She was the third – and fi rst female – mayor of Mt. Juliet, she’s raised three boys and now has fi ve grandchildren, a fi fty-year marriage and a part-time gig at the local library, but for Mrs. Jenny Bess Hibbett it’s the decades of children in her life that have kept her going and fulfi lled what she calls a spiritual calling. “It’s been my life,” she said of teaching young children for around 50 years. “Life changes, step by step things change, but I never felt like moving on: the children are, and have always been, my life and my reason.” Mrs. Hibbett is something of a local legend and mentor: she even has a Facebook page dedicated to

her, The Mrs. Jenny Bess Hibbett Fan Club. “Truly an incredible woman, Mrs. Hibbett knows thousands of people, attends more graduations, weddings, anniversaries, and funerals than any other resident of Mt. Juliet,” reads the Information section. “She was once the mayor...and still works at the Mt. Juliet Library and the Mt. Juliet Christian Academy. MJ employees denied Christmas gifts

To the dismay of Mt. Juliet City employees, and despite the fact that the City is comfortable in its “extremely conservative budget,” it has increasing sales tax revenue, the City Commission this year voted itself health insurance, personal laptops and a salary increase last year, Mt. Juliet city commissioners voted down an ordinance that would provide $75 gift cards for its employees at Monday night’s special called meeting. “I don’t want to be a Grinch here, but some of my constituents, and I’m sure yours, have lost their jobs or are taking pay cuts,” District 3 Commissioner Ed Hagerty explained. “It’s not fair to ask them to pay extra tax dollars for city employee bonuses. And (city employees) just got a 1 percent raise for cost of living even though the numbers show the cost of living went down. It doesn’t seem fair or to send the right message.” Mt. Juliet Mayor Linda Elam “seconds that emotion.” “I can’t justify people who are out of work paying for bonuses,” she said. District 4

Commissioner Jim Bradshaw agreed. “We’ve borrowed $10 million and we’re trying to fi gure out what to do with the $2.5 million we have left.” District 1 Commissioner Ted Floyd, however, said he has “a certain amount of dedication” as a former City employee (he is a former Mt. Juliet Police chief). “It’s $75 a piece,” he said, “and it has already been appropriated in the budget.” District 2 Commissioner Will Sellers kicked in his 2 cents, saying that, as the original sponsor of the ordinance, he doesn’t think “$75 will break the

bank or send the wrong message.” The total amount of the gift cards for all City employees would have cost $9,525, an amount already allotted in the budget. Earlier this year city commissioners voted to give themselves insurance and laptops to use to conduct a “paperless” meeting, last year they doubled their own salaries, and earlier Elam attempted to give herself lifetime health care. During the same meeting Monday night, commissioners approved by a 4-1 vote, with Sellers voting against, to spend $25,000 on fi reworks for the annual Fourth of

July celebration. What commissioners didn’t discuss is that the gift cards were all commissioned for local Mom and Pop stores and were upgraded for free by Mt. Juliet Economic Development Director Kenny Martin and Human Resources Manager Jill Johnson. For example: at Houston’s Market, a gift card purchased for $10 would actually get the recipient $15 worth of merchandise. The sales tax dollars spent by using the gift cards would have gone right back into the local economy – and Mt. Juliet citizens wouldn’t be paying “extra” tax dollars (since Mt. Juliet doesn’t have a property tax) because the funds have already been appropriated.

The ordinance failed by a 2-3 vote, with Floyd and Sellers voting for it, on second reading. As mentioned above, there are some $2.5 million in borrowed funds the City still has to decide how to use, and a special meeting was called for January to revisit the issue. During commissioner comments, Sellers noted that WEMA (Wilson Emergency Management Agency) needs more fi refi ghters for Station 3, located behind City Hall on North Mt. Juliet Road. He noted that a house on Pleasant Grove Road recently caught fi re, and there were just two Mt. Juliet volunteer fi remen, two regular fi refi ghters from the station and one other who showed up for the fi re. Metro responders

were called in to help, but then one of the fi refi ghters was hurt, which left only three people to battle the blaze. He suggested that the commission look to “helping WEMA out” in 2010 by adding extra personnel per shift to the local fi re station. On the actual fi ve-item agenda, commissioners voted 4-1 on second reading for a fee schedule for the Building Department, with Bradshaw voting against. Commissioners unanimously approved a substituted version of an ordinance to rezone Rowlett d/b/a Hackney Farms on fi rst reading. The next Mt. Juliet City Commission meeting will be held on Monday, Dec. 14, beginning at 6:30 p.m., with a workshop to be held beginning at 5 p.m.

