Muskoka Conservancy

Re: About Muskoka Conservancy and Nature Conservation in Muskoka

Mr. Young highlighted the following information:

• Since 1987, Muskoka Conservancy has been a membership based, volunteer operated organization focusing on nature conservancy around communities;

• Muskoka Conservancy works with private land owners to create these land trusts to assist property owners with preserving and protecting their land without penalization and offers tax incentives and charitable receipts to assist property owners;

• Key aspect is protecting the lakes, shorelines, and wetlands as this is a key aspect of the Muskoka character;

• Since 1991, Muskoka Conservancy has acquired a total of 41 properties that are under protection or about 2,500 acres of land, with 7 properties in Lake of Bays;

• There are two conservation options for interested property owners: land donation or Conservation Easements. For land donation, the minimum acreage for conservation is 20 acres - but can make exemptions based on the property;

• About 2/3 of Muskoka Conservancy Properties are accessible to the public with hiking trails (e.g. Dyer Memorial), but it is recommended to contact Muskoka Conservancy to confirm locations, obtain hiking maps, etc.;

• Upcoming Native Plant Sale – pre-order on MuskokaConservancy.org and pick-up May 11, 2019.

Muskoka Algonquin Healthcare

Re: Muskoka Algonquin Healthcare Update (MAHC)

Ms. Bubela and Mr. Matthews provided the following information:

• Over the past year, MAHC had over 45,000 Emergency Room visits (125 per day), over 8,000 Surgeries and Scopes appointments (24 per day), over 37,000 X-rays (103 per day), and almost 470,000 Laboratory Tests (1,300 per day);

• MAHC recently received an accreditation of excellency. Five accreditation surveyors processed the MAHC system against approximately 2,400 national and international standards of care, meeting 98.4% of these standards;

• Financially, MAHC will balance again at the end of this year but presently need about $49 million for both capital and infrastructure expenditures;

• Foundation Auxiliaries are fundamental in the operations of MAHC hospitals, with over 40,000 volunteer hours last year;

• Current Capital Planning Stage: long range plan is for a two-site MAHC model, the Capital Planning Stage can take up to 20 years. Currently in Stage 1 of 5 with a designated task force reviewing the Stage 1 report in June 2019. More information is available on the MAHC website;

• For Capital Planning, should approval be granted, the Ministry of Health will pay 90% of construction costs and the community is responsible to pay for the remaining 10% of construction costs, plus pay for furnishing, equipment, and costs of “revenue generating spaces” like parking lots, gift shops, cafeteria spaces, which is estimated at upwards of 25% of construction costs;

• MAHC and the Muskoka and Area Health System Transformation (MAHST) has been reviewed by the Ministry of Health, who is currently looking at options to integrate health services across the province – creating “Ontario Health Teams”.

Mayor Glover thanked Mr. Matthews and Ms. Bubela for their presentation and appreciated the updates regarding the Capital Planning Stage and the two-site model proposal.

Mr. Perera presented the Township of Lake of Bays 2018 draft consolidated financial statement for the year ending December 31, 2018.

Mayor Glover thanked Mr. Perera for his presentation and the work of his audit team, as well as the hard work of the Township’s Treasurer.

Matt Gaasenbeek, Bigwin Chair (Absent)

Re: SS Bigwin Update

Mr. Collin Reaney provided the following information:

• Matt Gaasenbeek, Bigwin Chair, was unable to attend;

• The Lake of Bays Marine Museum and Navigation Society is a community social enterprise that started 17 years ago and is operated by volunteers. The SS Bigwin cruises have been operating for 7 years;

• The Society is a not-for-profit charity with objectives of save and restore heritage, tourism, and local community engagement while contributing to local healthcare, heritage projects, and businesses to help grow the local economy;

• In 2018, SS Bigwin cruises had over 2,200 passengers;

• Expanded ports of call the last few years included into Baysville, Port Cunnington Lodge, and Dwight;

• The Society, to continue its investments in the community, needs to raise money each year and has increased its marketing and digital presence across Lake of Bays;

• Received the Muskoka Impact Award in 2018, and the Global Travel Award in 2017;

• In 2018, raised $260,000.00 for community projects;

• SS Bigwin is the first hybrid boat with a Green Tourism Certification;

• Requesting that SS Bigwin moor at the Dwight public dock in 2019 in July and August for two days per week (Monday and

Tuesday) to offer public and private cruises and that any applicable municipal fees are waived.

Mayor Glover thanked Mr. Reaney for the summary of history of the SS Bigwin and the updates regarding most recent activities.

