Your Housing Options There are various options when you’re searching for a new home. Take 15 minutes to find out what your housing options are before you apply. Type www.angus.gov.uk/wizard into your web browser to open our housing options web page if you haven’t already done so. The page takes you through a series of questions looking at what housing options meet your needs so you can then decide if social housing is right for you. You can use libraries and Access offices throughout Angus to access this website (www.angus.gov.uk/wizard).

Who you are applying to You’re making one application to four landlords with over 10,000 homes across Angus. Each landlord uses a Common Allocations Policy (CAP) to decide how it allocates available homes and to whom. A Common Housing Register (CHR) is the computer system we use to hold the details of around 4,000 people who’ve applied to us for housing.

If you have rent arrears or housing related debt You’ll still get on to the housing list but you won’t get an offer of housing from us. We call this ‘deferring your application’. We expect you to get in touch with your landlord and agree an amount you’ll pay and when you’ll pay it, make your payments when you said you would and continue to pay. We will remove your deferral if you do this.

We review deferred applications every three months but it’s your responsibility to tell us when you’ve made an agreement with your landlord and when you’ve made regular payments over the last three months. We will check what you tell us with your landlord. Your application will stay deferred if you don’t make regular payments or you miss a payment.

Read the questions carefully Nobody likes long forms but there’s a lot of information we need from you before we can put you on our CHR. We’ve laid out the form in sections but nobody has to answer every section: if you read the instructions at the beginning of the section, they’ll help you decide if you need to answer it or move on to the next section. We will not process your application without all the information we need.

Need help? We’ve included some guidance on most pages to help you fill out the form and to explain some of the words and terms we use. You can ask us for help to complete the form if you need it.

Universal Credit has to be claimed on-line. Providing us with information about internet access will help us identify those who will be affected when Universal Credit is introduced.

This section is in four parts. The part you complete depends on whether you rent your home, (Part A), live somewhere temporarily (Part B) own your home (Part C) or have been asked to leave your home (Part D). You don’t have to complete every part but you must complete one part.

Your landlord cannot just ask you to leave your home.

He or she must give you written notice that gives you at least 28 days to find another home. If you have an Assured or Private Residential Tenancy your landlord must have grounds for eviction. You do not have to leave when the notice period has ended; your landlord must get an eviction order from the first tier tribunal to remove you.

Your landlord commits a crime if he or she tries to force you out of your home without an eviction order.

☺What are ‘extra needs’? l People can have extra housing needs because of a

medical condition, a disability or unmet support or social care needs. We need to be sure that any housing we offer you meets those needs.

If you think you need extra space or an extra bedroom because of a medical condition, disability or unmet support or social care needs, tell us.

☺Welfare Reform Under-occupation Housing Benefit has been reduced for people under-occupying.

There are two rates for the reduction 1 if you have one extra bedroom your Housing Benefit will

reduce by 14% (about £12 per week).

2 if you have two or more extra bedrooms your Housing Benefit will reduce by 25% (about £22 per week).

☺An extra bedroom (any requests for an additional bedroom should be discussed with a Housing Options Officer). An extra bedroom means one or more bedrooms in addition to the number of bedrooms our Common Allocation Policy says you need. Extra bedrooms are given after a full assessment of need and only for one or more of these grounds. Here are some examples: l Incontinence: caused by a medical condition.

l Space for medical equipment: someone needs a track and hoist to get in and out of bed or someone needs oxygen therapy at home.

l Space to carry out a medical procedure at home: for example, someone carries out dialysis at home.

Your privacy and the council – Application for Housing What we need and why The council is the ‘Data Controller’ of the personal data you provide to us. We only collect personal data about you which we need to allow us to process your application for housing on our Common Housing Register and meet our legal responsibilities under housing and homeless legislation. This will include your name, gender, date of birth, ethnic origin and contact details. We may ask you for information about any physical or mental health conditions or support needs to ensure we have an understanding of your housing needs and to give you appropriate information and advice on your suitable housing options. We may contact any social work or health professionals as considered necessary to ensure that a full assessment of any extra housing needs on medical, care or support grounds can be made. We will ask you about any criminal convictions you have to meet legal and public protection obligations we have when processing your application. We will ask your landlord for a reference if you’ve been a tenant at any time in the past three years to find out if: • you owe any money; • you have acted in an anti-social manner; • your landlord has taken any formal action against you as a result of you breaching your tenancy conditions. We may suspend your application if we receive an unsatisfactory reference.

Who we share information with We may need to pass your information to other people and organisations for the purpose of processing your application, to verify and support your application, for quality assurance purposes, or where we are required by law to do so. If you have asked someone to act for you at Section C, any information about your application will be disclosed to that person. It is your responsibility to advise the Angus CHR processing team of any change. Your application and assessment information will be shared with the housing providers you selected in section I. Information you have provided in relation to children in your household may be passed to the council’s education service for use in the provision of services to children.

What we do with it Your personal information is held on servers within the EEA and processed by our staff in the UK. The council maintains data protection controls in line with the General Data Protection Regulation, other data protection legislation and its own Information Security Policy to ensure the effective and secure processing of your personal information.

How long we keep it If you enter into a tenancy with the council we keep your application information for the duration of your tenancy and for 3 years thereafter, after which time it will be destroyed. If your application for housing is cancelled before entering into a tenancy with the council or our partners, we keep your application information and any associated supporting information for 6 months thereafter, after which time it will be destroyed. Please note that you should read this service specific Privacy Notice in conjunction with the council’s Full Privacy Statement which is accessible on the council’s website.

Declaration By submitting an application to Angus Common Housing Register you are hereby confirming: • You have the right to remain in the United Kingdom in terms of the Immigration and Asylum Act 1999. • That to the best of your knowledge, the details you have entered on your application form are true and accurate. • You understand that if your circumstances change, you must notify the Angus CHR processing team of those changes immediately. • You understand that it is an offence if you provide any false or misleading information and you may be prosecuted for this.
