AleitawasbornJuly6,1924,inColusa,California.Shewastheyoungestof5chil-drenbyRobertAllenandMaryBeulah(Weaver)Inman.Aleita’sfamilyreturnedtoFallon,Nevada,atanearlyageandsheenjoyedherformativeyearswithhersib-lingsandmanycousins.ShehadmanyfondmemoriesofherChurchillHighSchoolgraduatinginJune,1942.SheattendedJu-niorCollegeinSanMateo,California,butleftschooltobecomeaRosieRiveterinanaircraftfactorywhenWWIIstarted.Dur-ingthattimeshemetandfellinlovewithaMarineAsahelGridley.TheyweremarriedatReno,Nevada(1943).Afterthewarended,theymovedtoHagerman,Idaho,tobegintheirliferaising4childrenandtryingtoachievetheirdreamonestepatatimeofowningtheirownranch. KendrickandWendell.Aleitawasafrugalpersonandpinchedpennies,buthadaweakspotwhenitcametoashinysparklypairofearrings,ring,orpinthatsuitedherfancyaswellasapassionforshoes.OneofherwisheswastoseetheOregoncoastandherfamilymadethatpossiblein2011.Shemadesuretogetherfeetwetintheocean.Aleitalovedallherfamilyandfriends,wasaspiritualencourager,goodlistener,andsheassistedinmedicalcareofherchildrenseveraltimes.Herloveforallanimalsandranch/farmlifenever
changedovertheyears. AleitaissurvivedbyhersonsEvanGridleyofHager-man,WadeGridleyofBellsRapid,herdaughterAnitaFalen(Roger)ofGenesee,anddaughter-in-lawMariaRoldanGridley(Gary)ofHouston,TexasandherdevoteddogMissyofGenesee;eightgrandchildren;and15greatgrandchildren. Shewasprecededindeathbyherparents,AllenandBeulahInman,siblingsFrank,Ira,Eleanora,andMyra;andhersonGary. AmemorialserviceforAleitawilltakeplaceinJulyattheWendellBereanBaptistChurch.PerMom’srequestsomeofherasheswillbescatteredatCarrollSummitinNevadaandtherestplacedattheChurchillCountyCemeteryinFallon,Nevada,nexttoherparents,brotherandsisteratalaterdate. “IntoGod’sbeautifulGardenofLife,hismessengergoeseachday.Togatherthechoicestblossoms,andbearthemwithhimaway.DearMaster,ourGardenislonely,wemissthisflowersorare.Butherlife’sperfumewillbewithuswhiletheflowersbloomupthere.Aleita,(ourmother,grandmother,greatgrandmother,andfriend)willbemissedhereonearth,butwecelebratehereternalpres-enceinheavenwithherLordandSavior,JesusChrist.” Since Aleita was an educator, loved animals, youthevents,andchurches,thefamilysuggestsmemorialgiftsbemadetoacharityofyourchoice. Paulina“Veiga”Sigurd-sonLund,98,passedawayatDeSanoPlace,Shoshone,onMarch21,2016. Veiga was born on ahomestead in Ethridge,MT on August 27, 1917,theseventhofJonandAn-ikaSigurdson’seightchil-dren. She grew up lovingtheMontanaprairie,andinherlateryearsreminiscedoftenabouthorsebackridingandlifeonthefarm.Inanageandanareawheremanyneverdo,VeigagraduatedfromhighschoolinShelby,MT-anaccomplishmentsheoftenpointedoutwouldhavebeenimpossibleifnotforheroldersiblings’dedicationtotheyoungersiblings’education. Duetotheskillsshegainedinhighschool,Veigahadnotroublefindingworkimmediatelyupongraduating.StayinginShelby,sheworkedfirstforatitlecompany,thenasalegalsecretary,andfinallyforthebank.Shemetherfuturehusband,G.WardLund,atchurchwheretheysangtogetherinthechoir.TheyweremarriedonApril3,1937.TheyspenttheirfirstyearsofmarriageinShelby,untilWardenlistedintheNavytoserveinWWII. VeigawasabletojoinhimwhilehewasstationedinWashington,D.C.andthenDayton,OH.WheneverVeigareminiscedabouthertimeinD.C.,sheemphasizedhowmeaningfulhertimetherehadbeen,surroundedbysomuchofournation’shistory.TheymovedtoSt.Paul,Minnesotafollowingthewar,wheretheirdaughter,Di-ane,wasborn.ThefamilymovedtoRenton,WAuponWard’sretirement.Theyhad51yearsofaveryhappymarriageuntilWard’sdeathin1988. VeigamovedtoShoshone,IDin1989tobeclosetoherdaughterandfamily.Sheisrememberedinthecom-munityforattendingeveryoneofhergrandchildren’smanyschoolevents(climbingbleachersintoherlate80’s)andforhersweetnessineverycircumstance.VeigawasamemberofNewHopeLutheranChurchinShoshone,whereDianeisthelicensedlayminister.VeiganevermissedaSundaywhenherdaughterpreacheduntilherhealthpreventedherfromattendingservicesinthelastyearofherlife. VeigaissurvivedbyherdaughterDianeDavis(Keith),andthreegrandchildren:AnikainWashington,D.C.,
MarilynRaySantenteredintorestMarch20th2016atStLuke’sHospitalinTwinFalls,Idaho. MarilynwasbornonMay2nd1937inFairfield,Idaho,andwasthefirstbornchildofJohnSt.JohnandEvelynWilson. ShewasraisedandeducatedinFairfield and in later years theymovedtoHagerman. She married her high schoolsweetheart,BillyJoeSantin1955andtheybeganhisAirForceServicetogethertravelingallovertheworld.TheyhadtwochildrenJohnSant(deceased)andCindySant(Petersen)Wendell.Afterraisingtheirchil-dren,MarilynfinishedherschoolingtobecomeaRegisteredNurse.SheworkedasanRNforyearsattheTwinFallsHospitalandlaterattheWendellManor. Sheissurvivedby:hercompanion,DavidShort;daughter,Cindyandherspouse(BrianPetersen);sister,CarolRydvall;andhergrandchildren,LukePetersenandhisspouse(Au-dreyPetersen)andAubreySouthfieldandherspouse(NickSouthfield),BillySant,andMariahSant. Sheisprecededindeathbyherhusband,BillyJoeSant;son,JohnSant;andherbrother,BillWilson. Legislative Update from Senator Michelle StennettEnd of Session for 2016 The2016legislativesessionhascometoanendandnowwereflect,notonlyonwhatweaccomplishedandwhatwedidn’t,buthowtheprocessworks-anddoesn’t.All105legislatorsrepresentapproximatelythesamenumberofconstituents(45,000)intheirdis-tricts.Astherepresentativesandsenatorsofallthesecitizens,regardlessofpartyaf-filiation,wearethevoiceforourdistricts.Whenanysinglelegislatorismarginalizedordismissedfrompolicy-makingandprocess,his/herconstituentshavebeensilencedtoo...allofthem.Ifonepartyisignored,hundredsofthousandsofIdahoansdon’thaveavoice.Americanidealsforrepresenationdon’tsug-gestthatsomeinterestsgetrepresentatedallofthetime,ouridealisthatalloftheinter-estsgetrepresentedsomeofthetime. ThereisnodisagreementthatIdahois,andshouldbe,abusiness-friendlystate.Intermsofourtaxsystem,thisiscertainlythecase,butthereismoretocreatingeconomicopportunitythantaxstructure.Weneedtopromoteandproperlyfundeducationsinceaqualifiedworkforceplaysacriticalroleinluringbusinessestoourstate.Idahowillonlybefullyopenforbusinesswhenwecultivateapoliticalenvironmentthatsupportsadiverseworkforcefreefromdiscrimination.Wealsoneedtobalancebusinessinterestswithen-vironmentalprotections,privatepropertyrightsandrespectfortheworkerswhokeepourbusinessesrunning.Thelegislaturefailedtostrikethatbalancethisyear:
