London in top spot for next decade

Cheryl Markosky brings you the latest word on the streetsLondon is seen as one of the most important world cities for the next 10 years, along with New York, Hong Kong and

Paris, according to a new survey.Quality of life, knowledge and influence,

and economic activity are key factors for the uber-rich investing in property, says Knight Frank and Citi Private Bank’s sixth Wealth Report.

While Beijing and Shanghai are the cities with the most rapid growth in importance to high net-worth individuals, Dubai rates highest for well-heeled buyers from the Middle East and Africa.

Personal security (63 per cent) is now

rated above economic openness (60 per cent) when it comes to choosing where to live, and wealth flowing from developing economies to leading prime markets, such as Miami, Vancouver and London, underpinned prices last year.

Andrew Shirley, editor of The Wealth Report, says: “This year’s Wealth Report contains even more evidence that the world’s wealthy are weathering the economic slowdown better than the wider population, and nowhere is this better reflected than in prime property markets. Those markets considered ‘safe haven’ locations continue to attract private investors looking for property. Political and economic uncertainty across the world is only helping to exacerbate the trend.”

Market viewThey say the devil is in the detail, and since George Osborne’s budget announcement, the prime central London property market

has been waiting for the detail of his plans, writes property finder Robert Bailey.At the time of writing, we’re waiting for the publication of a White Paper that will shed more light on some of the proposals.

There is, of course, a new 7 per cent stamp duty threshold on property above £2m, and 15 per cent for property at that level purchased through a ‘non-natural person’ (a company or similar entity). High-end buyers won’t be deterred by the 7 per cent threshold and most will seek to negotiate this off the asking price or know that capital gains will soon offset this tax. What George Osborne failed to realise, though, is that many home buyers who bought through a company didn’t do so because they were seeking to avoid stamp duty, but for other reasons.

Currently, I’m trying to find a flat in Belgravia for an insurance firm with numerous employees travelling to London from around the country and world. It’s far cheaper and easier for them to maintain a company flat than to sort out hotels, and it also represents an asset for the company. But in the wake of the budget, its plans have been put on hold. The company wouldn’t have baulked at paying 7 per cent stamp duty, but 15 per cent has given pause for thought.

Of even greater concern is the proposed annual levy (currently under consultation with an announcement to be made some time next year) on companies holding residential property. If this levy’s enacted, it will become prohibitively expensive for my client to maintain a corporate flat and they will abandon the idea.

This isn’t an isolated case, with many property deals on hold until the government decides what to do. Property funds, buy-to-let investors and private individuals who simply don’t want to hold such a valuable asset in their own name are all affected. One Mayfair estate agent is reporting that 79 per cent of its purchasers bought through a company last year and only a small minority were motivated to do so to avoid stamp duty. If you’re wealthy enough to afford a property in Mayfair, 7 per cent duty isn’t a deal breaker. Punitive rates of stamp duty plus an annual levy will be.

My concern is that the property market, one of the few positive investments in these difficult times, will remain in a state of limbo until the levy issue’s resolved. Since the budget, the market’s been more subdued, and I can only hope that George Osborne abolishes the idea of this levy soon.

Top shops and community spiritInterest in areas not considered ‘classic’ prime central London, such as Marylebone, is on the up. Marylebone, where its eclectic High Street was highlighted as a success in the Mary Portas (Queen of Shops) report, is regarded as a hit, as potential buyers enjoy the slightly more relaxed atmosphere and the high number of independent shops, says Rachel Thompson, property finder from The Buying Solution (the house locating arm of Knight Frank).

“Notting Hill is also attracting buyers searching for a sense of community that’s sometimes missing from residential hot spots within prime central London, such as Belgravia or Knightsbridge. This is due to the fact that many properties are owned in these locations by people only in London for a few weeks of the year,” she points out.

Thompson also notes that more property has come on to the market, much of which is located in what are considered to be ‘secondary’ locations. “This means that the small number of ‘best-in-class’ properties available continue to attract an enormous amount of interest, which often results in sales being concluded with ‘best offer’ bids.”

