    The cover date of this issue is March 16 a few days into Daylight Savings Time and less than a week before the official start of spring and Mother Nature has already teased us with a sign of warmer things to come. Indeed, spring is always busy season in the housing market, and this year, despite

    some recent cooling in some areas and housing types, should be no different. Fair weather and still-favourable mortgage rates should point to the sales pace continuing in the coming weeks and months.

    Need proof? Take advantage of the nicer weather and get out there and visit some new-home sales centres and model homes. A combination of factors including land availability and affordability is restricting supply of single-detached homes, in particular, at the moment. You may be surprised at just how quickly new lowrise developments are snapped up by homebuyers.

    Were also betting youll be impressed by how new-home builders in the GTA and elsewhere are responding to such challenges, by offering more variety of home options. Gone are the days when the main choices were simply lowrise and highrise. Todays buyers want variety townhomes, semis, singles, freehold and condominium ownership and developers are delivering in spades.

    Getting a jump on spring By calendar if not by temperature, this time of year signals change and opportunity

    Buying made easy three simple steps to success

    S hopping for a home online is a great way to narrow your search, but theres nothing like visiting the sites, models and sales offices to get down to the nitty-gritty. Before you venture out, here are some pointers:First, be clear about what you want and expect in a new home and in your builder. Remember, the range of prices in the new-home market generally reflects

    differences in location, features and home styles. Theres no magic involved. If a builders pricing seems out of whack with others in the area, ask for an explanation. Higher prices could mean better quality materials, finishings, features and service. Make sure that the price you are paying will deliver the quality you want.

    Second, understand exactly what is included with the home you are buying and what is optional. Ask the sales representative to show you samples, and request a spec sheet that clearly lists what is included, as well as any upgrade options.

    Third, evaluate any promises that have been made during your visit. Is the builder prepared to put them in writing? Hearsay comments should not be included as part of your evaluation process. Sit down with your sales representative, ask questions and discuss your Agreement of Purchase and Sale in detail then take it to a lawyer before its finalized.

    BMO is lOwering the rate On its five-year, fixed low-rate mortgage to 2.99 per cent from 3.09 per cent, effec-tive immediately.

    In 2010, BMO introduced Canadi-ans to a five-year fixed rate mortgage with a maximum amortization of 25 years and a very attractive interest rate, says Ernie Johannson, senior vice-president, per-sonal banking, Canada, BMO Financial Group. Since the launch of BMOs fixed low-rate mortgage, Canadians will have saved more than $200 million collec-tively by the time their mortgages are paid off.

    Today, we are once again making this mortgage, which is perfect for Canadians who want certainty of payment and protection against the risk of rising rates, available at 2.99 per cent. Our message to Canadians is simple: go fixed, go five, lock-in now at a terrific rate and become mortgage-free faster with a shorter 25-year amortization.

    Given that the most likely trend in interest rates is upward and that longer-term interest rates are likely to move first, we believe that locking in for five years is the superior choice, adds doug Porter, chief economist, BMO Capital Markets. Longer-term rates, such as five-year mortgages, can start moving higher well in advance of any action by the Bank of Canada. Current five-year interest rates remain exceptionally low. a five-year term gives bor-rowers ample protection against the possibility of rates returning to more typical levels in the next few years.

    Johannson adds, BMOs efforts to encourage Cana-dians to pay down debt and build equity in their homes have been aligned with Minister Flahertys timely and prudent actions to encourage moderation in the housing market.

    Canadians have 90 days to get pre-approved while they search for the right house that fits within their budget, she says.

  • Negotiate with several finan-cial institutions for the best interest rate, terms and con-ditions. You may be surprised how competitive banks are for your business. Shopping for a mortgage can be as easy as a few clicks on your mouse.

    Create a formal plan to achieve your goals, using three easy steps: discipline, discipline and more discipline.

    Check your credit rating, and improve and maintain it. A one-day late payment is still considered late, and it could affect your mortgage negotiating power.

    Manage your monthly mortgage payments. First-time buyers should make sure monthly payments are manageable and will continue to be even if interest rates rise.

