In what she’s calling “the biggest mess ever was,” one elderly Mt. Juliet woman

is having a heck of a time getting in and out of her own driveway since the Bender’s Ferry traffi c light has been installed. Doris Davis, 82, has

lived at 10,000 Lebanon Road for 60 years. She lost her son, Gary Davis, in March of this year, she said, and has no other family in the area, so she runs her own errands and still drives during the daytime. Since the new traffi c light was installed at Bender’s Ferry and the Curd Road extension providing access to the new High School Davis fi nd it diffi cult and dangerous to pull out of her driveway, especially since there is a turning lane directly across from it. “It’s a bad place,” said Davis, leaning on her walker in the shady backyard of her home. I’m almost 83 years old, and I need to drive, but there’s heavy traffi c, and it’s diffi cult for me.” Davis said if the light is red traffi c backs up past her drive, and she has to wait until other drivers “have some mercy” and allow her to pull out. The situation is made more dangerous

and diffi cult because of the turning lane for traffi c traveling east and needing to turn left. If Davis is traveling west and needs to turn into her drive she cannot wait in that turning lane since it is a double yellow line, and her need to turn into her drive, she said, backs traffi c up considerably down Lebanon Road. “I talked to one of the sheriff’s boys one day over at the church,” Davis said, gesturing toward neighboring Silver Springs Baptist Church. “He said I couldn’t wait in that turning lane, and that if backed traffi c up I just backed traffi c up, no matter how far.” Davis said City of Mt. Juliet offi cials told her at the time the new road was being constructed that they would make a drive for her off Curd Road, but instead there is a gravel culvert a few dozen feet long which she is wary to drive over. Davis said she had not contacted city commissioners yet about her

problem and had planned on “making a meeting,” but that would mean driving after dark.” “I’ve almost been hit trying to get in and out so many times during the day, I don’t want to think about what could happen after dark,” she shook her head. Davis said her property is currently for sale because developers were “banging down her door” and making substantially low offers for her home and surrounding property, including area behind the adjoining Silver Springs Church. In order to protect herself and her property she enlisted a Realtor to represent her. She added that City offi cials told her that they “weren’t going to spend any money on it if it’s for sale.’ Mt. Juliet City Manager Randy Robertson said Monday that he had not heard from Mrs. Davis. Mt. Juliet Police Department

A new Mt. Juliet city judge was sworn in Monday, but the mayor wasn’t happy about how he got the job. Andy Wright, who also serves as city attorney for Lebanon, was hired as Mt. Juliet’s newest municipal judge on Monday, July 6, during a special called city commission meeting which Mt. Juliet Mayor Linda Elam did not attend. At the commission’s regularly scheduled meeting Monday night, July 13, Elam said she was “disappointed in the commission and the city manager” in regards to the functioning of the city court. “No one has the authority to interfere with the operation of the city court,” Elam said to Mt. Juliet City Manager Randy Robertson. “As a lawyer I am offended at the way this has been handled. The city court should be separate.” Elam continued to say that it was “decided in a group meeting” to sign off on Wright’s hire, and that Robertson and the other city commissioners knew ahead of time that she could not attend the July 6 meeting to vote on a new judge. She said she was told that the other commissioners “insisted” on holding the meeting on July 6, adding that she thought that as “chairman” of the commission she should be part of such an important decision. Robertson and the other four commissioners – District 1 Ted Floyd, District 2 and Vice Mayor Will Sellers, District 3 Ed Hagerty, and District 4 Jim Bradshaw – held the meeting on July 6, however, and hired Wright without Elam’s input. Elam said she found what had “occurred the last few weeks wholly unacceptable” and that the rest of the commission and the city manager should have either waited until the regularly scheduled commission meeting the next week or cancel the special meeting. “I fi nd the commission’s performance unacceptable and showing a lack of courtesy,” Elam said at the table. “This board has never acted in such an arbitrary manner.” The mayor added that there “was no harm

