Is this the entire documentation for a Special Permit for the B&B? The discussion of how this permit application meets the requirements of a Special Permit are lacking. Farm plan documentation is limited also. 1 see some documentation for the initial building permitted as a "farm dwelling" but where is any additional documentation which allows for the additional dwelling as "farm worker housing"? That additional dwelling should have been subject to agricultural use and need for farm workers; there's nothing by right about being able to build a second dwelling unit on an ag property. The date ofthe buildings seems to suggest that the intent to create short-term rentals was contemplated all along. The contention by the applicants that the portion of the property that is currently occupied by the dwellings is not suitable for agriculture is not logical. Absent the dwellings this land is quite suitable for agriculture; the portion used for housing is indistinguishable from the land currently planted in coffee and other crops.

I hope you can forgive my bluntness. The level of detail in the application is sorely lacking and we would hope that the Planning Department would request that the applicant fully discuss, supported with evidence, specifically how they meet the Special Permit criteria that is spelled out in Chapter 205, HRS and within the County of Maui's ordinances. DESCRIPTION OF PROPOSED USE

The purpose of this special use permit will be to grant special usage in order to operate a Bed and Breakfast rental home in the two bedroom home located on the southern portion of a 6.355 acre parcel on agriculturally zoned property in Lahaina, HI.

JUSTIFICATION OF REQUEST

Granting of this special use permit will allow the owner to apply for a Bed & Breakfast rental home permit for this parcel.

Operation of a Bed & Breakfast rental home at this location will provide multiple benefits both to local residents and businesses of Maui and will also provide tax revenues to the County of Maui and the State of Hawaii.

At least five acres of this property will continue to be operated as a working coffee farm, thus employing agriculturalists and harvesters.

In regard to the bed and breakfast rental operation, local residents and businesses will be employed as property managers, landscapers, housekeepers, pool service companies and security and utility companies. Tourism based companies such as car rental agencies, restaurants, activities companies, entertainment companies, photographers and event planners, in addition to others, will benefit.

As required by the Bed & Breakfast rental home ordinance, both general excise tax and transient accommodations tax will be paid, in additional to state income tax, thus benefitting the County of Maui and the State of Hawaii.

If this property is granted a Land Use Commission Special Use Permit, the operation of a Bed and Breakfast rental home permit will not be contrary to the agricultural zoning which the property currently possesses. The property consists of a total of 6.355 acres, of which at least 5 acres are planted with growing coffee plants. There are .587 acres which involve elevated portions and drainage for the agricultural product. The house utilizes 1.0 acre and therefore the satisfies the requirement that agricultural usage comprises more than 50% of the total acreage available for the zoned purposes.

Usage as a bed and breakfast rental home will not adversely affect the surrounding properties. There are 11 other parcels which fall within a 500 foot radius of this property; two of which are roadways. The parcels are at least five acres in size and therefore the number of neighbors is small. Several properties are not occupied on a full time basis and are used by the owners as vacation properties. Additionally, the subject property has significant vegetation growing on its boundaries which act as noise abatement for the surrounding properties. Finally, the owners will occupy another residence on the property and their contact information is identified by permanent sign and notification letter to the surrounding neighbors so that they may contact the owners immediately with any concerns or complaints.

Granting this permit will not unduly burden public roadways and streets, sewers, water drainage and school improvements, and police and fire protection. Occupancy will be less than 100% and is limited to a total of four occupants in a total of two bedrooms. Therefore, all the above named agencies will be impacted far less than if there were permanent residents at the home. Additionally, the bed and breakfast rental home ordinance provides that fire safety equipment in the form of fire extinguishers and smoke detectors be installed and maintained at the residence at all times. Also, the owners' permanent sign with published contact information will provide a method to deal with concerns and complaints without having to involve the local police department.

Unusual conditions, trends and needs have arisen since the district boundaries and rules were established. Although the property was originally zoned as agricultural when it was developed, the usage of single family residences as bed and breakfast rental homes has been permitted pursuant to Maui County Code 19.04.040. Agricultural zoning permits construction of a single family residence and the above identified code provides a permitted method for usage which is not contrary to the current zoning.