    Put down as large of a down payment as possible to avoid taking out a high-ratio mortgage that incurs additional costs and interest. A five-per-cent down payment on a home leaves little equity. Consider waiting a few more months or buy with closing dates in several months.

    Set aside an additional two to three per cent of the purchase price for closing costs, such as land transfer taxes, legal fees and disbursements, moving costs and other incidentals. With only $3,000, you may be left short on closing. Speak to a real estate lawyer to get an idea of what to expect.

    If buying a new condo, check if Harmonized Sales Tax (HST) is in-cluded in price. What is included and who gets the HST rebate? Re-member, all new homes must charge 13 per cent HST. There is no HST on resale homes.

    Under the Home Buyers Plan (HBP), you can use your RRSP as part of the down payment. An individual and their spouse, provided they qualify, may withdraw up to $25,000 each, tax-free, from their RRSP. You will have 15 years to repay the amounts to your RRSP, starting after the second year of your withdrawal.

    We all have to live somewhere. It makes far more economic sense to make monthly payments that fatten your pockets, rather than a landlords.

    In all the mortgages that I arrange, I find it surprising how few people actually ask me how I get paid. A recent study in the U.S. indicated that less than 10 per cent of people could properly identify how different types of mortgage providers get paid during the transaction. Dont you want to know whether that person who is so eager to sign you up has a financial advantage to selling a particular product?

    You definitely should care and here is why. Almost every single provider in the mortgage marketplace has a potential finan-cial gain by selling a particular mortgage product and rate. To make matters worse, that financial gain or pat-on-the-back is often gained at the expense of the consumer.

    Lets take a look at your main mortgage providers to see what to watch for:

    Bank BRanCh manageRThis friendly and trusted advisor has a sales quota to hit just like everyone else (you did notice that Canadian banks do fairly well financially, right?). Their salary increase,

    bonus and promotion depends on results. Typically, bank managers have sales quotas for particular products as well as growth targets on the loan/investment portfolios. Their targets are often based on the size of their mort-gage portfolio as well as the average term of the portfolio. The longer the term and larger the size of the mortgage, the better the Christmas bonus.

    Furthermore, these managers are increasingly being graded on the profitability of these portfolios. When you go to your old bank branch and it has moved to a new location, where do you think one of the bank manag-ers went? Which one do you think they kept with the bank? The one with the great discounted loans and mortgage rates, or the one that is making the bank the most money?

    Bank moRtgage RepResentativesThese are typically contract employees of the bank who are usually paid on a straight commission basis. Most only sell one banks mortgages, while some sell several. The ones that sell other banks products are often only permitted to do so once they have met a quota of their own banks products. These individuals are usually paid based on three criteria: the size of the mortgage, the term of the mortgage and the discount given. That means that these representatives can make more money by putting you in a longer term at a higher rate.

    moRtgage Consultants/moRtgage BRokeRsThese people are independent mortgage providers that theoretically work for you and not for one particular bank.

    They are paid a finders fee (or commission) from the institution that the mortgage is funded with. The problem is that not all banks are paying the same amount for each of the mortgage products. The lenders pay brokers based on the size of the loan and the term selected. The longer the term selected, the bigger the commission to the broker. On top of the different payoffs for the terms, some lenders also pay more for the same product. A broker could make more money funding a five-year term through one lender over another. Typically, there is no advantage to the broker if the consumer gets a higher rate, but there are exceptions to that rule.

    So now that you know how it works, who do you trust? When you go mortgage shopping, dont believe that everyone is out to get you. While the incentive systems are there, many mortgage providers will look out for your best interest. A satisfied past client that refers family, friends and colleagues is worth a lot more than one big commission payout. Do your research, ask for testimonials, or ask your friends. A mortgage is a huge financial decision. Make sure it is a decision being based on your financial situation, and not your mortgage providers bank account.