Alexander Leschallas from Douglas & Gordon finds demand for property in Pimlico is far out-stripping supply, which also leads to “high competition among buyers, resulting

Report by Noel Flint, head of London Residential, Knight Frank The big question on everyone’s minds is what impact have the changes to stamp duty had on the prime central London

market? While it is still early days since the Budget announcements, made on March 21st, what we are experiencing at Knight Frank is that the market seems to be absorbing the 2 per cent rise to 7 per cent for property sales over £2m.

Initially there were concerns that this 2 per cent increase would slow the market, particularly around the £2m price level, but this does not seem to be the case. Demand remains strong and prices have not come off as a result of the increases in stamp duty.

As for the 15 per cent rate for properties purchased by non-resident ‘non-natural’ persons, there is still too little evidence to suggest whether or not there will be a significant impact in this type of purchase.

My view at the moment is that we are seeing fewer purchases in offshore companies and there is now an increase in people looking to purchase through children’s names, trustees or nominee companies. I suspect a lot of work is going on behind the scenes by solicitors and tax consultants, working out the best way to minimise stamp duty charges.

In other respects, the prime central London market remains buoyant with prices increasing during March by 1.1 per cent, bringing price growth over the 12 months to March up to 11.3 per cent.

Numbers of sales are also up by 42 per cent in the first quarter of 2012, compared to the first quarter of 2011, with activity in the £5m plus bracket particularly buoyant – up 93 per cent over the same period.

London continues to be a magnet for overseas purchasers and in the last 12 months we have sold properties to over 63 different nationalities, with lifestyle, security, English-speaking culture and education among the top reasons people are choosing to live or invest here.

As we move into the summer, we look forward to the Queen’s Diamond Jubilee followed by the Olympics – both of which will raise London’s profile and may encourage some visitors from further afield to visit London and become drawn by the appeal of its lifestyle and architecture.

From a Knight Frank perspective, we are upbeat about the prospects for London, so much so that we are opening six new offices this year, starting with a stunning new Riverside office located within Albion Riverside in Battersea.

The world’s choiceOverseas interest in prime London continues unabated, says Gary Hersham from Beauchamp Estates. “Russian and Indian buyers dominate the top end of the market, followed by purchasers from Europe and the Middle East, all looking for homes and investment properties in the capital.”

Although relatively weak sterling attracts overseas money into London, Hersham doesn’t believe this is the main driver for investment. “With continued global uncertainty, many view London property as a bank – a secure place to park wealth as a tangible and useable asset.”

As well as financial security offered by prime London property, the attraction of capital growth brings in new investors, including those looking to add to an existing London portfolio, adds Hersham. Best performing postcodes were Knightsbridge and Mayfair recording growth of 31 and 17 per cent respectively last year as competition for the best properties intensified.

Simon Rose from Strutt & Parker West Chelsea observes that a mix of UK, French and Italians still makes up the majority of buyers, although the 15 per cent tax levied at company purchases on property of £2m-plus could prove to be a hindrance for some purchasers.

“When I asked a representative of a client

with a number of properties in prime central London about the new tax, he said his client’s use of the company structure was not used to save stamp duty or protect the client’s identity, but to safeguard the children from inheritance tax,” explains Rose. “Time will only tell what impact this truly has on the London market.”

Meanwhile, over in Notting Hill, Chinese buyers have been outnumbering any other overseas purchasers, reports John Wilcox from Beaney Pearce.

“Over the last year, 15 per cent of our sales have been to buyers from the People’s Republic of China. That equals the number of sales to Middle Eastern buyers and is almost as many as for the whole of the eurozone combined (18 per cent). Sales to Russians made up 5 per cent of the total, although the average value of those sales was nearly treble that to the Chinese,” he says.