The land upon which this proposed usage is sought is unsuited for agricultural purposes. Although the majority of the usable land is currently planted with growing coconut palms and will continue to be utilized as such, the portion of the land which this usage is sought is currently occupied with two residential structures and therefore not suited for agricultural use.

We are writing today in support of the B&B application submitted by Kathy Davey for the property listed above in the Kaanapali Coffee Farm community. We are lot owners in the community and we are currently constructing our home a little over 500' away from the Davey's property. As such, we have a vested interest in the community.

We support the application as it appears to be fully in keeping with the County's intent "to allow for varied accommodations and experiences for visitors while retaining the character of residential neighborhoods.' It is also within the bounds of the community's covenants, which do not restrict the operation of either B&Bs or STVRs.

This property will offer a different experience for visitors, a stay on a coffee farm, that will likely appeal to visitors that " fit" our quiet, agricultural community. As such, we have little concern that the operation of the B&B will be disruptive to the neighborhood. Moreover, as the Davey's, our neighbors, will be living on the property those small concerns are greatly mitigated.

We understand the coffee borer beetle has hit other farms on the Big Island and has been found in Hana, and have heard concerns that the Davey's B&B and the small amount of associated guest traffic will increase the risk for our farm. We understand the concern, and the risk, but quite frankly the idea that keeping out a few tourists will keep the pest away is likely a pipe dream. It seems a greater threat comes from the construction traffic with equipment coming from all over the island. Unless we are prepared to enact a quarantine of the area (which we don't support with the current threat) we risk fooling ourselves by believing that keeping out B&B guests will make a significant difference. Ample education and information material can be offered to registered B&B guests, making them just as likely to adhere to advisories regarding the pest as any other guest or visitor to the farm.

Again, we fully support the Davey's application and their right to use their property as they see fit within the boundaries of the established community covenants.

We live on a profitable working coffee farm that keeps an agricultural endeavor alive on west Maui. The economic threat this beetle represents to the farm collectively far outweighs the private

benefit to the Davey's.

2. My family and I are uncomfortable with strangers passing through the gates on a daily basis. This is an issue of privacy and security. We chose to build here because of the

sense of privacy and quiet. We do not want these conditions to change.

In summary, a B&B on the farm is a very bad idea. I urge you to deny this permit and any future permits at least until the Coffee Borer Beetle is no longer a threat and the coffee quarantine is

lifted.

maintenance and planting landscape plants, delivery trucks, pool mall"ltenance vehicles, realtors wJtn visitors with rental cars, and everyone who lives here and their friends and guests enter the coffee farm

without any checking of t~res, shoes or equipment for din.

When we begin to advertise, we will emphasize that this Is a working coffee farm and provide information about the borer beetle. We can also screen our guests. Often guests check on rental Information prior to booking their itinerary so If guests are planning on visiting the Big Island prior to visiting Maui we can suggest that Maul be visited first if they wish to book our chana. We can also

provide a voucher for a car wash should our guests travel to Hana. Unfortunately, It Is doubtful that the care we take with our guests wm prevent the Introduction of the beetle considering the dally traffic.

Please be assured that as concerned owners living in the neighborhood, if the KCF Implements restrictions for those who enter the coffee farm we will certainly comply and willlnstNct our guests to do so as well. Also, please note that the quarantine Is for coffee that Is being exported, it is not a quarantine against entry. I have spoken with Jeff Rebuglo of Kaanapali land Management and Cha ~r of the Kaanapali lot Owners Association requesting that he provide owners with a fact sheet regarding the coffee borer beetle. Please contact Jeff for additional coffee borer beetle facts.

