    Garbage.Trash.Litter.Waste.Reuse.Debris.Letsaceit,anywayyoucallit,itsdirty,unsanitary,unsightlyanddoesnotbelongonthecitystreets,sidewalks,swales,alleys,beaches,andwaterways.Fromillegaldumpsandoverflleddumpsterstocigarettebutts,theimproperdisposalowasteisaprobleminMiamiBeachandtheCityhasmadeitaprioritytoaddress.

    According toa community surveyconducted in2005,Miami Beach residents andbusinesses identifed cleanlinessas one o the areas where

    enhancements can be made tohelpmakeMiamiBeachabetterplace. The community indicatedthat they would like to seeimprovements in the cleanlinesso the citys rights o way andcommercial areas, as well as thecanalsandwaterways.

    TheCityhasmadegreatstridesinitseortsokeepingthecitycleanbyinitiatingnewprograms,suchasthenewsmokelessashtraysonLincolnRoad.But,thepublicwillhavetodoitspart,too,saidMiamiBeachCity

    ManagerJorgeM.Gonzalez.The Citys Sanitation Division is responsible or overseeing thecollection and disposal o residential garbage and recyclingprograms, collecting waste generated at municipal buildings,conducting sanitation inspections, street-sweepingpublic rights oway, and collecting and disposingolitterrompublicgarbagecans.Sanitationcrewsprovidemobileandmanualstreetsweepingandlittercontrolprograms.CollectionanddisposalservicesorresidentialgarbageandrecyclingareprovidedbyWasteManagement.

    EveryMiamiBeachpropertyownerisresponsibleor maintaining their property ree o trash anddebrisandrompreventingsaetyconcernsorthecommunity. This includeskeeping the sidewalks,swalesandeasementsadjacenttoeachpropertyclean. Each occupied dwelling or commercialestablishmentisalsorequiredtohaveagarbagecollectionserviceandpropergarbageacilities.Itisillegaltodumpgarbageoranykindowasteanywhereother than a drop-o site,dumpsterortrashcan.Violatorscaughtillegallydumpingaresubjecttopenaltyand/orfnes,aswellaspossiblearrest.Amulti-departmentaltaskorceiskeepinganeyeonillegaldumpingwithsuccess.

    Weve seen trucks ull o garbage materials pull up to anemptylotandjustunload,saidSanitationDirectorAlZamora.With the help o our police department, arrests are beingmadesendingaclearmessagethatiyoudumpyoucangetcued,too.

    Illegaldumpingisnot theonlyconcernthecityconronts.Theillegalplacementopromotionalyers,posters,stickersandgraftiisaconstantproblem.Enorcementeorts includingstifnesareclearlysendingthemessagetotaggersandpromoters.

    The Property Management Division provides grafti andsticker removal and control services throughout the cityspublicstreets,publicbuildingsandacilities.Anewgraftiremovalcrewisproposedornextyeartoremoveandcontrol grafti on private property coordinated withpropertyownersthroughtheCodeComplianceDivision.

    We encourage the community to be our eyes too,Zamora continued. Call the police departments non-emergencynumberandgivethemadetaileddescriptionon what youve witnessed including the vehicle andsuspect.Thiswouldbeagreathelptoallous.

    CLEAN TEAMS

    TheCitysenhancedcleanlinesseortscomplementthemanyotherservicesoverseenbytheCitysSanitationDivisionandotherdepartments.Inresponsetothesurvey,theCityenhancedsanitationservicetoimprovecleanliness.Inthecitysrightsowayandcommercialareas,theCityincreasedservicelevelsandaddeddedicatedcrewsalongOceanDrive,

    WashingtonAvenueandLincolnRoadtoconductdailyandnightlysweeps.TheCityalsodeployed30additionaltrashreceptaclesintheSouthBeachbusinesscorridorsandincreasedsanitationservicealong the beachwalk, boardwalk, 41and71streets,andHardingAvenueandFlamingoareas.

    Sanitationhasdonesuchagreatjob,theboardwalklooksmarvelousitsintip-topshape, exclaimed Faye Goldin, MiamiBeachresident.

    In addition to the streets and roadways,waterways and canals that surroundMiamiBeacharealsogettingasweep.Acomprehensive waterway cleanup programtoremovetrashanddebrisromwaterwaysand inland canals has been implemented.

    Thecityswaterwaysaredividedinto13dierentzones,andcrewscleanonezoneonceaweek.Furthermore,theCityis

    An alleyway clean-up program is proposed or next year. Iapproved,9.6milesoalleywaysthroughoutthecitywillbesweptbycleanteams.

