maricruz was chosen by her peersat the 2015 Spring Leadership conference. He congratulated San Cayetano

Elementary and Coatimundi Middle School for their A+ award from the ArizonaEducation Foundation. The superintendent was notified this afternoon by Ms. Vroeghthat Rio Rico High School was rated 42nd out of the more than 600 high schools inArizona by the U.S. News and World Report. He reminded the Board that they willbe discussing the Arizona School Boards Association 2016 Political Agenda items atthe May 26 board meeting. Superintendent Verdugo explained that the Maintenanceand Operations Budget Override committee will hold its first meeting tomorrow at 5pm. The committee will select a chairperson to run the committee. He and Mrs. IselaBrown, business manager will be providing information for the committee. Thecommittee will make the recommendation to the superintendent and the Boardwhether to move forward with an early election or not.

4. Governing Board Member Report — Mrs. Faubion said that the A+ celebrations atboth San Cayetano Elementary and Coatimundi Middle School were great and theathletic teams are over the top. Mr. Hays reiterated what Superintendent Verdugoshared about the boys and girls track teams and it was a great event to witness. Mrs.Neuman said that the A+ celebrations were great and uniquely represented thestudents, staff and parents. She and Mrs. Faubion also attended the black and whiteball and she complimented the students’ behavior and it was a special event to bepresent at.

V. Information/Discussion/Action

1. The administration received a request to admit a child who will not be five (5) yearsof age before September 1 to kindergarten for the 20 15-16 school year. The child’sdate of birth is September 3, 2010. An evaluation process was used to determine theintelligence, academic, adaptive behaviors and social-emotional skills of the child.The team of professionals included the school psychologist, kindergarten teacher,prevention specialist, director of Student Services and a principal. Based on theresults of the evaluation and the teams’ discussion, the team could not determine anyharmful or adverse effects to the child if the child is admitted to kindergarten.Additionally, the child does manifest the required academic skills when compared toother children of the same age level. A motion was made by Mrs. Faubion to allowStudent 09032015 who will not be five (5) years of age before Sept. 1 admission tokindergarten. The motion was seconded by Mr. Hays. Motion carried 4 to 0.

2. The administration recommended renewing the contract with Sodexo for 2015-16.Superintendent Verdugo explained that the $1,077,070.24 is an increase over the2014-15 contract. This increase is due to Sodexo following the same salary increasefor its employees by giving a 2.5% and 1.5% based on the date of employment. Thissalary increase cost and the additional supplies for maintaining and upgrading fieldswill be a onetime funded cost to the District’s indirect cost budget. Mr. Hays made amotion; seconded by Mrs. Faubion to renew the contract between Santa Cruz ValleyUnified School District No. 35 and Sodexo America, LLC to provide maintenanceand grounds services at a fixed price of $1,077,070.24 for Fiscal Year 2015-16.Motion passed 4 to 0.

3. A motion was made by Mrs. faubion to approve the Classified Indefinite TermAppointment contract for the 2015-16 fiscal year. The motion was seconded by Mr.Hays. Motion carried 4 to 0.

4. The board received information on the tax credit donations for 2014. The businessoffice presented a spreadsheet of where the contributions came from, the amount, andwhich clubs were the recipients for each school site. Superintendent Verdugo hasbeen active in meeting with community groups and explaining the needs of theDistrict. Two years ago a notice was sent to every household in the District and therewas less of a return then compared to a 15% increase for the 2014 year. Mr.Vandervoet recommended considering the timing of when the community isreminded of the tax credit donation. Mr. Hays added that informing donors what themoney is being used for is helpful; a tangible added value of their donation. Mrs.Neuman commented that we have to consider the challenges some families have toprovide the basic necessities of life. Superintendent Verdugo said the administratorswill continue to improve communications and get information out about the District.Mr. Schadler suggested an information session with the school club sponsors on whatis a tax liability and how it works with the tax credit donation

5. Dr. Melisa Lunderville and Mr. John Fanning presented an update on the Informationon the Calabasas PreK-$ School. Dr. Lunderville and Mr. Fanning have been meetingweekly to review progress and planning. The “Meet Your Principal” day is scheduledfor May 14. Transportation and food service departments are involved in theconsolidation process. A plan is being developed to address school climate andphysical appearance. This includes a timeline to update signage, the marquees andlogos. Mr. fanning has developed a plan to address the climate change for staff andstudents. The Welcome Center located at 1374 W. Frontage Road will be moved tothe PK-5 campus.