---S1339promotestheinterestsofasingleoilandgasexplorationfirmovertherightsofprivatepropertyowners;H487 inserts non-compete clauses intoemployment contracts to the detrimentofentrepreneursandstart-upsandsendsourbestandbrightesttoseekemploymentelsewhere;S1342promotesusingtheBibleinpublicschoollessonsandpassedonlyafterlanguagewasinsertedtoincludeotherreligioustexts.H568suggestedthatSharialawwasaprob-leminourjudicialsystem.Itisnotandthemeasurefailedtoadvance.S1196,whichwouldaddthewordssexualorientationandgenderidentitytoIdaho’s
existinghumanrightsprotections,wasre-fusedapublichearing.H463notonlyhurtsworkingfolks,itun-dermineslocalcontrolbyforbiddingcom-munitiesfromenactingminimumwagelaws(itpassedintolawwithoutthegovernor’ssignature)whilethemajorityrefusedtoevengrantahearingforH400.Thiseffortwouldincrementally raise the state’s minimumwageto$9.25/hourbymid-2017.H431changestheindexingusedtocalculatepropertytaxesandshiftsthetaxburdenontofamiliesalthoughbusinessesandagriculturalinterestswilllikelyseeabenefit. Alegislativecommitteestudiedurbanre-newalovertheinterimandcraftedbalancedlegislation(H606aa)thatwasnotsupportedbyHousemajorityleadershipsothebillwasamendedtothepointofbeingopposedbycityofficials.Themuch-amendedmeasurestillpassed. TheSenatewasabletopreventataxcutthatwouldonlybenefitcorporationsandafewtopearnersandthenpassedSCR155toestablishanofficialworkinggrouptostudytaxissuesoverthecominginterim.
--- Educationwasthetopissuecomingintothe2016session.Witha7.4%increase,K-12educationfundingreturnsto2009levelswithoutaccountingforinflationorthe1,000+additionalclassroomscreatedoverthesesevenyears.Theeven-harder-hithighereducationbudgetfalls2%below2009levelswithoutadjustingforinflation.More positively, school security will beenhancedwithH514andliteracywillim-provewiththepassageofH451andH526.Wealsokeptourcommitmenttofundingyear two of the career ladder to steadilyimproveteachercompensationandaddednon-teachingsupportstaff. Othergoodworksthatpassedthisyearincludeawell-fundedmeasuretoreformIdaho’sinadequatepublicdefensesystem(H504),aproposalfromtheSecretaryofStatetoboostelectionparticipationbyal-lowingon-lineregistration(S1297a),easingaccesstoworkerscompensationforfirefight-erswhocontractillnessescausedbytheirhe-roicwork(H554),enhancementstoIdaho’ssuicidepreventionmeasures(S1326,H566),
reformstothefostercaresystem(H556),severalresolutionstoaddressourstatewidewatercrisis(SCRs136,137,138)andaboostforstateemployeeswhocouldseea3%payraisebasedonmerit. 2016didincludeseveralpiecesoflegisla-tiongoodforwomen.Weexpandedprotec-tionfromstalkingtoincludeanyoneoutsideadomesticrelationship(S1373), requiredtestingofrapekits(H528),andchangeddefi-nitionsforsexcrimes(H580).Wealsoinsti-tutedWomen’sHistoryMonthtoencouragemorewomentoparticipateinthestate’smanymale-dominatedboardsandcommissions. Thebiggestactionthisyearwasinaction.Itsaddensmethat,forthethirdyear,wecouldnotconvincethemajority-partylegislatorsoftheurgentneedtoadopttheHealthyIdahoPlanrecommendedbybothworkinggroupsconvenedbyGovernorOtter.Hundredsofpreventabledeathscanbeattributedtothiscalculateddecision.ThegovernorproposedthePrimaryCareAccessPlanjustbeforethestartofthesessionbutthisproposalfellflatforcostingtoomuchanddoingtoolittle.Aneleventh-hourplanfromtheSenatetoseekafederalwaivertoaddressthecoveragegapthroughastateinitiativewasdefeatedbytheHousemajorityonthefinaldayoftheses-sion.Fortunately,wedidfindfundingfortwomentalhealthcrisiscenterstobelocatedinBoiseandTwinFalls. IwanttoextendmyheartfeltthanksandbestwishestoRepresentativeDonnaPencewhoisretiringafter12yearsinoffice,thepastfourservedinleadershipasHouseMinorityCaucusChair.DonnahasbeenadrivingforceforissuesofcriticalimportancetoDistrict26anditsconstituentsincludingthepreserva-tionanddefenseofIdaho’spreciousnaturalresources.Shewasavaluablecontributortothestate’sinnovativewaterplanandservedasCo-chairoftheSportsman’sCaucusforthepastdecade.DonnahasworkedtirelesslyonbehalfofteachersandproperfundingforIdaho’spublicschoolsincludingherworkontheGovernor’sTaskForceonImprovingEducation.Withsomuchvolunteerismonherresume,IknowthatDonnawillcontinuetoworkonbehalfofIdahoassheenjoysherretirementalongsidehusbandLew,herthreechildrenandsixgrandchildren.

Overthelastseveralyearsthesubjectoftransgenderedpeo-plehasbeenafrequentnewsitem,particularlywithprovidingrestroomaccommodations.TheU.S.CensusBureauputsthenumberoftransgenderedpeopleintheU.S.at~0.005%ofthepopulation.Othergroups,includingnewsmedia,oftenputthenumberatnearlya100timesthatamount. However,whatisgenerallylostinthisconversation,isthe“genderreclassification”ofchildreneitherduringorbeforepuberty(ages10and14forgirlsandages12and16forboys).Withallofthepublicityofthisissue,moreandmoreparentsareaskinghealthproviderstohelpwiththe“genderconfusion”thatsometimeoccursaroundthetimeofpuberty-veryoftenthisinvolvesgivingchildrenpuberty-blockinghormones. Theproblemwiththistypeoftreatmentisthatitinhibitsgrowthandfertility.Italsoleadstomorehormonetreat-mentslaterinadolescenceandadulthoodsuchastestos-teroneandestrogentodealwiththeproblemsofblockingpuberty.Allofthesetreatmentsareassociatedwithdan-geroushealthrisksincludingbutnotlimitedtohighbloodpressure,bloodclots,stroke,andcancer. AccordingtoAmericanPsychiatricAssociation,98%ofboysand88%ofgirlswithgenderconfusionaccepttheirbiologicalsexaftergoingthroughpubertynaturally(nohormones).Thisstatisticmakeshormonetreatmentinchildrenanunnecessaryanddangerousmedicalpractice.Addingtotheconcernsofcross-sextreatmentsisthein-creasedriskofsuicide-nearlytwentytimesgreaterthanthosewithoutsuchtreatments. Becausethesetreatmentsareoftenpushedonyoungchil-drenwhohavelittleornorealconceptofwhatgenderorsexis,theAmericanCollegeofPediatricians(ACPeds)releasedastatementlastweekdeclaringthatgenderreclassificationofchildrenisaformofchildabuse. Citinganumberofmedicalandbiologicalfacts,ACPeds(asociallyconservativeassociationofpediatriciansandotherhealthcareprofessionals)said,“Pubertyisnotadiseaseandpuberty-blockinghormonescanbedangerous.Reversibleornot,puberty-blockinghormonesinduceastateofdisease-theabsenceofpuberty...Conditioningchildrenintobeliev-ingthatalifetimeofchemicalandsurgicalimpersonationoftheoppositesexisnormalandhealthful,ischildabuse.” While this policy statement has garnered criticismfrompoliticalactivists, itneedstobepointedoutthattheobjectofthisstatementisnotadultswhoidentifyastransgendered.Ratherthisisanefforttopreventchildrenfrombeingforcedintolifechangingdecisionsoverwhichtheyhavenocontrol.