    THE CLEANLINESS INDEXThe City created the Public Area Cleanliness Index a set ostandardsusedtomeasureandreportthecleanlinessotheCityspublicareas.ThisisusedtomeasuretheCitysperormanceintheareaocleanliness,monitortheimpactotherecentlyimplementedservices,andtargetareasorutureimprovements.

    Assessments are conducted throughout each quarter by CityemployeeswhoarenotinvolvedinthecleanlinessunctionsotheCitytoobtainobjectiveresultsandurtheremphasizetheimportanceocleanlinesstoallemployees.Parks and parking lots areassessed,aswellasrandomareas on streets, sidewalks,waterways and beaches.

    The program targets morethan850assessmentseachquarter.The City is already seeingsteady improvements romone quarter to the next buturther improvements are stillneeded,particularlyinparkinglots, waterways, alleys andcommercialareas.Additionalservice enhancements havebeentargetedortheseareasorthenextfscalyear.

    Overall, enhanced programs, enorcement and monitoring are

    making Miami Beach a cleaner place. As the phrase that stillresonatesinmanyearssays,pleasegivehootanddontpollutebecauseyoudontwanttobealitterbug.

    swale.Itisimportanttorememberthatresidentsmaynotplacetheirgarbageoutorcollectionmorethan24hoursbeorethescheduledpick-up.

    Yardwasteincludestreeandshrubtrimmings,grassclippingsandpalmrondsthatmustbeplacedinacontaineratthecurbnoearlierthan24hourspriortothesecondpick-updayotheweek.Gardenersandlandscapersmustremoveyardwasteimmediatelyollowingtheworkperormedandproperlydisposeoit.

    The Miami Beach PoliceExplorersPost120isavolunteerprogramoryouthbetweentheageso14and21yearsoldthat provides support to theMiamiBeachPoliceDepartment.Explorersearnmanycommunityservicehoursbyassistingpoliceinmanydierentdetailssuchasworkingtrafc,majorevents,anddisasterrecovery.Explorersalso learn about criminal law,the proper use o frearms,crisis intervention, the policecodes,reportwriting,andmore.Forthoseinterestedinpursuingacareerinlawenorcement,theknowledgetheygaingivesthemanedgeoverotherstudentsandcandidates.

    Theexplorersbasicallygettoobserve,experienceandlearneverythingthatapoliceofcerdoes,saidOfcerPeteSocarras.Socarrashasbeenanadvisortotheprogramoralmost12years.HebeganhiscareerinlawenorcementasaMiamiBeachpoliceexplorerandrecentlyrecruitedhisbrotherFranklin,17,tojointheprogram.

    InthefveyearsthatCarolGalvez,18,hasbeenanexplorer,shehasearnedover 1,800community servicehours.She will bestarting college in the allto studycriminology. Experience isgolden in this line owork,according toRudyHernandez,17.Hernandezhasbeenintheprogramornearlyouryears.HeplanstoenterthepoliceacademyinaewyearstoollowinhisbrothersootstepsobecomingaMiamiBeachpoliceofcer.

    Explorersalsocompeteagainstotherexplorerprograms.Lastyear,theMiamiBeachPoliceExplorersPost120placedfrstouto39otherpostsintheRobberyinProgressscenario.

    TheCityoMiamiBeachhasbeenabletomakeadierenceinthousandsoMiamiBeachresidentslivesbeyondtheclassroom.The City demonstrates a commitment to education through

    year-round, education-related services and programs, grantsand unding, recreation, enrichment classes, partnerships, andscholarships.

    Last year, the City o Miami Beach partnered with the Miami-Dade County Childrens Trust to provide a year-round out-o-school,enhancementprogramtoabout325kids,agesfveto17.Participantsinboththeater-schoolandsummercampprogramsattheNorthShoreParkandYouthCenterworkedtowardnewgoals,including improved health andwell-being, improved academicachievement,socialskillsdevelopmentandliteracyenhancement.

    TheTrusthelpedundtheprogramwith$500,000inallocatedunds;theCitypitchedin$1,551,604inmatchingundstoullysupportthegoalsotheenhancedservices.

    Theout-o-schoolprogramwillcontinueortheupcomingschoolyearandollowingsummer.ThisyearsChildrensTrustundingisincreasedwiththeCitymatchingundsanditwillremainattheNorthShoreParkandYouthCenter.

    Reurbishedcomputers(PCs)were recentlydonatedto about50third and ourth graders rom Fienberg-Fisher Elementary and

    BiscayneElementarywhoareenrolledintheMiamiBeachTruanPreventionProgram(TPP).TheTPP,madepossiblebyagrantbytheChildrensTrustandundsromtheCityoMiamiBeach,includeater-schooltutoring,Saturdayenrichmentclasses,andhome-basecase management. The program seeks to improve academachievement,personaldevelopmentandorganizationalskillstoariskstudents.
