FIRST BIMSTEC DISASTER MANAGEMENT EXERCISE
The Union Home Minister Shri Rajnath Singh inaugurated the four-day First
„BIMSTEC Disaster Management
Exercise - 2017‟ (BIMSTEC
DMEx-2017) in New Delhi.
The Exercise will be conducted by
the National Disaster Response
Force (NDRF) as the lead agency
in Delhi and the National Capital
Region (NCR).
The main exercise will comprise of
Table Top Exercise (TTX), Field Training Exercise (FTX) and After Action Review
(AAR).
UNION CABINET APPROVES MEGA BHARATMALA HIGHWAY
PROGRAMME
The Union Cabinet approved the
biggest ever highway project to
develop and expand approximately
83,000 km of roads at an investment of
Rs 6.9 lakh crore by 2022.
The project also includes the new 28,400
km Bharatmala highway programme
connecting border areas, improving
international, port and coastal
connectivity.
NOTE:
The main focus of the BIMSTEC DMEx-2017 will be on testing the region‘s
preparedness and resilience towards effective activation of inter-Governmental
interaction for immediate deployment of regional resources for disaster
response.
NOTE:
Bharatmala is government's mega plan and the second-largest highways project
after National Highway Development Project that saw the development of about
50,000 km and aims at improving connectivity in border and other areas.

INDIA AND ASIAN DEVELOPMENT BANK SIGN $300 MILLION LOAN
The Asian Development Bank and the Government of India signed a $300
million loan to continue a series of fiscal reforms in the State of West Bengal to
improve the quality of public service delivery.
PARYATAN PARV
The 21-day Paryatan Parv was organized by the Tourism Ministry in collaboration
with other Central Ministries, State Governments, and other stakeholders.
Inaugurated at Humayun's Tomb, 05 Oct to 25th October, 2017
Dekho Apna Desh : To encourage Indians to visit their own country.
This will include Video, Photograph and Blog Competitions of sites visited during
the Event, Stories of India through Travelers‘ Eyes, on Social Media; Tourism
related Quiz, Essay, Debate and Painting Competitions for Students, Television
Campaigns to promote travel to J&K and N.E. States.
Tourism for All : Tourism Events at sites across all States in the country.
The activities at these sites will include illumination in and around the Sites,
Cultural Programmes of Dance, Music, Theatre, Story Telling, Sensitisation
Programmes for Stakeholders around the Sites, Tourism Exhibitions, Showcasing
Culture, Cuisine and Handicrafts / Handlooms, Guided Heritage Walks, etc.
These will be ―People‘s Events‖ with large scale public participation.
FIRST ASEAN INDIA MUSIC FESTIVAL TO BE HELD AT PURANA QILA,
NEW DELHI
The first-ever The Association of
Southeast Asian Nations (ASEAN)
India Music Festival will be held at
Purana Quila in New Delhi.
The 3 day festival is being organized
by External Affairs Ministry in
collaboration with Culture Ministry to
celebrate the 25th year anniversary of
ASEAN-India Dialogue Relations.
NOTE :
The Second West Bengal Development Finance Programme targets a further
increase in public investment through the reduction of unproductive
expenditure.
NOTE :
Famous Indian bands like the Raghu Dixit Project, Avial, Papon LIVE, Bipul
Chettri and the Travelling Band, and Shankar-Ehsaan-Loy will also participate
in the festival.

KOLKATA TO HOST INTERNATIONAL PUPPET FESTIVAL FROM
OCTOBER 26
Kolkata will host International
Puppet festival for the first time and
the six-day long festival will
commence from October 26 to 31.
The puppet festival is aimed at
regenerating the emotions attached
to puppetry and it will be held
at Mohorkunj
Artists from the UK, Germany, Peru,
Portugal, Italy, Lithuania, Brazil, Singapore and India would be participating
in the festival.
MINISTRIES OF POWER & TEXTILES JOIN HANDS FOR SAATHI
INITIATIVE
Ministries of Power and Textiles have joined hands under SAATHI (Sustainable
and Accelerated Adoption of efficient Textile technologies to Help
small Industries) initiative.
Under this initiative, Energy Efficiency Services Limited (EESL), a PSU under
Ministry of Power, will procure energy efficient power looms, motors.
INDIAN HANDICRAFTS AND GIFT FAIR 2017 AT GREATER NOIDA
Union Textiles Minister Smriti Irani
today inaugurated the 44th edition of
Indian Handicrafts and Gift Fair (IHGF)
2017 at India Expo Centre and Mart in
Greater Noida.
The five-day extravaganza hosting a
gathering of over 2,980 exhibitors will
have buyers coming from around 100
countries including China, Australia, the
US and the UK.
NOTE :
The SAATHI initiative will be jointly implemented by EESL and office of
Textile Commissioner on the pan-India basis. It will be implemented in the key
cluster.