Interviews of potential candidates wrapped up last week as administrators at Wilson Central High hope to have a new football coach in place by the start of the spring semester. Central is looking for a new coach after Traye Aric resigned in October after a four-year run as head of the Wildcat gridiron program.

“We selected seven candidates to interview,” Wilson Central principal Travis Mayfi eld said last week. “If we need to do additional interviews that would probably take place over the phone for some since we have some out-of-state applicants. In a perfect world, Central would have a new coach named sometime this week. Aric resigned Wednesday, Oct. 28, one day before his team closed out the 2009 regular season

at home against Portland.The Wildcats started the 2009 campaign 0-8 before winning two straight games against Station Camp and Portland. Aric wrapped up his four-year stint at Wilson Central with an overall record of 22-25. His fi rst Wildcat team fi nished 2-8 in 2006; followed by runs of 10-3 in 2007 and 8-4 in 2008. In 2007 Central advanced to the Class 5A quarterfi nals, losing to eventual state champion Smyrna.

A project which has been years in the making with the goal of providing a safe passage for children, parents, and families to a from the new Mt. Juliet High School is at a stopping point and will be celebrated with a ribbon cutting ceremony next week, city offi cials said Monday. Paving for what is commonly known as the reverse L, which straightens out a portion of Curd Road near Mt. Juliet High School, is fi nished “up to the binder,” and workers only lack guardrails and striping to fi nish the section, said Mt. Juliet Public Works Assistant Director Cajun Joyner, who has spearheaded the project. He added that the top ½ inch of the surface paving will not be applied until the latter part of April, 2010, according to TDOT (Tennessee Department of Transportation) standards. He said that top layer of asphalt cannot be laid until the temperature is 40 degrees and rising. The section should be “drivable” by Tuesday, December 15, he said, which is the day of the reverse L offi cial ribbon cutting at 1 p.m. The cost for the

project was originally set at $3.2 million, but was contracted and has been nearly completed for $2.93 million, Joyner said. He added that the City of Mt. Juliet “has to pay for all of that up front,” and upon completion the City will receive 50 percent of that back from the State through an LIC (Local Interstate Connector) grant, since that section of Curd Road (or the Beckwith Road extension, or the Eastern Corridor, or Golden Bear Gateway, or whatever it’s called this week) is eventually going to be connected to the Beckwith Road Interchange at Interstate 40. And although the Wilson County Commission originally agreed to help pay for the reverse L, since the high school is technically in the county and not within Mt. Juliet city limits, there is no set plan as to when – or even how – the county commission will fulfi ll that promise. Last month the county commission had the issue on their agenda but decided to revisit the payment – which has been reduced from the original $950,000 price tag to $650,000 – and discuss in 120 days. “The main issue was not if we’re going to pay, but

when,” remarked District 22 Commissioner Heather Scott, of Mt. Juliet. She said Commissioners Gilbert Graves and Billy Patton presented a plan to the county Finance Committee which included buying a bond or taking out a loan to pay the amount to the City of Mt. Juliet, but Scott argued that the commission should wait until the sale of the county-owned property in the heart of Mt. Juliet commonly known as the old Mt. Juliet Elementary School property and pay the city from the proceeds of that sale. “Once that money is in the bank there will be no reason not to give Mt. Juliet the money,” she said.

