Stark County District Library Board of Trustees
Minutes April 16, 2013
The Board of Trustees of the Stark County District Library met in regular session on Tuesday, April 16, 2013, at the Plain Community Branch Library. In attendance were board members Steven Pittman, Bert Nero, Susan Rodgers, Shawn O’Brien, John Mroczkowski, and Beth Borda. Also in attendance were library employees Executive Director Tena Wilson and Fiscal Officer Russ Humerickhouse. The meeting was called to order at 5:05 p.m. by Board President Steven Pittman. Absent was Edmond Mack. Guests included several library employees. PUBLIC COMMENTS
• There were no public comments. BOARD PRESIDENT COMMENTS
• There were no Board President comments. PLAIN LIBRARY FRIENDS COMMENTS
• Melissa Zucker spoke on behalf of the Plain Friends of the Library. • This new group is working to get their 501 (C) (3) tax exempt status. • They are also working on programming and book sales. • Currently they have a good group of attendees and are able to have students helping with
some of their projects.
MAIN LIBRARY FRIENDS COMMENTS • Staff appreciation luncheon is planned for April 25, 2013. • Bus trip to Cleveland to hear Eric Larson is planned for April 30, 2013. • The FOL is co-hosting a FRIENDraiser event with the Library Foundation on May 3,
2013, 6:30-8:00 p.m. in the Innovation Center at the Main Library. • Janet Creighton will be speaking at the Friend’s Perk on May 14, 2013. • Book sales and gift shop are ongoing fundraising efforts.

EXECUTIVE DIRECTOR REPORT • Executive Director Tena Wilson had Patty Marsh introduce Becky Baldwin and Jeff
Kreger who will be managing the East Canton and Sandy Valley Branch Libraries, respectively.
• The facilities study is complete and will be presented to the Board next month.
FISCAL OFFICER’S REPORT • Fiscal Officer Russ Humerickhouse shared that the commercial insurance is coming due
soon. He will be sending out inquiries for quotes. PLAIN COMMUNITY BRANCH MANAGER REPORT
• Plain Community Branch Manager Megan Johnson welcomed the Board to the branch. • She talked a bit about how the staff and library interact with the students and teachers
from GlenOak High School. • The staff can support the curriculum of the school and the students can take advantage of
the many resources at the library. • It is still a challenge to get the public to understand that the library branch is open when
the school is not open. • There are many eReader and other technology information needs at Plain. • The staff is working to get the word out about the library and its programming.

• Minutes of the March 19, 2013, Regular Meeting was presented. • Financial Report for March, 2013 was presented.

• Plain Community Branch Change of Hours Resolution Resolution 2013 – 19 Amended Service Hours Plain Community Branch Resolution NOW, THEREFORE, BE IT HEREBY RESOLVED by the Stark County District Library Board of Trustees that effective April 16, 2013, the Plain Community Branch of Stark County District Library will open at 7:30 a.m., Monday through Friday starting with the first day of the GlenOak High School schedule and keep that opening time until the end of the GlenOak school year. Motion by Beth Borda to amend the service hours for Plain Community Branch, Susan Rodgers seconded the motion; all voting yes.

STARK COUNTY DISTRICT LIBRARY FACILITIES UPDATE
April 16, 2013 SYSTEMWIDE Michael Covert of Welty Building Company met with Executive Director Tena Wilson, Facilities Manager Bill Muzzy and Interim Public Services Director Patty Marsh to discuss the completed Facilities Assessment Plan. Mr. Covert has provided three copies of the facility assessment to library administration for introduction at the board meeting. Bill Muzzy continues to work on budget items approved for 2013. JACKSON Two decorative arches were removed from the sides of the building. Landscaping has been removed and grass planted in those areas. Bill Muzzy is getting quotes for the sidewalk removal and replacement as well as roofing quotes. Tena Wilson, Russ Humerickhouse, Bill Muzzy, Kathy Kibler, and Patty Marsh met with Dan Meehan to discuss coordination of lighting, paint, carpet and restrooms. The goal is that everything will work together and set a tone for the next 20 years. MOBILE SERVICES Library Specialist Mike Macris, Facilities Manager Bill Muzzy and Mobile Services Manager Tammy Long are working on getting quotes on a vehicle to replace the Outreach delivery vehicle. The current van has over 110,000 miles on it and is 14 years old. People counters have been installed on each of the book mobiles. Prior to this, counts were done manually.

Resolution Title: Appropriation of funds received for Special Revenue Fund 216-Stark Community Foundation History/Background/Discussion: The Stark County District Library will be receiving a check for $1,000.00 from the Stark Community Foundation for the Summertime Kids Program-SCDL/YMCA Summer Reading Program. The Library did not project revenue for this fund for 2013 and did not appropriate for expenditures in the 2013 Permanent Budget. Therefore, the funds received in the amount of $1,000.00 must be appropriated by resolution by the Board of Trustees. Recommendation: That the Stark County District Library Board of Trustees approves the resolution to appropriate the $1,000.00 received for the Special Revenue Fund 216-Stark Community Foundation.
