Consultation

BACKGROUND

In 2004 at the age of 17 Rachael Doherty was diagnosed with Hodgkin’s Lymphoma and

succumbed to the disease some 8 years later. The Rachael Doherty Foundation is named in

her honor and an annual run/walk fundraising event is organized. This year’s event will take

place at Champion Lakes with both a 5 and 10k fun run/walk around the Lake.

The Rachael Doherty Foundation is a not for profit organization. The Foundation’s main aim

is to provide funds to continue medical research and trial programs for cancer patients within

Western Australia. Just recently the organization donated a sum of $92,000 to the Harry

Perkins, Institute for Research to provide for a research in the area of blood cancers.

Council’s Policy COMD1 – Requests for Financial Assistance provides the guidelines for

determining how requests for financial assistance are responded to. The request meets the

general donation criteria of the associated Management Practice:

2. c. Considered to be a worthy contribution made on behalf of City of Armadale

residents.

The Delegated Authority for General Donations is for a maximum of $1,000, hence the

presentation of the request to Council for approval.

DETAILS OF PROPOSAL

The City has received a request for an amount $1,500, primarily for costs associated with the

Rachael Doherty Fun Run. The event will be held Sunday 14 June 2015 and it is considered

reasonable that Council agree to support the event with a donation for the requested amount.

OPTIONS

1. Support a donation of $1,500 to the Rachael Doherty Foundation Fun Run.

2. Support a different donation amount to the Rachael Doherty Foundation Fun Run.

3. Not support a donation to the Rachael Doherty Foundation Fun Run.

BACKGROUND

To date the City has made a commitment to a series of plaques that includes Heritage Plaques

that are placed on buildings both public and private listed in the City’s Municipal Heritage

Inventory (approved by Planning Services Committee and managed through CHAG) and

Memorial Plaques that are placed in parks and reserves when deemed appropriate depending

on the historic significance of the person or group the park/reserve is named after(approved

by Community Services Committee and managed through the HRG). A special series of

plaques were recently installed to recognize the sidings of the former Armadale to Fremantle

Railway Line.

The community members who sit on both the CHAG and the HRG have from time-to-time

made recommendation of other historic sites within the City that would be worthy of a plaque

that qualify for neither a Memorial Plaque nor a Heritage Plaque. Given the broad community

interest in the district’s history as well as tourism interest, Council may wish to give

consideration to another series of plaques that could stimulate public interest in historic sites,

somewhat similar to the railway line plaques.

This matter was considered for inclusion in the 2014/15 Draft Budget but funding was not

included in the final adopted budget. The proposal for consideration of funding in the

2015/16 Draft Budget has been expanded to make this a community project to grow interest

in the Birtwistle Local Studies Library and grow its collections.

DETAILS OF PROPOSAL

That an amount of $10,000 per annum be included for consideration of inclusion in the

2015/16 Draft Budget to fund approximately three (3) plaques each year, depending on actual

cost, to be placed at historic sites within the City.

COMMENT

ANALYSIS

Requests have been made via the City’s CHAG and HRG for commemorative plaques to be

placed at historic sites that no longer have the original infrastructure in place. These include

the sites of schools no longer operating, such sites as the Dorset Hostel, sites of some of the

old businesses and industries that once flourished in the area e.g. Hans Butchers, the old

police station with jail at Kelmscott, the vineyards, orchards etc. Such a series of plaques

would be appropriate for places that have not been formally recognized by other means such

as the Municipal Heritage Inventory or the official naming processes of the Planning Services

Committee.

Should Council determine that another series of plaques is appropriate to mark historic sites

within the City, it suggested that a similar design to that of the railway plaques could be used,

with an outline of a previous building etc. where such existed. It is suggested that this could

be conducted as an annual Community Project inviting recommendations for Historic Site

plaques. As well as requests from the HRG and CHAG membership, other community

members would be invited to make recommendations of historic sites and would be required

to provide historical information related to the site as well as copies of any documentation

and photographs that they may have. This would assist in growing the historical collections

of the Birtwistle Local Studies Library. A standard recommendation form would be designed

and on submission be assessed by the HRG. Approval to proceed with a plaque, together with

design and wording recommendations, would be the subject of an agenda item to the

Community Services Committee.

