DETAILED SPECIFICATIONS FOR THE LPG EMERGENCY RESPONSE VEHICLE (ERV) FOR MANGALORE LPG IMPORT FACILITY

1.0 Introduction: 1.1 LPG emergency response vehicle, equipped with LPG pump, LPG compressor, DG

set, fire engines and other fire-fighting and first aid accessories is used for handling LPG Tank Truck accidents laden with 18 MT of LPG. The emergency response vehicle is used to evacuate the entire product in minimum time. Based on the present requirement, it is proposed to procure a new ERV with sufficient capacity and equipments to facilitate speedy attention in handling LPG tank truck accidents.

2.0 General: 2.1 The chassis of the ERV will be procured by the tenderer itself in the name of

Hindustan Petroleum Corporation Ltd- MLIF, Mangalore. 2.2 The ERV should be supplied along with accessories and spares as per

enclosed list. 2.3 The ERV should be supplied along with accessories after properly fixing them

as per the specifications and to meet all the requirements as per BIS. 2.4 The ERV to be fabricated with best material and good workmanship ensuring

efficient operation. 2.5 The ERV is to be tested as per relevant Indian/International Standards along

with the test certificate. 2.6 Party to submit a certificate from chassis manufacturer for compatibility of

structure with chassis. 3.0 SCOPE of work/ supply: 3.1 These specifications cover the requirements regarding design, procurement,

fabrication, testing & supply of LPG Emergency Response Vehicle, complete in all respects, to be used for handling LPG road tankers’ accident. The scope of supply will be inclusive of, but not limited to the following:

(a) Chassis and Body (b) Electrical System (c) Power Take Off (PTO) Unit and Gear Box (d) LPG Pump (e) LPG Compressor (f) Diesel Generator (g) Fire water pump and Engine (h) MS water tank (i) Telescopic Light Mast (j) Fire Fighting Equipments (k) Tools and Tackles (l) Other accessories

4.0 General Requirements 4.1 The complete Emergency Response Vehicle, assemblies, sub assemblies,

component parts, and so on, will be designed and constructed with due consideration to the nature and distribution of the load to be sustained and to the general character of the service to which the ERV is to be subjected when placed in service. The design, manufacturing and testing shall be as per Indian or International standards where ever applicable.

4.2 All parts of the ERV shall be strong enough to withstand the general service under full load. The centre of gravity of the vehicle will be kept as low as possible. The ERV will be so designed that the various parts are readily accessible for lubrication, inspection, adjustment and repair.

4.3 The emergency response vehicle will be designed and constructed, and the equipments so mounted, with due consideration to distribution of the load between the front and rear axles, and side to side loading that all specified equipment, including a full compliment loose equipment, and fire-fighters; will be carried without overloading or injuring the fire rescue utility vehicle as per requirements defined.

4.4 The chassis for the ERV will be procured by the tenderer. The tenderer will be responsible for supplying all equipments /accessories after properly fixing them on the chassis as described in these specifications.

4.5 Other details & requirements which are not covered under these specifications, but may be necessary to complete the ERV or to fulfil the operation/ performance requirements, will be provided by the tenderer.

4.6 The tenderer will be responsible for the design & construction of the complete appliance to the full satisfaction of Mangalore LPG Import Facility.

4.7 The Emergency Rescue Vehicle shall generally be conforming to BIS. 4.8 All the materials shall be inspected by third party agencies. Test

Certificates/Inspection Certificates/Test reports and third party inspection report shall be submitted at the time of delivery. Approved third party inspection agencies are:

1. M/S Lloyds 2. M/S Bureau Veritus 3. M/S Indian Register of Shipping 4. M/S EIL

4.9 Static stability of the vehicle fully laden to the payload shall be checked to ensure that no overturning occurs upto 300 from the horizontal.

4.10 Road test of the vehicle fully laden to the payload shall be carried out to ensure maximum speed, acceleration, turning circle radius, braking ability etc as specified by the chassis manufacturer.

