EXPLANATORY NOTE
BEST ENERGY EFFICIENCY PRACTICES IN THE PUBLIC SECTOR (LARGE BUILDING)
Description This award recognizes the Public Sector agency that has demonstrated a high level of commitment towards energy conservation.
Eligibility This award is open to all Public Sector agencies buildings with central air-conditioning systems, and more than 10,000 m2 air-conditioned floor area.
Criteria Applications will be accepted for assessment if the applicants comply with the following environmental sustainability initiatives stated in Finance Circular Minutes (FCM):
Maintain ambient indoor air temperature at 24 C or higher ⁰for air-conditioned premises.
Undergo energy audit for past three years
Achieve a minimum performance of 0.75 kW/RT for central air-conditioning system
Award assessment processes
Applicants with good submissions will be notified and a site visit will be arranged by the assessors to examine the building’s facilities, and to verify their submissions
Only shortlisted buildings determined after the site visit will be required to present their entries to an Assessment Panel.
The presentation will likely be held at Environment Building in June 2014 (exact date to be determined), and it can be in the form of Microsoft PowerPoint, multi-media and/or video presentation based on the evaluation criteria stated in part 3 of this application form.
The presentation shall not be more than 15 minutes. A Q&A session will follow after the presentation.

1 A compilation of the monthly energy consumption data for the past 36 months in csv file format. The table should preferably show a reduction in energy consumption for the past two calendar years.
Applicants shall provide reasons for any increase in energy consumption.

If the agency has completed some energy saving projects, the figures of the measured or estimated savings, investment cost and payback period for each of these projects should be stated clearly. Supporting information and assumptions shall also be provided
5 Submit a copy of the most recent energy audit
6 Submit a compilation of 1-week trending data of the central air-conditioning system
