December 2017 Page 1 Message from the President As 2017 comes to an end so does my year as your President. I want to take this opportunity to thank you for allowing me to serve GMWAR and the membership in this position. The year has been a successful one with many accomplishments for this Association, and 2018 looks to be successful as well. GMWAR has experienced amazing growth in membership: 129 new REALTOR members and 17 new AFFILIATE members. With the month of December still to go. This has increased the work load at the GMWAR office, which has resulted in the hiring of a 3rd staff person, Shawn Campbell. Committees have been busy as well: Bylaws Committee—successful in updating our Bylaws and getting the approval from the National Association of REALTORS Community Service Committee hosted a food drive and delivered a good amount of food and $220. in cash to the Parker County Committee on Aging. AND successfully facilitated a Raffle and raised $2295 for Meals On Wheels of Palo Pinto County. Our Education Committee hosted 5 New Member Orientation sessions, and offered 65+ Continuing Education Classes. The Event Planning Committee has scheduled our programs and caterers for our Quarterly Membership Luncheons, hosted 3 Member Mixers, has planned our Awards/Installation Banquet & raised $1039 in door prize ticket sales which goes toward the expenses of our Annual Banquet. Message from the President

As 2017 comes to an end so does my year as your President. I want to take this opportunity to thank you for allowing me to serve GMWAR and the membership in this position.

The year has been a successful one with many accomplishments for this

Association, and 2018 looks to be successful as well.

GMWAR has experienced amazing growth in membership: 129 new REALTOR members and 17 new AFFILIATE members. With the month of December still to go. This has increased the work load at the GMWAR office, which has resulted in the hiring of a 3rd staff person, Shawn Campbell.

Committees have been busy as well:

Bylaws Committee—successful in updating our Bylaws and getting the approval from the National Association of REALTORS

Community Service Committee hosted a food drive and delivered a good amount of food and $220. in cash to the Parker County Committee on Aging.

AND successfully facilitated a Raffle and raised $2295 for Meals On Wheels of Palo Pinto County.

Our Education Committee hosted 5 New Member Orientation sessions, and offered 65+ Continuing Education Classes.

At the beginning of each year, the National Association of REALTORS® creates new

membership cards which can be personalized to your liking.

Getting your card is simple:

Visit the Member Center. The URL is https://membercenter.nar.realtor/.

Log-in with your NRDS ID and your last name. Forgot your NRDS ID? Call NAR's Information Services at 800-874-6500 or the GMWAR office.

Click on the "My Card" link at the top-right of the page.

That's it! You can personalize your card by choosing a background and adding up to

six of your designations and certifications.

Once you choose a design that you like, you can either print the card out yourself (it will save to

your computer as a color PDF file), or you can order a custom-printed, high-quality, plastic

membership card for a $5.00 fee

(includes shipping and handling).

TREC adopts

changes to rules for

consumer notices,

BPOs and CMAs, and more

The Texas Real Estate Commission met on November

13 and adopted amendments to existing rules and

proposed others. In addition to the changes below, the

commission made changes to how team names can be

used in advertisements, tweaked rules regarding use of

standard contract forms, and proposed amendments to

TREC forms.

New rules for links to Consumer Protection Notice

and Information About Brokerage Services form

The adopted rules clarify that sales agents, along with brokers, must

provide a link to the Consumer Protection Notice form in at least 10-

point font in a readily noticeable place on the homepage of their

business websites. The footer of the website is an acceptable place

as long as it’s readily noticeable. For both the Consumer Protection

Notice and the Information About Brokerage Services form, TREC

added a new option for using only “TREC” as opposed to “Texas

Real Estate Commission” in the link so long as the font size is

increased to at least 12 point.

The term “business website” means a website that is accessible to the public, has content controlled by the license holder, and has information about the license holder’s real estate business. For social media accounts, the links may be located in the account’s profile or on a separate page or website through a direct link from

the profile.

TREC adopted a change to assess administrative penalties from $500 to $3,000 per violation per day for violating the rules about providing TREC’s Consumer Protection Notice and the Information About Brokerage Services form. Previously, penalties for violating these rules would have been assessed under a higher penalty

range.

New statement required for comparative market analysis, broker price opinion, and sales price estimates

TREC adopted changes that require license holders to provide new language in writing when giving a broker price opinion, comparative market analysis, or estimate worth or sales price—which includes automated valuation models (AVMs)— to consumers. MLSs and RPR should provide the disclaimer when analyses are created

through these platforms.

The new required disclosure statement needs to be reproduced verbatim and in at least 12-point type: “This represents an estimated sale price for this property. It is not the same as the opinion of value in an appraisal developed by a licensed appraiser under the Uniform Standards of Professional Appraisal

Practice.”

This rule will go into effect 20 days after the rules are filed with

the Texas secretary of state, which has not happened as of this

writing.

NAR Opposed to the

“Tax Cuts & Jobs

Act”.

NAR is opposed to the “Tax Cuts & Jobs Act” tax reform plan released by the Senate Finance Committee. This plan, like its companion in the House of Representatives, is a direct threat to homeownership, to millions of middle-income families, and to our businesses. Not only will millions of homeowners not benefit from the proposal, many will get a tax increase. Additionally, homeowners could lose substantial equity from the more than 10 percent drop in home values likely to result if the bill is enacted.

This legislation:

Retains the current mortgage interest deduction level —MID is not indexed to inflation, causing its value to diminish over time.

Doubles the standard deduction—combined with the elimination of most itemized deductions, this puts homeownership tax incentives beyond the reach of more than 94% of American families.

Limits the exemption on Capital Gains Tax from the sale of a primary residence—New rules would require homeowners to live in their home for five to eight years before a sale to qualify for the exemption versus just two of previous five years today. This will create a hardship to homeowners who have to move inside that five-year window.

Eliminates the interest deduction on all Home Equity Loans

Eliminates the deduction for ALL state and local taxes (including property taxes)

Eliminates the deduction for moving expenses with an exemption for military families.

Requires a Presidential Declaration of Disaster to use the deduction for personal casualty losses.

All this from a bill that is supposed to improve the current tax system. Not only is this legislation a clear and present danger to American homeownership, it will cost our children at least $1.5 trillion in new federal debt.

Important Notice: Change to Map Zooming in Matrix™ Early on Tuesday, November 21, Google® updated

its Google Maps™ API. This caused a minor behavioral change in Matrix: to change the zoom level on an interactive map using a mouse scroll wheel, you must now hold down the Control key at the same time. Instructional text on the map explains this requirement clearly. This new behavior ensures the map zoom level is not changed accidentally when using the mouse scroll wheel to move up and down the page. CoreLogic® plans to use interactive maps in a variety of Matrix displays in the future, so this change is a welcome improvement. NTREIS is confident that using the Control key with the scroll wheel will quickly become second-nature to Matrix users.