Now that the Italian government has passed legislation imposing a tax of 0.76 per cent per year on the value of overseas second homes owned by Italian citizens, it remains to be seen what effect this could have on the capital. “Given that London is, our Italian friends tell us, the favoured city for most such purchases, this is, in effect, a tax on London property ownership,” Wilcox adds.

Yields go southIn its latest report on the investment market, Knight Frank is calling for much greater investment in the private rented sector, which it is forecasting to grow over the next five years, just as it has boomed in the past decade.

The report, which is both fascinating and radical in its examination of new investment models, such as ‘build to let’, says that tighter mortgage conditions are forcing a growing number of would-be buyers to rent instead. And while demand is greatest in the prime areas of central London, the squeeze on jobs and incomes in the financial sector is leading many tenants to downsize their homes and look for more modest accommodation on the capital’s fringes.

As a result, says the report, landlords can find far greater yields in less central areas, notably the southern side of London such as Putney, Richmond and Kingston.

It’s payback time for cautious borrowersThe number of homeowners looking to re-mortgage has fallen to its lowest level for 13 years as borrowers appear reluctant to take on new debt. Instead they are trying to clear their existing loan.

The British Bankers Association said the number of re-mortgaging approvals was 18,147 in March, down from 20,635 in January. David Dooks, statistics director at the BBA, said: “Businesses and households continue to be cautious about their finances in the face of difficult economic times and this shows up in a reluctance to take on new credit, or where possible, seeking to pay back bank borrowing. Confidence will be helped in the coming months by official schemes to support the mortgage market and stimulate business demand for credit.”

Bridge the gap to seal a deal

Buy chain-free and compete with cash buyers, says Duncan FarmerHouse price figures showed a dramatic increase in March, mainly as a result of the end of the stamp

duty holiday for first-time buyers at the end of that month. But far from enjoying a buoyant national housing market, estate agents say the figures hide the true picture of a market that is both fragmented and highly localised.

Some agents say that while houses in one street will fly off the shelves, others just a few streets away will languish on the market for months, and that talk of nationwide house prices is misleading. Indeed, the prime central London market is like no other and bears no relation to what is happening in the country at large, or even on the capital’s fringes.

Mark Harris of SPF Private Clients, the broker, says that such is demand for high-end homes in the heart of London that many of his clients are buying their next house before selling their last and using bridging finance to complete the deal.

“We are doing a lot of deals at the moment where the client is arranging bridging finance in order to compete with the more favoured cash buyer,” says Harris. “Effectively we arrange a larger loan

secured against both properties (the one being sold and the one being bought). The loan is then reduced upon sale of the existing property. It allows the buyer to be chain-free and therefore deliver against deadlines on the purchase, and also gives them time to achieve the best price for their own home.”

Traditional bridging finance, however, is expensive and rates are usually about 0.75 per cent per month, but Harris structures the loan differently: rather than arranging a bridging loan for the purchase of the new home he rolls the existing mortgage and the new mortgage into one at the same rate of interest.

“Rather than using bridging finance, which can be expensive, we secure these facilities on a bespoke basis with a number of private banks. What we generally do is arrange an initial loan at the same rate with a built-in expectation that the loan is reduced upon the sale of the existing property within 12 months,” he says.

“Traditional bridging is available from 0.75 per cent per month whereas this is structured at private bank pricing with all-in pay rates of between 2.5 and 3.5 per cent per annum. That’s a huge difference.”

LENDING IS RISINGMortgage lending has increased for seven months in a row, according to figures from the Council of Mortgage Lenders, with data showing that lending for house purchase remained brisk in advance of the end of the stamp duty concession for first-time buyers at the end of March.

Although February’s gross lending total was estimated at £10.7 billion, only a shade higher than January’s total of £10.65 billion, the figure was 14 per cent higher than in February 2011 (£9.4 billion). A seasonal decline is normally expected in the winter months, but the launch of the NewBuy scheme should help to bolster lending in the coming months.

That could potentially offset a dip in lending activity brought about by the end of the first-time buyer stamp duty concession.