    While Canadas eConomy limped to a close last year, it is not a sign of worse things to come in 2013, although growth will continue to be lacklustre for some time, according to a new report from CiBC World markets inc.

    any time growth slows to a crawl, one has to worry that it wouldnt take much to push the economy over the edge, says avery Shenfeld, chief econ-omist at CiBC. Based on admittedly slim evidence, there are reasons to believe that Q1 growth will be better.

    He points out that while employ-ment dropped in January, hours worked are up. He also notes that auto sales look like theyve rebounded generally a signal of consumer confidence and that the resolution of energy sector dis-ruptions has resulted in an increase in oil exports to the United States through mid-February.

    So it looks like, in terms of quar-terly GdP, Q4 could end up being the storm before the calm, with an improved pace ahead, says Shenfeld.

    However, he warns that challenges domestically and globally will result in only tepid improvement. CiBCs fore-cast sees the economy tracking only a 1.7 per cent growth rate in 2013, a pace that will see the unemployment rate drift higher.

    Shenfeld believes that the weak close to 2012 and the modest rebound ahead will keep the Bank of Canada from raising rates until third quarter of 2014, two quarters later than previously forecast. The delay in raising rates will also result in the Canadian dollar remaining below parity with the U.S. dollar until the second quarter of 2014.

    While many had forecast business investment to pick up the slack in the Canadian economy, weak global growth has been holding back capital spending. The report examined the issue of whether Corporate Canada was sitting on an excess pile of cash that it should be spending on new projects.

    There is no real evidence from a macroeconomic perspective that corporations are indeed sitting on excess cash, say CiBC economists Benjamin Tal and Peter Buchanan. in fact, corporations are holding cash levels that are consistent with a trend we have seen for more than two decades.

    They note that, in nominal terms, in real terms or as a share of assets, the near $600 billion of cash holdings by non-financial corporations in Canada is at record or near-record highs. However they point out that all the increase in cash since the beginning of the recession can be fully explained by growth in GdP.

    in real-terms, and as a share of GdP and corporate assets, cash holdings by corporations are now only back to their pre-recession levels. While businesses have increased the share of assets they hold in cash, their relative cash position has been offset by a decline in other current assets - namely inventories and accounts receivables.

    Tal and Buchanan found that the higher level of cash holdings has not come at the expense of capital spending, which at 20 per cent of GdP, is not only more than three points above its long-term average share, it is also near a record high.

    In thIs Issue, we are goIng to address a small but incredibly important part of the process of buying that new home, the Pre-Closing Inspection. As most of you know, included in the adjust-ments on the purchase of a new home or condo (but not a conversion or retrofit project) is the cost of your Tarion (formerly the Ontario New Home Warranty Program) enrolment. Among the things you are covered for are defects in the completion of your new home. Most of the Agree-ments of Purchase and Sale make the deficiency list prepared as part of your final inspection the only basis for repairs, subject to the major items such as foundation cracks. What does this all mean?

    When it is time to do the Pre-Closing Inspection, know that if you dont list it, you may not be able to compel the builder to fix it. Therefore, it is critical you list everything! Here is a minimum list of what I believe will help you in making sure you are covered:

    01 Insist on having enough time to do the inspection and allow yourself enough time with no need to be anywhere else;

    02 Write everything down yourself... dont let the builders representative take charge;

    03 Dont rush! Dont let the builders representative push you, insist at moving at you own speed;

    04 Write or mark down everything, no matter how small or seemingly insignificant;

    05 Dont accept promises of repair during inspection if something is not right, mark it down;

    06 Try every light, socket, tap, drain, toilet, door, lock, window, appliance, everything that could be defective now or go wrong later;

    07 Watch for stains on carpet, scratches on wood floors, cracks in paint or drywall and areas where they forgot a second coat of paint;

    08 Look for water stains or spots on con-crete basement floors or walls, and if you see them insist on knowing why and where they came from;

    09 Dont forget the exterior roof, drains, bricks, mouldings. Is there sod, is the grading complete and is your driveway in? Write it all down!