WHEREAS the Council of the Corporation of the Township of Lake of Bays hereby receives the staff report "Sale of Original Shore Road Allowances - Declaration of Surplus Lands: • OSRA File No. 15-02 (Vollmer), • OSRA File No. 18-06 (Meyer), dated March 19, 2019;

THEREFORE BE IT RESOLVED THAT the Council of the Corporation of the Township of Lake of Bays declares the following Township owned real property to be surplus:

• the original shore road allowance in front of Lot 5, in Concession 11, former Township of Ridout, now in the Township of Lake of Bays, in the District Municipality of Muskoka, designated as Part 1 on Plan 35R-25867 (Vollmer– 030-009-01200 - Ridout – 1007 Speers Road – Paint Lake); and

• the original shore road allowance in front of Lot 26, in Concession 9, former Township of Franklin, now in the Township of Lake of Bays, in the District Municipality of Muskoka, designated as Parts 1 and 2 on Plan 35R-25884 (Meyer– 010-002-00203 - Franklin – 1051 Osborne Point

(f) By-law 2019-030, being a by-law for the purpose of acquiring and establishing as part of the municipal road system the following lands: part of Lot 26, in Concession 9, of the former Township of Franklin, now in the Township of Lake of Bays, in the District Municipality of Muskoka, designated as Part 3 on Plan 35R-25884 (Meyer)(Township to obtain registered title of a portion of Osborne Point Road)

The By-law Enforcement Officer provided a summary of the report and Council discussed the proposed fee structures. The following resolution was tabled amending the user fees for commercial use of Municipal Property:

BE IT RESOLVED THAT the Council of the Corporation of the Township of Lake of Bays direct staff to amend the draft user fees to reflect the following: fee structure for Commercial Use of Municipal Property be doubled for non-residents.

WHEREAS Council of the Corporation of The Township of the Lake of Bays receives the staff report “Commercial Use of Municipal Property Procedures” dated March 19, 2019;

AND WHEREAS staff recommends policy “Commercial Use of Municipal Property Procedures” be approved.

THEREFORE BE IT RESOLVED THAT pursuant to the Municipal Act, 2001, as amended, By-law 2019-032, being a

by-law to establish Commercial Use of Municipal Property Procedures in the Township of Lake of Bays, be approved.

AND FURTHER THAT the Council of the Corporation of The Township of the Lake of Bays User Fee By-law 2018-121 be amended to reflect fees for the Commercial Use of Municipal Property.

(iv) SS Bigwin request for Commercial Use of Municipal Property

The By-law Enforcement Officer summarized the 2019 SS Bigwin request for Commercial Use of Municipal Property and advised:

• Total number of days the SS Bigwin will be using municipal property (Dwight and Baysville West Docks) outlined the dates and times the SS Bigwin is proposing to use the municipal property - 30 days for Dwight and 3 days for Baysville;

• The SS Bigwin vessel’s use of Dwight dock in 2018 saw no parking complaints or any other complaints and increased the exposure of the Dwight Farmers market.

Council discussed the SS Bigwin’s/Lake of Bays Marine Museum and Navigation Society’s request and passed the following resolution:

FURTHER THAT the Council of the Corporation of the Township of Lake of Bays authorize the Mayor and Clerk to enter into an Agreement with the SS Bigwin and the Lake of Bays Marine Museum and Navigation Society for the commercial use of Dwight dock and Baysville west dock.

FURTHER THAT the Council of the Corporation of the Township of Lake of Bays:

✓ does not support the painting of lines on the public dock to indicate dedicated mooring space.

✓ hereby waives the $200 application for the commercial use of Municipal Property by SS Bigwin and the Lake of Bays Marine Museum and Navigation Society for 2019.

✓ exempts the SS Bigwin and the Lake of Bays Marine Museum and Navigation Society from the day use provision Section 8.(a) of By-law 2012-096, permitting mooring between 11pm and 5am Monday nights only from June 24, 2019 to Aug 27, 2019.

✓ hereby waives the user fees for commercial use of municipal property for the SS Bigwin.

✓ approve cost sharing of the installation of hydro at the dock at 50% for each party an un-budgeted item in the 2019 budget.

✓ approve the Township to pay for the monthly hydro bills and to review the costs after the first year an un-budgeted item in the 2019 budget.

WHEREAS Staff are recommending no smoking or vaping at all Municipal Parks and Water Access Point as per Schedule “A”.

THEREFORE BE IT RESOLVED that the Council of the Corporation of the Township of Lake of Bays hereby approves By-law 2019-034, a By-law to regulate smoking & vaping in Municipal Parks.

WHEREAS on December 15, 2015 Bill 73, Smart Growth for Our Communities Act, an act to amend the Development Charges Act and the Planning Act was passed and proclaimed effective January 1, 2016 requiring the Treasurer to report annually a Statement of Cash in Lieu of Parkland Reserve Fund; and

BE IT RESOLVED THAT the Council of the Corporation of the Township of Lake of Bays receives the staff report “Statement of Cash in Lieu of Parkland Reserve Fund 2018”, dated March 19, 2019 and that the Statement be posted on the Township website.

