As we enter a new decade and soon a new city centennial, we continue our commitment to our strategic planning process that has helped us work together to reinforce our mission, vision and strategic priorities. This, in turn, has resulted in real, measurable improvements, as well as continued, judicious decision-making based on the principles of fiscal prudence and the most efficient and effective use of resources. We are committed to making our city among the best in the nation. One that is recognized as a high-performing, quality organization, whose mission and work is focused on diligently and efficiently addressing the needs and priorities of our community. Weve accomplished a lot in the last ten years. Not only is this budget years total combined millage rate 2.8 mills lower than it was ten years ago, it is lower than the total combined millage for 27 municipalities in Miami-Dade County. Over the last nine years, we completed close to 300 capital improvement projects citywide. And, just this past year, we celebrated South Pointe Park, 10th Street Auditorium and Beach Patrol Headquarters, Flagler Memorial at Monument Island, pump stations, parking lots and a garage. We are moving in the right direction to best serve the needs of our community. In this issue, read our report that highlights our current progress towards excellence. I am proud to say that the City of Miami Beach is well-poised to deal with the challenges we may face as a community into the future.

We're making "history" again! Thirty years after the Art Deco District was recognized by the National Register of Historic Places (the first 20th century and the youngest historic district ever named), this past November the National Register tapped a second area in North Beach -- the North Shore Historic District -- for designation. Less than 100 years old and geographically only 7.1 sqaure miles, this urban paradise has proven to be a master in the art of reinventing itself. Miami Beach has shown its expertise at preserving its history and architectural charm, and understands the benefits that designation can bring. The Art Deco District's designation in 1979 brought about one of the most successful and acclaimed economic revivals in the country's history. In 2008, the Post-war modern, known as Miami Modernism -- or MiMo for short, took the stage when North Beach's Normandy Isle was listed on the National Register. One short year later, the National Register recognized a second Miami Beach MiMoconcentrated area. The North Shore Historic District contributes to the development of the city's history. The two North Beach districts are significant for their large concentration of MiMo architecture.

MiMo on the BeachMiMo style features acute angles, delta wings, sweeping curved walls and flat roofs. This movement has a futuristic and streamline feel to it, also characterized by identical-looking buildings connected by exterior staircases, catwalks and soaring pylons, all unique to South Florida. These historic designations are symbolic of the value placed on Miami Beach neighborhoods nationally, said Allan Shulman, historian. The broad swaths of North Beach now included in the National Register prove that South Beach was not a unique phenomenon in Miami Beach.

With now two MiMo architectural districts on the national register, you can say that Miami Beach has many other angles to boast about, said Miami Beach Mayor Matti Herrera Bower. We hope that MiMo will be to North Beach as Art Deco was to South Beach.

North Beach has one of the largest and most cohesive concentrations of MiMo buildings in South Florida with nearly 700. They include landmark hotels, commercial buildings and garden-style apartment buildings. Although not within the national historic district, some of the best-known Miami Beach MiMo buildings include the Fontainebleau, Eden Roc, Deauville, Di Lido, Sherry Frontenac and the Casablanca hotels on Collins Avenue. North Beach neighborhoods also incorporate Mediterranean Revival, Art Deco and Moderne architectural forms. North Beach is one of Miami Beachs oldest, more modest -- and some say -- most charming neighborhoods in the northern side of the city. Often overshadowed by South Beachs popularity and accessibility, North Beach enjoys its own unique flair. The area has a strong ethnic Latin flavor, a quiet yet quaint atmosphere, lively restaurants, small businesses, and oceanfront housing and hotels. Even so, the district has some economic challenges. Many involved with the redevelopment of Miami Beach are hoping that this national historic recognition will put the district on the map and will attract tourism. The area needs the notoriety it has long deserved.

North Beach business owner Day Longsomboon is as excited as everyone else about the designation. I believe that North Beach has a potential of being a world-renowned destination, but in a different aspect from South Beach, she said. If South Beach is a party town, North Beach should be a place to escape and unwind. Muayad Abbas envisions North Beach in the future as a museum that residents can walk through in their daily lives. As a resident of Park View Island, I am very excited about this designation as the neighborhood contains an extraordinary collection of MiMo buildings which will bring more attention to this diamond in the rough. The designation will be a shot in the arm to North Beach by providing tax relief for property owners who want to rehabilitate their businesses and property. Property located in the North Shore Historic District or the Normandy Isles Historic District may be eligible for a 20 percent federal investment tax credit on qualified rehabilitation expenses.

