In the first 10 weeks of the year, affluent tenants paid £100m upfront to landlords, with people paying the entire cost of six or 12-month tenancies and deposits in advance in a battle to secure homes in London’s best addresses, reports letting agency EJ Harris.

Using research from its own client database combined with wider industry figures, the agency has analysed the reasons behind the rise in upfront lettings payments, who the renters are, and the top central London addresses where tenants will battle to outbid each other to rent a home.

Market intelligence group Dataloft calculates that the annual rent roll from prime central London private rentals over 2014 was £510m. The average weekly rent for a luxury home in central London now stands at £3500 per week (£182,000 per annum).

In a normal year, one in 10 tenants in prime central London pays their entire rent and deposit up front to secure the property they want, says EJ Harris. This year the figure has jumped to one in five.

The surge in upfront rental payments reflects the current frenzy in the London lettings market. Stamp duty and pre-election mansion tax concerns have turned vendors into landlords and buyers into tenants.

The wave of upfront payments also reflects the increasing internationalisation

of the central London lettings market. This has resulted in a rise in wealthy overseas tenants happy to pay entire rents up front to remain anonymous and not have to undergo credit checks and personal references, reports EJ Harris.

Recent years have seen a new generation of wealthy tenants from Russia, the Ukraine, Nigeria and China including business people, socialites and students from wealthy families. These new entrants have been ‘game changers’, happy to pay their rents up front and spend anything from £9000 to £10,000 per week on a luxury home in one of London’s best addresses. At this level of the marketplace, upfront rental payments can exceed half a million pounds.

The top London address for upfront rental payments is Mount Street (pictured) in Mayfair, where more than 80 per cent of tenancies are secured in this way. E J Harris estimates that residential lettings values here have risen by 25 per cent since 2013 to an average of £1400 per week.

In second place is Mayfair’s Dover Street, where 70 per cent of tenancies are secured by upfront payments, followed by Eaton Place in Belgravia, Trevor Square in Knightsbridge and St James’s Square (60 per cent). Next are Wardour Street in Soho, Charlotte Street and New Cavendish Street in Fitzrovia, and Cadogan Square in Knightsbridge (all more than 50 per cent).

1Ditch the mansion tax – Even the Liberal Democrats, who first proposed the tax, have backed away from this idea, favouring new bands

of council tax instead. Not only would the mansion tax be difficult to implement, it is inherently unfair. Labour may say that those who cannot afford it can simply pay it when they sell, but this would mean the homeowner accrues more debt with each passing year. Forget the Poll Tax Riots: if this is introduced, there will be rioting in the Waitrose aisles.

2Reduce VAT on home improvements – A widespread tax dodge is failing to pay VAT to builders, as people pay cash to save 20 per cent

on the bill. If the incoming government reduced VAT on home improvements to 10 per cent, not only would this stimulate the economy and improve the condition of Britain’s ageing private housing stock, but it would also increase revenues for the treasury. Who would risk prosecution just to save 10 per cent? They’d do it for 20 per cent but not 10 per cent.

3Provide stamp duty relief to OAPs – I know of countless OAPs who would quite gladly surrender their large family home in favour of something

smaller and more manageable, but they simply can’t afford it. Many would have to pay stamp duty rates of 10 or 12 per cent and they simply do not have the money to hand. Make it more affordable for pensioners to downsize and you free up much-needed housing stock.

4Ensure lending is available for unconventional homes – Eric Pickles has made it easier for commercial properties to be converted into

residential homes by ensuring that, in most cases, planning permission is not needed. Problem is, most lenders won’t extend residential mortgages to commercial properties so these are only within reach of cash buyers and developers. We have a similar problem with to river properties: across the globe, many cities make use of their waterfronts by building wonderful houseboats and floating homes, but in the UK no conventional lender will lend on these.

