A balanced and comprehensive, if critical, account is Maier (1988) or, in German, Weidenfeld (1983). Chapter 1 The German Search for Identity

Chapter 3 Territorial Government

Most textbooks on West German politics include an account of the origins and nature of the federal institutions (e.g., Cole, 1984a). A comprehensive account of federal institutions is contained in Johnson (1973), although this is now somewhat dated. Katzenstein (1987) captures the paradox of a decentralised state alongside a centralised society and has case studies of territorial government in operation. On specific aspects of federalism, Blair (1981) covers the importance of the law, whilst Burkett (1986) examines the role of the commentary on the constitutional provisions, and Knott (1981) gives a much more detailed account. German-language material has to be consulted on intergovernmental relations (Scharpf et. al, 1976) and the North-South question (Wehling, 1987). A good overall account of federalism is given by Laufer (1984).

Chapter 4 Political Leadership

Readable accounts of several chancellors are to be found in Prittie (1979) and Donhoff (1982). An early but useful assessment of the concept of chancellor democracy is made by Ridley (1966). For a concise analysis of the conditions affecting executive leadership, see Mayntz (1980). For cabinet structure and relationship with chancellor, see Mtiller-Rommel (1988). Party leadership is examined by Johnson (1982), and Paterson (1981) focuses particularly on the SPD. Boenau (1988) provides a wealth of detail on why and how chancellors have come and gone. In German, Bracher (1977) assesses chancellor democracy positively; Haungs (1986) is much more criti­cal. Zundel (1989) summarises current debate especially in relation to Kohl.

Chapter 5 Political Ideology

There are relatively few English-language books on this topic, though there are plenty that deal in passing with the ideological components of party programmes. These include Pridham (1977) and Miller and Potthoff (1986). The best introduction, despite its age, is still Dahrendorf (1968), first pub­lished in German in 1965. Useful information will also be gleaned from the chapter by David Conradt in Almond and Verba (1980), Baker, Dalton and Hildebrandt (1981) and the comparative data in Barnes and Kaase (1979). Much the most important works in German are Greiffenhagen and Greiffen­hagen (1974), Sontheimer (1983) and Bracher (1986).

Chapter 6 The German Voter

Kendall Baker and his colleagues (1981) provide a comprehensive overview of the evolution of German public opinion and voting behaviour from the early 1950s to the late 1970s; this research has been updated in a comparative framework in Dalton (1988). Klingemann (1985) explores the various com­ponents of volatility in German voting behaviour. Directly addressing the realignment model, Dalton (1984) and Pappi and Terwey (1982) examine the changing voting patterns of class and religious groups. Several authors provide thoughtful analyses of the particular impact of post-material issues and the Greens on the electorate (Burklin, 1985; Inglehart, 1984, 1989). Research relevant to the dealignment model can be found in Norpoth's (1983) appraisal of the growth of partisan attachments up to the 1980 elec­tion, and Schultze's (1987) analysis of the dealignment trend since 1980. The German language literature on West German public opinion and voting behaviour is exceptionally rich and sophisticated. For an introduction to current research see the collection of edited volumes prepared by Kaase and Klingemann on the 1987 and 1980 elections (forthcoming, 1989), or the Klingemann and Kaase (1986) collection on the 1983 election.

Chapter 7 The Party System

An excellent account of the evolution of the party system in the wider context of politics in the FRG is found in Smith (1986). Padgett and Burkett (1986) provide a textbook treatment of the historical development of the parties, internal party life and the role of the parties in the system. For more detail, especially on the minor parties see the two volume work edited by Stoss (1983). Kolinsky (1984) studies the political sociology of the parties, whilst Paterson (1987) gives a succinct account of party organisation and apparatus, both concentrating on strains and tensions in the parties. On the individual parties see Braunthal (1983) on the SPD, Mintzel (1982) on the CDU-CSU, Sfl)e (1985) on the FDP, and HUlsberg (1988) on the Greens.

Chapter 8 Economic Policy

The characteristics of the West German model (Modell Deutschland) are outlined and analysed in Dyson and Wilks (1983) and by Katzenstein (1982). On the relationship between theory and practice of the social market econ­omy see Donges (1980) and Dyson (1982b and 1984). The complex relation­ships between state, banks and industry is considered in Kreile (1978) and Dyson (1985). On the role and power of the Bundesbank see Dyson (1979 and 1981). On the values and styles underpinning West German Economic policies read Dyson (1982a). The major foreign criticisms of West German economic policies in the 1980s are summarised in OECD's Economic Out-

look (1988). For insights into economic policy making by the Schmidt government see Glotz (1980).

Chapter 9 The Politics of Welfare

A useful and still valid description of the functioning of . German Social Security, as well as a brief history, is provided by Neuhaus (1979). Zollner (1989) gives a chronological history of social policy since the founding of the Federal Republic. For an analysis of the prospects for the German welfare state, expressing a largely SPD viewpoint, see Heinze, Rombach and Scherf (1987). Heidenheimer el al. (1983), although a cross-national study of substantive policy areas, has considerable West German coverage. Specialists are highly recommended to consult the excellent essays on pov­erty and social policy edited by Leibfried and Tennstedt (1985). See also Katzenstein (1987).