For benefits to be awarded, the property must be a contributing building in one of the national register districts and must have been income producing, such as by renting, for at least five years. All historic properties in these districts, including owner-occupied residences, may be eligible for a 10-year county property tax exemption on the assessed value of improvements resulting from restoration or rehabilitation. What seems to have lacked in North Beach is confidence on behalf of property owners to reinvest into buildings located in these two districts, said Daniel Veitia, North Beach business owner. Overall, investing into existing buildings and maintaining the architectural compatibility of these neighborhoods will not only increase the quality of life of our residents but also the economic return for property owners, he continued. Ann Castellano agrees. She owns The New Hotel on Harding Avenue, an apartment building recently converted into a small hotel with a restaurant and a bar. The historical

designation is a welcome and needed bonus in the promotion and development of the area and will truly give a boost to new development, said Castellano. Florida real estate broker and tax attorney Gary Appel says that as with South Beach, the community will see the benefits over time. Given the recession, they can expect small tangible potential results for owners who can afford to rehabilitate. The speed and magnitude of the benefits will grow over time, said Appel. Margueritte Ramos has lived in North Beach for the last 16 years and has also been waiting for her neighborhoods evolution for a while. The MiMo designation has re-ignited her pride. I am hopeful that the architects, business owners, commercial realtors and investors will find this designation enough to invest in North Beach. I want to shout out buy in historic MiMo North Beach, we are four blocks from the beach, two blocks from the bay and Indian Creek, have a golf course, fabulous parks, cool restaurants and bars and really great neighbors, said Ramos.

Up the Creek with ConstructionMiami Beach is a destination of choice for millions all year long not just in the winter. As such, there is a lot of collaborative planning and coordination balancing construction projects and major events. The Citys goal is to ensure that the work goes smoothly with as little disruption to what is happening in the city. The safety and quality of life of residents always remains a priority. Miami Beach is currently doing infrastructure work on a very popular street in our city, Indian Creek Drive. The work includes rehabilitating the aging sanitary sewers and replacing and upgrading old water lines. At the same time, Florida Department of Transportation (FDOT) will be performing right-away-projects, which includes street resurfacing, on Indian Creek Drive. Both the street and underground work by the City were planned together so that the street would only have to be dug up once. This is an example of one of our planned progress or capital improvement projects, which bring together many City departments and outside agencies including the police, fire, public works, parking and the Capital Improvements Projects Office (CIP), as well as major event organizers. Behind-the-scenes planning is essential, said Tourism and Cultural Development Director Max Sklar. The City requires permits and holds planning meetings for every event, and we look closely at the impacts. We take into consideration that there is a lot going on in the city, including construction and traffic detours, regardless of special events. City staff looks at all of this and we coordinate to mobilize in the best interest of our visitors, businesses and residents. Installation of new infrastructure is as important as maintaining smooth traffic flow. As such, there is, as with any other construction and major event in town, a coordinated effort to ensure that tie-ups continue to be mitigated during this construction period, which, began in late October and will continue until late fall. The Indian Creek project also involves placing the potable water line under the west side of the street and the rehabilitated sewer line under the east side of the street. In order to create as little traffic disruption as possible, the MOT calls for closing one lane at a time. So, if you travel on this stretch of road daily, you will find the traffic configuration will change as the work progresses.

New City Hall Garage Now Open

More parking spaces, six hundred and fifty in total, have been added to Miami Beachs City Center. The additional spaces are located at the new City Hall Garage, on Meridian Avenue at 18 Street. The garage is convenient to the Miami Beach Convention Center, City Hall, The Fillmore Miami Beach at the Jackie Gleason Theater and Lincoln Road. As the name implies, this facility has direct access to City Hall through a third floor a pedestrian bridge. Qu pasa con Indian Creek?miami Beach es un destino turistico para millones de personas todo el o y no solamente durante el invierno. como tal, existe mucha planificacin y coordinacin colaborativa para balancear los proyectos de construccin y los grandes eventos que vienen a la ciudad. la seguridad y calidad de vida de los residentes siempre es prioridad. en una de las calles ms populares de la ciudad, indian creek drive, se est efectuando trabajos de infraestructura. la ciudad de miami Beach est rehabilitando el viejo sistema de alcantarillado en indian creek y est quitando las viejas tuberas de agua de seis pulgadas para reemplazarlas por tuberas de 12 pulgadas. el departamento de transporte de Florida (Fdot), tambin llevar a cabo un proyecto de derecho de va, el cual incluye repavimentacin de las calles en indian creek drive. Art withCurvesA new and interactive public sculpture has arrived on Lincoln Road. It is by worldrenowned artist Dan Graham, who is famous for his public pavilions all over the world, which walk inside them. allow audiences to Entitled "Morris," after Miami Beach master architect Morris Lapidus, the 10-foot-tall glass and steel sculpture sits on Lincoln Roads newly opened pedestrian plaza, between Lenox Avenue and Alton Road, near the plaza's water features, Cypress trees and other inviting features. The sculpture has a curvaceous kidney shape modeled after Miami Beachs hotel swimming pools of the 50s. When you get closer, you realize that Morris' calls you to step inside and play. Walking through the pavilion feels as though you are walking through a two-way mirrored, reflective maze. The walls of the sculpture allow you to see yourself and your