5Cut the top rate of income tax – When the top rate was cut from 50 to 45 per cent two years ago, revenues actually increased. If the top rate were

cut back to the previous 40 per cent, revenues would increase again. What’s more, it would send a message to the world that Britain is a place to do business. If we really want London to edge ahead of New York and other world capitals, we need to stop taxing the wealth creators.

A mansion tax, changes to tenancy laws and more help for first-time buyers are some of the

policies that could impact homeowners – depending on the election result, reports Jenny Knight.

Knight Frank has already written to owners of swanky houses warning their property values will be hit by Labour’s mansion tax on homes worth more than £2 million.

With rising house prices, not to mention the chance of tax thresholds being lowered, it is a tax that once introduced could ultimately affect thousands of Londoners.

As for George Osborne’s scheme for a new Help-to-Buy ISA, giving a Government bonus of £50 for every £200 saved for a deposit, a think tank warns it will push up house prices.

Nick Barnes, head of research at Chestertons, says: “The outcome of the election could have considerable impact on the prime London residential market. If a Conservative government (or Conservative-led coalition) is returned, we anticipate a gradual uplift in values over the year. Any combination of Labour/Liberal Democrat is likely to dampen both transaction activity and price growth with regard to the impact of a likely mansion tax and over wider concern about their handling of the economy.

“We forecast growth in the wider London market will slow to 6.7 per cent this year. If the Conservatives return to power, we expect prime growth in the region of 3.5 per cent in the second half of the year. In the event of a Labour or Labour-led government we anticipate that the market would stagnate at best until 2016.”

Andrew Ellinas of Sandfords says: “I welcome the news on the Help to Buy ISA, albeit with some caution, as the devil is in the detail, which is yet to filter out. We need a government that will help to ease up the restrictions on people raising finance as getting a mortgage now is proving to be extremely difficult for many people.“

According to George Franks of Douglas & Gordon: “Property will be subjected to greater taxation regardless of who secures the victory. We expect the Conservatives to pursue council tax as a revenue generator, with central government holding back money from local councils, forcing them to up rates on properties within their borough. By contrast, Labour is expected to channel more money directly into central government through a so-called mansion tax that will be applied annually.“

The market over the past few months has, unsurprisingly, witnessed an element of pause as some buyers

and sellers wait to see the result of this month’s general election and what it might mean for the property market. This degree of apathy has not been absolute, however, with some very good purchases still taking place.

Earlier in the year, most interest at the higher end of the market came from international buyers, many of whom have experience of a tougher tax regime back home and are thus less concerned about a potential mansion tax in the UK. Nevertheless, a resurgence of domestic buyers has transpired more recently, significantly with more mature buyers who – perhaps being more worldly wise – seem to be more accepting of the changing tax landscape.

In the past, the majority of properties in central London sold at a speculative level (when compared to their bank valuation), with buyers accepting that values would rise over time, absorbing and exceeding the higher purchase price they paid. Now they are looking to pay a more realistic figure and an asking price needs to be more realistic in order to affect a sale.

While some record prices have been achieved this year, they have been for exceptional properties perhaps able to resist immediate market influences in favour of their value as such special homes. Overall, prices across prime London saw small falls in the first quarter of this

year, resulting in a fall of 1.6 per cent over the year to March 2015. To put it simply, great properties will achieve great prices.

In trickier markets, any potential further costs can be magnified in a purchaser’s mind. For example, renovation costs are often over-exaggerated during the negotiation process. We would advise that any minor decorative issues are addressed before bringing a property to the market so as to remove this potential negative. Spending a little money will greatly enhance the chances of a stronger sale price, and most likely shorten the time it takes to find that best buyer.

Coming into the summer, we expect to see a gradual increase in both property supply and demand, as after most elections the market naturally adjusts to any changes that might occur.

Looking forward, Savills Research has forecast that prices in the prime London market will rise by 22.7 per cent by the end of 2019, assuming no further taxation of high value property, or 15.9 per cent with a full mansion tax.

The central London market’s appeal is such that it will adjust, and we expect the situation to be buoyant again before long.