6. Dr. Lunderville presented information on the Preschool Grant. The District wasawarded $179,000.00 by the Arizona Department of Education to facilitate programimprovements and staffing. The funds will be used to expand the current preschoolmodel to include scholarships and an updated curriculum from Pearson ReadingStreet. The National Association for the Education of Young Children will evaluatethe program in November for continued accreditation. The Department of EconomicSecurity has identified the District’s program as eligible to receive DES subsidies. OnMay 14, 2015 the San Cayetano Preschool will be evaluated for its point scaleQuality First Rating. The results of this evaluation and STAR rating will impactscholarship opportunities and supply funding for the following fiscal year.

7. The Board considered Superintendent Verdugo’s request to allow him a 1.5% payincrease for fiscal year 2015-16. A motion was made by Mrs. faubion to approve a1.5% pay increase in the amount of $1,500.00 for David Y. Verdugo, Superintendentfor fiscal year 2015-16. His salary will be $101,500.00. The motion was seconded byMr. Hays. Motion carried 4 to 0.

8. In an effort to recruit highly qualified teachers Superintendent Verdugo requested theBoard to allow him to exceed the 10 year credit limit for an Economics/Governmentposition at Rio Rico High School for Mr. Morgan Falkner. Mrs. Faubion made amotion; seconded by Mr. Vandervoet to approve exceeding the 10 year credit limitfor Mr. Morgan Falkner. Motion passed 4 to 0.

9. Proposed and prioritized topics, and possible dates and times for future boardmeetings. Mr. Vandervoet requested a discussion to acknowledge Mr. StephenSchadler and his selfless efforts for / towards the Rio Rico High School Track teams.Mrs. Neuman requested that the Board consider holding a meeting at CalabasasSchool in July.

VI. Consent Agenda: Mrs. Neuman requested removing #25 for separate action. A motionwas made by Mrs. Faubion to approve, accept, and ratify the consent agenda as revised. Themotion was seconded by Mr. Hays. Motion carried 4 to 0.

1. Approved the Minutes of the Board Meeting held on April 28, 2015.2. Approved the Minutes of the Executive Session held on April 22, 2015.3. Accepted the Memorandum of Understanding between the University of Arizona

Cooperative Extension and Santa Cruz Valley Unified School District No. 35 for theSupplemental Nutrition Assistance Program-Education (SNAP-Ed) effective October1, 2015 through September 30, 2018.

4. Approved the Direct Services Agreement between Santa Cruz Valley Unified SchoolDistrict No. 35 and the Vail Unified School District Student AccountabilityInformation System (SAIS) Outreach Program for Fiscal Year 2015-16.

5. Approved the Memorandum of Understanding between Santa Cruz Valley UnifiedSchool District No. 35 and Child Parent Centers, Inc. effective July 1, 2014 throughJune 30, 2017.

6. Approved the Addendum to Rio Rico High School Letter of Agreement ConcerningTeachers’ Incentive Pay and Accountability for fiscal year 20 14-15.

7. Approved the request for out of state travel from Rio Rico High School for RachelGasper, Band Director to participate in the U.S. Marine Corp Educator Workshop inSan Diego, California from June 1-5, 2015.

8. Approved the request for out of state travel for David Y. Verdugo, Superintendent toparticipate in the U.S. Marine Corp Educator Workshop in San Diego, Californiafrom June 1-5, 2015.

9. Approved the request for out of state travel for Melisa Lunderville, Director ofStudent Services to participate in the National School-Based Health Care Conventionin Austin, Texas from June 16-19, 2015.

10. Approved the request for out of state travel from Rio Rico High School for YvetteHernandez-Bailey to attend the New Teacher Advanced Placement GovernmentTraining in Maryville, Tennessee from July 6-10, 2015.

11. Accepted the donation of $116.00 from the Tubac Presidio State Historic Park toPefla Blanca Elementary School Third Grade.

12. Accepted the donation of $1,000.00 from the Santa Cruz County SchoolSuperintendent’s Office to the Back To School Blitz.

13. Accepted the donation of $104.90 from Box Tops for Education to Mountain ViewElementary School.

14. Accepted the donation of a 2011 Polaris All-Terrain Vehicle valued at $8,000.00from the Santa Cruz County Attorney’s Office to Rio Rico High School.

15. Accepted the donation of $187.01 from Peter Piper Pizza fundraising event for theBack To School Blitz.

VII. Action:25. The Board recognized Mrs. Rebekah Cabrera. Mr. Fanning described her

education background and qualifications for the assistant principal position. Amotion was made by Mrs. Faubion to approve the contract offer with salaryand benefits in the amount of $53,724.14 to Mrs. Rebekah L. Cabrera as theCalabasas K-$ School Assistant Principal for the 2015-16 fiscal year. Motioncarried 4 to 0.

VIII. Governing Board Meeting Evaluation: Covered a lot of territory and it wasproductive.