Prime Minister Narendra Modi today flagged off the Run for Unity in New Delhi

The Ministry of Women and Child
Development is undertaking an online
campaign.
#IAMTHATWOMAN
The main aim seeks to highlight the
various aspects of women standing
'by' and 'for' women. Ministry of WCD
has urged people to shun stereotypes
associated with women harming other
women.
Twitter and Facebook users have been encouraged to tag and share stories of
women helping women with a photograph and post online with the hashtag
#IamThatWoman.
#ASKTHESPOKESPERSON FOR BETTER UNDERSTANDING OF FOREIGN
POLICY
The Ministry of External Affairs launched the “#AsktheSpokesperson” initiative
on Twitter, to create better awareness and understanding of foreign policy issues
to general public.
#Ask the Spokesperson initiative will be a regular feature to engage and educate
the public about foreign policy matters in simplified terms. It will be held every 2
months.
NOTE :
A large number of people, including sports personalities like Sardar Singh,
Deepa Karmakar, Suresh Raina and Karnam Malleswari participated in the
Run.

ALL INDIA INSTITUTE OF AYURVEDA IN NEW DELHI
Prime Minister Narendra Modi will inaugurate the All India Institute of
Ayurveda at Sarita Vihar in New Delhi.
The First ever All India Institute of Ayurveda (AIIA) has been set up along the
lines of AIIMS.
It has started working to facilitate quality patient care, research and bridging the
gaps in the scientific information about quality, safety, and efficacy of Ayurveda
products and developing benchmarks of Ayurvedic education, research and
healthcare.
NOTE :
It is launched under skill India Mission. The ministers also laid the foundation
for a Skill Development Centre at Moti Bagh and a Centre of Excellence at
Dharam Marg, New Delhi.
NOTE :
Within the short duration of its establishment, AIIA has gained a wide
national and International recognition.

UNION GOVERNMENT LAUNCHES SECURE HIMALAYA PROJECT
The Union Government launched
SECURE Himalaya, a six-year
project to ensure conservation of
locally and globally significant
biodiversity and land.
NATIONAL MISSION ON BOVINE PRODUCTIVITY
Ministry of Agriculture was launched in November 2016 with aim of enhancing
milk production and productivity and thereby making dairying more
remunerative to farmers.
It is being implemented with following components
Pashu Sanjivni:
It includes identification of animals in milk using UID, issuing health cards to
all animals in milk and uploading data on INAPH data base.
Advance reproductive Technique:
Under it, sex sorted semen production facility is being created at 10 A graded
semen stations and 50 EET Labs with IVF facilities.
Creation of E Pashu Haat Portal:
It is for linking farmers and breeders of indigenous breeds and
Establishment of National Bovine Genomic Centre for Indigenous Breeds
(NBGC-IB):
It is established for enhancing milk production and productivity through
genomic selection among indigenous breeds.
NOTE :
The system was launched by Union Ministry of Environment, Forests and
Climate Change (MoEFCC) in association with the United Nations
Development Programme (UNDP).
The Himalayan ecosystem spread over four states namely Himachal Pradesh,
Jammu and Kashmir, Uttarakhand and Sikkim.