Easier depositsNew scheme will help first-time buyers clear toughest hurdle, reports Duncan Farmer“The mansion tax will save the NHS,” announced Ed Balls, the shadow

chancellor, of the Labour policy that will be a key factor in its election strategy, and which will hit London homeowners more than those in any other part of the country.

Whether that policy, which has split the senior ranks of the party, will be enough to win the election for Ed Miliband remains to be seen, but the bookmakers believe David Cameron will be returned to 10 Downing Street, and the mansion tax will be a footnote in history.

It was the Budget that led the big bookmakers to cut the odds on a Conservative victory, and one item announced by George Osborne that could be a vote winner is the new Help to Buy ISA. This rewards first-time buyers for making regular savings which they ultimately use as a deposit on a house or flat.

If the Budget is passed by Parliament, savers will be given 25 per cent by the Government on savings up to a maximum of £12,000. In most parts of London, this is fairly small fry, but every little helps,

says Ray Boulger, of John Charcol, the mortgage broker.

“The Chancellor used a 10 per cent deposit on a £150,000 property as his example but on the assumption the savings could be used as part of a 5 per cent deposit, this means the maximum purchase price to obtain the full benefit of the Government top-up will be £300,000, which will obviously rule out even the cheapest property in many parts of London,” he said. “The maximum purchase price allowed under the scheme will be £450,000 in London and £250,000 elsewhere, which is the same as the Starter Homes Initiative.”

The scheme will need to be policed to make sure the savings are not used for other purposes but Nationwide already offers a scheme whereby anyone who saves a minimum monthly amount for at least six months can apply for a 95 per cent LTV mortgage, compared with its normal maximum of 90 per cent.

Coupled with the Help to Buy ISA, this will make finding a deposit, which is the biggest hurdle young buyers say they meet, easier.

A place in the sunThe strength of the pound against the euro, which means £500 today is worth £100 more than a year ago, means that British buyers looking for a holiday home in France, Spain or Italy will find prices very attractive indeed.

Add to the currency bonus the fact that those economies – and their housing market – have suffered far more than ours, then buying a place in the sun looks a very appealing financial prospect.

Experts believe that British buyers will make up the biggest proportion of homebuyers in Spain, particularly, this year. The reverse of that, of course, is that the UK, and particularly London, now looks far more expensive to overseas buyers than it did 12 months ago.

No need to remortgageWhile house prices have generally been falling, or at best rising slowly, prices at the bottom end of the market – typically favoured by first-time buyers – have risen the most, possibly helped by more activity from buy-to-let landlords attracted by continuing low interest rates and rising rents.

The outcome of the general election is also putting off a lot of people, according to LMS, a property company, which says that the fall in mortgage approvals recorded in February – the latest data available – is caused in part by the fact that current rates are so low that borrowers have no need to remortgage. LMS predicts that when the outcome of the election and a new government has set out its stall, the market will get far busier.

CML demands rule changesThe Council of Mortgage Lenders is concerned that new European rules governing mortgages will ‘significantly disrupt’ the UK housing market and is making submissions to the Basel Committee, which has set them out, demanding they are changed.

The proposed rules would force lenders to set aside more of their own capital against each loan to avoid the prospect of a bank collapse in the case of defaults and a collapsing housing market The rules will particularly affect first-time buyers, buy-to let landlords and housing associations.

“Mortgages in the markets affected would become scarcer and more expensive if the proposals are implemented,” says the CML. “We believe that the costs imposed on both buy-to-let lending and funding for housing associations could lead some firms to withdraw from these markets altogether, reducing choice and further disadvantaging consumers.”

Stay connected by bikeContinued expansion of London’s cycle hire scheme will benefit home sellers living near bike docking stations, and attract potential buyers to previously less well-connected areas, according to estate agent Marsh & Parsons.

