Welcome Letter
Dear New Employee,
Welcome to Cape TRACON! It is with great pleasure that I welcome you
as a new employee. Here you will have the opportunity to work with an
outstanding team of professionals that make Cape TRACON a great place
to work.
The enclosed information is designed to serve as an introduction to Cape
TRACON, its personnel, and the surrounding community. The entire team
is ready to support and assist you with your transition into your new job
on Cape Cod, Massachusetts.
The dedicated professionals that work at Cape TRACON will help make it
a great place for you to develop your skills as an Air Traffic Controller.
Your knowledge, abilities, and positive attitude will make you a highly
regarded addition to our team, and I am certain that you will make a
positive impact on our future.
All of us want to make your time at Cape TRACON as enjoyable and
rewarding as possible. Please feel free to ask questions and express your
thoughts and ideas to the staff and senior leadership. Our aim is to
create an informal atmosphere and involve everyone in the process of

Cape TRACON Today
Head east to the beautiful Atlantic Coast of the United States! We have
a unique situation here at Cape TRACON. We control air traffic to, from,
and around our mainland peninsula of Cape Cod as well as the islands of
Martha’s Vineyard and Nantucket. This is a very seasonal tourist area,
extremely busy in the summer, with traffic counts that can sometimes
rival those of the major airports such as Boston’s Logan Airport.
Conversely, we experience a dramatic reduction of traffic during the
winter season.
Along with the many, many miles of breathtaking national shoreline and
ocean comes the rapidly changing New England weather. Wind and fog
can often challenge our customers and our controllers alike. We have
warm sunshine in the summer, splendid foliage in the autumn, of course
the snows of winter, and the much anticipated arrival of flowers in the
spring. Within driving distance, one can snow or water ski, swim, boat,
fish, cycle, walk, run, hike, visit a variety of aquariums, museums, zoos,
and parks, take in the beauty of New England scenery. Ocean, mountain,
city, or country: all close by and ready to be explored.
The Cape TRACON is located on the Otis Air National Guard Base
(ANGB) portion of the Massachusetts Military Reservation (MMR) on
Cape Cod. The MMR is home to several branches of the military service,
including Army, Air Force, and Coast Guard. The Otis ANGB mission was
changed in 2008, and the F15 Fighter Jets were moved to another
location. The Coast Guard, with its Search and Rescue Mission, took over
the airfield and the DOD Contract Tower located on the base.
The TRACON building has recently undergone several renovations,
including the TRACON Operational area, the break room, the roof, HVAC
systems and siding.

To satisfy our radar coverage needs, we have two radar systems and two
associated ARTS IIE software systems. One of our radar systems is
located on the mainland, here at the base, with four (4) associated radar
sectors. Then we have two (2) radar sectors that utilize our other radar
system, which is located on Nantucket Island.
Cape TRACON provides radar service to four (4) tower controlled
airports, one of which has a FAA controlled tower. We also provide
service to many non-towered airports and heliports.
Cape Approach is abutted by Providence Approach (PVD ATCT) to the
west and Boston Approach (A90 TRACON) to the north. Our overlying
enroute facility is Boston Air Route Traffic Control Center (ZBW
ARTCC).
Hours of Operation:
May 15 thru September 30: 6:00AM – 11:00PM
October 1 thru May 14: 6:00AM – 10:00PM
Traffic Characteristic: The traffic in the Cape Cod and Islands area is
extremely seasonal. The majority of Cape TRACON traffic occurs
between May 1 and September 30. The bulk of our air traffic is air tax /
commuter operations. We also provide service to numerous corporate
jets, military aircraft, and a significant general aviation community.
Partnership: Cape TRACON enjoys a strong and positive working
relationship between personnel working the various levels and job
functions within the facility. We do not have formal partnership
committees but utilize open door work relationships for the facility.

Tower (FCT), Martha’s Vineyard FCT, and the FAA operated Nantucket
Airport Traffic Control Tower (ATCT).

Nantucket (ACK), Plymouth (PYM), Provincetown (PVC), Chatham (CQX),

(1B2).
External Relations: Cape TRACON takes great pride in maintaining a
positive and productive relationship with our customers. We maintain
this relationship through many contact venues, such as: email, telephone
conversations, user meetings, on site visits, and customer surveys. During
the busy summer season, we normally hold weekly Telecoms with our
customers and the adjacent facilities, these telecom’s help to identify
and address both customer and facility areas of concern. Satisfying our
customers is a long-term commitment at Cape TRACON.

