October 28, 2019

TO: City Council

FROM: Department of Public Works

SUBJECT: APPROVAL TO PURCHASE THREE REPLACEMENT FIXED-ROUTE CNG BUSES UTILIZING THE CALACT-MORONGO BASIN TRANSIT AUTHORITY (MBTA) PURCHASING COOPERATIVE

STAFF RECOMMENDATION

It is recommended that the City Council approve the purchase of three replacement Compressed Natural Gas (CNG) fixed-route buses utilizing the CALACT-MBTA Purchasing Cooperative.

BACKGROUND AND OVERVIEW

In FY 2014-15, Simi Valley Transit secured $1,550,000 in grant funding for the replacement of three fixed-route CNG buses from the State Proposition 1B Public Transportation Modernization, Improvement, and Service Enhancement Account (PTMISEA) fund. The associated capital outlay was budgeted in the City’s Transit budget: $1,250,000 in FY 2016-17 and $300,000 in FY 2017/18. As a member of the California Association for Coordinated Transportation (CALACT), the City is able to procure new buses through the CALACT-Morongo Basin Transit Authority (MBTA) Purchasing Cooperative (Cooperative). The Cooperative provides a Federal and California State-compliant purchasing solution that allows the City to select the vehicles that best meet its transit needs. The City’s Purchasing Ordinance Section 2-9.201 (e) authorizes using the cooperative purchasing method recognizing the efficiency in staff time and the very competitive pricing usually available. The CALACT-MBTA Request for Proposals (RFP) and the New Flyer Best and Final Offer (BAFO) are available for review by the public in their entirety at the City Clerk’s Office. In 2014, the City purchased three 35-foot New Flyer buses for a base price of $519,708 per bus. The base price for each similarly-equipped 35-foot New Flyer CNG bus under the Cooperative is $511,669, which includes California State Sales Tax, but still provides a discount of approximately $8,039 per bus. In addition, New Flyer provides a five-year/300,000 mile warranty for axles, and 12-year/500,000 mile warranty on the chassis structure. The total cost to purchase the three CNG buses under the Cooperative is $1,535,006. The City has a grant for $1,550,000 in FY 2014-15 Proposition 1B PTMISEA funds that is sufficient to cover the cost of the three replacement CNG buses. The purchase is 100% funded by non-General Fund revenues. FINDINGS AND ALTERNATIVES In accordance with Federal Transportation Administration (FTA) regulations, the three CNG buses will replace existing Simi Valley Transit CNG buses which have reached the end of their useful service life of 12 years and/or 500,000 miles. Once a bus exceeds its useful service life, it needs to be replaced prior to its CNG tank expiration date. The replacement CNG fixed-route buses to be purchased utilizing the CALACT-MBTA Purchasing Cooperative will replace three busses in the Transit fleet. Transit’s fixed-route fleet of 11 buses includes two 2004 North American Bus Industry (NABI) 40-foot buses (vehicles #4524 and #4525) which reached their minimum useful life in 2016 and were removed from service in 2019 due to engine failure/pending CNG tank expiration dates. Two of the proposed buses will replace these NABI units and will be delivered in the Second Quarter of 2020. The delivery of the third bus will occur in the First Quarter of 2021 and will replace one of three 2010 New Flyer 40-foot buses which will reach their minimum useful life in 2022 (#4526, #4527 or #4528, depending on engine condition/mileage). Simi Valley Transit introduced 35-foot buses into its fixed-route fleet with the purchase of three 35-foot buses in 2014. To continue operational and maintenance efficiencies, staff recommends replacing the retiring 40-foot buses with 35-foot buses. Simi Valley Transit has received an Assignment to Purchase from CALACT (Attachment A, page 4). The following alternatives are available to the City Council: 1. Approve the purchase of three replacement CNG fixed-route buses utilizing the

CALACT-MBTA Purchasing Cooperative; 2. Provide other direction to staff. Staff recommends Alternative No. 1.

The City has received an Assignment to Purchase Agreement for three 35-foot CNG buses under the CALACT-MBTA Purchasing Cooperative.