Santander is assuming sponsorship of the Boris Bike programme and is committed to further growing and developing the scheme, which already offers Londoners the use of 11,500 bikes across more than 700 docking stations. Transport for London has identified a further 1000 potential docking stations, to materialise by early 2016.

In much the same way that proximity to a tube station has long increased the attractiveness and saleability of properties in the capital – as well as actual cash value – Marsh & Parsons has reported a rise in buyers enquiring about local bike docking points, and expects this interest to continue to increase as the scheme achieves greater prominence.

More than ten million separate journeys were made in 2014, according to Transport for London, a 25 per cent increase from 2013. London’s love affair with cycling as a means of commuting is also confirmed by the ONS, who reported that the number of residents in the capital cycling to work more than doubled from 2001 to 2011.

Loft is all you needMany homeowners are exploring a loft conversion as an affordable way of upsizing without having to move. Specialist Landmark Lofts has recorded a 64 per cent increase in the number of new business enquiries it received in the first two months of 2015 compared to the same period last year.

Director James Gold said: “The updated planning regulations mean that having a loft conversion is nothing compared to the hassle of a house move. People are always amazed that the loft can add an open-plan area that replicates the entire footprint of the house.”

Ed Miliband leads the mansion pollLabour leader Ed Miliband is the only main UK political party leader who owns and lives in a ‘mansion’, based on the proposed mansion tax for properties valued at over £2m, according to research by property website Zoopla.

Mr Miliband’s North London home is now worth £2.73m, more than three times the average in the area, according to Zoopla. Both Prime Minister David Cameron’s West London home and Nick Clegg’s South London pad fall just short of the threshold applicable to the controversial new proposed tax, valued at £1.97m and £1.89m respectively. UKIP chief Nigel Farage’s Kent abode is currently valued at a more modest £550,000.

Harrods KensingtonHarrods Estates opened a new office on Kensington Church Street at the end of April, adding to existing offices in Knightsbridge, Mayfair and Chelsea.

The new office will have a team of eight headed by Nicholas Shaw, who has worked for Harrods Estates since 2010 after previously working for Moretons in Westminster and Chard in

Notting Hill and Kensington. Director Shirley Humphrey said: “This new office

opening forms an integral part of the Harrods Estates expansion plan to open further offices in prime London locations over the next five years.”

Harrods Estates, established in 1897, originally operated from within Harrods department store. Knightsbridge office opened in 1919 followed by Mayfair in 2005 and Chelsea in 2013. International clients now account for 89 per cent of sales and lettings.

Waiting for clarity on election dayAnnual house price growth in prime central London declined marginally to 3.3 per cent in March as the general election drew nearer, reports Knight Frank in its latest Prime Central London Sales Index.

It was the lowest rate in more than five years and despite a 0.1 per cent rise in March, prices remained broadly flat over the last six months as uncertainty surrounding the outcome of the election on 7 May intensified. Activity was stronger in lower price brackets.

Tom Bill, head of Knight Frank’s London Residential Research, said: “One of the most unpredictable elections in decades has caused some buyers and sellers to postpone decisions until there is clarity around the outcome. Strong activity in some markets suggests there is a degree of pent-up demand hat could be released after May.”

Boat Race property winnersHomes around Hammersmith Bridge have seen the biggest surge in value over the past year of all properties overlooking the route of the annual Boat Race, according to analysis from London estate agents Marsh & Parsons.

Homes lining the Surrey riverbanks of the course are now worth £1.55m on average, but properties overlooking the route on the Middlesex side have experienced the fastest house price growth. North of the river, the average property price along the route currently stands at £1.23m – following a strong 4 per cent rise over the last 12 months – compared to 2.7 per cent annual growth south of the Thames.

In overall house price growth, Hammersmith Bridge is the fastest stretch with increases of almost 5 per cent in the past 12 months. Several new housing developments around Fulham Reach are boosting the desirability of the area among young professionals and investors.

Paying a premium for outdoor spaceLondon is the greenest major city in Europe and third greenest in the world, with 40 per cent of London’s surface area covered by green space and boasting 35,000 acres of public parks, woodland and private garden space.

