1 Purpose
The purpose of this document is to detail all the basic information required to form the basis of
basic & detailed engineering. This document also references other documents which allow a
more detailed insight into the design basis.
2 Scope
This document describes the Project Design Basis for the Visakh Marketing Installation
Resitement Project – Black Oil Terminal.
3 Responsibilities
The data enclosed in this document is applicable to all disciplines in MMCI & any third party
vendors / suppliers. In case of conflict between the document and other project specific
standards / specifications, reference should be made to the MMCI project manager for
resolution.
The order of precedence of documents to be used on this project is as follows:
1. The Indian Government rules and regulations,
2. Local state regulations (Andhra Pradesh),
3. HPCL company procedures,
4. International codes and standards

5 Introduction
HPCL proposes to construct a Greenfield Oil Terminal Adjacent to Visakha refinery on land
leased from VPT as resitement of the existing Oil Installation at Malkapuram, Visakhapatnam.
The proposed site is in Plot near AK Steel for black Oil the same are approx.2 Kms away from
Visakhapatnam Refinery. The Andhra Steel Plot is admeasuring 40 acres Approximate.
The installations shall be planned and designed as per Hanover’s Principles of sustainability and
the Administrative buildings shall be certified for Green Buildings.
Black Oil Terminal will consist of major Black Oil tankages and receipt & delivery facility for
the same.
The mode of receipt and delivery in the Black Oil Terminal shall be as follows:

The product shall be received from the refinery through pipelines, Provision shall also be
provided to receive product from Jetties. The delivery of product shall be through Rail wagon,
Bunkering and Road tank trucks. Facility shall be provided for delivery of product through
pipeline for bunkering.
The products to be handled at Black Oil Terminal are:
1. HFHSD.
2. FO.
3. LSHS.
4. JBO.
5. LDO.
6. Bitumen.
7. Lube Oil.
6 Units of Measurement
The Metric system of units will be used for all documentation. In general the units to be
used on this project are tabulated below. Use of units not listed is to be kept to a
minimum and must get prior approval from MMCI Project Engineering Manager.

The Site is located at latitude 17o
41’ N, longitude 83o 15’ E at Visakhapatnam District
in Andhra Pradesh. The nearest airport is Jawaharlal Nehru Airport at Visakhapatnam
and the nearest harbour is Visakha Port Trust.
