CBRN Considerations

Radiological threats – 3 Sites

• Uranium enrichment facility

• Plutonium reprocessing facility

• Light water reactor

Phosgene - Unknown locations/ quantities

Transportation routes

PROTECTION-Avoidance - Force Equipping Policy (individual level)- Pre-deployment skills trg- Monitoring and controlled access

OTHER CM CONSIDERATIONS- Psychological Effects- Mass Casualty Mgmt- Environmental Impacts

MITIGATION- Prevent spread of contamination- Avoidance/ localized evacuation- Prepare medical/ logistics trains

DETECTION- Communications- Environmental Monitoring - Intel collection- Medical Surveillance

Most likely - IED– Chem Improvised Explosive Device– Radiological Dispersal Device

(RDD)

Worst Case - Breach of any radiological facility

Page 32: CTF PACIFIC

Recommendations

• Require individual protective and detection equipment, training for all CTF personnel–Provide these for countries lacking them

• Secure areas around the Kuhistan nuclear plant, TIM facilities–Also monitor TIM transport–Ensure safe condition for inspection of facilities

• Be prepared to develop contingency plans for various cases–Have a rapid response team prepared plus CBRN special

staff with needed expertise• Contingency mechanisms to rapidly bring in key materials/

personnel for consequence management–For example, antibiotics, antivirals, ventilators,

decontamination materials