4.11 Dimensional check of overall dimensions of completed vehicle should meet the chassis manufacturer’s specifications and relevant Indian standards / BIS norms.

4.12 Specified pressure of each LPG/vapour pipeline inlets/outlets individually & in combination of the pressure and flow through the pipeline should be determined and matched as per relevant Indian standards/ BIS norms.

5.2.0 Chassis: 5.2.1 The Emergency Response Vehicle shall be fabricated on Ashok Leyland/TATA make

Chassis including testing as per relevant Indian/International standard. 5.2.2 The chassis will be supplied with standard tools kit & spare wheel assembly. 5.2.3 Chassis will be complete with standard features & accessories provided by the

manufacturer. Additional provisions, indicated in these specifications, are also to be installed by the tenderer.

5.2.4 The tenderer will arrange necessary temporary registration / permit & insurance till vehicle is delivered at MLIF, Mangalore.

5.2.5 The tenderer will confirm that the proposed chassis is capable of taking the pay load indicated by the tenderer and will be able to meet other duty requirements. Any restrictions on performance of chassis, observed during execution of order due to increase by the tenderer in pay load & other duty parameters will have to be corrected by the tenderer in consultation with MLIF & chassis supplier. Such correction will be at no extra cost to MLIF.

5.2.6 Drag hook or eye of adequate strength and design shall be provided at the rear and front of the chassis.

5.2.7 The other specifications are: (i) Suspension Semi-elliptical leaf spring with telescopic shock

vehicle (xi) Performance Data Max speed 75 KMPH 5.2.8 Then vendor has to confirm the following characteristics before fabrication, and

discrepancies if any have to be corrected by the vendor in consultation with us and chassis manufacturer: a) Gross vehicle weight (GVW). b) Maximum speed on level road. c) Acceleration from standing start through gears. d) Capacity of being started from rest over gradient. e) Capability of foot breaks for the vehicle with in a distance of 15 meters from the point at which the break are applied and holding the fully laden appliance on a dry surface gradient when in neutral gear. f) Overall dimensions of wheelbase, turning circle radius, road clearance and over all width etc. g) Ability to meet other duty requirements of the Emergency response vehicle

5.3.0 BODY MAKE 5.3.1 The detailed drawing of vehicle shall have to be submitted for approval (in 3 copies)

within 15 days of placing order. The appliance shall be designed to carry the equipment listed in Appendix- “A” The equipment shall be arranged on a manner so as to allow the crew members to get ready in vehicle itself on the chassis.

5.3.2 All items of fitting and components shall be designed, fabricated, assembled and

treated in accordance with the relevant standard published by BIS. In case where suitable BIS specification are not available, the equipment shall conform to generally accepted codes and practice including DIN-14555 or relevant specification of the country of origin of the equipment.

5.3.3 MATERIAL, SELECTION AND TREATEMENT 5.3.3.1 The materials to be used in the construction of the appliance shall be made to

combine lightness with strength and durability.

5.3.3.2 Timber shall not be used in the body construction. The appliance shall be required for use in conditions with constant high humidity and heat. This should be given full consideration while selecting the materials.

5.3.3.3 All metal parts exposed to atmosphere shall either be corrosion resisting material or treated to resist corrosion. Ferrous metal shall not be used for nickel or chromium plated fittings and the plating of all such fittings shall be extra heavy quality.

5.3.3.4 All compartment shall be manufactured with materials of best quality and workmanship.

5.3.3.5 The equipment shall have sufficient lubrication arrangements so that the bearings and other parts do not get unusually heated up in the course of operation.

