Project description Hydro-Québec TransÉnergie has asked Hydro-Québec Équipement et services partagés to carry out a draft-design study for the construction of an approximately 50-km long, 320-kV underground direct-current (DC) line between Hertel substation (in La Prairie) and the U.S. border (near Lac Champlain).

Description of the route selected From the start of the draft-design study, Hydro-Québec had delineated a vast study area (793 km2) in order to have the best possible knowledge of the territory. This exercise allowed the company to define and study various potential line routes. Based on technical and economic criteria and the initial results from environmental surveys, one line route, which included two variants in its southern section, stood out.

This line route was presented during public consultation activities which took place between May and July 2013.

Following these activities as well as ongoing technical and environmental studies, the selected line route was confirmed. The route has a total length of 58 km:

• In the northern part of the route, starting at Hertel substation, the line runs along the right-of-way of the 735-kV Hertel–Châteauguay line for 13 km.

• Along Highway 15, on the eastern side, the line will be built in the right-of-way of the Ministère des Transports du Québec (MTQ), over 32.5 km. The exact location of the line will be determined in collaboration with the MTQ.

• In the southern part, in Saint-Bernard-de-Lacolle and Lacolle, two line variants were studied to bring the line to the Canada–U.S. border.

The first variant runs along the Montée Guay right-of-way.

The second variant uses the rights-of-way for routes 202 and 221.

However, based on the data collected, the public consultation activities carried out and the comments received, Hydro-Québec added a third variant to its analysis. This variant runs successively along the rights-of-way of Route 202, Rang Saint-Georges , Rang Edgerton and Route 223.

Analysis revealed that this third 12.5-km variant is the one with the least impact. In fact, the width of the rights-of-way, the type of soil, and the limited vehicle traffic are elements that will facilitate line construction.

Crossing pointAn analysis of technical, environmental and economic criteria was also carried out for the crossing point at the Canada–U.S. border, where the line will connect to the CHPE’s system in the United States.

The crossing point will be located at the junction of Route 223, in Québec, and Route 11, in New York State.

The underground cable will cross the Canada–U.S. border without requiring any equipment or landmarks at ground level.

Technical characteristicsThe line will consist of two cables, each 115 mm (4.5 in.) in diameter, buried directly in a trench about 1 m wide at its base. It will also include a fibre optic cable that will enable the two converters, located at each end of the line, to communicate with one another.

The minimal depth of the trench will be 1.5 m, but the exact depth will depend on the obstacles to cross (e.g., viaducts, streams, ditches, drainage systems, etc.). The line will run beneath these obstacles whenever possible.

Special construction methods, such as directional drilling, may be used to bypass larger obstacles.

Hertel substation converter To install the conversion equipment, Hertel substation will have to be expanded on Hydro-Québec property.

The substation’s expansion zone will cover an area of approximately 26,000 m2. The fence on the west side of the substation will have to be moved.

Conversion equipment will be installed inside of an industrial building having a footprint of about 5,000 m2.

To operate the converter and connect it to the power system, new electrical equipment will have to be installed outside the building.

Once the work is completed, the existing embankment will be reshaped.

Environmental studies and surveysUsing existing data and through field surveys, the company recently carried out detailed inventories of wetlands, waterways, wildlife and plant species, zones with archaeological potential and land use at Hertel substation and along the line route selected.

These results allowed Hydro-Québec to determine the final line route with maximum consideration for sensitive elements. The company will also implement mitigation measures to limit the impact of the project on the various environmental elements.

For example, Hydro-Québec will carry out some of the work during predetermined periods to avoid interfering with certain activities or to minimize the impact on the soil.

The company also carried out a characterization of all waterways to be crossed by the line to be able to choose the appropriate construction method.

For the portion of the line located in farmland, in the northern part of the line route, all relevant clauses from the Hydro-Québec–UPA Agreement on the Siting of Power Transmission Lines on Farms and Woodlands will be respected. For example, the topsoil will be set aside and restored at the end of the work.

Landscaping is planned at Hertel substation to better integrate the new building into its surroundings.

Next stagesIn the next few months, Hydro-Québec will continue detailed engineering activities to determine the exact location of the line based on the route selected.

At the beginning of 2014, Hydro-Québec will file an environmental impact statement with the Ministère du Développement durable, de l’Environnement, de la Faune et des Parcs and the National Energy Board. This document will present the entire draft-design study.

After this step, the company will start the permitting process.