    10 Condominiums: go check out the common areas lobbies, garbage rooms, parking areas, lockers, pools, tennis courts and health clubs. remember, you own part of the common area, and if parts are incomplete, wrong or defective, put them on the list!

    remember that this inspection is, in all probability, the only chance you have to deal with deficiencies, so make sure you check carefully. Some readers ask about what happens if the builder rushes them or something happened so they did not get the opportunity to finish. The answer is to immediately do a complete list and send it to the builder and to Tarion in order that the record is on file.

    There is probably more and I do not suggest that this list is complete. I hope it helps in making you realize how important it is to do a thorough job on the Pre-Clos-ing Inspection.

    If you are currently In the market for a new home in the Greater Toronto Area, congratulations! You are shopping at a time when mortgage rates are still unbelievably low, and when homes are being built to higher construction standards than ever before. Designs have come a long way since I started in the industry in 1967, and theres something out there to accommodate the lifestyle needs of every individual and family.

    Seasoned purchasers know how to zero in on the mu-nicipality, community and home that fits their specific needs. If you are new to home-shopping, you may feel a bit overwhelmed. Here are a few tips that can help.

    01 Get pre-approved for a mortgage so you know what price range you can afford. Financial insti-tutions have mortgage specialists who can discuss your specific needs. Once you have this information, youre ready to go. As you shop, ask about any financial programs builders may offer to help with affordability, such as capped mortgage rates. It all helps.

    02 Shop where youd like to live. Location is usually at the top of the list when it comes to selecting a new home. Consider your work commute, and also think about travel time to the various clubs and organizations you belong to, and the distance to your family and friends. Municipalities have all sorts of information available on the amenities they offer, so check as to where you will

    shop, where the kids will go to school and where the closest medical facilities are. In addition, consider buying in an emerging area, where prices are lower than estab-lished neighbourhoods. As well as being more affordable, as the areas build up, the homes increase in value.

    03 Purchase from a reputable builder. read builder stories on their websites and in their sales offices. Check with Tarion warranty Corp. (tarion.com) as to their new home warranty track record. I also advise knock-ing on doors in completed communities to find out how happy residents are with their homes.

    04 Now youre ready to look at homes in your chosen area. Check out who is offering what, and when you compare, be fair. Two homes of similar size may be priced differently, because one builder offers a higher level of standard features than the other. One might have a walkout basement to a ravine. If there are model homes to tour, take advantage of it. walk through them to get a first-hand feel for the look and quality of a builders designs. This is a huge help to those who find it challenging to envision a layout from a floorplan. If there are abbrevia-tions on the floorplans you dont understand, ask a sales representative. For example, w/d stands for washer/dryer and LIN is linen closet.

    05 Anyone who has purchased a home before will tell you that the best closing day is one with no surprises. To make that happen, take your Agreement of Purchase and Sale to a lawyer who knows real estate and make sure you know exactly what costs you are expected to cover and when. Ask questions. Know what will be expected of you financially on that day.

    06 Visit Canada Mortgage and Housing Corp.s website (cmhc-schl.gc.ca/en/co/buho/index.cfm) and download the helpful guide called Homebuying Step by Step. In this publication, you will find a wealth of advice, a glossary of terms and worksheets for you to use during your search.

    Being educated and well prepared for new home shopping will make it fun. Buying a home is one of the best invest-ments you can make in your future. Make your first choice a great one!

I grew up in a family business which operated seven days a week. I feel this introduction to employment prepared me well to work with an owner- operated company like Geranium, Shindruk says.

    With a masters degree in city planning, she combined her education with early work experience in the public sector and

    then as a consultant involved in planning policy, land use and develop-ment approvals work.

    Communities are organic entities that evolve and change over time. To have the chance to be part of the process to create memorable, excit-ing, attractive communities was a fascinating opportunity to me, says Shindruk, who chose her planning profession because of the opportu-nity to be involved in community building. She adds, Everything you see on the ground has been the function of an extensive process which has been many years in the making. When you think about it, what we do is pretty fundamental and forms the foundation on which lives are lived. Thats exciting!

Shin-druk believes the process enables her team to ensure they are planning for and build-ing homes that the community wants.

In essence, we control the manufacturing process from start to finish. It also means that we have a big responsibility.