done, and it’s water under the bridge.” Robertson, however, disagreed. “I have absolutely nothing to do with the hiring or fi ring of the city judge,” he retorted. “It is the commission’s decision.” He added that what the mayor had “indicated is wrong, there were no conversations (between them) and I am disappointed about it.” And so Wright stepped forward and was sworn in by former longtime Mt. Juliet judge John Gwin. For more information on events leading up to Wright’s hire see the July 8 edition of the Chronicle or visit www.thechronicleofmtjuliet.com and view the July 8 and May 13, 2009, editions. During his allotted time for comments, Floyd appealed to his constituents and all Mt. Juliet residents to contact commissioners regarding an upcoming ordinance to opt out of a recently approved State law prohibiting guns in parks. He said he wants his constituents to contact him to “tell me how to vote.” Sellers said as the commission’s representative of the City Parks and Recreation Board he could say that everyone on that board “is totally in favor of opting out of the no guns in parks law” for Mt. Juliet. “There’s no compelling reason why anyone would go to a little league game carrying a nine-millimeter,” Sellers commented. “Maybe in their car, but not in their jacket.” C o m m i s s i o n e r s discussed a recent error in sewer billing for many Mt. Juliet businesses in which West Wilson Utility District meters undercharged businesses since 2006, totaling around $71,000 in back sewer charges owed to the City of Mt. Juliet by the businesses. While WWUD forgave the back water charges, City offi cials continue to talk with business owners and City and utility staff about payment. (See original story in the July 1, 2009, edition of the Chronicle.) Floyd referenced a meeting held between business owners in recent weeks to discuss the issue and said that “nearly 100 percent left (that meeting) feeling the businesses

shouldn’t have to pay at all.” He added that he heard the Mt. Juliet Morning Rotary Club also feels the businesses shouldn’t have to pay. “The people are telling me – 80 to 90 people – you guys need to relieve these people,” Floyd told commissioners. “The tax dollars they are paying is

Letter to the Editor:Dear Citizen’s of Mt Juliet,

A mistake in billing by West Wilson Utility Company resulted in

$71,595.24 in back sewer charges for twelve Mt. Juliet businesses and the Mt. Juliet Little League. The mistake happened when the utility company installed radio read meters on lines 3 inches and higher between 2006 and April of 2009. West Wilson general Manager Freddy Weston said “we found the error, fi xed it, and are starting new with those businesses from here,” he said “we’re not back charging because we don’t think it’s fair, it’s our mistake, not theirs (the businesses).” The changes in billing have resulted in raising the cost for water and sewer expense by almost 300 percent in some businesses. The city of Mt. Juliet Sewer Department has an automated billing process that is based on data from the West Wilson Utility District. The city has chosen to pursue back billing taking the position that the water was used and generated waste water which the city paid to have treated. Businesses which received back sewer charges dating to October 2006 from the city include: Holiday Inn $69.28; Gyro Sandwich $108.43; Discount Tire $200.30; Enrichment Preschool $399.09; Goodworks

$1459.32; WOW Wingery $1641.54; Pinnacle Bank $1849.36; Marble Slab Creamery $2810.94; The Pantry $3621.18; Mt. Juliet Little League $7438.90;Chick-fi l-A $9358.28; Fulin’s $10,449.38; Olive Garden $32,189.24 This matter was scheduled for discussion at the up coming board of commissioners meeting on Monday July 13. Our commissioners need to know how you want them to vote on this matter. Please call or send an e-mail message to our mayor and city commissioners to let them know your thoughts.Linda Elam- Mayor: [email protected] Home 758-0285, Cell 566-4088; Ted Floyd- District 1 - tfl [email protected] 479-8192; Will Sellers- Vice Mayor, District 2 Commissioner [email protected] Cell 319-2179; Ed Hagerty- District 3 Commissioner [email protected] Cell 969-4769; Jim Bradshaw- District 4 Commissioner [email protected] Cell 545-7784