Security We live in the home beside the ohana which we hope to use for the bed and breakfast. This Is our full time home. Our guests will be living on our propertv and sharing our driveway. We will use the utmost of care In selecting our guests and we can require a government issued ID prior to booking. A Short Term Rental Home is already permitted and operating within the neighborhood • (Permit #STWM 20150005) Neither the owner nor a manager are required to live on site for a STRH. I do not know of any problems with that STRH. Further, in addition to all those that have access on a dally basis

(construction workers, maintenance workers, deliveries, etc.) bicycle riders and dog walkers from surrounding neighborhoods, electric bike tours and dirt bikes enter the coffee farms almost dally by cutting through the plantings beside the gate, using the construction entrance or riding up through the many farm access roads. Further, there is not a code that will be provided to guests that can be shared with others. Entrance is gained by calling a code from the gate that rings my personal cell phone. As an

owner, we have a couple of extra cards. Guests will be provided these cards and they shall be returned to us for use by the next guests. Should a card get lost or stolen, the number can be deactivated electronically by the KCF office.

We are the immediate neighbor to the north/west of their property. Our lots are adjacent. My wife and I have three reasons for opposing this application.

1. Development of their three structures is now complete, and apparently is already being rented out. We have seen different cars there over night on several occasions. Due to completely inadequate landscaping, there is insufficient screening between our properties and so we see car lights and can hear noise quite clearly especially during the evenings. Daily rentals will no doubt raise the traffic to and from the property, and increase the chances of us hearing more noise that will disturb the peace and quiet we moved here to enjoy.

2. As you know, the coffee borer beetle is a threat to all coffee farms on Maui. As owners, we are striving to limit access to the farm and are worried that daily traffic in and out would increase the risk of this pest being transmitted. We live on a profitable working coffee farm, the

Purpose of aoplicatlon We are applying for a B and 8 permit to comply with the law. We have not begun

short term rentals as your letter to the Planning Commission suggests, nor have we had different cars

here overnight on several occasions. We have relatives In England and an adopted family In Denmark, a son and daughter-In law in Florida and my sister Is In Pennsylvania. When we get visitors, they stay for extended periods. For example, at the end of February, two college friends visited for 10 days and In March my two Danish 'sisters' and their husbands visited for three weeks. When we do not have friends

or family visiting we would like to legally rent the ohana, hence the application. Please be assured that our proposed 8 and 8 is not going to be a hotel-type establishment. Further, the rental is limited by

Maui County for a maximum of four guests. We will not have daily rentals, we will seek a minimum stay

of five days and prefer longer stays. It Is not going to be utilized full time as a Bed and Breakfast, our

family and friends will take preference over any other guests.

Landscaplns. noise and car lights. Both ot our properties have 1m mature landscaping. As you are aware,

we are currently In the process of landscaping our property now that the construction has been completed. We have also planted areca palms, as have you, which should help screen our property from your view. We are perplexed as to your noise complaints "'during the eveningsH as our lanai Is on

the other side of our home and does not face your home. My husband and I live here by ourselves and have only had two small gatherings: the Home Blessing (20 guests) and my 60111 birthday party (7 guests},

both of these events ended around 10· 10:30 p.m .. Further, we do not own any barking dogs that could disrupt the enjoyment of your property In the evenings or during the day.

We do not understand how it Is physically possible to see headlights from cars In our driveway at your

home considering your property is quite a bit higher in elevation than ours and the approximate

distance of one acre from our driveway to your home. Nonetheless, when both of our homes'

landscaping matures we trust It will resolve this issue. Additionally, 1 have spoken with Jeff Rebuglo at

the KCF and it my understanding that additional shrubs or trees may be planted on the berms between

our properties. We hope that this wlll alleviate your concerns regarding headlights from our property.

Finally, the Maul County Code also requires the following to ensure the peace and quiet of the

neighborhood: (Maul Code Sec:.l9.64.030): "Q. The proprietor shall post "house policies'' with•n each guest room and snail be responsible

for enforcing such policies. The house policies shall include the foll.owing provisions: 1. Quiet hours shall be maintained from 9:00p.m. to 8:00 a.m., during which noise In the bed

and breakfast home shall not disturb anyone on a neighboring property.