OPTIONS

1. Approve an amount of $10,000 per annum being included for consideration of

inclusion in the 2015/16 Draft Budget for a new series of Historic Site plaques.

2. Approve a greater or lesser amount per annum being included for consideration of

inclusion in the 2015/16 Draft Budget for a new series of Historic Site plaques.

3. Do not approve a new series of historic site plaques.

CONCLUSION

A new series of commemorative plaques that recognize sites of historic interest would add to

telling the story of the City’s rich history. Community interest in this has generated the

request for additional budgetary funding for the plaques. Developing this proposal as an

annual community project will grow the collections of the Birtwistle Local Studies Library.

The required amount for the recommended tender is $125,945 (exclusive of GST) for which

provision has been made in the current Community Services budget.

Consultation

BACKGROUND

In 2007, the City of Armadale identified a significant shortfall in the anticipated provision of

active open space (playing fields) in the growth areas of Harrisdale, Piara Waters and the

MRA’s Wungong Urban project area. The City subsequently commissioned the Active

Sporting Reserves City of Armadale Feasibility Study (ABV:2008) to review the current and

future community infrastructure needs for the City’s growing population. This study was

reported to Council in October 2008 (CS104/10/08). The outcome of this review also

recommended that the City initiate a staged program to progressively upgrade existing active

reserves whilst considering the usage of all sporting reserves.

In July 2011, the City of Armadale contracted Creating Communities Australia to undertake

the Active Reserves and Community Hubs Study which investigated current and future needs

in the provision for community and sporting groups within the City’s established areas. This

study was reported to Council in February 2012 (C7/2/12). The study focussed on twelve

‘hubs’ that comprise aggregations of sporting and community facilities and looked at how

they could be developed into the future to optimise broader community as well as sporting

use. The twelve hubs are:

The City is now in the process of undertaking more detailed master planning for each of the

twelve hubs based on the work of the previous studies. To date master planning has been

completed for Cross Park, Springdale Park, Rushton Park, John Dunn Reserve and the

Forrestdale Hub (Alfred and William Skeet Reserves).

The City now requires the master planning for Bob Blackburn and Gwynne Park Reserves to

identify optimum multiple community, sporting and recreational use into the future. These

reserves, together and including all of the facilities on them, comprise the largest aggregation

of sports fields and community facilities in the City. Of particular relevance to the master

planning study is consideration of the aspects of the City’s recreation centre, The Arena,

which is located at Gwynne Park and the Armadale Aquatic Centre which is located at Bob

Blackburn Reserve.

These two sites are regarded as the most significant of the 12 reserves and facilities identified

in the 2011 study. It is acknowledged that there is strong community sentiment surrounding

these sites and the appointment of independent consultants will provide Council with the

most efficient and effective structure in which to carry out the consultation and planning.

Tender number 11/14 being for Master Plan Design, Analysis and Community Engagement

for Sporting and Community Hub Facilities: Bob Blackburn Reserve, Seville Grove and

Gwynne Park Armadale, was advertised in the Weekend edition of the ‘West Australian’

newspaper, on 15 November 2014.

DETAILS OF PROPOSAL

The City of Armadale invited tenders for the Master Plan Design, Analysis and Community

Engagement for Sporting and Community Hub Facilities: Bob Blackburn Reserve, Seville

Grove and Gwynne Park Armadale, on 15 November 2014.

The successful tenderer will be required to:

Undertake planning and design analysis and to work with the City for the

development and implementation of a stakeholder and community engagement plan

for the Bob Blackburn and Gwynne Park Reserves.

Produce Master Plan designs for each site in accordance with guiding principles stated

in the City of Armadale Active Sporting Reserves and Community Hubs Study to

identify opportunities, constraints, design elements and recommendations for future

development.

