Hertel–New York Interconnection GENERAL INFORMATION March 2013 Project description Hydro-Québec TransÉnergie has asked Hydro-Québec Équipement et services partagés to carry out a draft-design study for the construction of an approximately 50-km long, 320-kV underground direct-current (DC) line between Hertel substation (in La Prairie) and the Canada–United States border (near Lac Champlain). The project also includes a converter at Hertel substation, which will convert alternating current to direct current to supply the new interconnection. On the U.S. side, the Champlain Hudson Power Express (CHPE) project will supply New York City with energy coming from Canada. CHPE plans to build an underground and underwater DC line between the Canada–United States border and New York City, spanning over 530 km (330 miles).

Project description

Hydro-Québec TransÉnergie has asked Hydro-Québec Équipement et services partagés to carry out a draft-design study for the construction of an approximately 50-km long, 320-kV underground direct-current (DC) line between Hertel substation (in La Prairie) and the Canada–United States border (near Lac Champlain).

The project also includes a converter at Hertel substation, which will convert alternating current to direct current to supply the new interconnection.

On the U.S. side, the Champlain Hudson Power Express (CHPE) project will supply New York City with energy coming from Canada. CHPE plans to build an underground and underwater DC line between the Canada–United States border and New York City, spanning over 530 km (330 miles).

Study area

Hydro-Québec defined a specific study area that will be subject to inventories and analyses to determine the various possible line routes. With a surface area of 793 km2, the study area stretches north to Hertel substation, west to just past Highway 15, south to the border with the United States and east to the Rivière Richelieu (which is excluded).

Inventory and studies

In the coming months, Hydro-Québec will carry out detailed inventories and technical surveys to better understand the host environment of the planned line.

Once these studies are completed, the project team will propose line routes subject to comparative analyses based on environmental, technical and economic criteria, as well as community concerns.

Line routing and environmental and technical considerations

The location of the line route will take into account sensitive elements in the area and technical constraints (underground space, presence of various types of infrastructure, clearance, etc.). Information relative to having the line run along existing roads or railways will also help determine route selection.

The main environmental and technical considerations related to an under-ground line are the impacts during construction. Selecting the appropriate mitigation measures will help reduce these impacts.