2. Amplified sound that is audible beyond the property boundaries of the bed and breakfast is

prohibited. 3. Vehicles shall be parked In the designated onslte parking area and shall not be parked on the street overnight."

Security. We live In the home beside the ohana which we hope to use for the bed and breakfast. This is our full time home. Our guests will be IMng on our property and sharing our driveway. We will use the

utmost of care in selecting our guests and we can require a government Issued 10 prior to booking. Further, unlike a code that Is provided to c::ontractors, t here is not a code that we have that will be provided to guests that can be shared with others. Entrance is gained by calling a code from the gate that rings my personal cell phone. As an owner, we have a couple of extra swipe cards for entry. Guests

w itl be provided these cards and they shall be returned to us for use by the next guests. Should a card

get lost or stolen, the number of the lost card can be deactivated electronically by the KCF office.

The Declaration of Covenants, Conditions and Easements for the KCF {the "Declaration"), which was avaUable for review prior to lot purchase, does not prohibit Short Term Rental Homes (STRH) nor Bed

and Breakfasts establishments. Further, prior to submitting our application to the County, we confirmed this with the KCF and there was no objection nor restriction on our application. A Short Term Rental Home Is already permitted and operating within the neighborhood. (Permit #STWM 20150005). Neither the owner nor a manager are required to live on site for a STRH; for a Bed and Breakfast establishment the owner or a full time manager is required to be on·site. I do not know of any problems with that STRH, even though those guests enter unmonltored on a dally basis. Further, in addition to all those that have access on a dally basts (construction workers, maintenance workers, deliveries, etc.) bicycle riders and dog walkers from surrotmding neighborhoods, electric bike tours and dirt bikes enter the coffee farms almost dally by cutting through the plantings beside the gate, using the construction entrance or riding up through the many farm access roads.

Our property is 2951 Aina Mahi'ai Place (lot 15) and our entry sits directly across the street from the proposed B & B. Our ohana is within 125 feet of the proposed unit.

We oppose the J;Jpproval cf the ~roposed permit for the following reasons.

The most important is the Coffee Berry Borer Beetle (CBB). The owners are the farmer of the coffee farm and have direct responsibility for costs. The CBB has been identified on Maui near Hana and Kipahulu. This applicant's property sits north into the farm as far in as the road goes and in the middle of the farm east to west. All transient renters will have to drive through the farm area.

Since the CBB has been identified on Maui, farming tours. have been- cancelled, gates closed, signs posted. Coffee-trees afong the roadways where tourists often stop to look have been cut low to prevent infestation on leaves. A substantial monetary investment has been made for additional prevention practices.

Residents have been asked to not go to infested areas on Maui or farms on other i slands .and ·if they .do .go {even close to the ..area) to stop before returning home and have their cars and ·tires washed ·and bag the dothes worn and then wash them immediately. This is a serious threat. Kimo Falconer who leads the coffee operation has been quoted several times in the Maui News about the spread of the CBB. The coffee on Maui is now under quarantine because of the possibte spread. This appticant is very close to many coffee trees (less than 200 feet) both on their lot and lots adjoining and across all corners.

l People who choose to rent in a coffee farm would probably be interested in other coffee operations. Many visitors who come to Maui make the trip t~ Hana and would probably stop by coffee farm there as well. They also may have been to other islands. Therefore approving transient occupancy increases the risk a great deal.

The CBB Is a risk to the entire 4"50 acre operation on the Ka'anapali Coffee. Farm, a major agricultural endeavor that is· highly. successful. Historically the operation has returned a profit distribution to the owners. Not only is this return at risk, if the farm becomes non-profitable the owners will bear that burden. If that burden becomes too high, the coffee will be abandoned.

If the infestation gets to us then it will undoubtedly reach all the farms on Maui. One proposal to replace the islands lost sugar cane is .a major coffee operation. Several articles about tnis have been.pubrished in the Maui News. If the Borer reaches us that would probably cause a rethinking of that proposal.