Mt. Juliet hero, Astronaut Barry “Butch” Wilmore, is scheduled to return to his high school alma mater Friday where he will greet the student body of some 1,900 or so, and on Saturday he will serve as Grand Marshal of his hometown C h r i s t m a s parade. Just back from an 11-day round trip mission to the International Space Station on Shuttle Atlantis, the Navy captain and seasoned pilot, will spend much of the weekend in Mt. Juliet, the community he credits with making it possible for him to achieve his story of success. In an interview provided by NASA, Wilmore identifi es a handful of coaches and early mentors from Mt. Juliet who helped him establish certain values that he believes were important in moving him forward on his career track. When asked about sports heroes and their

infl uence on him, Wilmore responded to the interviewer from NASA that he had not necessarily considered sports heroes in his youth

but added that he believed some of his coaches to be heroes. “There was Ed Rice who was one of my early baseball coaches that I looked up to. He rode me hard but looking back

now, I mean, that’s a good thing,” Wilmore said in the interview. He added that Rice, who is best known for his Rice Country Ham Store in Mt. Juliet, “pulled the best out of me.” Others he cited in the article were his junior high football coaches Mike Gwaltney, Tommy Martin, John Simms, Jerry Kirby and Terry Hemontoler. Wilmore, who later became a high school football standout and attended Tennessee Tech on a football scholarship, invited the coaches and Rice to attend the shuttle’s launch on

Nov. 16. All attended except Martin who was unable to because of an accident in which he suffered a broken foot. This weekend Wilmore will have an opportunity to spend some time with these mentors and others including friends and family in Mt. Juliet as the favorite son is welcomed home. The Mt. Juliet Christmas parade will begin at 11 a.m.

The City of Mt. Juliet announced Monday that its red-light safety cameras began taking photos of red-light runners at designated intersections on December 7. Photo-enforcement cameras will capture still images and video of red-light running violations. During a 30-day warning period, a warning notice will be issued to the vehicle’s registered owner. There will be no fi ne for this warning notice. At the completion of the warning period, citations will be issued. The photo-enforcement cameras are located at 5 intersections: · Lebanon Road & Devonshire· Lebanon Road & Nonaville · Lebanon Road & N. Mt. Juliet· Lebanon Road & Benders Ferry· N. Mt. Juliet Road & Old Lebanon Dirt Road “The warning period will give residents an opportunity to become familiar with the red-light system. We encourage people to slow down and defi nitely stop on red before the actual citations begin,” said Mt. Juliet Police Chief

Andy Garrett. “This is a public safety program, and our goal is to stop red-light runners and prevent property damage and personal injury collisions resulting from these violations.” Cameras will operate 24-hours a day and capture images of every vehicle running a red light at the intersection. Additionally, warning signs alerting drivers to the red-light cameras have been installed at each location. The program is administered by American Traffi c Solutions, Inc. (ATS) with each violation reviewed and approved by the Mt. Juliet Police Department prior to being issued. Red-light camera technology is just one way the City will make local streets safer for everyone. A Mt. Juliet elementary school will host a function for one of its own next week, a benefi t for a student who is battling cancer after moving to the area when her family was displaced by Hurricane Katrina. December 15 will be a special night at Elzie Patton Elementary. That night the school is holding B l e s s i n g s for Bishop: a chili supper, s i l e n t auction and concert to benefi t the family of one of its fourth grade s t u d e n t s , B i s h o p Mikae l ian. Last year Bishop was diagnosed with cancer and is currently undergoing treatment at Vanderbilt Children’s Hospital for her rare brain tumor. When she is able, Bishop is attending school with her classmates and friends. All of the items for the dinner and auction have been donated, along with the time and energy of the volunteers to make the benefi t happen. Mt. Juliet-West Wilson Big Brothers needs the community’s help for their annual Food and Toy distribution to be held at the Mt. Juliet Middle School (next to Sonic) 3565 N. Mt. Juliet Road. Help is needed on the evening of Friday, December 18, at 5:30 p.m. and the morning of Saturday. December 19, at 7 a.m. in the school cafeteria to prepare the “Mother’s Toy Store” for parents to shop. Help is also needed on Saturday morning at 7 a.m. to deliver food to needy families in West Wilson County. Volunteers will need room for a minimum of

two (2) boxes of food in your vehicle weighing approx. 40 lbs each. Adult volunteers are needed to serve as shoppers in the Mother’s Toy Store December 19 from 11 a.m. until 4 p.m. Orientation will be at 10 a.m. on how to shop with parents. Volunteers are also needed late Saturday afternoon starting at 4 p.m. to help with the cleanup of the cafeteria in preparation for school on Monday. the funny thing – children haven’t changed, but the world has.” Mrs. Hibbett, who with her shiny white curls and round wireless glasses is also known as Mother Goose for Storytime at the Mt. Juliet Library, sat back and folded her hands.

