Four - regardless ofwhethertheyareclearedornot,allalleysmustbeclearofvehiclesand/ormiscel-laneousdebris.Numerousutilitiesarelocatedinalleysandaccesstotheseservices
mustnotbeimpeded. Five-privatesnowplow-ingenterprisesandresidentsshallnotdepositsnowonanycityproperty,includingstreetsandalleyways. The City does not plowwalkways or driveways.Property owners whohavecircuitbreakerstatusthroughCamasCountycanrequestconsiderationbytheCityCouncilforsnowre-movalassistance. Currently,RalphisinSt.AlphonsasHospitalinBoisefightingforhislifeduetomanyissuesbroughtonbyhisfightwithcancer. RoadwayBreakupatRichfieldCanalRequiredRepair
TrafficnorthofShoshonealongHighway75wasimpactedbyemergencyroadworkattheRichfieldCanalbridge.WorkwillfocusonanareaofbreakupthatspansthefullwidthoftheroadwaywhereitcrossestheRichfieldCanal. BeginningTuesdaymorning(Jan.26),worktopatchthedamagedroadsurfacereducedtraffictoonelaneasITDmain-tenanceworkersremovedloosematerial,prepareandpatchtheroadway.Theworkwasexpectedtolastonlyoneday. TheroadwaysurfaceovertheRichfieldCanalexperiencedsignificantbreakuplastweek,followingthemostrecentmajorstorm.Thebridgehasbeenpostedwithwarningsignsanda45mphrecommendedspeedsincelastweek. Generally,potholesandareasofmajorbreakupdevelopaswaterseepsintoroadwaycracks,saturatingbasematerialbe-lowtheroadwaysurface.Iceexpandsinthecracksandintheroad’sbasematerialtoloosentheroadsurface,andtheroadcollapsesoncetheicemelts.Overbridgesurfaces,thewatersettlesintheareabetweentheconcretebridgedeckandtheasphaltoverlaybeforefreezingtoliftandbreaktheasphaltsurface. ThisfixonIdaho75isonlytemporary,however,asapavingprojectisscheduledtoresurfacenearly10milesofIdaho75fromneartheRichfieldCanaltotheTimmermanJunction(Idaho75/U.S.20Junction).Theprojectwillincludeanewconcretesurfaceoverlayonthecanalbridge.ThebidopeningfortheprojectisFeb.23,withworkexpectedtotakeplaceduringthesummer.

WehavereceivedverypositivereportsastothesuccessothefirstBehavioralHealthCrisisCenterthatwasbuiltinIdahoFalls.Itisaneconomicandsocialsuccessasareevidencedbythefollowingstatistics: 2,359individualsserved 1,165hourssavedtolawenforcement $281,000insavingstoemergencyroomvisits $483,000savingsinhospitalizationcosts 138peopledidnothavetobehospitalized. Thesefiguresshowhowimportanttheexistenceofoneofthesecrisiscentersistoanarea.Currentlyasecondiscom-ingonlineinCoeurd’AleneandathirdwillbeauthorizedsomewhereinsouthwestorsouthcentralIdaho.ThesewillbeapositiveadditiontoourlongstandinglackofmedicalfacilitiesforthementallyIll.AlongthosesamelinesIhadaproductive

Iwenttotakethelow-boytrailer(alargeflattrailertohaulequipment)offmytruck.Itriedtostartthemotorthatwoulddetachmytruckfromthetrailer,butnothingwashappening.UponcloserinspectionIfoundtheringgear(gearinwhichtoengagethemotor)wasbroken.Boy,twolemonsinfiveminutes. InordertocarryonIpulledthelow-boytrailerupnexttoabankandpushedsomedirtnearmytrailersoIcoulddrivetheloaderonsideways,sinceIcouldn’tdetachfromthetruck.Oneofmyextendedsideboardsusedtoholdloadsbroke.Islidbackpuncturingoneoftheloadertires.WithsomemaneuveringIwasabletofinishloadingtheloader.InaveryshorttimeIhadthreelemonsrightinarow.