Additionally, our chana bedrooms are situated on the street side and would be greatly impacted by the additional traffic and noise of a B & B. We are also impacted by the excessive dust generated by roads while construction is being done. Since construction wiH be continuing for several years additional immediate traffic will only exasperate this problem.

We moved here from Ka'anapali Hillside to obtain greater lot sizes and have a quieter life. This investment was meant to be our final home and represents the largest investment in rear estate we have made. When we dia our planning and design B&B's were not allowed so we did not design for that occurrence. Our nei_ghbors have said they always intended to rent their chana .and could ·have designed their driveway and placement of the houses to mitigate the impact on neighbors.

They chose not to do so. And we have no expectation of them being concerned neighbors now. Even asked several times to landscape the chana area they were living in over the past two years during construction of the main home helping to block the~dust and screen their large direct tv antennae they refused. Now that they want a B&B the work is being completed.

Currently our streets are under great stress. Directly above the proposed B&B the street is buckling due to traffic and incorrect water control when it was built. Additional traffic in this area wouJd cause the whore association to incur yet more costs of repair. We are currently studying the reasons but until they are known .additional traffic is no'twante~.

In summary, we feel the application should be denied mainly to aid in the efforts underway to prevent the infestation of the Coffee Berry Borer Beetle and the potential impact on our farm and our financial well-being. We fear one approval WI"'H 1ead to adortional applications.

I' ask the Department of Planning to refuse this. application.

I also ask that the Department of Planning make the Ka'anapali coffee farm an endangered or at least a high risk area for anything increasing transient traffic as long as the quarantine of the coffee is in effect. Thank you for your consideration.

live full time in our home. Your letter expressed concern regarding the spread of the coffee borer beetle

from guests that may stay at our 8 and 8, how our guests will destroy the profitability of the coffee

farm, guest traffic and noise from the B and 8, construction traffic in the neighborhood generating dust, our construction, the state of repair of the roads in the neighborhood, landscaping, the configuration of structures upon our site, the placement of our satellite dish, and you also expressed concern regarding

strangers entering the coffee farms on a dally basis. Thank you for the opportunity to address these concerns.

Coffee Borer Beetle and the economic threat from B and B guests It Is our understanding also that the coffee borer beetle is a concern. However, the coffee farms itself has not Implemented any restrictions on access. Currently construction vehicles, Including earth moving equipment from Hana (where the beetle has been found) construction equipment that Is used island wide, construction workers and their vehic.es, landscapers doing maintenance and planting landscape plants, delivery trucks, pool

maintenance vehicles, realtors with visitors with rental cars, and everyone who lives here and their

friends and guests enter the coffee farm on a daily basis without any checking of tires, shoes or equipment for dirt.

When we begin to advertise, we will emphasize that this Is a working coffee farm and provide information about the borer beetle. We can also screen our guests. Often guests check on rental Information prior to booking their itlnera ry so If guests are planning on v isiting the Big Island prior to

visiting Maui we can suggest that Maul be visited first If they wish to book our ohana. We can also

provide a voucher for a car wash should our guests travel to Hana. Unfortunately, it is doubtful that the

care we take with our guests will prevent the Introduction of the beetle considering the dally traffic. AU

traffic could be considered an economic threat to the profits of the coffee farm, not solely the few guests from our B and B. Please be assured that as concerned owners living In the neighborhood, if the KCF implements restrictions for those who enter the coffee farm we will certainly comply and will Instruct our guests to do so as well. I have spoken with Jeff Rebuglo, whom you know, of Kaanapali land Management and Chair of the KaanapaU Lot Owners Association requesting that he provide all owners

with a fact sheet regarding the coffee borer beetle.

Guest Traffic:. noise from the B and B and the configuration of the structures and satellite dish upon our property, We have relatives in England and an adopted family in Denmark, a son and daughter•in \aw in

Florida and my sister Is In Pennsylvania. When we get visitors, they stay for extended periods. For

example, at the end of February, two friends visited for 10 days and in March my two Danish 'sisters'

and their husbands visited for over three weeks. When we do not have friends or family vlsltlng we would like to legally rent the ohana, hence the application. Please be assured that our B and B

application Is not a hotel-type establishment. We wlfl not have dally rentals, we will seek a minimum stay of five days and prefer longer stays.

