EXECUTIVE SUMMARY
This is the No.25 EM&A Monthly Report for the East Rail Extensions - Tai Wai to Ma On Shan (MOSRail) for Contract TCC-400 Tai Wai Station (the Project). This report summarizes the monitoring worksfrom 1st to 28th February 2003.
Summary of Construction Works During the Reporting Period
The major construction works during normal daytime (i.e. Monday to Saturday exclude public holidaysfrom 0700 to 1900 hr) included construction of super-structure at Area 1, building services installation atArea 1 and 2, drainage works at Area 6 as well as construction of pile cap at Area 12.
The major construction works during restricted hours from 17 th to 19th February 2003 (i.e. all days from2300 to 0700 hr of the next day) included erection of tower crane at Area 13 and 14. MAEDA hasmaintained valid construction noise permit during the said period.
Air Quality
For 1-hr. TSP monitoring, a total of 12 sets of measurement were carried out during the reporting period andall measurement results were below the corresponding Action/Limit Levels. No Notification ofExceedance was issued during the reporting period.
For 24-hr. TSP monitoring, a total of four sets of measurement were carried out during the reporting periodand all measurement results were below the corresponding Action/Limit Levels. No Notification ofExceedance was issued during the reporting period.
Noise
For Daytime noise measurement (i.e. 0700 to 1900 hr Monday to Saturday exclude public holidays) interms of LAeq(30min), a total of four sets of measurement were carried out during the reporting period. Two setsof measurement results on 12th and 18th February exceeded the Limit Level of 70 dB(A) and one set ofmeasurement on 24 th February exceeded the corresponding Limit level (65dB(A)) during the schoolexamination period. Based on the observation by the monitoring team, the dominant noise sources duringthe said monitoring periods were the bored piling works for the KCRC property as well as the traffic noisealong Che Kung Miu Road which were not related to the project activities.
For Night-time noise measurement (i.e. Any day 2300 – 0700 on the next day) in terms of LAeq(5min), a totalof one set comprising three consecutive 5-minute measurement was carried out on 19th February 2003 andall measurement results exceeded the Limit Level (40 dB(A)). Based on the on-site observation made bythe sampling team during the measurement, the dominant noise source for elevated measurement result wasthe traffic noise along Che Kung Miu Road. In view of this, the exceedance was not related to the projectactivities.
Waste Management
For Excavated Materials, 10 m3 of the inert excavated materials were arranged to be reused at the site forfilling. At the time of reporting, about 10 m3 were stored at Area 6 & 8 of the site.
On the other hand, about 137 m3 C&D Waste were produced at the site during the reporting period andabout 132 m3 were collected by licenced collector for disposal. At the time of reporting, about 9 m3 werestored at the Area 1, 2, 8 & 10 of the site.
For General Refuse, about 2.2 ton were produced at the site during the reporting period in which 2 ton werecollected by the licenced collectors for disposal and 0.2 ton were arranged to be reused at the site. At the
time of reporting, about 1.1 ton were stored at Area 7, 8 and site office.
Site Inspection
Site inspections conducted by the ET were carried out on 6th, 13th, 18th and 27th February 2003. The majorfindings are summarized as follows:

INTRODUCTION
1.1 Scope of the Report
This is the No.25 EM&A Monthly Report for the KCRC East Rail Extensions – Tai Wai to Ma On Shan
(MOS Rail) TCC-400 Tai Wai Station (the Project). This report is prepared by the Environmental
Management Division of Hong Kong Productivity Council (HKPC) for submission to Maeda
Corporation.
This report summarizes the monitoring works from 1 st to 28th February 2003.
1.2 Structure of the Report
The structure of the report is as follows:

2. PROJECT INFORMATION
2.1 Background
Maeda Corporation (MAEDA) has been commissioned by the Kowloon-Canton Railway Corporation
(KCRC) to undertake the construction of Tai Wai Station, which is one of the stations of the East Rail
Extension’s – Tai Wai to Ma On Shan (MOS Rail).
The contract award date of the Tai Wai Station Project is 27 th November 2000. The construction works of
the Project begin on 19th February 2001. The Project is scheduled to complete by February 2005.
2.2 Site Description
Tai Wai Station is located in a rather dense urban environment, surrounded by schools and residential
high-rises building.
The work site is shown on Appendix P.
2.3 Project Organisation
Appendix Q presents the organization structure of the Project, identifies key members of the Project
Team with environmental responsibilities, and illustrates their lines of communication. The phone and
fax numbers of contact persons at the EPD, KCRC, IEC, MAEDA and HKPC are documented in
Appendix A.
2.4 Project Work Program
The tentative work program for the whole Project is presented in Appendix B. The details of the
construction activities are shown in Table 2.1. The summary of the implementation of environmental
mitigation measures at the site is reported in Section 4 of this Report. The details of the environmental
sensitive receivers are shown in Appendix C.