Property tax proposalsPatrick Bullick, chairman NAEA London Region and MD of Stanley Chelsea, reports for London Property Review

Chancellor George Osborne has said he wants to implement capital gains tax (CGT) and a property-based wealth tax in April 2013 for non-resident, non-natural persons – offshore company structures.

He has also said he will consult on the exact implementation. Perhaps I am naive, but I believe we should take him at face value. So here are a few suggestions of mine for consideration.

It is simply not fair that any non-resident should be CGT exempt when a UK-based investor would be paying 28 per cent CGT on gains when selling a property other than their own home (primary residence). By definition, a non-resident does not have a primary residence here, so should pay CGT on all their residential property in the UK, however it is held.

I would suggest a special, internationally competitive rate of 10 or 15 per cent. Not enough to put foreign investors off but enough to raise some revenue and help stop the distortion to the London market that CGT exemption helps create.

CGT is a tax that people seldom resent paying as it is, after all, only payable where there is a gain in value during ownership.

On the other hand, stamp duty land tax (property purchase tax) is now 7 per cent on purchases above £2m. This is going in completely the wrong direction: until 1997, when our friend Gordon Brown took over the Treasury, stamp duty was 1 per cent all the way up.

With rates this high, people are reluctant to sell and re-buy property thereby inhibiting their ability to move. This is bad for the free movement of labour and the economy as a whole. Transaction levels are down by about 40 per cent in the London area. High transaction taxes are known to lessen turnover so the increase in revenue to HMRC will be pretty limited.

Any revenues raised through CGT on non-residents should be put towards reducing SDLT, which will directly lead to increased turnover.

If an annual property asset tax were to be charged to any non-resident owners it should, in my view, be at a rate of about 0.5 per cent of the asset value. This could be self-assessed with HMRC having the right to check it, as they do all tax returns.

The fact that such a tax existed might help to encourage non-resident owners to let out their properties rather than keep them empty for much of the year as is the case now. This would be good for the supply of rental property and help ease the constant pressure to build new properties in our capital city.

Interest-only ticks the boxMartin Wheatley, incoming head of the Financial Conduct Authority (which will be the regulator responsible for consumer protection when the Financial Services Authority is dismantled), referred to the sizeable stock of outstanding interest-only mortgages as a ‘ticking time bomb’.

Interest-only loans are particularly popular at the top end of the market. However, analysis by the Council of Mortgage Lenders shows that the majority of interest-only loans maturing throughout this decade have a comfortable equity cushion. For loans maturing over the next three years, over half have an equity stake of over 70 per cent of the property value, and a further third have a stake of more than 45 per cent of the property value.

At the other end of the scale there are very few mortgages with smaller equity stakes due to mature in the next three years. In total it estimates there are 6000 interest-only mortgages – just one per cent of all interest-only loans due to mature over that time – with less than 10 per cent equity. Hardly a time bomb, and barely ticking.

Thoughts from Sloane SquareThe Hamptons International Sloane Square branch is situated within the historic Willett Building on the corner of Sloane Square and Lower Sloane Street, which used to be the Hamptons International head office until it moved to 32 Grosvenor Square in 2006. As part of our expansion plans in central London, it was refurbished at the end of 2011 and re launched at the beginning of 2012 with an expanded sales and lettings team. We cover Belgravia, Sloane Square and parts of Chelsea and Knightsbridge where we overlap with our Chelsea and Knightsbridge offices.

I’ve been working in this beautiful building since August 2009 and became sales manager at the beginning of the year. I’ve been an estate agent since 1998 and have previously been a manager at John D Wood & Co and have also worked in Battersea, Putney and Parsons Green.

Those areas tend to be more domestic markets, with many of the buyers working in the City, whereas Prime Central London is much more international, as you can see from the chart. Since the low point in March 2009, the market here has now risen almost 40 per cent due to the ongoing shortage of property to sell and the continued demand from abroad - it has now risen above its previous peak in 2007.