5.3.3.6 All moving parts and exposed parts shall be guarded absolutely to prevent accidents. 5.3.3.7 The vehicle, equipments and accessories shall conform to relevant statutory

requirements in all respects. 5.3.4 LOCKERS : 5.3.4.1 Size & No. of lockers will be designed such that on either side 4 Nos. 30 M length

LPG hose & 4 Nos. 15 M length LPG hose can be easily accommodated in single layer & equipments will be accommodated in max, 2 layers. Sufficient Nos. of lockers will be provided to accommodate all the equipments/ accessories in an easily accessible manner.

5.3.4.2 All lockers will be provided with Roller type shutter doors. 5.3.4.3 Roller shutter will be of hollow rectangular shaped & made from Aluminium

interchangeable links connected by means of plastic profiles. 5.3.4.4 Roller shutter will be inward rolling type & will be provided with guide rails over entire

length on both sides to make them torsion free. 5.3.4.5 Roller shutters will have locking arrangements to prevent accidental opening during movement of vehicle. 5.3.4.6 All the lockers will be fitted with internal lighting, which will be capable of being

automatically switched ‘ON’ & “OFF” by the opening of shutter. 5.3.4.7 Lockers will have arrangement for self- draining of any water entering inside. 5.3.4.8 Sufficient Nos. of lockers will be provided for storage of all accessories listed in

Annexure-A & for other equipments which are necessary for Emergency vehicle but not given in Annexure-A. Locker will also be provided to accommodate all fire-fighting and miscellaneous accessories.

5.3.4.9 All the lockers will be provided with 4mm thick. vulcanized synthetic rubber mat at bottom & up to 12” on three sides.

5.3.4.10Pump/Compressor/DG set assembly should be completely covered with roller type shutter door.

5.3.5 BODY-WORK : 5.3.5.1 Pressed section of sufficient strength will be used for super structure. 5.3.5.2 Enclosed accommodation for driver, Officer in charge and 5 men shall be provided. 5.3.5.3 The design of the cab shall be such that it shall afford maximum possible vision for

the crew and shall ensure adequate ventilation to avoid discomfort to crew under tropical conditions. Adequate lighting shall be provided in the driving and crew compartment and in the interior of the appliance.

5.3.5.4 Door shall be provided on both sides of the appliance, giving ready access to the driver and crew.

5.3.5.5 Non slip steps and grab rail handles shall be provided to assist the driver and crew in mounting and dismounting speedily.

5.3.5.6 The driver’s seat shall be adjustable. 5.3.5.7 All glasses fitted in windows shall be safety glasses 5.3.5.8 The construction of the cabin roof shall be such that it shall support the weight of 2/3

men without damage 5.3.5.9 Dual sun visors and long arm outside fitting type rear view mirror shall be fitted to the

cab.

5.3.5.10The engine exhaust shall be arranged to discharge on the off side, so far away as possible and shall not cause overheating of any part of the body work. The Exhaust pipe shall be fitted with spark arrestor of CCOE approved.

5.3.5.11The cabin shall be provided with toughened and shatterproof wind screen with heavy duty wipers. Aluminium chequered plate of sufficient strength shall be fixed on the top of the cab for safety of personnel. The engine bonnet shall be specially insulated to reduce the heat inside the cab

5.3.5.12 Door shall be open outwards and be fitted with double catch striking plates and locks.

5.3.5.13 Two illuminated ‘FIRE’ sign shall also be fitted to the outer front right and front left of the cab.

5.3.5.14 Aluminium extension ladder (35 ft., trussed type) will be mounted on suitable gallows fitted with rollers & designed to facilitate easy & quick removal of the ladder by one man from the rear of the rescue tender.

5.3.5.15 The construction of super structure will not reduce the angles of approach as per chassis mfg. Specified.

5.3.5.16 Reflective stripes will be affixed to the perimeter of the apparatus. 5.3.5.17 The strip or combination of stripes will be min. of 4” (100mm) in total width. 5.3.5.18 The body work shall be designed so as to enclose as much as possible of the

appliance without interfering with necessary accessibility but at the same time, shall have clean lines.