BE IT RESOLVED THAT the Council of the Corporation of the Township of Lake of Bays receives correspondence from The

Corporation of the Town of Saugeen Shores re: Request to Governments of Canada and Province of Ontario to Open the Application Process for the Bi-lateral "Investing in Canada Infrastructure Program" that was signed on March 14th, 2017;

AND FURTHER THAT Council supports Resolution No. 17-2019 passed February 11, 2019 requesting the Government of Canada and Province of Ontario move forward with accepting applications for funding agreed to under the “Investing in Canada Infrastructure Program” to help address the Recreation and Culture Infrastructure deficit that currently exists across Canada;

AND FURTHER directs staff to forward this resolution to all Ontario Municipalities, Provincial and Federal Government's, local MP's and MPP's, Parks and Recreation Ontario, and the Association of Municipalities of Ontario.

• 2020 is the 50th Anniversary of the Dwight Winter Carnival and volunteers will be welcome.

Volunteered at the Baysville Winter Fest (February 18, 2019)

• New volunteers are welcome.

Sinclair Ward Citizen’s Advisory Committee Meeting (February 28, 2019)

• Participated in the meeting hosted by Councillor Brooks; agenda items included: roads, District of Muskoka update, Fire Services, Housing, internet, septic systems, washing boats when transferring between lakes, the Limberlost transfer station, taxes and hydro;

• The next meeting will be held on Friday, May 24, 2019, time and location to be determined;

Engineering and Public Works Committee

• Presentation from Dr. Norman Yan from a new group calling themselves ASH Muskoka / Friends of the Muskoka Watershed. Dr. Yan's group is proposing to collect wood ash from Muskoka residents to add to lakes with low PH levels. He is asking the District for help in collecting this material since they have all the landfills and transfer stations which could be used as collection areas;

• Received the minutes from the Muskoka Salt Working Committee. This group is looking at ways to reduce the amount of salt being used on Muskoka roads. Some of the members of

this group are District P.W. management, MTO, Muskoka Watershed, Winter contractors, Cottage and Lakes association members & area Municipality P.W. Directors. More meetings are scheduled for 2019 to try and come up with solutions to this very important environmental issue.

Finance and Corporate Services Committee

• Discussed shared maintenance agreement with the Town of Bracebridge for the new Fire hall / Paramedics facility;

• Finance recommended all tax ratios for all property classes remain the same for the 2019 tax year;

• The Province is looking at reviewing the liability of Municipalities. This has been a long standing request from all Ontario Municipalities (not putting all liability burden on the person/municipality with the deepest pockets).

• Janice Skot the President and CEO for the Royal Victoria Hospital in Barrie, gave an update on the new Healthcare programs at the hospital and it's impact on Muskoka residents;

• Michael Lawley the Executive Director for Muskoka Tourism gave a recap of their digital advertising campaign for 2018, all toll they created 16 Million Impressions;

• District adopted their 2019 budget, this means an increase of $4.43 per $100,000 for a Muskoka residential property;

• Have been working with the District Public Works and Treasury Departments to eliminate a section of the urban service area on Heney Lake Road in Baysville. Although this has been a ongoing issue for some time the 2 departments are getting closer to resolving the issue.

• YWCA is hosting a Power of Women (POW) Costume Party on March 26, 2019 from 6-10pm in Bracebridge. This event is in support of YWCA's women's programming.

Library Board (Baysville, March 4, 2019)

• Two board members attended a grant writing workshop in Bracebridge to aid in fundraising activities; the budget for this year is on track; Cathy Fairbairn emphasized the shift to digital media and presented ideas on how to grow in that direction; more training is upcoming including Governance Best Practices in May for library board members hosted by SOLS.

Fire Advisory Committee

• The issue of adequate staffing of our fire halls is an urgent matter and one that we are now addressing in a recruitment program about to be launched throughout the entire Township;

• The week of March 18, 2019 there will be a brochure going out in the mail to all residents of Lake of Bays and area to try to reinforce the need for men and women to consider a part time position as an active member of our fire department;

• There will be a Recruitment Information Session at the Dwight Community Centre on Thursday, March 28, 2019 at 7:00 p.m. The session will provide an opportunity to learn more about the responsibilities and benefits of becoming a member.

• February 27, 2019, attended Webinar at the Township Council Chambers entitled “Social Media 101 for Elected Officials”;

• February 28, 2019, hosted our inaugural Sinclair Resident's Advisory Committee meeting in concert with Councillor Peppard. The meeting was well attended with many healthy

discussions focusing on the residents' concerns. Topics of interest included: roads, fire services, septic systems and boating. Next meeting is scheduled for May 24, 2019;

• As a public service and given the winter we have been enduring, I would strongly encourage our residents to look at the snow loading their homes and cottages and if they have not done so already, to consider having their roofs shoveled. Some may not realize the amount we have received as it can be detrimental especially to an older cottage not designed for these loads;

• March 7, 2019, attended the presentation on hospital restructuring in Muskoka, hosted by Muskoka Algonquin Healthcare (MAHC) which is planning for a future hospital model of two acute care sites with emergency, inpatient and surgical services at each site. • From the residents of Limberlost Road their thanks and appreciation is requested to be passed on to the Township's Road Crew, they have really appreciated the care and maintenance that Limberlost has received this winter;

• Attending a session on the Office of the Fire Marshall in Bracebridge on April 6, 2019, as part of training for the Fire Advisory Committee.
