    Haveyoueverwonderedhowyourcitygovernment decidestospendyourtaxdollars?Itsnosurprisethatmosttax-payingcitizensexpecttheircitygovernmenttospendtaxdollarswiselyandmeettheneedsothecommunity.TheCityoMiamiBeachtakespridein serving the public and oering excellent services and mostimportantly,inensuringthatisexactlywhathappens.Giventhechangingdemographicsothecityoverthepast20years,theCityhasadjustedtochangesandnewcircumstancestooerthepublicabetterandlargerarrayoservicesandbenefts,addingvaluetoeachtaxdollar.

    The budget is crated to reect the changing circumstancesothecity ona year-to-year basiswhileensuring that theCitysoverallfnancialhealthremainssolidandthatthecommunitysqualityo lie are addressed.The City preparesits budget much likean individual wouldprepare his/her ownbudget,bydetermininghow much income isgenerated (throughtaxes)anddeterminingwhat expenses are

    important to thecommunity.Inaddition,agreateortismadethroughout the year toassessthecommunitysdesires and needsthrough ocus groups,surveysandcommunitymeetings.Intheend,yourtaxdollarisusedtoservethecommunitysbestinterest.

    ItisthesinglebestbudgetsinceIvebeenhere.Werealuckycitywithalotogrowth,saidMayorDavidDermer.

    MiamiBeachsoperatingbudget,whichcommencedonOctober1, 2006, provides the most value o public services or taxdollarspaid.Inact,thisyearsbudgetincludesanunprecedentedreduction in the millage rate (millage rate is the rate at whichpropertytaxesareleviedonproperty).Thisyearsmillageraterepresentsthelargestreductioninmorethan15years.ThismeansthattheaveragehomesteadedhomeownerinMiamiBeachwillpay$30.75lessintaxestoMiamiBeach.Thecombinedmillagerateislowerthanitwasfveyearsago,abouthalthelevelothe1987millagerate,andislowerthanmostmunicipalitiesinMiami-DadeCounty.

    MORE OF WHAT YOU WANTEDIn addition to an unprecedented reduction in the tax rate, the

    Proposed Operating Budget continues to ocus on enhancing

    valueoservicesortaxdollarspaidbyincreasingthedivideorhomesteadedpropertyownersrom$200to$300;providee relie in water, sewer, sanitation; eliminating the residealarmpermitee;andenhancingreeservicestothecommunwhile at the same time providing over six million dollarscommunityenhancements,whichocusprimarilyonpublicsasanitation,landscapingandbeautifcation,parksandculturalaprogramming.     Destination PointeDuring recent years, private developers have continued the

    development o the South Pointe area. This has turned thisneighborhoodintoadestinationpointorvisitorsandresidentsalike.OneothemostrequentlyvisitedareasoSouthPointeisSouthPointePark,whichhasexperiencedmuchchangeovertheyears.WhilethereisnolongeradogtrackinSouthPointePark,manyresidentstaketheirdogstotheparktoplayintheopenspacesandswimingovernmentcut.

    South Pointe is oten the frst and last thing thousandso cruisepassengersseeas theyleaveorenterthePortoMiami,but orMiami Beach residents, SouthPointe Park is the neighborhoodbackyard. It is a place to havea picnic, enjoy the sunset, playcatch,andsoakupthesun.This

    backyard paradise will soonget a much-anticipated acelit itdeserves. In July 2005,a Basiso Design Report (BODR) wassubmittedtoandacceptedbytheCityoMiamiBeachCommissionor a $16.3 million overhaul ohe park under the Citys ParksBond Master Plan.