Undertake a detailed cost/benefit analysis of any upgrade/modification of the

Armadale Aquatic Centre and Armadale Arena including options of:

a) Relocation of fitness facilities and/or indoor sports courts from the Armadale

Arena to the Armadale Aquatic Centre;

b) Retaining fitness facilities and indoor sports courts at the Armadale Arena and

not relocating these to the Armadale Aquatic Centre;

c) Relocating some elements of the fitness facilities and indoor sports courts at

both facilities; and

d) Assess potential impacts of options a, b and c, on planned community sporting

facilities in the Wungong Urban redevelopment area and proximate growth

areas of Piara Waters, Harrisdale, Byford and Mundijong. Assess potential

impacts on district catchments and proximate growth areas.

Council approval is sought to award the tender for the Master Plan Design, Analysis and

Community Engagement for Sporting and Community Hub Facilities at Bob Blackburn

Reserve Seville Grove, and Gwynne Park Reserve Armadale.

COMMENT

Analysis

The Request for Tender (RFT) seeks the provision of the required services for a period of

seven months, commencing on appointment.

The tender closed at 2 pm on 18 December 2014. Tenders were received from:

One tender was received after the close of deadline and in accordance with Regulation 18 (1)

of the Local Government (Functions and General) Regulations 1996 the tender was rejected.

No non-conforming tenders were received.

An evaluation process was undertaken having specific regard to the following Qualitative

Criteria:

Relevant Experience;

Key personnel skills and experience; and

Demonstrated understanding of the project and a clear description of the process they

propose to achieve the desired outcomes

Based on the panel’s evaluation, using a combination of the above qualitative criteria and

price the submission from (TPG) Town Planning, Urban Design and Heritage, represents the

most advantageous submission. It is therefore recommended this firm be selected as the

City’s preferred supplier to undertake planning and design analysis, and to work with the City

for the development and implementation of a stakeholder and community engagement plan

for the Bob Blackburn and Gwynne Park Reserves.

Though all of the above companies submitted compliant tenders there were differences that

lead to the assessment panel to their recommendation. TPG Town Planning Urban Design

and Heritage, scored highest on relevant experience, relevant skills and experience of staff

and the understanding of the requirements of the brief. TPG have also recently prepared four

active sporting and community hub master plans and their proposed consultation plan appears

most consistent with Council’s approach to community involvement.

Conclusion

Tenders for the Master Plan Design, Analysis and Community Engagement for Sporting and

Community Hub Facilities: Bob Blackburn Reserve, Seville Grove and Gwynne Park

Armadale, were recently invited, with seven being received and assessed by an evaluation

panel against compliance and qualitative criteria.

The result was that the submission received from TPG Town Planning, Urban Design and

Heritage represented the most advantageous tender to the City of Armadale.

The evaluation panel therefore recommends that the contract be awarded to TPG at a price of

$125,945 (exclusive of GST).

BACKGROUND

The 2015 National Community Safety and Security Conference, is to be held in Melbourne

on 21st May 2015.

DETAILS OF PROPOSAL

The Executive Manager Community Services has been invited to present at the 3rd

National

Community Safety and Security Conference. This is an excellent opportunity to showcase

the City’s work in youth development and crime prevention. The Armadale Youth

Intervention Program is getting good support and recognition from a number of State

Government Departments, as well as the Not-For-Profit agencies and the Office of Premier

and Cabinet is considering it as a potential model for future funding frameworks.

The 3rd

National Community Safety and Security Conference will provide expert advice and

practical solutions for those working to improve public safety and prevent crime in local

communities. Building on previous conferences, the event will again place an emphasis on

providing knowledge that will assist delegates to reduce crime and improve community

safety at the grass roots level in cities, suburbs and regional towns.

The event which is to be held in Melbourne allows delegates to choose between two streams

as follows:

1. Community Crime Prevention and Social Harmony Forum

This stream will focus on best practice in crime prevention strategies and actions for local

communities. It will assist delegates to look beyond traditional strategies, particularly to

focus on preventing crime before it ours through implementing community based programs

and initiatives. Presentations will also focus on how to foster “social harmony” among

different cultural and religious groups, as well as within families and domestic settings, in

order to prevent violence and crime in the community.