5.3.5.19 All equipments shall be stowed very scientifically and systematically in the drawers & each place of equipments will have its designated location so that at the time of emergency the required equipment can be very easily located and removed for use.

5.3.5.20 Location of equipments (labels) shall be provided one each drawer for immediate identification.

5.3.6 COOLING SYSTEM: 5.3.6.1 Indirect cooling system of open circuit type consisting of a special heat exchanger will

be provided to enable full power output during pump operation without any heating of engine & PTO.

5.3.6.2 The operating temperature of the engine cooling water shall preferably be thermostatically controlled.

5.3.6.3 The oil in the oil sump shall be prevented from overheating. 5.3.6.4 Suitable gauges for cooling water and glow lamp for lubricating system shall be

provided in the driver’s cabin & on the LPG pump/compressor panel & should be marked with operating temperature.

5.3.6.5 Cooling water outlet pipe from PTO cooling system & this indirect cooling system should be connected (through GI pipe at least 5 meters long) to the open end of the pipe through a threaded adapter in order to discharge away the waste cooling water from the vehicle.

5.3.7 PAINTING & MARKING : 5.3.7.1 The appliance shall be painted fire-red colour conforming to shade No.536 of IS:5-

1994 with amdt. No.1. The paint shall conform to IS:2932-1993 with amdt. No. 1 to 3. The vehicle would be painted with 2 (Two) coats of zinc phosphate epoxy primer & two coats of polyurethane finished red paint.

5.3.7.2 All the lockers/cabins will be provided with SS nameplates with letter etched on it boldly indicating the content.

5.3.7.3 LPG liquid line will be painted in yellow and vapour line will be painted in orange as per IS.

5.3.7.4 Entire appliance will be painted in 3M/ DuPont make, Fire Red paint & thickness of 0.12 to 0.2mm using double coat spray painting on outside.

5.3.7.5 HINDUSTAN PETROLEUM CORPORATION LIMITED Will be written in golden yellow colour in English on one side & in Hindi on the other side of the Vehicle. On the front of the vehicle EMERGENCY RESPONSE VEHICLE will be written in English and Hindi.

5.3.7.6 The inside of the lockers will be painted in grey/ pale cream colour. 5.3.7.7 The chassis frame will be painted black & wheel arch will be painted white.

5.3.7.8 Under frame of chassis will be painted with chlorinated rubber paint. 5.3.7.9 The appliance will have the following marks at suitable locations.

Manufacturer’s name & trade mark Year of manufacture. Engine & chassis number. LPG Pump/compressor serial No. & capacity. Capacities of DG set/Fire pump. All instrument control & valves will be identified with properly itched metallic

nameplates. 6.0 ELECTRICAL SYSTEM: 6.0.1 All important electrical circuits shall have separate fuses suitably indicated & shall be

grouped into a common fuse box located in an accessible position in Driver’s cab and fitted with means for carrying spare fuses.

6.0.2 All the wiring shall be dipole & properly fixed in position and not be exposed to the atmosphere for protection against heat, oil & physical injury.

6.0.3 Conduits shall be used wherever necessary. 6.0.4 The vender shall submit wiring diagram along with the offer. 6.0.5 All equipment’s lockers shall have individual lights and these shall be operated by

means of a master switch (two way) on the dash board in the driver’s cabin as well as from the local i.e. from lockers).

6.0.6 One electrically operated siren of 1.64 Km range on the cabin roof. The switch of the siren shall be provided on the left corner of the dash board (Near front left side.)

6.0.7 Two nos. search lights of 24 V/50W halogen lamps will be stored in the racks. It will be portable type with 30 m long cable with plug and socket. A wire reel and a tripod stand will also be provided.