Whilst the rate of increase has slowed somewhat in the last twelve months, Prime Central London property continues to remain attractive to foreign buyers due to it being one of the world’s most international cities. One of the main reasons they buy here is for investment purposes as they see Prime Central London property as a safe long term bet. This means that this ongoing shortage of prime stock will not ease any time soon.

No one knows how the Olympic Games will affect the market but I think that it’s a fantastic opportunity for London to demonstrate why it’s one of the world’s greatest cities and having been to an Olympic Games before, I wanted to actively take part and am very proud to have volunteered and will be working alongside the photographers in the Olympic Stadium.

“If the property has a balcony, a terrace, or a roof garden it can increase the price

even further as it offers outside space in the privacy of your home with a beautiful view over the city.”

Demand for ‘top’ London homes as attitudes shiftA desire for ‘top-class’ properties that’s leading to bidding wars is down to the change in attitude towards renting, says Javier Carrillo from LDG in Fitzrovia, who recently let a £725 a week Whitfield Street property at £800 after competitive bidding.

“Over the last three months, we’ve seen a greater number of quality applicants looking and an increase in company lets, indicating a return of confidence,” he adds.

Some smart homes certain to launch further bidding battles include Pont Street Mews at £1250 a week, with double height ceilings and a cool gallery room overlooking reception that could be used as a second bedroom or study, says Nina McDowall from Strutt & Parker Knightsbridge (020 7235 9959). “It’s nice and quiet in a private mews – there’s no access unless you have a remote control – but in the centre of things.”

Another home worth fighting for is a £1625 a week third-floor flat in Eaton Square with a lift, porter and access to communal gardens (through Savills 020 7730 0822).

Rents fall but feelgood factor could boost valuesReport by Cheryl MarkoskyPrime central London rents fell for the sixth month in a row due to poor City job prospects, says a new survey. According to Knight Frank, rents tumbled by 0.1 per cent in March, with the six consecutive monthly falls totalling 0.8 per cent.

Liam Bailey, Knight Frank’s head of research, believes low hiring activity and weakening job prospects in the City’s financial and business sectors appear to be at the heart of price falls.

“While demand and supply are both up on last year (new tenant registrations up 15 per cent, viewings 23 per cent and property instructions 34 per cent), the number of tenancies commencing fell by 7 per cent, indicating that potential tenants are looking, but are reluctant to commit to offers,” he points out, explained in part by job vacancies in financial services dropping by 8 per cent.

Also, individuals are reducing what they’re willing,

or able, to spend, as many companies have slashed corporate relocation budgets. This could explain why the £500 to £1500 per week band has performed better than the £1500-plus sector. Furthermore, tenants are increasingly choosing to renew existing contracts, adds Bailey.

The market could, however, receive a welcome boost over the coming months, as London hits the global spotlight and people from around the world choose to spend their summer here – with some corporations already making enquiries, suggests Tim Hyatt, Knight Frank’s head of lettings.

Anthony Sharp from Holland Park’s Anthony Sharp estate agents concurs there are fewer corporate lets. “Those looking to sign for a corporate rentals property tend to be more junior, so their budgets aren’t as high as those senior executives had before the crisis.”

Renovation, Renovation, Renovation

Is it worth totally refurbishing a property to up the price in a building with poor communal parts? The answer’s yes, says Susan Cohen from Blenheim Bishop in Mayfair.

“We recently let a one-bedroom flat in a large portered block in Portman Square after our client spent a considerable sum refurbishing and furnishing it with an interior designer,” she explains.

Although the block is in the throes of having the common parts updated and works are not due for completion until the end of the year, Cohen let the flat at the asking price of £725 – funnily enough, based on the disruptive works. “The tenant’s accepted that once the works are finished the flat will be worth about £825, and he’s prepared to live there while the work is carried out.” She notes that the tenant’s been particularly cooperative – and more could benefit with a similar positive attitude.