2 Designing Safer Public Places Conference

A conference within a conference, this stream will focus on providing community safety

professionals as well as urban design and town planning practitioners with knowledge on

how to achieve safer public places through implementing urban design practices that

discourage crime and promote safer communities. Examples of successful safer urban design

and CPTED (crime prevention through environmental design) implementation as well as

expert advice on how to plan and design safer public areas will be featured within this stream.

CONCLUSION

The 2015 National Community Safety and Security Conference is held annually and

continues to offer items of significant interest to the Local Government sector, being largely

represented by Local Government Officers, along with other government agencies and

consultants.

Policy ADM 3 and Management Practice states in item 2 (d) :-

“Where a member of Council at the date of the conference, seminar or training course has

an electoral term of less than six (6) months to complete, such member shall be ineligible to

attend unless such is specifically authorised by Council.“

As such the recommendation was amended as follows.

EXECUTIVE DIRECTOR COMMUNITY SERVICES REPORT

7.1 South East Multicultural Network

The City hosted a South East Multicultural Network (SEMN) meeting on

Wednesday 25 February at the Piara Waters Pavilion in partnership with the

Office of Multicultural Interests (OMI). The network comprises a range of

service providers and associated organisations working with Culturally and

Linguistically Diverse (CaLD) communities. This particular meeting was

called as a number of government department representatives were invited

by OMI, including the Departments of Health, Education and Child

Protection & Family Support, to learn of issues affecting CaLD communities

in Armadale. This is because Armadale is the focus for the next Community

Cabinet meeting on 30 March at which the Minister for Multicultural

Interests will be attending.

The City’s officers provided an overview of the future growth of Armadale,

CaLD community demographics in Armadale and the City’s way of

working. Save the Children Australia, Hope Community Services and

Communicare contributed to the Armadale picture with information relating

to services offered to CaLD community members and the issues experienced

by these communities. The issues raised included domestic violence, social

isolation, financial literacy, transport and housing. Due to the expected

increase in CaLD communities and with the appointment of the City’s

Community Arts and Cultural Development Officer, it is likely that the City

will coordinate the quarterly SEMN meetings in the future.

7.2 Nyoongar Outreach Service (Nyoongar Patrol)

Nyoongar Outreach Services is currently undertaking a six week scan to

gather verbal and written information from Aboriginal people who frequent

the Jull St Mall. This scan will provide valuable information on which to

base strategies to positively activate the Mall and address any issues faced by

local Aboriginal people.

Outreach Officers will collect information from the target group based

on;

1. Who are the regular people frequenting the area and what are the

attractions?

2. What are the Social, physical, emotional and medical needs of the

target group?

3. What are traders concerns and how could they be addressed?

4. The frequencies of unacceptable behaviors ’s perceptions

5. Identify the environment design that draws people to the location and

suggest some changes.

The scope of the scan is as follows;

1. Two senior Outreach Officers will be allocated to the precinct between

the hours of 12 to 6.30pm Tuesday to Thursday to engage with local

Aboriginal people and gather information concerning issues arising

from that engagement

2. Outreach Officers will be equipped with a people mover van to provide

transport to people who at risk back to their homes or safer places.

3. Outreach Officers will work closely with the relevant agencies including

local Police and the Champion Centre to identify better ways of

coordinating services and to address any immediate needs

7.3 Hawkers Markets

The City has been approached by Local Arts and Community Events

(L.A.C.E) to hold a Hawkers Market in Memorial Park. LACE are a

community group who have been responsible for running the very successful

Maylands Hawkers Market, Mt Hawthorn Hawkers Market, Beaufort Street

Art Market and the City Farm Market.

LACE are proposing to hold a food specific event on Friday 17 April from

5pm – 9pm, which will include a minimum of twelve (12) multicultural food

vendors and ten smaller pre-packaged food stalls. To support this event the

City will provide live entertainment, kids activities and other infrastructure.

This event will add to the current series of Twilight Markets being held by

the City and will activate the City Centre. The shopping centre management

of Armadale Central Shopping Centre are offering in kind support with

marketing and promotion. If this event is a success the City will be

approaching Armadale Central Shopping Centre to sponsor future events.