“Parents don’t realize they are the example for their children, that they should spend as much time with them as they can because they are who their children look to fi rst.” And as an example, Mrs. Hibbett was one in the late 1960s and early 1970s when she served as a Mt. Juliet city commissioner and then city mayor. Her husband of 50 years, N.C. Hibbett, got her more involved in the inner workings of Mt. Juliet in the early 1960s, when he served as the city’s fi rst mayor just after its incorporation. “I’ve always felt like anybody should be willing to help in your community to make it a better place,” Mrs. Hibbett said. “If not, then you should just get out! People don’t realize what it

takes to keep a community going, much less have it grow.” Mrs. Hibbett knows all about the growth of Mt. Juliet: she was mayor when city offi cials realized a red light was needed at the intersection of Mt. Juliet and Lebanon Roads. She and her commission approached the Tennessee Department of Transportation (TDOT), which provided the fi rst red light in the city. She said the growth came slowly until around ten years ago, when houses started sprouting throughout the city. “I think it’s an adventure,” Mrs. Hibbett said of the city’s growth. She sat back, smiled, her eyes settling on something far away. “It’s like ‘Little House on the Prairie.’ Going from country to city, you wouldn’t believe it, what those of us who’ve been here so long have seen.” She leaned forward, a light touch. “It’s been delightful.” Mrs. Hibbett said she ran for the mayor’s seat “because I cared and felt the need.” “I knew what a challenge we had ahead of us,” she said, “being so close to Nashville, it’s only natural that it would spread out our way. But it was a hard business to go into, knowing all the rules and regulations that make up a government. I wish more people knew, and paid attention. I learned a lot and enjoyed it.” And just as there was a need and a plan for Mt. Juliet, Mrs. Hibbett believes there is a plan God has for everyone, what she calls “a spiritual calling.” Hers has been teaching, and she started with Metro teaching the third grade before she joined First Baptist Church of Mt. Juliet and began a Kindergarten program there in 1962 – the fi rst in the county. Mt. Juliet Christian Academy was founded 30 years ago, and she has been there ever since. “I taught for half a day, and it was a real privilege to be able to do that,” Mrs. Hibbett noted. “Then I started with the preschool program here (MJCA) and I enjoy it so much now because I’m doing music

with the children. Music makes your heart sing. It is more than necessary.” And although she adores teaching, Mrs. Hibbett, who was raised on a dairy farm in Liberty, TN, said she would have liked to have been a veterinarian, but “back then (the 1940s) that was not a possibility for a lady.” “But I choose to see everything as a blessing,” she said. “God’s plan is in everything you do.” Mrs. Hibbett works at the Mt. Juliet Library “when I’m needed.” She said she has “been blessed by living next door to the library – it’s like an annex.” She is the preschool program director at MJCA, where she spends “a lot of time helping the teachers with a lot of hands-on learning.” “We’ve been very blessed with the teachers we have. They do it because they want to,” she remarked. “We have a strong pre-K program, with the curriculum and the support of the church.” And now: some fun facts. Mr. and Mrs. Hibbett have three sons, Bobby, John, and Tommy. Her favorite Bible verse is Psalms 100: “Make a joyful noise unto the Lord.” “There should always be joy in your heart,” she nodded curtly. Her favorite meal to eat is breakfast, because she loves to get up early (and go to bed early). “I like to get up at 4:30 a.m. because it’s so quiet,” she whispered. Her favorite sound is birds singing in the early morning. Her favorite word is love. What she admires most in people is kindness. “It has always been a joy to be able to listen to people’s problems and troubles.” Mrs. Hibbett’s personal philosophy is that “there are three things to live by: praise, perseverance, and prayer.” And all three have served her well in her personal spiritual calling: the education of children. “You never know how far it goes,” Mrs. Hibbett said of teaching. “It goes to eternity.”

