The purpose of licensure is to confirm that an individual:

Is qualified to perform specialized professional services as a public school employee, and

Guarantees the educators in North Carolina meet established standards of professional competence.

General Statute…GS 115C & 296 -- Requires public school teachers to hold

or be qualified to hold a certificate in accordance with SBE policy, and

-- Grants absolute authority to the SBE to promulgate licensure requirements for professional educators

Administrative Code-- Section…003 of the North Carolina Administrative Code

also outlines many specific rules/procedures for licensing of public school employees

The Licensure Manual is adopted by State Board of Education as State Board policy.

Reciprocity is a term often used when educators need to transfer their certification from one state to another.

This does NOT mean, however, that a state with “reciprocity” will automatically grant the same certification as was held in another state, since each state has its own special requirements.

North Carolina is part of the NASDTEC Interstate Agreement*; therefore, the state accepts recommendations from teacher preparation programs from state-accredited colleges and universities in many states.

Cases are evaluated on an individual basis. In general, North Carolina does not recognize certificates which have been granted by testing only.

*The NASDTEC Interstate Agreement aids candidates in gaining information on what the various state requirements are from state-to-state.  It may be viewed at:  http://www.nasdtec.org/agreement.php.

Recognition of a license based solely on

completing a test.

When an alternate route to certification has been completed the applicant will need to:

provide the other state’s Department of Education OR the personnel administrator’s documentation regarding the requirements

And

how those requirements were met.
