10101. Background

Extreme weather events and the failure to mitigate and adapt to climate change are the biggest global risks, and pose a serious threat to global stability. The sustainable management of catchments is key to climate resilience. The India–UK Water Centre, hence, hosted a workshop on Science and Innovation for Catchment Management at the University of Warwick in May 2019.

This State of Science Brief was produced as a result of that three-day workshop, which aimed to:

• explore and build on existing knowledge and research to enhance collaboration and identify pathways to impact (including relevant NERC-MoES Science),

• identify gaps in research and innovation that are constraining sustainable catchment management,

• explore innovative approaches to monitoring and management, and,

• consider the potential for SMART Rivers as part of integrated catchment management.

The aims of the workshop were met by bringing together early career researchers, seasoned professors and experienced professionals from India and the UK, who covered a wide range of topics across the

2. Key Findings

Individual ambitions of Indian and UK researchers, as well as combined research collaborations in water and catchment management, are increasing. This is reinforced by the UK’s 25 Year Environment Plan and the new MoU to facilitate joint research and innovation in sustainable management of water resources in the Ganga (Natural Environment Research Council (NERC) in partnership with India’s National Mission for Clean Ganga of the Ministry of Water Resources, River Development and Ganga Rejuvenation).

There are a range of cross-cutting themes and activities which are crucial in any initiative which is trying to improve catchment management. These include:

• Improving the connectivity between citizens and organisations in catchments.

• Exploring the consequences of changing policies, governance and spend on the water environment.

• The need to concentrate best practice.

• Leaving a legacy from any project or initiative is key.

2.1. Collaborative Catchment Governance River catchments vary enormously in scale and characteristics in India and in the UK. Whole communities, cities and economies depend on catchments, so it is essential that each stakeholder plays a role in the governance of their catchment and its future.

Strong examples are emerging from the UK, where businesses and non-governmental organisations are collaborating to support community involvement, management and ownership of catchment activities. These approaches could add value in India’s National Water Mission where there are challenges of exponential urban growth, inadequate infrastructure and competition for funding.

The scale of the challenge requires transformational changeIndia’s water crisis has been in the headlines in 2018 and 2019 with 70% of water being contaminated and 75% of households not having drinking water on the premises. The UK also has threats to its long-term water security, and water efficiency will be key to supporting resilience and growth. The devastating floods in Kerala in August 2018 illustrate that lack of water is not the only problem.

The sustainable management of catchments is critical to a sustainable future for all communities, but these are ‘wicked’ problems that are impossible to solve in isolation. Each problem is interconnected with a wide range of stakeholders and opinions that must be considered to deliver the transformational change needed.

2.3. Simplifying the science and delivering impactA common understanding between all collaborators is needed to integrate science and innovation for catchment management. To engage communities and stakeholders as we have advocated, then the science needs to be simplified and communicated, and it needs to be applied to deliver impact. Not all science is ready to deliver impact, but in this case there are no shortages of potential collaborators willing to test, measure and learn with scientists to help to develop sustainable solutions.

10103. Specific Recommendations

3.1. Whose River Is It Anyway?A river will provide different services and value to different stakeholders, and even to different Government departments. Problems arise when the interconnected services and value are not considered in decision making. Water flows across political and administrative boundaries: information and knowledge regarding its management also need to cross watertight institutional boundaries. Cross boundary working, citizen engagement and connectivity with the river and groundwater resources should be factored into future research and innovation projects.

3.2. Data & InformationUnderstanding catchments including industry, discharges, flow, impacts, groundwater and water quality is important to a range of organisations. River catchment data is stored in different places, often not co-ordinated, not integrated and not used. The quality and reliability of data, and its accessibility can be an issue in the UK and India. The Karnataka Water Resources Information System is being developed to address this situation across seven river basins in Karnataka State. Learning should be shared between the UK and India on this and other data management and decision support systems.

10103.3. Monitoring Strategies The scale of the challenges and the need for action can mean that major funders and institutions are in ‘investment and action mode’. Investment decisions, particularly in water infrastructure, must be underpinned by a strong understanding of the water quality and water balance across a catchment. Robust monitoring strategies are needed to ensure that reliable information is obtained in an efficient way to underpin sustainable decisions.

3.4. River Restoration The state of rivers and catchments in the UK and India is driving a growing interest in, and recognition of the value of nature based solutions. Best practice, guidelines and standards are emerging, but collaborative research and demonstration projects are needed to accelerate the uptake of these solutions.

3.5. Forecasting for operations and SMART catchmentsShort and long-term forecasting of weather, river flows and quality are key to the operational management of catchments and the services which depend on them. The concept of SMART Cities is becoming widespread, but every great city depends on a river and a catchment. Indian and UK researcher, innovator and practitioner collaboration should be encouraged to develop SMART Rivers. A SMART River will support

5. Future

To contribute to building resilience to climate change, specific discussions on how ‘SMART Rivers’ could be a part of the solution to the range of challenges identified is important. The UK and India researchers and practitioners who attended the workshop will continue to share their knowledge and build on the links that were made. Informal consortia will form to prepare for relevant funding opportunities. However, more of such opportunities and further funding is needed to ensure the discussion continues and appropriate action is taken.