3. ENVIRONMENTAL MONITORING & AUDIT
3.1 Environmental Monitoring & Audit
The monitoring of the environmental impact is carried out by the independent Environmental Team (ET).
The monitoring work includes air quality monitoring of 1-hr and 24-hr total suspended particulate (TSP)
at one selected dust monitoring location, and noise monitoring of LAeq(5min) noise impact at one selected
noise monitoring location.
The environmental monitoring schedule in the reporting period is shown in Appendix M.
3.2 Air Quality
Monitoring Locations
According to Appendix J of the Particular Specification of East Rail Extensions Tai Wai Station Contract
No. TCC-400, one Air Sensitive Receiver (ASR) close to the Tai Wai Station had been identified as
possible location for conducting the monitoring programme. The location is shown in Appendix R and
listed in Table 3.1 below.

Wind data monitoring should be carried out at conspicuous location for logging wind speed and wind
direction near the dust monitoring location. Weather station has been established at the roof of the site
office in Area 8 and the wind data monitoring began on 2nd April 2001.
Monitoring Parameters and Frequency
The measurement conditions were in compliance under section 2.5.3 of the approved MOS EM&A
Manual.
Monitoring parameters for air quality monitoring includes 1-hr and 24-hr Total Suspended Particulates
(TSP) at one monitoring location. On the other hand, wind monitoring (wind speed and wind direction)
shall be carried out at conspicuous location for logging wind speed and wind direction near to the air
quality monitor station.
24-hr TSP monitoring shall be carried out once every six days where construction works are carried out.
On the other hand, three sets of 1-hr TSP monitoring shall be carried out once every six days where
construction works are carried out. Wind data monitoring shall be monitored continuously.
Monitoring Methodology
24-hr TSP level is to be measured in accordance with the standard high volume sampling method as set
out in Title 40 of the Code of Federal Regulations (40CFR), Chapter 1 (Part 50), Appendix B. This
method involves the drawing of air at a controlled rate into a high volume sampler (HVS) fitted with a
pre-conditioned and pre-weighted filter paper of size 8” x 10”. After sampling for 24 hours, the filter
paper with retained particles is to be folded in half lengthwise, placed in a labelled plastic bag and
returned to the ET’s laboratory for drying in a desiccator before being weighed on an electronic balance
with accuracy to 0.1 mg. Other information including the elapsed-timer meter reading for start and stop
of the HVS, identification and weight of the filter paper should be recorded on the field data record sheet.
The 24-hr TSP levels are then calculated from the ratio of the mass of particles retained on the filter paper
to the total volume of air sampled in accordance with the method as set out in Title 40 of the Code of
Federal Regulations (40CFR), Chapter 1 (Part 50), Appendix B. All the collected samples shall be kept
in good condition for 6 months before disposal. 24-hr TSP monitoring shall not be normally undertaken
in heavy rainy weather.

sensors to analyze the incoming air stream, providing real time readout of particulate concentrations.
1-hr TSP monitoring shall not be normally undertaken in heavy rainy weather.
The wind sensors for wind speed and wind direction monitoring shall be installed at an elevated level 10
m above ground so that they are clear of obstructions or turbulence caused by the buildings. The wind
data shall be captured by a data logger and to be downloaded for processing at least once per month.
Field information such as general meteorological conditions and any significant adjacent dust producing
sources at each monitoring location are to be recorded during monitoring.
Monitoring Equipment
24-hr TSP level is to be measured with high volume samplers conforming to the requirements of 40CFR
Part 50. For 1-hr TSP measurement, a handheld real-time aerosol monitor is to be used. Wind data in
terms of wind speed and direction is to be measured using wind data monitor set up at conspicuous
location which is to be agreed by ER. Details of the monitoring equipment are given in Table 3.2.