The chana has two bedrooms and two baths and pursuant to County Rules there will be a maximum of

four guests. Please be assured that the traffic and noise at the B and 8 will be no more traffic than we

have had with friends and relatives visiting, nor no more traffic nor noise than guests in your ohana have generated In simply living In a residential area.

Maui County Code also requires the following to ensure the Peace and Quiet of the neighborhood: (Maui Code Sec.19.64.030}:

"Q. The proprietor shall post "house policies" within each guest room and shall be responsible for

enforcing such policies. The house policies shall include the following provisions:

1. Quiet hours shall be maintained from 9:00 p.m. to 8:00a.m., during which noise in the bed and breakfast home shall not disturb anyone on a neighboring property.

2. Amplified sound that Is audible beyond the property boundaries of the bed and breakfast Is proh~blted.

3. Vehicles shall be parked in the designated onsite parking area and shall not be parked on the street overnight."

Our carport for the ohana Is on the side of the ohana away from the street so any cars parked there should not be visible from your lot.

The configuration of the structures on our property is the mirror Image of the conflguratlon of the

structures on your property. Both of our properties have the chana located on the street side and each

home is set back from the property line. The placement of all structures on our property Is in

compliance w ith the KCF Declaration as is the pla(ement of the satellite dish. We hope that the

vegetation will soon completely screen the dish. This ground placement was preferable to the KCF than a smaller unit placed higher up under the eaves of the ohana.

Construction traffic In the neighborhood generating dust. our construction, the state of repair of the

roads in the neishborhood, landscaping. We also recognize and live with the ongoing construction traffic and construction in the neighborhood which generates dust and is stressing the roads. The two to four guests that will be renting the ohana will be no more traffic than any lot owners' family or friends have generated and Is inslgnlflcant fn terms of traffic and road stress caused by the dally heavy construction traffic. When we were under construction we erected a dust barrier, but given the winds and the nature

of llving on a working coffee farm we unfortunately cannot (ontrof ttle dust on our lot nor the dust and

traffic on the other lots in the neighborhood. Upon tile completion of our construction and the pourlns of our driveway we Immediately began Installing our landscaping. It would have been futile to Install

this prior to the completion of construction. We are installing It as quickly as possible and are also looking forward to a landscaped yard that will be a pleasure to look at for ourselves and our neighbors.

Security. We live In the home beside the ohana which we hope to use for the bed and breakfast. This Is our full-time home. Our guests will be living on our property and sharing our driveway. We will use the utmost of care in selecting our guests and we can require a government issued 10 prior to booking. Further, there Is not a code that will be provided to guests that can be shared with others. Entrance Is

gained by calling a code from the gate that rings my personal cell phone. As an owner, we have a couple

of extra cards. Guests will be provided these cards and they shall be returned to us for use by the next

guests. Should a card get lost or stolen, the number can be deactivated electronically by the KCF office.

Prior to submitting our application to the County, we discussed our application with the KCF and there

was no objection nor restriction on our application. As you are aware, a Short Term Rental Home is already permitted and operating within the neighborhood. (Permit #STWM 20150005). Neither the

owner nor a manager are required to live on site for a STRH; for a Bed and Breakfast establishment the

owner or a full-time manager is required to be on-site. I do not know of any problems with that STRH, even though those guests enter unmonltored dally. Further, In addition to all those that have access dally (construction workers, maintenance workers, deliveries, etc.) bicycle riders and dog walkers from surrounding neighborhoods, electric bike tours and dirt bikes enter the coffee farms almost dally by cutting through the plantings beside the gate, using the construction entrance or riding up through the

many farm access roads.

My husband and I have two reasons for opposing this application.

I. As you know, the coffee borer beetle is a threat to all coffee farms on Maui. As owners, we are striving to limit access to the farm and are worried that daily traffic in and out would increase

the risk of this pest being transmitted. We live on a profitable working coffee farm, the income from which offsets our homeowner's association fees. The economic threat this beetle represents to the farm collectively far outweighs the private benefit to the Davey's income stream.