Estate agent Russell Simpson reports that in London, two-thirds of so-called ‘garden space’ is actually covered by different types of ‘hard landscaping’ rather than the ‘soft landscaping’ – soil beds, lawns and planting – associated with a traditional garden.

For more than 65 per cent of London homes, therefore, ‘garden’ actually means a large balcony, patio terrace or roof terrace, with many having access to private residents-only gated garden squares.

Properties in Chelsea with private patio or roof terraces can command a 60 per cent price premium compared to properties of a similar size with little or no outdoor amenity space, says the agency. Typically, Londoners pay 20 per cent more for outdoor amenity space compared to the rest of the UK.

The prominent Bonham Carter political family occupied the entire stately building on a corner plot at Hyde Park Square, then numbered 40 Gloucester Square, from 1935 until 1952.

She lived at Hyde Park Square until she died in 1969, aged 81. The blue plaque in her honour was unveiled at the building in 1994, with her famous granddaughter Helena among the family members at the ceremony.

Londoners marchdown King’s RoadMore than a third (33.9 per cent) of London buyers in the Fulham market are from Kensington, Chelsea or Westminster boroughs, according to new research.

Londoners are deciding to move further down the King’s Road in their search for prime property, according to statistics from Chestertons. Buyers who previously would have left central London to live in the Home Counties are now opting to stay in London in a location with large family homes, generous gardens and excellent schooling.

Josh Rault, director at Chestertons Fulham, said: “This trend has become a lot more pronounced and we are seeing increasing numbers moving to SW6. They are not just buying for the comparative value for money, but are also being attracted by the area’s sense of community and village life.”

Many buyers at London Square Fulham, a new development of 40 houses around a central square, are from Kensington, Chelsea or Westminster. More than 80 per cent of homes have now been sold and

the first residents have started to move in.

Dimbleby houseThe former home of the Richmond and Twickenham Times, previously owned by the Dimbleby family, has been converted into eight one and two-bedroom homes.

There can be few buildings in London – particularly industrial ones – that instil as much affection in the capital’s residents and visitors as Battersea

Power Station. Thankfully, after 30 years of aborted

refurbishment projects and deterioration since it was decommissioned, the iconic structure is finally being brought back to life. The power station and the 42-acre site on which it sits are being transformed by a multi-billion pound regeneration scheme that is providing nearly 4000 new homes, 250 shops bars and cafés, three hotels, over three million square feet of office and commercial space and new public open spaces.

All this, along with the wider Nine Elms regeneration scheme going on around it, will be served by a new extension to the Northern Line and a proposed new bridge over the Thames to Pimlico.

The Battersea Power Station Development Company says it aims “to build a strong, robust and sustainable community” on the site, which will encompass over 560 affordable homes and encourage local, independent businesses to make a vibrant and individual new high street.

It has enlisted a team of world-class architects to draw residents and visitors to this new community. Big names such as dRMM, Wilkinson Eyre, Foster + Partners and Gehry Partners will each bring their own distinctive creativity to different phases of the site with some truly striking buildings and spaces.

The chimneys – among the most recognisable structures on any city skyline in the world – are being brought down and carefully rebuilt to exacting heritage standards, restoring the building to its familiar shape by the end of 2016.

So far, three phases of properties have been released at the development. At phase one, the Ian Simpson Architects-designed Circus West, only penthouses remain for sale, priced from £7 million. At Phase 2 – the power station building itself – two-bed apartments start at £2.75 million while at Phase 3, Frank Gehry’s Prospect Park and the Foster-designed Battersea Roof Gardens, prices for a one-bedroom property start at £1,006,000.

ON THE MOVEThe rate of annual price growth between prime central London and the prime country market has narrowed considerably in recent months, reports estate agent Knight Frank.