RASHTRIYA GOKUL MISSION
Ministry of Agriculture & Farmers Welfare launched and its Aim is conservation
and development of indigenous breeds in a focused and scientific manner.
It is a project under National Programme for Bovine Breeding and Dairy
Development.
The objectives of this mission includes Conservation of indigenous breeds and
their development to improve their genetic makeup, enhancing the milk
productivity and distribution of disease free high genetic merit bulls for
natural service.
Rashtriya Gokul Mission is being implemented through “State Implementing
Agencies (SIA) viz Livestock Development Boards.
Scheme is implemented on 100% grant-in-aid basis and throughout the
country.
FIRST SET OF SOLAR PLANTS WITH CAPACITY OF 5 MW
Railway Minister Piyush Goyal launched the first set of solar plants with a total
capacity of 5 megawatt in New Delhi area.
NHAI LAUNCHES COUNTRYWIDE FREE EYE CHECK-UP CAMPAIGN
The National Highways Authority of India (NHAI) launched countrywide Free
Eye Check-up Campaign and distribution of spectacles for truck drivers.
It was launched by Union Minister of Road Transport & Highways, Shipping
and Water Resources, River Development & Ganga Rejuvenation Nitin
Gadkari.
The objective of this initiative is to ensure clearer vision and safe travel for truck
drivers who are most frequent users of national highways
NOTE :
Establishment of Integrated Indigenous cattle centres ―Gokul Gram‖.
Establishment of Breeder‘s societies ―Gopalan Sangh‖.
Award to Farmers ―Gopal Ratna‖ and Breeders‘ societies ―Kamadhenu‖.
Assistance to institution which are repositories of best germplasm.
NOTE :
The project is part of the government's National Solar Mission in which
Indian Railways plans to commission one thousand Megawatt solar plants
across its network.

IIT KHARAGPUR SIGNS MOU WITH SAMSUNG FOR DIGITAL ACADEMY
IIT-Kharagpur signed a Memorandum of Understanding (MoU) with Samsung
India for the setting up of a digital academy on the institute‘s campus.
The Department of Computer Science and Engineering in the institute will host the
Samsung Innovation Lab and train students on the Internet of Things
(IoT) through Tizen-based operating systems, commonly used by the company for
its mobile phones and home appliances.
WORLDS LARGEST COMBUSTION RESEARCH CENTRE INAUGURATED
AT IIT MADRAS

PRIME MINISTER LAYS FOUNDATION STONE OF AIIMS, IIIT IN
HIMACHAL
Prime Minister Narendra Modi laid the foundation stone of the All India Medical
Science (AIIMS) Bilaspur and IIIT Una from Luhnu Indoor stadium in Bilaspur
town of Himachal Pradesh.
The Steel Processing Unit situated in Kandrori of Kangra district has been also set
up with nearly 70 crore rupees, will produce one lakh tones TMT bars of 8 to 25
millimeter annually.
NOTE :
NCCRD's research interests will cover automotive, thermal power and aerospace
propulsion, besides fire research and microgravity combustion to minor extent.

IIT BOMBAY TOP RANKED INDIAN INSTITUTE :
Indian Institute of Technology Bombay (IIT Bombay) has emerged as
top-ranked Indian institute in the latest Quacquarelli Symonds (QS) Asia
University Rankings 2018.
IIT Bombay has ranked 34th and is the only Indian institute to better its
performance among the top 100 universities in QS Asia University Rankings 2018.
PM LAYS FOUNDATION FOR BHADBHUT BARRAGE OVER NARMADA

Prime Minister Narendra Modi laid the foundation stone for Bhadbhut Barrage to
be built over Narmada River in Bharuch Gujarat.

KEDARNATH
Prime Minister Narendra Modi will visit Kedarnath a day before the Himalayan
shrine dedicated to Shiva is closed for six winter months.
The projects include construction of houses for purohits of Kedarnath, repair of
the bridle path to Kedarnath, construction of ghats in Kedarpuri, flood
protection work near Mandakini and Saraswati rivers, and foundation-laying
ceremony of a ‗samadhi sthal‟ for Adi Sankara.