2. Also, we are building our home at the coffee farm - this is where we plan to live. I am uncomfortable with strangers passing through the gates on a daily basis. This is an issue of privacy and security. We chose to build here because of the sense of privacy and quiet. We don't want those conditions to change.

In summary, my husband Terry and I think that having a B&B on the farm is a very bad idea. We urge you to deny this permit!

The homeowners within this agriculture subdivision have been made aware of a very serious pest recently introduced to Hawaii and earlier this year found on the island of Maui. Coffee Berry Borer (CBB) moves most efficiently by way of hitchhiking on ag products, autos, pets and people who have visited farms that have been infested with this insect We do not have this pest yet on West Maui. We are diligent in our operations in trying to delay infection of this farm. There is no chemical means or other means of control that will not result in huge costs due to changes that will be needed to our current cultural practices should this pest arrive. The potential for large crop losses is great

We are concerned that visitor turnover that could arrive after recently visiting an infected area will not be monitored and would put our current work to avoid infection into the hands of people who may not have the farms' best interest in mind.

monitor those guests.

As an owner living In the neighborhood we have not received any written materials regarding

preventative measures. If you have any materials or a fact sheet that I can share with guests that would

be very helpful and most appreciated. I have reached out to Jeff Rebugio and he Indicated that he will be providing owners with some coffee borer beetle rnformation.

Please be advised as an owner of lot 21 on the Kaanapali Coffee farm, I am adamantly opposing the permit for a Bed and Breakfast that Kathy Davis has applied for. The reason I am opposing the B & B is for the sole purpose of protecting the Coffee Farm from the Coffee Borer Beetle.

This particular beetle is easily transferred from one place to the other via tires, clothing and shoes of which all guest visiting a Bed and Breakfast have. The only pre-caution to take to prevent transfer of the beetle would be for guests to wash their car, car tires and bag their clothes and shoes before returning to the farm which guests will not do and there is no way to enforce such, therefore guests of the B & B would undoubtedly bring the beetle to the farm causing irreparable damage and would be far too great of a risk that is not worth taking.

I hope you consider my concerns as I strongly believe that a B&B is not in the best interest of the coffee farm.

Aloha,

I am writing In response to your letter expressing concern regarding my Bed & Breakfast application for

our home in the Ka'anapali Coffee Farm (KCF). My husband Chris and I live full time in our home which

Is next to the ohana which Is the subject of this application. Your letter expressed concern regarding the

spread of the coffee borer beetle from guests that may stay at our Bed and Breakfast. Thank you for the opportunity to address these concerns.

It Is our understanding that the coffee borer beetle Is a concern. However, the coffee farms itself has not

implemented any restrictions on access. I have spoken with Jeff Rebugio of Kaanapali Land Management

and Chair of the Kaanapali Lot Owners Association requesting that he provide owners with a fact sheet

regarding the coffee borer beetle. Please contact Jeff for additional coffee borer beetle questions.

When we begin to advert ise, we w ill emphaslz.e that this ls a workin1 coffee farm and provide Information about the borer beetle. We can also screen our guests. Often guests check on rental

information prior to booking their itinerary so If guests are planning on vlsitfng the Big Island prior to

visit jng Maul we can suggest that Maul be visited first If they wish to book our chana. We can also

provide a voucher for a car wash should our guests travel to Hana. Unfortunately, it Is doubtful that the care we take with our guests will prevent the Introduction of the beetle considering the dally

construction traffic, including earthmoving equipment and contractors (some from Hana) and the lack of

access restrictJons on any other visitor to the neighborhood. for example, a Short Term Rental Home is already permitted In the KCF and neither the owner nor the manager live on site to monitor those

guests.

Please be assured that as concerned owners living In the neighborhood, if the KCF implements

restrictions for those who enter the coffee farm we will certainly comply and will instruct our guests to

do so as well.