Country house prices rose in value by 0.9 per cent between January and March, higher than the 0.2 per cent growth seen in prime central London over the same period. However, while quarterly growth overtook prime central London for only the second time since 2009, on an annual basis growth in the value of country houses slowed to 2.5 per cent, from 3.4 per cent in December.

“The number of Londoners registering their interest in buying a property in the country was 19 per cent higher in 2014 compared to the previous year and 32 per cent higher than in 2012, highlighting how demand from the capital has started to filter into the country market,” says Knight Frank.

“Against this backdrop, we expect this trend will continue this year, with Londoners eyeing a move to the country to benefit from eye-catching price differences.”

Inevitably a former rectory occupied a prominent position and was built to serve as a visible pillar of society. Most were designed with restrained elegance rather than flamboyance in mind and were usually set in generous gardens.

Surrey vernacularEvery region across the country has its own style, principally influenced by the building materials available before the days of road, rail or canal.

Surrey was particularly fortunate: not only was there an ample supply of oak, but also the raw materials were readily available to make bricks and clay tiles. Add to this the fact that even in Tudor and Elizabethan times there was a desire to live close to, but not actually in, London and the result was houses that were built to last.

Over the centuries these timber-framed houses with brick facing, part-tile-hung, under-tiled roofs – often with architectural chimneystacks – have become familiar right across the county. Many have been enlarged or remodelled century by century, often with additions at right angles to the original building, creating the now familiar gable end. Technically this was simpler than extending the existing roofline.

These very same materials were used centuries later by architects such as Philip Webb, Edward Lutyens, Thackeray Turner and Harold Falkner to create what was to become known as the Surrey Style.

One of the early and typical examples of Surrey vernacular architecture is Noys End near Brockham. The house dates from the 16th century and was probably originally a hall house – a simple structure

with no first floor where the smoke from the fireplace was allowed to drift up to the rafters and eventually escape through the roof.

With additions and alterations carried out over successive centuries, the house has grown and its character and charm have been enriched with exposed timbers and period fireplaces.

Real flour powerThe Watermill at Burnham Overy is one of 500 working residential watermills in the country. Restored by the current owner, engineering is in place for the new occupants to grind their own flour.

David and Gillian Barrows bought the converted tower part of the mill in 1999, and in 2001 added the main mill to their property portfolio. The building was then completely derelict, having ceased production in the 1950s.

Comedian Tim’s long houseMalt Office Farm, once the centre of a thriving 10,000-acre estate, is currently owned by comedian, author and adventurer Tim FitzHigham. Two loos in the house are named after him.

The earliest phase of construction is thought to be Tudor, and the five-bedroom property is a prime example of a timber-framed Suffolk long house. It was extended with an impressive façade built in the 1700s to a typical Georgian design.

Special report by Sophie Curtis,head of Lettings at Savills FulhamJust as nature rejuvenates, spring tends to have the same effect on the lettings market. In Fulham, the family house market picks up considerably coming into early summer, as do corporate lets.

We are seeing a good deal of corporate relocation agents at the moment, generally looking for flats, with one-beds in the region of £400 to £500 per week or two-beds up to £750 per week.

Families begin their search now in order to move during the summer months in July or August, taking advantage of the wonderful schools that Fulham has to offer, and we are beginning to see a good deal more houses come to the market, such as the fabulous double-fronted four-bed house on Foskett Road, on the market at £1300 per week.

Across the board, whether a one-bedroom flat or a four-bedroom house, quality is key. A property’s location is no longer the main deciding factor: the majority of tenants are willing to expand their search area to find the right flat with a top quality finish,

more often than not further away from their original preferred location.

A lick of paint and fresh carpets can work wonders in a property’s appeal and landlords now accept as a given that they should make such changes to their property between tenancies, and perhaps undertake larger works as well.

Those in better condition invariably rent a good deal faster and at a stronger value, and it is not unknown for properties that may be struggling to rent to quickly attract interest after a swift revamp. Thus it is certainly very worth a landlord’s while to spend a little, as it will bring stronger returns.