Teams are still needed for the 2nd Annual Graden Gaines Foundation Softball Tournament to be held on July 25 at Sgt. Jerry Mundy Memorial Park in Mt. Juliet. All proceeds will benefi t the Graden Gaines Scholarship Fund and the medical funds of Karli Costley, Makenzie Matthews and Savannah Swandal, all Mt. Juliet children battling cancers of different sorts. Karli is a happy and active 3-year old whose world changed in August 2008 when she was diagnosed with retinoblastoma. She and her family have traveled to New York City for intra-arterial chemotherapy, which looks to have saved her eye. Parents Kevin and Amy Costley said the little girl is “known to most anyone who has seen her by her big baby-blue eyes and eyelashes that could sweep the fl oor! How ironic it is that the very thing about her that would grab you deepest in your soul is now the same thing that is diseased and threatening her life.” Karli had an unprecedented sixth chemo treatment on January 21, and this proved to be the last one. “At this point our huge risk has paid off, and we have been rewarded with the news that her eye appears free of all active cancer cells,” announces Karli’s website, www.CaringBridge.org/karlicostley. “Not only that, but Karli is now seeing with the eye that we almost removed and were told she would never see much with again.” Mackenzie Matthew is a student at Stoner Creek Elementary. In September

2008 she was taken to the doctor for treatment of what her parents thought were migraine headaches. An MRI revealed a brain tumor, and instead of going home she went to the emergency room. She has completed a series of radiation treatments and is currently undergoing chemotherapy. S a v a n n a h Swandal was 5 years old when she was diagnosed with cancer in February 2006. After complaining of leg pain her mother took Savannah to Vanderbilt Children’s Hospital, and she was diagnosed with Alveolar Rhabdomyosarcoma. She is in her third round battling the disease. The community is invited to join in the softball tournament by either signing up teams to play, donating their time to the dunking booth or other activities to raise money for the children’s benefi t funds, buying T-shirts or simply showing moral support for the families. The opening ceremony will be at 7:30 a.m., Saturday, July 25, at Mundy Memorial Field in Mt. Juliet, with the fi rst game at 8 a.m. and a championship game at the end of the day. Adult co-ed teams have an entry fee of $300.00. For more information visit www.gradengaines.com or email [email protected], or contact Tammi Deane at 615-440-9305 or email [email protected].

EAST, Nannie Nannie East was born April 5, 1925,in Coeburn, VA. She went home to be with her maker on July 11, 2009, after an illness in the hospital. Her family was at her bedside. Nannie spent many years in Warriormine, WV, serving her community and cooking for Big Creek High School. Nannie was always willing to help others and she loved to serve her family and community. She enjoyed baking and cooking for many organizations in her hometown. I am sure when you mention her name she will be remembered for her rolls and peanut butter cakes. Nannie really loved her job at the school and when she got ready to retire after 40 years of service, Big Creek dedicated the cafeteria in her honor.

She lived in WV for many years with her husband, William “Bill” East. They had two daughters, Billie and Dorothy. Billie married Coburn Kennedy and they have two children. Dorothy married Boyd Rutherford. They also have two children. Nannie moved to Mt. Juliet, TN with Billie and her family where many loving memories were made. She was a member of the Mt. Juliet Church of God. She is now in Heaven with all its beauty where she will forever serve her Lord and Savior. Gloryland is sweeter with her there. She will be greatly missed here, but never forgotten by those who knew and loved her. Nannie is survived by her sister, Charolette Williams, two daughters and two sons-in-law, four grandchildren and their spouses, two great-grandchildren and one more on the way. There is also a host of family, friends and a loving neighbor. Nannie was preceded in death by her husband, mother, grandparents, two brothers and one sister. Her fi nal resting place will be Grandview Memory Gardens in Bluefi eld, VA. A private service for the family was held. Go rest high on that mountain, your work on earth is done. Chief Andy Garrett said Tuesday that he spoke with her when the traffi c light was fi rst put up and was

aware of the culvert from Curd Road and that was a Public Works issue. Davis said the traffi c in front of her drive was a major issue on July 4, when

she had dozens of visitors and had to warn them about turning in and out of the drive. She recalled the words of her deceased son, cautioning her all the time

to be careful. “My son was all the time telling me, ‘Momma, you need to be careful about that spot, that’s a bad spot,” Davis said quietly. “Now

he’s gone and I’m still here. I just wish there was something to be done for me to make it safe for me to still get out and take care of myself.”