Singapore‘s Nanyang Technology University has topped QS Asia University
Rankings 2018
IIT Delhi (41st rank), IIT Madras (48th rank), Indian Institute of Science
(IISc) Bangalore (51st rank), IIT Kanpur (59th rank), IIT Kharagpur (62nd
rank), University of Delhi (72nd rank), IIT Roorkee (93rd rank) and IIT
Guwahati (98th rank) are other Indian institutes which have featured in QS
Asia University Rankings 2018.
NOTE :
He also flagged off the Antyodaya Express between Udhna in Surat and
Jaynagar in Bihar.

UNION GOVT APPROVED TO SET UP AADHAAR UNITS IN POST
OFFICES
The Central Government approved Rs.
2,000 crore for setting up Aadhaar
centers in post offices.
The centers will have machines
approved by the Unique Identification
Authority of India (UIDAI) and trained
personnel who will be responsible for
the operations.
By March 18, 2018, Government will set
up Aadhaar enrolment and update
facilities in around 15,000 post offices.
MAHINDRA LAUNCHES „PRERNA‟ PROJECT FOR WOMEN FARMERS
Auto manufacturer Mahindra and
Mahindra celebrated ‗Mahila Kisan
Diwas‘ and launched a programme,
„Prerna‟ to empower women working in
the agriculture sector.
Prerna‘ project is aimed at promoting the
use of efficient and ergonomic farm tools
and equipment by women who work
long hours in the fields.
NOTE :
It is first launched in Odisha, with an aim to positively impact the lives of over 1,500
families across 30-plus villages.

FOOTWEAR DESIGN & DEVELOPMENT INSTITUTE ACT 2017
Footwear Design & Development Institute (FDDI) declared an ‗Institute of National
Importance‘ under Ministry of
Commerce & Industry, Government
of India. The FDDI bill was passed by
the Parliament in July 2017.
The Provisions of FDDI Act 2017 have
come into force.
Presently FDDI is imparting skill
based graduate and postgraduate
courses in the fields of footwear,
leather goods, retail, and management to around 2,500 students across eight
campuses spread over India.
OVER 500 LONG DISTANCE TRAINS TO TRAVEL FASTER BY 15 MINUTES
TO UP TO 2 HOURS FROM NOVEMBER
Following directions from railway minister Piyush Goyal, the Railways has
adopted an ‗innovative time tabling‟ under which running time of popular trains
will reduce by 15 minutes to two hours.

Guwahati-Indore Special will complete its 2,330-km journey 115 minutes early
and the 1929-km journey of the Ghazipur-Bandra Terminus Express will be
completed 95 minutes earlier.
NOTE :
The e-book includes a plethora of information on important dignitaries, state
policy, public schemes and important data about demographics, trade, economy

Manch is organizing the cancer

Vice President lays foundation stone for inland waterway in Andhra Pradesh
Vice President M Venkaiah Naidu laid the foundation stone for the development of
an inland waterway in the Krishna river between Muktyala and Vijayawada in the
Andhra Pradesh capital region of Amaravati.
The 82-km inland waterway between Muktyala and Vijayawada is the Phase-1 of the
National Waterway-4 under the Sagar Mala project and will be used mainly for
transportation of cement and construction material for the new capital city
Amaravati.

SAMPOORNA BIMA GRAM YOJANA
Union Government launched Sampoorna Bima Gram Yojana and expansion of
Postal Life Insurance, in New Delhi.
Ministry of Communications aims to provide affordable life insurance services to
people particularly those living in rural areas with expanded coverage of Postal
Life Insurance (PLI).
Under SBG Yojana, at least one village (having a minimum of 100 households)
will be identified in each of revenue districts of country to cover all households
of identified village with minimum of one RPLI (Rural Postal Life Insurance)
policy each.
With expansion of PLI, benefits of PLI will no more be confined to government
and semi-government employees only,

POSTAL LIFE INSURANCE (PLI) SCHEME:
PLI was introduced in 1884.
It is one of oldest life insurance schemes for benefit of government and semi-
government employees.
It covers employees of Central and state governments, Central and state public
sector undertakings (PSUs), universities, government-aided educational
institutions, nationalized banks, local bodies, autonomous bodies, joint ventures
having a minimum of 10% Government/PSU stakes societies etc.
It also extends facility of insurance to officers and staff of Defence services and
para-military forces.
It also manages group insurance scheme for extra departmental employees
(Gramin Dak Sevaks) of Department of Posts.
In all policies age limit is 19 to 55 years.
Low premium and high bonus is unique feature of PLI scheme.
NOTE :
The scheme is meant to attract top international talent to country‘s Research
and development (R&D) ecosystem.
The pilot project of the scheme was launched by Department of Science and
Technology (DST) in May 2017.

