Background

• FHP/CVE is the Governor’s designated lead MCSAP agency responsible for commercial vehicle enforcement.

• MCSAP (Motor Carrier Safety Assistance Program) ➢Federal grant program that provides financial

assistance to States to reduce the number and severity of accidents and hazardous materials incidents involving commercial motor vehicles and increase public awareness and education, demonstrate new technologies and reduce the number and rate of CMV crashes.

Staffing• 266 Sworn Members in CVE and 34 Non-Sworn

throughout the State. For a total of 300 members statewide.

– Headquartered in Tallahassee and is comprised of 32 counties encompassing the northern and central areas of the state, which includes 6 district/sub-district offices, compliance investigation and hazardous material components. The Troop consists of 133 sworn members and 12 non-sworn support personnel. h

• Troop J – Troop J is headquartered in Ft. Myers and is comprised of 35 counties encompassing the

northeast and southern parts of the state, which includes 6 districts and our OCVE training component. There are 122 authorized sworn members and 10 non-sworn support personnel.

CVSA

• The Commercial Vehicle Safety Alliance (CVSA) developed the Enforcement and Industry Modernization Committee to help identify technological advancements that can be leveraged to improve commercial motor vehicle safety and enhance the performance, quality and uniformity of commercial motor vehicle inspections and enforcement-related activities.

• The first meeting for this CVSA committee was held in in Atlanta, Georgia in 2016, at the annual workshop.

• Since this time we have been working to build partners in the Automated Driving System arena.

Automated Driving Systems-CMV

• Commercial Vehicle (CMVs) Industry stakeholders have requested clarification at recent Department of Transportation (DOT) and Federal Motor Carrier Safety Administration (FMCSA) listening sessions regarding the roles that the states and the federal government will play in regulating automated commercial vehicle technology (ADS).

• Stakeholders have asked DOT and FMCSA to prevent a patchwork of differing state regulations across the U.S. that would make deployment of ADS much more difficult.

• This applies to vehicle inspection and maintenance requirements.

Automated Driving Systems-CMV

• FMCSA is collaborating CVSA in developing best practices for enforcement of CMVs at the Federal and State levels. That collaboration now extends to an exploration and identification of processes, communication methods, and inspection technologies to facilitate electronic safety inspections of ADS-equipped CMV operations on the roadway, at borders, and in other enforcement settings

• Examples of these practices are creation of ADS-equipped CMV systems health assessments with procedures to send system failure alerts to fleet operators and state law enforcement and to enter a minimal risk condition (e.g., pulling over to the highway shoulder); pre-trip readiness/fitness review and communication to fleet operators and state law enforcement; Post-crash procedures to make ADS-equipped CMVs safe for emergency responders; Fail safe procedures for fleet operators and state law enforcement to stop ADS-equipped CMVs

Automated Driving Systems-CMV

• We have establishing a Task Force of the CVSA Enforcement and Industry Modernization (EIM) Committee to develop a coordinated effort with FMCSA to address best practices for ADS enforcement procedures.

• The desired outcome would be a draft document setting out uniform interstate inspection, repair, and maintenance processes and procedures of ADS-equipped CMVs for motor carriers and state law enforcement partners.