running this city since we don’t have a property tax. “I fully in my heart believe we should excuse this bill,” Floyd said. Sellers said he is “comfortable with charging them what we pay to Nashville” to treat the water and sewer, which fi gures out to be approximately 25 cents to the dollar. Elam said she hasn’t been “overwhelmed with opinions about this,” and that she feels for the new businesses which didn’t realize they were being underbilled, but that it was “something there that existing businesses should have seen was going on.” Mt. Juliet Director of Public Works Marlin Keel stressed that commissioners should “make certain (they)

don’t establish a policy” and that whatever the commission decided to do “be based on extenuating circumstances and an error in billing not refl ective upon the City.” Chik-Fil-A Owner/Operator Ray Daniel said the commission’s decision “will impact decisions in the community and will be a statement of how Mt. Juliet feels about its businesses.” “This is very important for the long term and how potential businesses will feel about doing business in Mt. Juliet,” Daniel warned. Mt. Juliet Little League Treasurer Alan Hayes said that non-profi t organization is operating “hand to mouth” running 13 ballfi elds. The Little League owes $7,438.90 in back sewer bills to the City. He said in order to pay the bill

the League would have to raise fees $3 per child. He asked the commission to forgive the League’s bill. Mt. Juliet City Attorney Jason Holleman, Joyner, Lebanon attorney Jere McCullouch and City Sewer Billing Manager Wayne Griffi n were scheduled to meet with WWUD offi cials on Tuesday to further discuss the matter. In Unfi nished Business, an ordinance to adopt a new Title 3 – Animal Control was deferred on fi rst reading. An ordinance to rezone the Charles Duncan property located at the corner of Lebanon Road and Grandview was unanimously approved on second reading. An ordinance to rezone the Steven Martin property located at 10375 Lebanon Road and 10396

Lebanon Road to CRC was approved on second reading by a 4 – 1 vote, with Floyd voting against. An increase in sewer rates “by fi fty cents (.50) for all residential and commercial users inside and outside city limits, including the prior 1984 property owners that have sewer available that have not hooked onto the sewer system of the City of the Mt. Juliet Sewer.” This new rate shall take effect with the October 1, 2009 bill. The increase was approved on second reading by a 3 – 2 vote, with Hagerty and Bradshaw voting against it. An ordinance to rezone the Dorsey property located on 2896 N. Mt. Juliet Road from RS-40 to CTC was unanimously approved on fi rst reading. An ordinance to rezone and

adopt Bel-Air PUD Master Development Plan, which has not been annexed into the city, was unanimously approved on fi rst reading. An ordinance to amend the FY 2009/2010 budget in the Parks department to purchase rock for the skate park ($6,000.00) and a fence for the City Hall generator ($4,000.00) was unanimously approved on fi rst reading. A resolution to accept an agreement and authorize the mayor to sign Hawkins & Partners for the West Division Greenway was unanimously approved. An ordinance to amend the Mt. Juliet Code and Section 4-108.2 of the Mt. Juliet Subdivision Regulations concerning the 200 feet limit was approved on fi rst reading by a 3 – 2 vote, with Floyd and Sellers voting against.

Vacation Bible School is a summer staple in the south – a religion in and of itself. For the children of Grace United Methodist Church in Mount Juliet, VBS ranks up there with swimming, popsicles and trips to the beach. No child should have to miss it because of sickness or a disability. Grace UMC has put in place a unique initiative that will allow every child to attend its 2009 VBS event – Camp E.D.G.E. – to be held July 13 – 17 at Grace United Methodist Church, 2905 N Mt. Juliet Road. Called the “Special Shepherds,” this program assigns each interested child a trained shepherd who attends all activities and events with his/her charge – helping

when necessary, standing back when independent participation is possible. “We have some really special children at Grace,” said Director of Children’s Ministry Amy Buttrey. “These kids are unbelievably strong, battling issues like brain injuries, cancer and autism. It was breaking our hearts that they couldn’t come to VBS because their needs were greater than our standard resources. We partnered with some of our members who work with special needs children to come up with a solution, and Special Shepherds was born.” Now in its third year, the Special Shepherds program has ushered numerous children through the Vacation Bible School experience at Grace. Children with special needs