Saksham Yojana too is operated by Chhattisgarh Mahila Kosh, under which
loans to the tune of Rs 72 lakh had been distributed to about 111 SHGs during the
current fiscal year 2017-18.

HPCL LAUNCH LUBRICANTS IN MYANMAR
HPCL (Hindustan Petroleum Corporation Ltd) has become the first Oil

FIRST US CRUDE OIL SHIPMENT ARRIVES IN PARADIP
The first United States crude oil cargo of 1(point) 6 million barrels bought by
Indian Oil Corporation from the US reached Paradip Port, Odisha.
Indian Oil became the first Indian public sector refinery to source US crude has
placed a cumulative order 3.9 million barrel from the US.
They will process the crude at its East-Coast base refineries, located at Paradip,
Haldia, Barauni and Bongaigaon.

ICICI BANK AID TO ARMED FORCES
ICICI Bank the country's largest private sector bank by consolidated assets,
committed financial assistance of Rs. 10 crores to the Indian Armed Forces.
This contribution by ICICI Bank would be made in two equal tranches. This fund
will be used for two programmes.
The first will support post-graduation education of the widows of the soldiers
and education for their wards.
The second programmme will provide financial assistance for marriages of the
daughters of ex-servicemen.
GOVT IMPOSES ANTI-DUMPING DUTY ON STEEL WIRE RODS FROM
CHINA
The Central Government imposed anti-
dumping duty on imports of certain steel
wire rods from China for five years with a
view to guard the interest of domestic
players from cheap in-bound shipments.
The duty was imposed after the Commerce
Ministry's Directorate General of Anti-
Dumping and Allied Duties (DGAD)
recommended duty on such imports.
NOTE :
India has already slapped anti-dumping duty on certain cold-rolled flat steel
products from four nations, including China and South Korea.
Anti-dumping measures are taken to ensure fair trade and provide a level-playing
field to the domestic industry.

System (EMALS) technology to

EMALS also weighs less, is
expected to cost less and require
less maintenance, and can launch
aircraft that are heavier or
lighter.

This EMAL will help to launch heavy combat planes from the short runway of
an aircraft carrier using electromagnetic force, instead of the old steam-
powered catapults.

DENGUE FEVER
SYMPTOMS, TREATMENT, AND PREVENTION
[
The first definite clinical report of dengue is attributed to Benjamin Rush in
1789, but the viral aetiology and its mode of transmission via mosquitoes were
not established until the early 20th century.
Dengue fever, also known as breakbone fever because it sometimes causes
severe joint and muscle pain that feels like bones are breaking,it is a mosquito-
borne infection that can lead to a severe flu-like illness.
It is caused by four different viruses, DEN-1,DEN-2, DEN-3, and DEN-4.
A person can be infected by at least two, if not all four types at different times
during a life span, but only once by the same type, these viruses are related to
the viruses that cause West Nile infection and yellow fever and spread
by Aedesmosquitoes.
Dengue fever is found mostly during and shortly after the rainy season in
tropical and subtropical areas of Africa, Southeast Asia and China, India,
Middle East, Caribbean and Central and South America, Australia and the
South and Central Pacific.
DENGUE MOSQUITO
Aedes aegypti mosquitoes, which spread Dengue virus prefer to breed in man
made containers.
It can be recognized by white markings on leg.
Dengue mosquito is a day biting mosquito.
The dengue viruses are the only known arboviruses.
They are transmitted from human-to-human by the urban-dwelling Aedes
aegypti mosquito, which has adapted to humans, laying their eggs in artificial
containers in and around houses and feeding only on humans, and
By Ae albopictus (Asian tiger mosquito) and Ae polynesiensis mosquitoes feed on
birds, reptiles, rats, cows, and humans.
Dengue Virus may be transmitted vertically from the female mosquito to her
offspring. Most cases of transmission from human-to-human are through female
mosquitoes which previously became infected when feeding on an infected
person.