Equipment Calibration
High volume samplers are to be calibrated with orifice calibrator. Five-point calibration is to be carried
out on a bi-monthly basis or after changing of carbon brush. For the handheld real-time aerosol monitor,
span check is to be conducted on a monthly basis. The electronic balance used for the weighing of filter
paper is to be calibrated regularly with a traceable weight standard. The wind data monitoring equipment
shall be re-calibrated once every six months. The methods of calibration of the said equipment are
referred to the instruction manuals provided by the manufacturers respectively.

The calibration records of the high volume air sampler, handheld real-time aerosol monitor and weather
station are shown in Appendix D.
3.3 Noise
Monitoring Locations
According to Appendix J of the Particular Specification of East Rail Extensions Tai Wai Station Contract
No. TCC-400, one Noise Sensitive Receiver (NSR) close to the Tai Wai Station had been identified as
possible location for conducting noise monitoring for baseline purpose and for the construction phase.
The location is listed in Table 3.3 below and is also depicted in Appendix R.

The measurement conditions were in compliance under section 3.5.3 of the approved MOS EM&A
Manual.
Impact monitoring shall be carried out at the designated monitoring station during construction phase of
the project. The regular monitoring frequency of each station on a basis of once every six days when
noise generating activities are underway is as follows:
l One set of LAeq (30 min) as six consecutive LAeq (5min) between 0700 – 1900 hours on normal
weekdays;

l One set of LAeq (15min) as three consecutive LAeq (5min) between 1900 – 2300 hours on normal
weekdays (only if construction works is carried out during these hours);
l One set of LAeq (15min) as three consecutive LAeq (5min) between 2300 – 0700 hours of next day on
normal weekdays and holidays (only if construction works is carried out during these hours);
l One set of LAeq (15min) as three consecutive LAeq (5min) between 0700 – 2300 hours on holidays (only
if construction works is carried out during these hours).
On the other hand, the statistical results such as the L10 and L90 shall be obtained for reference.
Monitoring Methodology
Noise measurement shall be carried out at the assessment point located at about 1 m from the exterior of
the building façade. Field information such as general meteorological conditions and any dominant
noise sources at each monitoring location are to be recorded during monitoring. Wind speed
measurements are to be taken with a portable wind speed meter during monitoring. Noise measurement
is not to be conducted under a steady wind exceeding 5m/s or gust exceeding 10 m/s. Noise monitoring
is not conducted in the presence of fog and rain as well.
Monitoring Equipment
Sound level meters (SLMs) are to comply with specifications of the International Electrical Commission
Publication 651:1979 (Type 1) and 804:1995 (Type 1). Wind shield is to be fitted on the monitor during
use. Details of the monitoring equipment used for noise monitoring are summarized in Table 3.4:

Equipment Calibration
Before and after each measurement, the reading of SLM is to be checked with the acoustic calibrator and
the measurements can only be accepted as valid if the calibration levels from before and after the noise
measurement agree to within 1.0 dB. Also, calibrations of the SLM and acoustic calibrator are to be
carried out annually. The calibration certificates of the SLMs and calibrator are shown in Appendix E.
3.4 Action and Limit Levels
Action and Limit levels of Air Quality
Baseline measurement of 1-hr. and 24-hr. TSP at one monitoring location were conducted in August and
September 2000. According to Section 2.7 of the EM&A Manual for MOS Rail (prepared by Binnie
Black & Veatch Hong Kong Limited dated January 2001), the Action/Limit Levels for the monitoring
location were established with the baseline results. The Action/Limit Levels of 1-hr. and 24-hr. TSP is
shown in Table 3.5.

4. IMPLEMENTATION STATUS ON ENVIRONMENTAL PROTECTION
REQUIREMENTS
The Contractor implemented various environmental mitigation measures as stipulated in the EIA Report
and the environmental requirements as stipulated in the Environmental Permit and Environmental
Management Plan. The implementation status during the reporting period is summarized in Appendix G.
In case of identification of non-conformance during the implementation of environmental mitigation
measures, remedial measures will be summarized in the Corrective and Preventive Action Request
(CPAR) form issued by the QA/QC & Environmental Engineer. The cumulative log of the CPAR is
summarized in the CPAR Logbook as shown in Appendix O of the Report.
5. ENVIRONMENTAL LICENCING AND PERMITTING REQUIREMENTS
The status of permit, licence and notification to EPD for all relevant environmental issues in this project
is summarized in Table 5.1 and Table 5.2 as of the reporting period.