6.0.8 Cabin Lights (2 Nos.) and a Fan 6.0.9 Grand make light bar system consisting of amplifier, mike, speaker, lights etc. -1 No. 6.0.10 Two fog lamps shall be suitably attached to the front bumper of the appliance. 6.0.11 Reverse lights with on-off buzzer, on either side shall be fixed suitably at the rear of

the appliance with wire mesh in such a manner to prevent any accidental damage. 6.0.12 A trickle type battery charger shall be provided for recharging the battery. 6.0.13 A red pilot lamp indicating when the batteries are being charged from an external

supply shall be provided. 7.0 POWER TAKE-OFF (PTO) UNIT & GEAR BOX: 7.0.1 POWER TAKE-OFF (PTO) UNIT: 7.0.2 The LPG pump/compressor shall be coupled to the prime mover of the chassis

through a suitable PTO capable of transferring full torque of the engine. 7.0.3 The PTO shall be so designed to transmit full requirements of power for driving the

pump with full efficiency and shall have sufficient design margin. 7.0.4 The PTO shall be able to engage and disengage with the help of pneumatic /

hydraulic operated switches from the driver’s cabin. It shall also have manual control lever with suitable locking devices inside driver’s cabin for redundancy.

7.0.5 PTO shall be provided with an oil level indicator & cooling circuit through pump side. 7.0.6 The drive assembly components (shaft, couplings etc.) will be dynamically balanced

& vibration of any parts would be minimum as per standards. 7.0.7 Necessary support for PTO Unit, Propeller Shaft and Couplings & Universal Joints

etc. will be provided. 7.0.8 Complete PTO unit shall be the brand new with one year’s guarantee and shall have

approvals of DIFR. 7.0.9 The tenderer will submit a sketch of the arrangement of PTO Unit for taking Power

from main engine on chassis to LPG pump/ Compressor.

7.1 GEAR BOX 7.1.1 Standard make (Shanti Gear/AUMA) gear box shall be supplied for change of

operation from LPG unloading/loading pump to LPG Vapour Compressor, coupled with both the LPG Pump and Compressor in parallel.

7.1.2 It shall be FLP type 8.0.0 LPG PUMP 8.0.1 SPECIFICATION FOR LPG PUMP

1. GENERAL

The pump shall be suitably located on the chassis and shall be coupled to the prime mover with the PTO unit. Manual arrangement to be made to engage the PTO in case of failure of pneumatic system. The manual and pneumatic PTO operation shall be independent of each other.

1.1 SCOPE The following specifications outline the minimum requirements necessary to ensure the Optimum Performance, Maximum Service Life and Trouble free Operation of the equipment detailed and the Pumping System in general:

The Pump set should be approved by Chief Controller of Explosives, India and Party has to submit approval certificate along with the unpriced bid.

1.2 QUALITY ASSURANCE 1.2.1 Pumps, Pump sets, Bypass Valves and related ancillary equipment shall be designed, manufactured and supplied by Companies which can demonstrate the highest level of Quality Control through their complete design and manufacturing process. 18.0 WARRANTY : “The Emergency Response Vehicle supplied against this specification shall be deemed to bear a warranty against defective design, material, workmanship & performance for a period of 12 months from the date of receipt of the vehicle with equipments by HPCL. During this period if any of the equipments is found to be defective, the same shall be repaired / replaced by the supplier, free of cost at the consignee's end but not later than 3 months after receipt of such information”. 18.1 This vehicle will be covered and protected by the following other minimum warranties: Area Warranted Term Body Structure 5 Years Material & Workmanship Roll Up Doors 2 Years by Manufacturer Body Paint 5 Years Electrical Systems 5 Years 19.0 ACCEPTANCE TEST: 19.1 Prior to dispatch of the emergency response vehicle, at the vendor’s site / workshop

the following tests shall be carried out as an acceptance test THAT IS PRESCRIBED BY BIS INDUSTRIES EMERGENCY RESPONSE VEHICLE FOR HANDLING LPG ROAD TANKER ACCIDENTS:

19.1.1 ROAD TEST:

a) Acceleration & Performance Test. b) Braking Test. c) Turning Circle Test

19.1.2 STABILITY TEST:

a) Under fully laden vehicle (including crew) to the designed payload conditions. b) Vehicle shall pass Overturning Test.