SYMPTOMS
Symptoms range from mild to severe. Severe symptoms include dengue shock
syndrome (DSS) and dengue hemorrhagic fever (DHF). These usually require
hospitalization.
Symptoms vary depending on the severity of the disease.
MILD DENGUE FEVER
Symptoms can appear up to 7 days after being bitten by the mosquito that carries
the virus.
They include:
aching muscles and joints
body rash that can disappear and then reappear
high fever
intense headache
pain behind the eyes
vomiting and feeling nauseous

Symptoms usually disappear after a week, and mild dengue rarely involves
serious or fatal complications.
DENGUE HEMORRHAGIC FEVER
At first, symptoms of DHF may be mild, but they gradually worsen within a few
days. As well as mild dengue symptoms, there may be signs of internal bleeding.
The patient may experience:
bleeding from the mouth, gums, or nose
clammy skin
damage to lymph and blood vessels
internal bleeding, which can lead to black vomit and feces, or stools
lower number of platelets in blood(Platelets are cells in blood that help to stop
bleeding)
sensitive stomach
small blood spots under the skin
weak pulse
Without prompt treatment, DHF can be fatal.
DENGUE SHOCK SYNDROME
DSS is a severe form of dengue. It can be fatal.
Apart from symptoms of mild dengue fever, the person may experiences :
intense stomach pain
disorientation
sudden hypotension, or a fast drop in blood pressure
heavy bleeding
regular vomiting
increase in blood haematocrit, (haematocrit indicates thickness of blood. The
smallest blood vessels become excessively permeable allowing fluid component
to escape from blood vessels to organs of the body)
This may lead to failure of circulatory system,
blood vessels leaking fluid
Without treatment, this can result in death.
If a patient suspected with dengue experiences decrease in platelets or an it
becomes more certain that the patient is suffering from the infection. While which
might also cause death.
TREATMENT
There is no specific treatment for classic dengue fever, and like most people you
will recover completely within 2 weeks. To help with recovery, health care
experts recommend the following:
Getting plenty of bed rest.
Drinking lots of fluids such as fruit juices, soups and water with electrolytes.

Taking medicine to reduce fever.
It is advised that people with dengue fever do not to take aspirin as it
dilutes blood which may complicate haemorrhage but Acetaminophen or
other over-the-counter pain-reducing medicines are safe for most people.
For severe dengue symptoms, including shock and coma, early emergency
treatment with fluids and electrolytes can be lifesaving.
PREVENTION
The best way to prevent dengue fever is to take special precautions to avoid
contact with mosquitoes.
When outdoors in an area where dengue fever has been found use a mosquito
repellent and dress in protective clothing such as long-sleeved shirts, long
pants, socks, and shoes.
Keeping unscreened windows and doors closed.
Keeping window and door screens repaired.
Getting rid of areas where mosquitoes breed, such as standing water in flower
pots, containers, birdbaths, discarded tires, etc.

GLOBAL CONFERENCE ON CONSUMER PROTECTION
Prime Minister Narendra Modi inaugurated a global conference on consumer
protection in New Delhi.
This is the first time that an international conference on consumer protection is
being organized by India for countries of the region.
The conference is deliberated upon steps taken by Asian countries to implement
the UN guidelines on consumer protection as well as challenges faced by
consumers of financial services and e-commerce.
INDIA TO HOST UN WILDLIFE SUMMIT IN 2020
India will host the next United Nations (UN) global wildlife conference in 2020.
India will host the next Convention on Migratory Species Conference of the Parties
(CMSCOP13).
NOTE :
Twenty-two countries from East, South and South-East Asia are participating
in the international conference. These include China, South Korea, Singapore,
Bangladesh and Sri Lanka.

It was officially announced at the closing CMSCOP12 plenary, in Manila,
Philippines.
The six-day 12th Meeting of the Conference of the Parties to the Convention
on Migratory Species (CMS COP12) is the only international treaty devoted