6.1 Air Quality

6.2 Noise
Based on the site diary, daytime construction works during normal working days (i.e. any day not being
holiday between 0700 – 1900 hr) and erection of tower crane from 17th to 19th February 2003 (i.e. any day
between 2300 – 0700 hr of the next day) were carried out during the reporting period. During this
reporting period, four sets of Daytime measurements and one set of Night-time measurement were
carried out respectively.
Daytime noise measurement results of LAeq(30min) and Night-time noise measurement results of LAeq(5min)at
NM2 are summarized in Table 6.3a and 6.3b respectively below and shown in Appendix K of this Report.
The measurement results are also presented graphically in Appendix L. Details of the weather and other
influencing factors during the monitoring period are shown in Appendix K.

7. AUDIT RESULTS
7.1 Air Quality
The 1-hr. and 24-hr. TSP measurements at the air monitoring location AM1 were all below the
corresponding Action/Limit Levels.
7.2 Noise
For Daytime noise measurement (i.e. 0700 to 1900 hr Monday to Saturday exclude public holidays) in
terms of LAeq(30min), a total of five sets of measurement were carried out on 3rd ,9th , 15th , 21st and 27th
January 2003 during the reporting period and all measurement results were below the Limit Level (70
dB(A))..
For Night-time noise measurement (i.e. Any day 2300 – 0700 on the next day) in terms of LAeq(5min), a total
of one set comprising three consecutive 5-minute measurement was carried out on 16th January 2003 and
all measurement results exceeded the Limit Level (40 dB(A)). Based on the on-site observation made by
the sampling team during the measurement, the dominant noise source for elevated measurement result
was the traffic noise along Che Kung Miu Road. In view of this, the exceedance was not related to the
project activities.
7.3 Waste Management
Wastes from this Project include construction and demolition (C&D) waste, excavated materials,
chemical waste, asbestos waste, contaminated materials and general refuse. The EIA Study has
determined that with appropriate mitigation measures, impact from wastes would not become
unacceptable. The waste management issue covers the handling of C&D waste, excavated materials,
chemical waste, asbestos waste, contaminated materials and general refuse.
Based on the information provided by MAEDA according to the relevant handling records for the Waste
Management Plan of this project, the quantity and handling practices of different categories of waste are
summarized in Table 7.1.

7.4 Site Inspection by ET
Site inspections conducted by the ET were carried out on 6th, 13th, 18th and 27th February 2003. The
following major observations were made by the ET:
l Accumulation of sediment was observed at the U-channel at Area 8 (6th, 13th, 18th and 27th February
2003) and Area 10 (6th and 13thFebruary 2003). MAEDA has arranged the clearance of sediment
accordingly.
l Stagnant water inside the desilting tank at Area 12 (18th February 2003), U-channel at Area 8 and
inside the super-structure at Area 1(27th February 2003) and which might be potential source for
mosquito breeding. MAEDA have arranged to remove the water accordingly.
MAEDA has carried out the said remedial measures accordingly for the said observations and they were
found effective for the improvement of the environmental performance of the construction site during
subsequent weekly inspection by ET.
7.5 Site Inspection by IEC
Site inspections conducted by the IEC was carried out on 19th February 2003 and the major comments
were as follows:

Observations:
l Accumulation of sediment was observed at the U-channel connected to Shing Mun River. MAEDA
has arranged the clearance of sediment accordingly
l Backoe emitting water smoke was observed. For this. MAEDA has removed the Backoe
accordingly.
The said follow-up action carried out by MAEDA was reviewed by ET during the subsequent site visit.
ET was in general satisfied with the effectiveness of the mitigation measures and the environment was
improving.

7.6 Site Inspection by EPD
Site inspection was conducted by EPD on 25th February 2003 and no particular comments were given
during the visit.
8. COMPLAINTS, NOTIFICATION OF SUMMONS AND SUCCESSFUL PROSECUTIONS
DURING THE REPORTING PERIOD
No complaints were received by the ER, the Contractor and ET during the reporting period.
The cumulative statistics on the notification of summons and successful prosecutions are shown in
Appendix S.

10. COMMENTS, RECOMMENDATIONS AND CONCLUSIONS
The environmental monitoring results indicated that the operations of the site activities by the Contractor
during the reporting period were in general comply with the relevant environmental requirements except
on the implementation of mitigation measures as mentioned in the findings as shown in Section 7.4 and
7.5 of the Report.