19.1.3 LPG PUMP/COMPRESSOR TEST:

a) Visual & Dimensional Test b) Capacity. c) Flow rate. d) Output Test. e) H.P. Test of casing. f) Dynamic balance of rotor assembly. g) Mechanical run test at rated condition for verifying performance.

19.1.4 FIRE WATER PUMP AND ENGINE TEST: Flow analysis, output, range and pressure of water shall meet our

specifications during actual performance.

19.1.5 PTO UNIT TEST: All standard tests as specified by the PTO manufacturer.

19.1.6 PAYLOAD TEST:

The front axle, rear axle and total weight of the loaded appliance shall be checked and the same should not exceed the manufacturer’s specifications.

19.2 Apart from this the following will be seen:

a) All features of the Emergency Response Vehicle will be verified physically to our specifications. b) All measurements and dimensions will be checked physically and shall meet our specifications. c) All Electrical systems shall meet our specifications d) Performance test will be conducted for specified limits of all the fire fighting equipments and accessories and other equipments.

e) All safety features shall be tested and examined during vehicle performance.

20.0 INSPECTION: 20.1 The following stage wise inspections of the work shall be offered:

A. FIRST STAGE INSPECTION: For Structural work i.e., after completion of basic framework. B. SECOND-STAGE INSPECTION: LPG Pump/Compressor/Fire water pump & Engine/DG Set/Telescopic Light Mast work ready but not mounted. C. FINAL INSPECTION: After complete fabrication but before dispatch for overall performance of the Emergency Response Vehicle along with proper documents.

21.0 SPARES: 21.1 Vendor should certify that they have adequate servicing and spare parts facilities in

respect of the Emergency Response Vehicle equipments or that they arrange to provide such facilities simultaneously with the supply of the equipment.

21.2 Vendor shall also undertake that supplies of necessary maintenance equipments and spare parts will be made available for life of the emergency response vehicle on a continuous basis.

21.3 In case vendor goes out of production of spare parts, he will make available blueprints of the drawing of the spare parts and specifications of the material at no cost to us as and when required in connection with equipment to enable us to fabricate or procure spare parts from other services.

22.0 TRAINING :

Manufacturer is responsible for imparting training on the equipment, free of charge, to alteast two operators per unit for a period of one week. A training program will be prepared in consultation with the supplier so that it is conducted just before the collection of equipment by user units. This will ensure that the individual who come to collect the equipment are trained by the supplier. The training will cover the following areas :- (a) Operations of equipment (b) Assembly/dismantling of LPG pump/Compressor/Fire Water pump/Telescopic Light mast (c) Trouble shooting (d) Any other subject desired by the operator (Assembly/dismantling will be done atleast five times with complete identification of all components of LPG pump/compressor for a duration of minimum one week).

23.0 TECHNICAL LITERATURE

The firm shall submit the following draft literatures in triplicate, for approval :- (a) Identifications part list (IPL) with price of each item, giving detail such as material, dimensions, exploded illustration in manufacturer’s format. (b) User Hand Book (UHB) covering operation & maintenance instructions of equipment shall be in bi-lingual (Hind & English). (c) Workshop Repair & Maintenance manual, also containing process of removal and re-fitting of components in details. (d) All technical literature should be supplied in printed copy as well as on CD. (e) Computer based training package (CBT) on maintenance and repair of equipment one per equipment. (f) Charts containing exploded view of Sub-assemblies.

24.0 NOTE FROM RTO/MV ACT

The vehicle shall conform in all respect of the provisions contained in the M.V Act 1988 and M.V Rules 1989 or to any other statute modifications or re-enactments thereon from time to time. All the equipment necessary for R.T.O.'s clearance shall be provided on the vehicle.
