What is a Disadvantaged Business Enterprise (DBE or ACDBE)?A DBE/ACDBE is a for-profit small business that is:I. At least 51% owned by one or more individuals who are both socially

and economically disadvantaged

II. Whose management and daily business operations are controlled by one or more of the socially and economically disadvantaged individuals who own it

III. Eligibility requirements stated in Code of Federal Regulation, 49 CFR Parts 23 and 26

What are the Objectives of the Airports’ DBE & ACDBE Programs?• Ensure nondiscrimination in the award and

administration of contracts

• Create a level playing field on which DBEs/ACDBEs cancompete fairly for contracts

• Ensure that the DBE/ACDBE program is narrowly tailored

• Ensure that only firms that fully meet the eligibility standards are permitted to participate as DBE/ACDBE

• Help remove barriers to participation of DBEs/ACDBEsin contracting

• Assist in the development of firms that can compete successfully in the marketplace outside the DBE/ACDBE Program

What are the Objectives of the Airports’ DBE & ACDBE Programs?

Who Qualifies to be a DBE or ACDBE?Socially and economically disadvantaged individuals are

those who are:

• Found to be socially and economically disadvantaged on a case-by-case basis

Who Qualifies to be a DBE or ACDBE?• Individuals in the following groups, which are presumed to

be socially and economically disadvantaged include: o African Americanso Hispanic Americans o Native Americans o Asian-Pacific Americans o Subcontinent Asian Americans o Women

What are the Benefits of being a Certified DBE/ACDBE?

• For projects that receive federal funding (FAA), a DBE goal is identified (typically ranging from 0% – 25% of the project)

• DBEs/ACDBEs receive information on up-coming contracting and bid opportunities

• Only firms certified as a DBE by a Florida UCP agency can meet the DBE goals

What are the Benefits of being a Certified DBE/ACDBE?

• The DBE/ACDBE Directory is used to locate subcontractors/subconsultants for up-coming projects

• DBEs may participate in design services and construction opportunities ACDBEs can support rental car and concessions

• New to DBE/ACDBE Plans• Expands opportunities for small businesses• Airports encourage small business participation by:

o Unbundling: Separating larger contracts into smaller pieces

o Outreach/Technical Assistance: Airport advertises contracting opportunities and takes input from SBEs

UCP member in accordance with 49 CFR Part 26o State of Florida Department of Management Services Certification:

Current certificate & documentation of Small Business Administration size standards for NAICS code

o City/County/Authority Certification: Current, Government Certification indicating eligibility in women, minority, and/or veteran’s procurements & documentation of Small Business Administration size standards for NAICS code

o SBA 8(a) Business Development Certification

If the application is approved, the applicant is notified, in writing, of the certification approval

o Affidavit of Continuing Eligibilityo Current Business Tax Returno Current Tax Return of Owner Claiming Disadvantageo Current Statement of Personal Net Wortho Current Business, Occupational, Contracting and Professional

Licenses

• In Case of Denial: Airport issues denial letter listing the reasons for the intended denial and provides information related to the appeal process