child-friendly and provides photo opportunities for parents and children. Since he started his career in the 1960s, the self-taught artists work has been exhibited throughout the world in many of the most prestigious galleries, museums and public spaces, as far away as Norway and as close as New York. His work has consisted of sculpture, video, film, performance, photography and glass-mirror structures, which include his famous glass-and-mirror pavilions that inspire activity between the artwork and the viewer. As such, his work has often been described as reflective of the relationship between art and the people viewing it. Grahams Lincoln Road public art comes to Miami Beach at a time when the city is enjoying a national and international reputation developed in the last decade, for being home to a dynamic cultural community. Its leadership in the visual arts is reflected in its decision to invest in programs like Art in Public Places (AIPP). Dan Graham was selected by Art in Public Places after a very extensive review as he was the most internationally recognized, and we knew that the sense of aesthetics and conceptual nature of his body of work would respond best to the architectural environment of this project and of Lincoln Road, said Dennis Leyva, Miami Beach Entertainment Industry, and AIPP liaison. Over time, Miami Beach's public collection has grown in sophistication as has recognition of its quality, said AIPP chairman Jeremy T. Chestler. Dan Graham is a contemporary art luminary, and for our city to own a sculpture of this importance ensures our role as an international cultural destination. The AIPP is a City program that works to enhance the character of Miami Beach. The AIPP committee is made up of residents with special expertise and experience in the arts. The committee makes recommendations for public art commission, acquisition and maintenance for ultimate approvals from the Miami Beach City Commission.

Lets TalkImagine our youth actively engaged in a conversation with a respected professional member of our community. Through the City of Miami Beach Education Compact and Miami Beach Chamber of Commerce Speakers Bureau, youth throughout our community now have access to community professionals who have volunteered to share their knowledge and expertise with students in our public schools. At first glance, the Miami Beach Speakers Bureau is a cadre of committed and articulate professionals able to make strong and effective presentations to the youth in our community. A deeper look reveals that it is a tool for building intergenerational respect, and trust. Nautilus Middle School was the first Miami Beach school to access the bureau and invited Erica French, Educate Tomorrow program developer, to speak at their National Junior Honor Society induction ceremony. Her story impacted the students in a major way," said Abigail Lawrence, teacher and National Honor Society advisor. "They seem to have absorbed a sense of understanding that they can do anything. Well-qualified speakers bring a wealth of lifetime experience into the classroom. Their often poignant testimony not only affects students deeply, but also creates memories that transcend text chapters and sections. Daniela Guerra, Nautilus eighth grader, agreed, Frenchs story made me realize that even the smallest things make a difference. Speakers provide real-life examples that can never be fully communicated through classroom lecture and discussion. Young people have the opportunity to gain information and insight from speakers in areas such as career planning, educational options, community resources, organizational skills, job opportunities, and service learning opportunities. Community speakers also gain an awareness of the interests and needs of youth in Miami Beach. Inviting speakers can substitute for field trips that may no longer be feasible due to budget bridges of understanding,

Miami Beach High School forensic science students recently benefited from a visit by local crime scene investigator, J.C. Pedroso. The students actually experienced how the skills and techniques they learn in the classroom are applied to a real crime scene, said Luisa Diaz, Miami Beach Senior High teacher. Many of the students really enjoyed learning the path to their career aspirations. Student Carolina Berdullas exclaimed, Working sideby-side with specialists during our mock crime scene was thrilling.

A list of available speakers has been developed that reflect a variety of subject areas and levels of expertise. Many more professions can be added too. Often, the best source of speakers is our own parents, Parent Teacher Association (PTA) members, community professionals, and alumni. However, since 2005 when the City first began tracking resident and business perceptions regarding their value for tax dollars paid, there has been improvement. The City experienced unprecedented growth in property tax revenues through 2007 allowing us to address significant community needs and desires, enhanced free access to services, and generally enhance service levels while, at the same time, reducing tax rates. However, since that time, the City has faced significant declines in property tax revenues due to state legislated decreases and a subsequent downturn in the real estate market. The Citys overall combined millage rate - the amount each property owner pays in property taxes per $1,000 of value -- remains approximately 2.8 mills lower than it was in FY 1999/00, and is lower than the total combined adopted millage for 23 municipalities in Miami-Dade County. supporting outcomes to sustainability of visionEnsuring the long-term sustainability of our Endorsing the adoption of the U.S. Mayors Conference Climate Control Initiative The Citys journey can be tracked through various enhanced communication tools like this magazine, original programs on MBTV-77, and through new emerging social media tools like Twitter, Facebook, Flickr and YouTube. Free WiFi access is now available citywide to access more information via the Internet. The Citys Web site also continues to be updated. In fact, 89 percent of residents and 93 percent of businesses reported being very satisfied or satisfied with the website. Despite the downturn in the economy, the City has been successful in maintaining reserves and adhering to the Citys adopted financial policies. As a result, the Citys current bond rating remains strong. The City is committed to evaluating performance results to ensure we are following the plan, our vision for the future.miamibeachfl.gov 29

City government, including environmental sustainability, improved communications with our residents, improving access and processes through information technology, and ensuring financial sustainability, continue to be a priority; while improving transparency and internal controls are new priorities added to the strategic plan in 2009. Several initiatives have been implemented to sustain the environment and address issues of concern to the community, including: Expanding recycling efforts through the development of a Public Area Recycling Program and the expansion of the single and multi family recycling program through a single-stream collection program Performing a Comprehensive Energy and Resource Use Audit with projects to include eight energy conservation measures with a projected annual savings of over $1 million.