interact seamlessly with their peers whether it is snack time, science experiments, singing, recreation or arts and crafts. Lukas Rodia is one such child. Lukas suffered a stroke at birth and the

resulting brain injury started causing daily seizures. By the time he was two, Lukas was experiencing hundreds of seizures a day. In order to save his life, Lukas traveled to LeBonheur Children’s Hospital in Memphis, where the damaged half of his brain was removed – at the tender age of two. For Lukas and his family the two years since his surgery have been about relearning and rehabilitation. “He has made incredible progress,” his mother, Jennifer Rodia, said. “The ability to play and learn with other children in a typical fun, exuberant environment has been invaluable to his sense of self. He attended his fi rst Grace VBS before he was even able to walk. This year his shepherd will have a hard time keeping up with him!”

Remember the Uncle Sam posters where the white bearded fellow with rolled up sleeves pointed right at you and said “ I want you for . . . “ Mt. Juliet’s own version of Uncle Sam is putting out the same call - for donations to the Charlie Daniels Rec Center expansion project.

The expansion project needs you. Thanks to the generous donation of Pan-attoni Corporation, all the labor and most of the mate-rials for the expansion have been secured; but we are now in desperate need for some the fi nishing items. Here’s some of what it will take to get the job done:

6 metal 40”x56” doors and frames with hardware;

Duct work and grills for the HVAC;

Wooden shutters;

2’x2’ lay in acoustic ceil-ing tiles;

Rubber based wall trim; VCT fl ooring;Rubberized gym fl ooring;

and most of allMonetary donations.

We need your help . . . whether you are a builder, developer, or simply can give a cash donation, the Charlie Daniels Rec Center expansion project is for the Mt. Juliet Community and a legacy to our children. We wouldn’t be this far without the help of Panattoni and several of their contractors, but it won’t get fi nished without the help of our citi-zens.

Can you help? If yes to any of the above please call Deputy Director of Parks and Recreation Rocky Lee at 758-6522 or at his cell at 445-5992. Contributions (which may be tax deduct-

ible) can be dropped off at the Charlie Daniels Rec Center or City Hall. We truly appreciate your support.

Refl ections from anOld Friend

What’s on Your Last Nerve? If we all had a dollar for every time we overheard someone say, they are about to get on my very last nerve, we’d all be rich, or at least richer. With that being the case, what exactly does someone mean by getting on one’s very last nerve? It surely can’t be a good thing from the sound of it? Another good question would be what is a last nerve? Is it the point that someone storms off, tells you what’s on their mind or has had enough? Well, I must be honest; I think we all know what getting on one’s very last nerve is? What I’d like to do is encourage everyone to please not let anyone get on your last or even your very fi rst nerve. Life is way too short to be agitated, aggravated or mad as a result of someone else’s actions through aggravation, intimidation or rudeness. We all can do a better job of controlling our anger, impatience and so called nerves. Just remember to not let things get to you as easy or at all. Think about it, is letting someone that tailgates you in traffi c, cuts you off or refuses to dim their lights worth getting you upset and ruining your day? I think not. If you have an encounter with someone rude, crude and disrespectful, especially in a driving or traffi c situation, the best thing to do is ignore them. Playing into their game or letting them get to you only allows the agitator to win. We’ve all probably been guilty of being on either side of this equation at one time or another, but wouldn’t the world be a much better place if we all treated one another at all times with respect and courtesy? I can’t imagine that trying would hurt in any way? I could only see it as helping. As our parents always said, two wrongs don’t make a right. If you have two people throwing hurtful remarks or actions at one another there’s sure to be hurt feelings, aggravation and even trouble. It’s sort of like arguing with your spouse and saying hurtful things during the process. You would think that we would know better, but we just can’t seem to help ourselves? Think about it, is there ever any good that comes from arguing, aggravating or saying hurtful things? We know the answer, but most of us do it anyway only to regret it later. So if saying or doing hurtful things would bother you if the shoe were on the other foot, then you have to know that it will probably not be taken in a positive manner by anyone else as well? In closing, don’t be the person that gets on one’s last nerve, be the person that makes things better, not worse.