Chapter 10 Foreign and Security Policy

By far the best general book on the subject is Haftendorn (1985). The domestic context of Ostpolitik is very well covered in Tilford (1975). Kaiser (1968) covers the motivations and international dimension with great skill, and still repays reading. Stent (1982) is a sound study of the interplay of trade and Ostpolitik. Moreton (1986) has some good chapters but is disappointing overall. Baring (1988) provides a stimulating, if slightly alarm­ist, account of recent foreign policy changes. For related references on foreign policy, see Chapters 11 and 12.

Chapter 11 The European Dimension

The early period of West German involvement in integration is covered in Willis (1965). The period 1969-86 is examined in Bulmer and Paterson (1987), with particular emphasis on the origins of the sectorised, and occasionally, contradictory, nature of European policy. The important Fran­co-German relationship within the EC is covered by Simonian (1985). The essays in Morgan and Bray (1986) examine both this relationship and the Anglo-German one in the triangle of contacts between Bonn, Paris and London on European matters. Saeter (1980) explores the wider European context, including the Ostpolitik and defence. A review of West Germany and the EC, on the eve of the 1988 presidency of the Council of Ministers, is given in the conference papers edited by Wessels and Regelsberger (1988). Kirchner (1989) offers an interpretation of forty years of the Federal Repub­lic and European integration. Of the German-language material, Hrbek and Wessels (1984) consider West German interests in most of the key areas of

European cooperation and integration, while May (1985) attempts to evalu­ate the costs and benefits of German membership of the EC.

Chapter 12 Inter-German Relations

A comprehensive introduction to the development of the FRG's relations with the GDR is Griffith (1978). For more detailed accounts of specific aspects of this question, see Windsor (1971) and Tilford (1975). A particu­larly acute study of the changing orientation of the CDU is to be found in Pridham (1977). On the subject of CDU Ostpolitik in particular, refer to the excellent study by Clemens (1989). See Braunthal (1983) for a similarly useful general study of the SPD and Merkl (1988) for recent developments in the SPD. For developments in East Germany and between the Germanies, see McAdams (1985 and 1986).

Chapter 13 Generation and Gender

There is no basic textbook on the issues discussed in this chapter. Baker, Dalton and Hildebrandt (1981) trace the shift towards the New Politics and show how political preferences and the salience of issues differ among generations. Biirklin (1988) focuses on the impact of value changes on electoral behaviour. The categories by Barnes, Kaase, et al. (1979) (especially, education and age) locate the potential sources of dissent and polarisation in the contemporary political culture. Allerbeck and Hoag (1983) present a profile of political, social and economic orientations of young people; Fischer (1985) contrasts the views and preferences of young people with those of parents. Hoecker (1987) documents representation of women in the political sphere, and Kolinsky (1989) surveys the persistence and decline of the 'gender-gap' in women's opportunities and political orien­tations in post-war society.

Chapter 14 Environmental Politics

There is as yet no satisfactory account of West German environmental politics available in English. There is, however, a great deal of acute analysis and useful information in Riidig (1986). The interface between environmen­tal and protest movements is well analysed in Burns and van der Will (1988). On the politics of nuclear power, Campbell (1988) and Kitschelt (1986) are both exceptionally good. On chemicals, the major study is Grant, Paterson and Whitston (1988). The development of policy-making is well covered in Richardson and Watts (1985). Those who read German should consult Wey (1982) for historical background and the study by Muller (1986) which is easily the most important work to date in the area.

Chapter 15 The Trade Unions

For recent discussions of industrial relations in the Federal Republic, see Berghahn and Karsten (1987) and Katzenstein (1987). Much of the argument in this chapter is based on the following sources: Markovits (1986), Allen (1989), Markovits and Allen (1984) and Allen (1987). More general refer­ences are Goldthorpe (1984) and Marks (1989). On West German labour law, see Silvia (1988). Streeck (1984) focuses on the car industry, and Thelan (1987) takes the case of the steel industry. Katzenstein (1989) puts industrial relations in the broader political context. Supplementary sources are Marko­vits and Allen (1980a and 1980b).

Chapter 16 Public Order and Civil Liberties

Much of the literature is critical of the government's restrictions on civil liberties; some is supportive. A sophisticated analysis of the Rechtsstaat ('rule of law' state) is that of Krieger (1957). Among others, Jesse (1980) upholds the concept of 'militant democracy' against determined left wing critics. On the hotly debated 'Decree against Radicals' of 1972, readers may begin with Funke's edited volume (1978), presenting primarily a conservative position, and Narr's edited work (1977) for a left critique. On government surveillance, see the controversial report of the Bertrand Russell Peace Foundation's Third Russell Tribunal (1979), which warned about the growth of a 'Big Brother' society. A description of the well-publicised Baader­Meinhof terrorist group is available in Becker (1978). The pro-government Atlantic Briicke released a slim volume (1980) defending anti-terrorist legis­lation and the Decree against Radicals. Cobler (1978) sharply criticises government encroachment on civil liberties and warns about the dangers of a police state emerging out of the artificially-created hysteria over terrorism. Most books on foreign workers in the Federal Republic are in German; one exception is a major sociological study by an American scholar, Rist (1978).