Policies
Hours and Reporting for Duty
A new employee will normally be assigned to work an administrative shift
(8.5 hour day shift, Monday through Friday) throughout of the
classroom/lab phases of training. While in classroom training, breaks are
approximately 10 to 15 minutes, and employees have a thirty (30) minute
unpaid meal break.
Upon completion of classroom, employees are assigned to a Front Line
Manager for On-the-Job Training (OJT). The Front Line Manager will
then assign a training team and begin the OJT process. Once assigned to
operational duties, employees work an eight (8) hour shift. Employees
working an eight-hour operational day are subject to recall during their
meal break, thus it is a paid break.
Further information regarding breaks and meal breaks can be found in
the current policy manuals, orders, and the current Bargaining Unit
Agreement.
Shifts include evenings, weekends, and holidays. Personnel who are not
operationally certified are not normally assigned to work on holidays.
Once assigned to the operational quarters, breaks are assigned by the
Front Line Manager (FLM) or the Controller-In-Charge (CIC).
In the event of adverse weather personnel are expected to make every
effort to report for duty. Employees who, due to circumstances beyond
their control, cannot report to work must contact the facility. Guidance
for this circumstance is contained in the current policy manuals, orders,
and contractual agreements.

Parking
Parking is permitted in designated parking areas. Employees may not park
in spaces reserved for government vehicles, Coast Guard Tower
personnel, alongside the building, or in spaces that are coned off or are
not marked as available for parking.
Building Access
Electronic key cards are necessary for facility entrance and will be
issued by the facility Key Official. Until a key card is issued, employees
will utilize the I-phone located at the entry door to request entry into
the building.
FAA ID Cards
All personnel are required to display identification (ID) at all times while
in the facility.
ID cards/badges must be displayed on the front of your outermost
clothing below the chin and above the waistline.
Identification is also required to be on the military base. New employees
without ID cards are issued temporary Identification (ID) badges that
expire on a daily basis until an official FAA ID badge applied for and
received. FAA ID badges are issued by the regional security office.
New employees are required to show two forms of identification for the
application process to be completed – driver’s license, birth certificate,
passport, or other form of identification. A photo will be taken at the
facility or you will travel to the Hyannis Service Support Unit in Hyannis,
Mass.

Employees transferring in from another FAA facility will not be required
to obtain a new FAA ID card unless the previously issued card is nearing
its expiration date.
If an ID card is lost or stolen please notify your supervisor immediately!
A lost card report is required and forwarded to the regional security
division in order to obtain a new ID card. Temporary ID cards will be
worn until the new ID card is issued or the old ID card is found
whichever occurs first. Be advised, replacements for lost ID cards take
longer to process then new ID cards.
Guests and Visitors
Guests and visitors are authorized with permission from a management
official. All guests and visitors must present a valid, government issued
picture ID card and sign in. Guests and visitors will be issued a
temporary ID card to wear while in the facility and must be escorted at
all times.
Cell Phones
Cell phones must be shut off in all operational and equipment areas.

Employee Assistance Program (EAP)
Need help from time to time dealing with life's challenges? Often it's
not the unexpected that catches us off guard. It's more likely to be the
predictable events and transitions in our lives—things like starting a new
career, marriage, the birth of a child, the challenges teenagers present,
or buying a house—that find us unprepared. When you feel like you need
help dealing with a situation that's troubling you, call the Employee
Assistance Program on 1-800-234-1327 which is open 24/7.
The EAP has developed a comprehensive, nationwide network of licensed
and experienced counselors, including psychologists, clinical social
workers, and marriage, family and child counselors. These counselors are
located at offices convenient to your home or work.
The EAP provides a variety of services available to - employees and their
household members. Below are just a few, but much more information
is available on the FAA and EAP websites as well as through brochures and posters.

Directions to Cape TRACON
FROM LOGAN AIRPORT
Take I-93 to Route 3 south towards Plymouth. Cross over the Sagamore Bridge
take the first exit off. Go to end of exit and turn left at the signal light.
Follow road up alongside the canal to the Bourne Rotary, enter the rotary at 6

o’clock and exit at 12 o’clock (3rd exit Route 28) follow route 28 to the Otis
Rotary. * Enter the rotary at 6 o’clock, circle left and exit at 9 o’clock (Mass
military reservation.) Go up to main gate. (See map and directions to TRACON
below.)
FROM PROVIDENCE
Take I-95 north to Providence. Take Exit 19 over the Washington Bridge onto
I-195 East towards Cape Cod. Stay on I-195 until it connects with I-495/Route
25 (exit 22B) going east. Go over Bourne Bridge. Take route 28 south to the
Otis Rotary and exit the rotary at the Mass Military Reservation. (See map and
directions to TRACON below.)
FROM POINTS WEST
Mass Pike to I-495 to Rt 25 (I-95 melds in to Rt 25) to the Bourne Bridge.

Through the main gate on Connery Ave up to the rotary, take first right
out of rotary on to West Outer Road. Go to stop sign #1, then stop sign
#2, cross over on to South Outer Road, follow South Outer road up to
the I-Gate (Inner gate). Go through the I- gate and follow road all the
way around to the stop sign. Turn left at stop sign, go to end and turn
right in to the Control Tower parking lot.