“I think that’s a better plan than taking out a loan and paying interest.” While on a local radio program, Mt. Juliet Mayor Linda Elam responded to the issue of the county borrowing money to pay the city by saying she “understands the rationale, but Mt. Juliet borrowed the money, too, and is paying interest.” “If the county doesn’t feel it can provide (the funds) today but in December can come up with a date to pay

it back, that will work,” Elam said during a special called meeting of the city commission on Monday. The county commission is not set to revisit the issue of paying for its portion of the reverse L until March. In the meantime, Mt. Juliet City Manager Randy Robertson said Monday that there is no timeline on when the reverse L will link with the Eastern Connector and connect to the Beckwith interchange. The majority of that decision, he said, is up to TDOT offi cials.

Old Friend

The Wonderful Memories With My Buddies/Buddys As I thought about writing this article I wondered if anyone would know what I was talking about when I mentioned my Buddys. I knew at fi rst most reading the article would think of friends when I mentioned Buddys. Well, my friends, I will actually be talking about two different kinds of Buddies/Buddys. The fi rst buddies were my friends. Oddly enough I still refer to most of my friends as my buddies. I guess it was what most guys called their friends when I was growing up. I feel like I had and have plenty of Buddies. These are the guys I can call in a moments notice and know without a doubt they will be there. I can think of Todd, Keith, Tim, Joe, Brent and Larry to name just a few that I can always count on. They are my Buddies and we have lots of fond memories and fun. I also have fond memories of my other Buddys. Now, you are probably saying to yourself, there are not two types of buddy/buddies. Well, in my case I have dealt with two forms of Buddies/Buddys. When I was a kid in grade school and beyond Mom and Dad couldn’t afford to buy me Chuck Taylor Sneakers. I really wanted a nice pair of high top Chuck Taylor Sneakers but Mom and Dad simply couldn’t afford them. As a result I had to wear what were called Buddys. Buddys were very cheap sneakers that squeaked when you walked down the tile hallways at school. They wouldn’t last long either. When they would get dirty mom would use white nurses shoe polish to make them look new again. I can still remember the kids with Chuck Taylor Sneakers making fun of my Buddys. At the time it made me feel bad. I remember telling mom how much I wanted Chuck Taylor Sneakers. Mom and Dad both worked hard, but simply couldn’t afford them. Mom and Dad then suggested that I work extra jobs to earn enough money to buy a pair. Needless to say, that was one of the best things my mom and dad ever did for me. As a result of their suggestion I started working when I was twelve at Minnie Pearls Chicken making $1.50 per hour. In no time I was able to buy a pair of Chuck Taylor Sneakers. I can still remember putting them on for the fi rst time. I can also remember strutting down the halls of school like I was something special. Now that I’m older I truly realize how important that suggestion was from Mom and Dad. It taught me about hard work and the value of a dollar. Those Chuck Taylor Sneakers, that fi rst job and getting older have now made me realize that I have indeed had and have many buddies/buddys in my lifetime. In an odd kind of way I wish I had kept an old pair of those Buddy Sneakers for I now understand what a life changing moment they would create for me. I now look back fondly on those Buddys Sneakers for those sneakers and my Buddies have made a lifetime of happy memories for me. We never know what will create happy memories and life changing moments in our lives. As you read earlier in the article, I ended up getting the Chuck Taylor Sneakers that I wanted so badly, but I really miss my buddys/buddies. Thanks Buddies/Buddys

Mt. Juliet will certainly be in the holiday spirit this Saturday when it hosts the annual Christmas Parade, including appearances by two men who are literally high-fl yers: an astronaut and the jolly old elf himself. Barry “Butch” Wilmore, formerly of Mt. Juliet and a graduate of Mt. Juliet High

School who recently returned from a trip to the International Space Station, is slated to serve as this year’s Grand Marshall during the Christmas Parade, which begins at 11 a.m.

Also setting down in town will be Santa himself, taking some time out of his hectic schedule to visit Mt. Juliet, so

bundle up the kiddos and line them up. The parade route will begin at West Wilson Elementary on N. Mt. Juliet Road and will end on Division Street. The Mt. Juliet Noon Rotary Club will be stationed with their mobile concession trailer at the Valley Center

this weekend for the annual Mt. Juliet Christmas Parade.
